K\u00ebto do t\u00eb jen\u00eb zgjedhjet e para t\u00eb rregullta parlamentare q\u00eb nga shpallja e pavar\u00ebsis\u00eb m\u00eb 2008.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrfitimet nga p\u00ebrfundimi i mandatit t\u00eb plot\u00eb qeveritar kat\u00ebrvje\u00e7ar jan\u00eb t\u00eb shumta dhe ofrojn\u00eb nj\u00eb pasqyr\u00eb m\u00eb t\u00eb qart\u00eb t\u00eb qeverisjes. Kjo pastaj u jep koh\u00eb t\u00eb mjaftueshme subjekteve politike n\u00eb draftimin e prioriteteve dhe programeve t\u00eb tyre zgjedhore.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebr shkak se programet zgjedhore jan\u00eb dokumente t\u00eb gjata dhe p\u00ebrplot detaje, ky shkrim fokusohet vet\u00ebm n\u00eb fush\u00ebn e politik\u00ebs s\u00eb jashtme t\u00eb partive kryesore n\u00eb vend.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Partia n\u00eb pushtet, <\/span><b>L\u00ebvizja Vet\u00ebvendosje (LVV)<\/b><span style=\"font-weight: 400;\">, nuk e ka publikuar programin zgjedhor. As koalicioni <\/span><b>AAK-NISMA-Konservator\u00ebt-Intelektual\u00ebt<\/b><span style=\"font-weight: 400;\"> nuk ka shfaqur ndonj\u00eb program t\u00eb ri zgjedhor.<\/span><\/p>\n<p><b>Lidhja Demokratike e Kosov\u00ebs (LDK)<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Partia Demokratike e Kosov\u00ebs (PDK)<\/b><span style=\"font-weight: 400;\"> jan\u00eb dy subjektet e vetme kryesore n\u00eb vend q\u00eb kan\u00eb paraqitur nj\u00eb ofert\u00eb zgjedhore te qytetar\u00ebt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Programi zgjedhor i <\/span><a href=\"https:\/\/bedrihamza.info\/\" target=\"_blank\" rel=\"noopener\"><b>PDK-s\u00eb<\/b><\/a><span style=\"font-weight: 400;\"> p\u00ebrmban 62 faqe, nd\u00ebrsa ai i <\/span><a href=\"https:\/\/lidhjademokratike.org\/rrugaere\/\" target=\"_blank\" rel=\"noopener\"><b>LDK-s\u00eb<\/b><\/a><span style=\"font-weight: 400;\"> \u00ebsht\u00eb m\u00eb voluminoz, me gjithsej 248 faqe. T\u00eb dyja k\u00ebto subjekte politike i kan\u00eb dedikuar rreth 6-7 faqe politik\u00ebs s\u00eb jashtme n\u00eb programet e tyre.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">K\u00ebto jan\u00eb ve\u00e7orit\u00eb kryesore t\u00eb programeve zgjedhore nga <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> and <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> n\u00eb fush\u00ebn e politik\u00ebs s\u00eb jashtme p\u00ebr zgjedhjet e 9 shkurtit:<\/span><\/p>\n<p><b>Fokus i ve\u00e7ant\u00eb n\u00eb p\u00ebrmir\u00ebsimin e raporteve me aleat\u00ebt<\/b><\/p>\n<p><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> ofron nj\u00eb gjuh\u00eb tejet specifike n\u00eb raport me thellimin e raporteve me aleat\u00ebt, duke theksuar se duhen \u201c<\/span><i><span style=\"font-weight: 400;\">riparuar<\/span><\/i><span style=\"font-weight: 400;\">\u201d fillimisht raportet me SHBA-n\u00eb. N\u00eb k\u00ebt\u00eb kontekst, <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> n\u00ebnvizon thellimin e marr\u00ebdh\u00ebnieve me SHBA-n\u00eb n\u00eb nivel politik, ekonomik dhe kulturor, p\u00ebrtej fush\u00ebs s\u00eb siguris\u00eb.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky premtim \u00ebsht\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr faktin se gjat\u00eb qeverisjes Kurti 2, raportet me SHBA-n\u00eb kan\u00eb degraduar n\u00eb nivele alarmante, duke izoluar dhe d\u00ebmtuar aspiratat e vendit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Edhe p\u00ebr <\/span><b>LDK-n\u00eb<\/b><span style=\"font-weight: 400;\">, thellimi i partneritetit t\u00eb p\u00ebrhersh\u00ebm strategjik me SHBA-n\u00eb, shtetet e BE-s\u00eb dhe Mbret\u00ebrin\u00eb e Bashkuar, \u00ebsht\u00eb nj\u00eb nd\u00ebr q\u00ebllimet kryesore q\u00eb definon programin e tyre zgjedhor.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb rastin e <\/span><b>LDK-s\u00eb<\/b><span style=\"font-weight: 400;\">, vlen t\u00eb theksohet p\u00ebrmendja e Mbret\u00ebris\u00eb s\u00eb Bashkuar, vend ky i cili ka zbehur fokusin e saj n\u00eb Ballkanin Per\u00ebndimor pas Brexit-it. Nj\u00eb riangazhim i diplomacis\u00eb kosovare n\u00eb k\u00ebt\u00eb drejtim do t\u00eb ishte i mir\u00ebpritur.<\/span><\/p>\n<p><b>V\u00ebmendje te kthimi i njohjeve dhe an\u00ebtar\u00ebsimi n\u00eb organizata nd\u00ebrkomb\u00ebtare<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb nd\u00ebr premtimet kryesore t\u00eb <\/span><b>LDK-s\u00eb<\/b><span style=\"font-weight: 400;\"> \u00ebsht\u00eb forcimi i subjektivitetit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs p\u00ebrmes njohjeve t\u00eb reja (me fokus n\u00eb pes\u00eb vendet e BE-s\u00eb), an\u00ebtar\u00ebsimit n\u00eb organizata nd\u00ebrkomb\u00ebtare (kryesisht BE, NATO, K\u00ebshilli i Europ\u00ebs). Gjithashtu, r\u00ebnd\u00ebsi e ve\u00e7ant\u00eb i kushtohet an\u00ebtar\u00ebsimit n\u00eb agjencit\u00eb e specializuara t\u00eb Organizat\u00ebs s\u00eb Kombeve t\u00eb Bashkuara (OKB).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nevoja p\u00ebr kthimin e v\u00ebmendjes n\u00eb k\u00ebt\u00eb drejtim \u00ebsht\u00eb thelb\u00ebsore p\u00ebr Kosov\u00ebn, sidomos kur dihet fakti se p\u00ebrgjat\u00eb kat\u00ebr viteve t\u00eb Qeveris\u00eb Kurti 2, Kosova nuk e ka arritur <\/span><a href=\"https:\/\/sbunker.org\/en\/analize\/ngecja-katervjecare-e-qeverise-kurti-ne-politiken-e-jashtme\/\"><span style=\"font-weight: 400;\">asnj\u00eb<\/span><\/a><span style=\"font-weight: 400;\"> njohje t\u00eb re apo an\u00ebtar\u00ebsim n\u00eb organizata nd\u00ebrkomb\u00ebtare. Megjithat\u00eb, p\u00ebrtej ofrimit t\u00eb prioriteteve dhe elaborimit t\u00eb r\u00ebnd\u00ebsis\u00eb s\u00eb tyre p\u00ebr Kosov\u00ebn, <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> nuk specifikon detaje se si do t\u2019i arrij\u00eb objektivat e saj.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ngjash\u00ebm, <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> konsideron se duhet b\u00ebr\u00eb m\u00eb shum\u00eb p\u00ebrpjekje p\u00ebr ta rritur numrin e njohjeve dhe an\u00ebtar\u00ebsimeve n\u00eb organizata nd\u00ebrkomb\u00ebtare. <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> premton rritjen e numrit t\u00eb njohjeve n\u00eb 2\/3 e shteteve an\u00ebtare t\u00eb OKB-s\u00eb (128 shtete), gj\u00eb q\u00eb mund t\u00eb konsiderohet si nj\u00eb objektiv\u00eb e prekshme, edhe pse e v\u00ebshtir\u00eb t\u00eb arrihet, duke marr\u00eb p\u00ebr baz\u00eb se numri total i njohjeve t\u00eb Kosov\u00ebs \u00ebsht\u00eb momentalisht 114.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb aspektin e an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb organizata nd\u00ebrkomb\u00ebtare, <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> ofron dy premtime ky\u00e7e: an\u00ebtar\u00ebsimi n\u00eb K\u00ebshillin e Europ\u00ebs, si dhe marrja e statusit t\u00eb vendit kandidat p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Por, as <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> nuk ofron detaje se si do t\u2019i realizoj\u00eb k\u00ebto premtime zgjedhore.\u00a0<\/span><\/p>\n<p><b>Barazia gjinore dhe bashk\u00ebpunimi me shoq\u00ebrin\u00eb civile<\/b><\/p>\n<p><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> \u00ebsht\u00eb i vetmi subjekt politik i cili e p\u00ebrmend r\u00ebnd\u00ebsin\u00eb e barazis\u00eb gjinore n\u00eb aktivitete diplomatike dhe nevoj\u00ebn p\u00ebr p\u00ebrfshirjen e grave n\u00eb proceset vendimmarr\u00ebse. Megjithat\u00eb, n\u00eb programin zgjedhor 248-faq\u00ebsh t\u00eb <\/span><b>LDK-s\u00eb<\/b><span style=\"font-weight: 400;\">, shoq\u00ebria civile nuk p\u00ebrmendet as edhe nj\u00eb her\u00eb t\u00eb vetme.<\/span><\/p>\n<p><b>PDK-ja<\/b><span style=\"font-weight: 400;\">, n\u00eb an\u00ebn tjet\u00ebr, \u00ebsht\u00eb i vetmi subjekt politik q\u00eb p\u00ebrmend bashk\u00ebpunimin me shoq\u00ebrin\u00eb civile n\u00eb kontekstin e procesit t\u00eb integrimit europian t\u00eb Kosov\u00ebs, gj\u00eb q\u00eb hedh n\u00eb pah r\u00ebnd\u00ebsin\u00eb dhe kontributin e shoq\u00ebris\u00eb civile n\u00eb vend.<\/span><\/p>\n<p><b>Reformat n\u00eb sh\u00ebrbimin e jasht\u00ebm diplomatik<\/b><\/p>\n<p><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> i kushton v\u00ebmendje t\u00eb ve\u00e7ant\u00eb reform\u00ebs n\u00eb sh\u00ebrbimin e jasht\u00ebm diplomatik, duke p\u00ebrmendur depolitizimin, rritjen e fondeve, p\u00ebrmir\u00ebsimin e kushteve t\u00eb pun\u00ebs dhe sigurimin e bursave p\u00ebr specializimin e kuadrove t\u00eb reja.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky premtim bazohet n\u00eb nevoja reale, sepse reformat n\u00eb sh\u00ebrbimin e jasht\u00ebm diplomatik t\u00eb Kosov\u00ebs jan\u00eb t\u00eb domosdoshme. N\u00eb k\u00ebt\u00eb kontekst, <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> ofron disa premtime tejet specifike, t\u00eb cilat padyshim se do t\u2019i sh\u00ebrbenin pozitivisht p\u00ebrmir\u00ebsimit t\u00eb p\u00ebrfaq\u00ebsimit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nd\u00ebrsa, <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> premton riorganizim t\u00eb sh\u00ebrbimit t\u00eb jasht\u00ebm, duke vendosur nj\u00eb sistem t\u00eb ri menaxhimi. Sipas <\/span><b>LDK-s\u00eb<\/b><span style=\"font-weight: 400;\">, q\u00ebllimi \u00ebsht\u00eb q\u00eb t\u00eb balancohet numri i stafit diplomatik sipas nevojave, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb krijohet nj\u00eb sistem m\u00eb efikas. N\u00eb k\u00ebt\u00eb drejtim, <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> premton rritjen e stafit diplomatik n\u00eb kryeqendrat per\u00ebndimore.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky premtim i <\/span><b>LDK-s\u00eb<\/b><span style=\"font-weight: 400;\"> \u00ebsht\u00eb praktik dhe adreson nj\u00eb problem serioz n\u00eb sh\u00ebrbimin e jasht\u00ebm diplomatik t\u00eb Kosov\u00ebs. \u00cbsht\u00eb e domosdoshme q\u00eb ambasadat n\u00eb kryeqendrat bot\u00ebrore t\u00eb mos ballafaqohen me munges\u00eb t\u00eb stafit, si\u00e7 ka ndodhur r\u00ebndom n\u00eb t\u00eb kaluar\u00ebn.<\/span><\/p>\n<p><b>Disa premtime kreative<\/b><\/p>\n<p><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> synon ofrimin e sh\u00ebrbimeve t\u00eb p\u00ebrbashk\u00ebta konsullore me Shqip\u00ebrin\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb rritet efikasiteti dhe thellimi i bashk\u00ebpunimit me Shqip\u00ebrin\u00eb.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky premtim nga <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> \u00ebsht\u00eb praktik, sepse ofron mb\u00ebshtetje dhe sh\u00ebrbime ndaj qytetar\u00ebve kosovar\u00eb n\u00ebp\u00ebr bot\u00eb dhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb ul kostot operative t\u00eb konsullatave dhe ambasadave t\u00eb Kosov\u00ebs. Kjo \u00ebsht\u00eb nj\u00eb praktik\u00eb q\u00eb ndiqet edhe nga shtetet e zhvilluara. P\u00ebr shembull, Suedia dhe Finlanda ndajn\u00eb zyrat n\u00eb nj\u00eb nd\u00ebrtes\u00eb t\u00eb p\u00ebrbashk\u00ebt n\u00eb Prishtin\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb an\u00ebn tjet\u00ebr, <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> sugjeron krijimin e pozit\u00ebs s\u00eb \u201c<\/span><i><span style=\"font-weight: 400;\">Ambasadorit at Large<\/span><\/i><span style=\"font-weight: 400;\">\u201d, q\u00eb n\u00eb shqip mund t\u00eb p\u00ebrkthehet si \u201cambasador i p\u00ebrgjithsh\u00ebm\u201d.<\/span> <span style=\"font-weight: 400;\">K\u00ebta ambasador\u00eb zakonisht p\u00ebrfaq\u00ebsojn\u00eb vendet e tyre duke u fokusuar n\u00eb \u00e7\u00ebshtje specifike t\u00eb politik\u00ebs s\u00eb jashtme dhe duke u p\u00ebrfshir\u00eb n\u00eb shtete t\u00eb ndryshme var\u00ebsisht nga nevojat, sepse k\u00ebta ambasador\u00eb nuk jan\u00eb t\u00eb lidhur me nj\u00eb ambasad\u00eb specifike.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Edhe pse <\/span><b>LDK-ja<\/b><span style=\"font-weight: 400;\"> nuk e argumenton r\u00ebnd\u00ebsin\u00eb p\u00ebr k\u00ebt\u00eb lloj t\u00eb ambasadorit, ky premtim zgjedhor \u00ebsht\u00eb i q\u00eblluar sepse k\u00ebta ambasador\u00eb do t\u00eb mund t\u00eb fokusoheshin n\u00eb nevojat kryesore t\u00eb vendit, si\u00e7 jan\u00eb njohjet e reja, aspiratat n\u00eb organizata nd\u00ebrkomb\u00ebtare dhe mb\u00ebshtetja nga aleat\u00ebt n\u00eb dialogun Kosov\u00eb-Serbi, mes t\u00eb tjerash.<\/span><\/p>\n<p><b>Premtime t\u00eb palogjikshme<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Ndoshta premtimi m\u00eb kreativ n\u00eb programin e <\/span><b>PDK-s\u00eb<\/b><span style=\"font-weight: 400;\"> \u00ebsht\u00eb promovimi i agjend\u00ebs s\u00eb paqe-nd\u00ebrtimit, ku thuhet se <\/span><b>PDK-ja<\/b><span style=\"font-weight: 400;\"> synon ta avancoj\u00eb politik\u00ebn e jashtme t\u00eb Kosov\u00ebs p\u00ebrmes promovimit t\u00eb vlerave universale t\u00eb paqes, forcimin e demokracis\u00eb dhe zgjidhjen e konflikteve p\u00ebrmes organizatave, si: OKB-ja, BE-ja dhe OSBE-ja.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Megjithat\u00eb, ky premtim \u00ebsht\u00eb i pakuptimt\u00eb, sepse Kosova nuk \u00ebsht\u00eb shtet an\u00ebtar i OKB-s\u00eb, BE-s\u00eb apo OSBE-s\u00eb dhe rrjedhimisht nuk mund t\u00eb angazhohet n\u00eb k\u00ebto organizata p\u00ebr misione t\u00eb paqe-ruajtjes apo paqe-nd\u00ebrtimit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">K\u00ebto ishin disa nga premtimet kryesore dhe m\u00eb t\u00eb ve\u00e7anta n\u00eb fush\u00ebn e politik\u00ebs s\u00eb jashtme nga dy prej partive kryesore n\u00eb vend, <\/span><b>LDK<\/b><span style=\"font-weight: 400;\"> and <\/span><b>PDK<\/b><span style=\"font-weight: 400;\">.
