More recently, the Biden administration\u2019s position was that the resolution of talks should lead to mutual recognition between the two parties. <\/span><b><br \/>\n<\/b><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">During his first presidential term, President Trump was notably more involved in the region than his predecessor (Barack Obama) and successor (Joe Biden). Trump\u2019s special presidential envoy, Richard Grenell, initiated a parallel dialogue between Kosovo and Serbia, sidelining the EU. This effort focused on economic normalization, deliberately avoiding sensitive political issues. \u00a0 <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">In 2020, Trump secured the Agreement on the <\/span><a href=\"https:\/\/www.predsednik.rs\/en\/press-center\/news\/agreement-on-normalisation-of-economic-relations-signed-in-washington\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Normalization of Economic Relations<\/span><\/a><span style=\"font-weight: 400;\">, commonly known as the Washington Agreement. While primarily focused on economic issues, the agreement also encompassed non-economic provisions, including the designation of Hezbollah as a terrorist organization, commitments to promote LGBTQ+ rights, Israel\u2019s recognition of Kosovo, and the relocation of the Serbian embassy to Jerusalem, among other things.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, after Trump lost the presidency to Joseph Biden in 2020, the Washington Agreement was largely sidelined. Now, with Trump\u2019s reelection, the Washington Agreement is back in focus as both parties anxiously await his administration\u2019s first course of action in the Western Balkans. Simultaneously, the region is waiting to see whether President Trump will reappoint Richard Grenell as his special envoy for the region.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While attempting to predict the future is challenging and speculative, reflecting on Trump\u2019s first term and his administration's approach to the Western Balkans and the Kosovo-Serbia dispute offers valuable lessons for what may lie ahead. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Strained Relations with Albin Kurti<\/b><b><br \/>\n<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">It is no secret that Trump\u2019s team harbors a negative attitude toward Prime Minister Albin Kurti. During Richard Grenell\u2019s tenure as Trump\u2019s special envoy for the region, he played a role in orchestrating the <\/span><a href=\"https:\/\/www.euronews.com\/2020\/04\/21\/kosovo-pm-says-us-envoy-involved-in-toppling-his-government\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">toppling of Kurti's first government<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given this history of animosity between the Trump administration and Kurti\u2019s leadership, it remains uncertain whether Kurti will be able to establish a functional relationship with the incoming Trump administration.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">This dynamic is particularly crucial considering the ongoing deterioration in the U.S.-Kosovo relations over the past four years, during which the U.S. <\/span><a href=\"https:\/\/balkaninsight.com\/2023\/05\/30\/us-penalises-kosovo-after-unrest-in-serb-majority-north\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">imposed measures<\/span><\/a><span style=\"font-weight: 400;\"> against Kosovo. Additionally, Kurti\u2019s <\/span><a href=\"https:\/\/www.facebook.com\/watch\/?v=1245703389147479\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">support<\/span><\/a><span style=\"font-weight: 400;\"> for Joe Biden during the 2020 presidential election could further complicate his relationship with the Trump administration.\u00a0<\/span><span style=\"font-weight: 400;\">The question of whether Kurti can navigate this challenging relationship will be critical for the future of the U.S.-Kosovo cooperation.<\/span><\/p>\n<p><b>Close Ties with Serbian Leadership<\/b><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">The Serbian leadership has cultivated strong connections with key figures in the U.S. political landscape, particularly within the previous Trump administration. Richard Grenell has often been <\/span><a href=\"https:\/\/www.koha.net\/en\/arberi\/demaku-ne-nuk-kemi-problem-vetem-me-grenellin-escobarin-e-cilesuam-proserb-e-blinkenin-naiv\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">portrayed in Pristina<\/span><\/a><span style=\"font-weight: 400;\"> as a pro-Serbian advocate or even a lobbyist for Serbian interests\u2014a characterization that the Serbian government has <\/span><a href=\"https:\/\/www.euractiv.com\/section\/politics\/short_news\/serbian-pm-reports-labelling-grenell-and-palmer-as-serbian-lobbyists-is-a-lie\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">publicly denied<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Further reinforcing these connections are reported business links involving Jared Kushner, former President Trump\u2019s son-in-law. Kushner\u2019s investment in a luxury development project has been described as \u201ccontroversial\u201d by <\/span><a href=\"https:\/\/www.politico.eu\/article\/donald-trump-son-in-law-jared-kushner-secure-controversial-belgrade-real-estate-deal-serbia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Politico<\/span><\/a><span style=\"font-weight: 400;\">, raising questions about potential conflicts of interest.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">President Vucic was also one of the first world leaders to hold a telephone call with Trump, <\/span><a href=\"https:\/\/apnews.com\/article\/trump-us-vucic-serbia-election-balkans-kushner-1a0cabc9d5f4ed2fb1bf50d2bbe1777b\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">congratulating<\/span><\/a><span style=\"font-weight: 400;\"> him on his recent win, which makes Serbia\u2019s position vis-\u00e0-vis Kosovo better. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Given these established ties, it is worth considering whether a potential second Trump administration might prioritize strengthening its relationship with Serbia, possibly at the expense of advancing Kosovo\u2019s interests. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Sidelining the EU<\/b><\/p>\n<p><span style=\"font-weight: 400;\">During the 2019-2020 period, the Trump administration launched its own parallel dialogue, effectively sidelining the EU. The EU, already facing a series of crises in its facilitated Kosovo- Serbia Dialogue, struggled to cope with this development.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This situation created confusion among people in Serbia and Kosovo, who were unsure about the status of the EU-led dialogue. At the same time, it raised false expectations that the U.S. was finally engaging with the region.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It remains to be seen whether this would still be the case should the Trump administration attempt to revive the Washington Agreement and pursue its own plans. Regardless of Trump\u2019s intentions, his administration and the EU do not see eye to eye.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU is facing a challenging period.
