Nd\u00ebrsa, Serbia dhe Maqedonia e Veriut mbeten t\u00eb ngujuara n\u00eb probleme t\u00eb brendshme dhe, n\u00eb disa raste, regres. Progresi m\u00eb i madh i Malit t\u00eb Zi \u00ebsht\u00eb n\u00eb fush\u00ebn e reformave t\u00eb sundimit t\u00eb ligjit dhe drejt\u00ebsis\u00eb, ku jan\u00eb nd\u00ebrmarr\u00eb hapa konkret\u00eb p\u00ebr t\u00eb forcuar institucionet e pavarura dhe p\u00ebr t\u00eb luftuar korrupsionin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Megjithat\u00eb, mbeten edhe shum\u00eb sfida t\u00eb tjera, p\u00ebrfshir\u00eb p\u00ebrmir\u00ebsimin e mekanizmave p\u00ebr sekuestrimin e aseteve t\u00eb paligjshme, zbatimin e suksessh\u00ebm t\u00eb reformave zgjedhore, si dhe zbatimin e masave kund\u00ebr korrupsionit t\u00eb nivelit t\u00eb lart\u00eb. K\u00ebto sfida, mes t\u00eb tjerash, do ta p\u00ebrcaktojn\u00eb ritmin e m\u00ebtejsh\u00ebm t\u00eb integrimit p\u00ebr Malin e Zi.<\/span><\/p>\n<p><b>Serbia ngadal\u00ebson shpejt\u00ebsin\u00eb dhe humb primatin<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Serbia ka nj\u00eb pozit\u00eb t\u00eb dyzuar n\u00eb procesin e integrimit. Me 22 kapituj t\u00eb hapur dhe 2 t\u00eb mbyllur p\u00ebrkoh\u00ebsisht, progresi i saj n\u00eb BE \u00ebsht\u00eb penguar nga tensionet politike dhe mungesa e reformave thelb\u00ebsore n\u00eb disa fusha ky\u00e7e. Nj\u00eb nga kriteret m\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr p\u00ebrparimin e Serbis\u00eb \u00ebsht\u00eb normalizimi i marr\u00ebdh\u00ebnieve me Kosov\u00ebn, i cili vazhdon t\u00eb mbetet nj\u00eb burim i madh tensioni n\u00eb rajon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nga ana tjet\u00ebr, reformat n\u00eb luft\u00ebn kund\u00ebr korrupsionit kan\u00eb qen\u00eb t\u00eb kufizuara dhe shqet\u00ebsimet p\u00ebr pavar\u00ebsin\u00eb e medias dhe gjyq\u00ebsorit jan\u00eb ende t\u00eb pranishme. Nj\u00eb nga sfidat m\u00eb t\u00eb m\u00ebdha \u00ebsht\u00eb p\u00ebrafrimi i politik\u00ebs s\u00eb jashtme t\u00eb Serbis\u00eb me at\u00eb t\u00eb BE-s\u00eb, ve\u00e7an\u00ebrisht n\u00eb lidhje me vendosjen e sanksioneve kund\u00ebr Rusis\u00eb.\u00a0<\/span><\/p>\n<p><b>Shqip\u00ebria siguron pozicionin e dyt\u00eb n\u00eb gar\u00eb<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Shqip\u00ebria ka b\u00ebr\u00eb hapa t\u00eb r\u00ebnd\u00ebsish\u00ebm drejt BE-s\u00eb, duke hapur grupet negociuese themelore dhe ato p\u00ebr marr\u00ebdh\u00ebnie t\u00eb jashtme. Reforma e drejt\u00ebsis\u00eb dhe lufta kund\u00ebr korrupsionit kan\u00eb qen\u00eb pikat m\u00eb t\u00eb forta t\u00eb progresit t\u00eb Shqip\u00ebris\u00eb, duke p\u00ebrfshir\u00eb procese t\u00eb suksesshme, si <\/span><i><span style=\"font-weight: 400;\">vettingu<\/span><\/i><span style=\"font-weight: 400;\"> i gjyqtar\u00ebve dhe prokuror\u00ebve. Ky progres i madh ka tejkaluar nivelin e reformave t\u00eb Serbis\u00eb dhe Maqedonis\u00eb s\u00eb Veriut, duke e pozicionuar Shqip\u00ebrin\u00eb s\u00eb bashku me Malin e Zi.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Megjithat\u00eb, polarizimi politik mbetet nj\u00eb penges\u00eb e madhe, si dhe mungesa e dialogut konstruktiv midis partive politike ka penguar ritmin e reformave t\u00eb tjera thelb\u00ebsore, si ato zgjedhore dhe t\u00eb administrat\u00ebs publike. P\u00ebr m\u00eb tep\u00ebr, liria e medias dhe transparenca n\u00eb prona mbeten sfida kritike p\u00ebr p\u00ebrmbushjen e standardeve europiane.<\/span><\/p>\n<p><b>Maqedonia e Veriut e ngujuar n\u00eb pit-stop<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Maqedonia e Veriut, ndon\u00ebse ka b\u00ebr\u00eb p\u00ebrpjekje t\u00eb konsiderueshme drejt BE-s\u00eb, \u00ebsht\u00eb p\u00ebrballur me bllokime t\u00eb m\u00ebdha p\u00ebr shkak t\u00eb mosmarr\u00ebveshjeve kushtetuese dhe bilaterale me Bullgarin\u00eb. Hapja e negociatave \u00ebsht\u00eb vonuar, duke e l\u00ebn\u00eb vendin n\u00eb nj\u00eb pozit\u00eb t\u00eb ndjeshme dhe duke krijuar frustrim te qytetar\u00ebt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrtej problemeve politike e bilaterale, reformat n\u00eb sundimin e ligjit dhe luft\u00ebn kund\u00ebr korrupsionit jan\u00eb ende t\u00eb kufizuara. P\u00ebr m\u00eb tep\u00ebr, ndryshimet n\u00eb Kodin Penal, t\u00eb cilat prekin \u00e7\u00ebshtjet e korrupsionit t\u00eb nivelit t\u00eb lart\u00eb, kan\u00eb ngritur shqet\u00ebsime p\u00ebr angazhimin e vendit ndaj reformave t\u00eb v\u00ebrteta.\u00a0<\/span><\/p>\n<p><b>Bosnj\u00eb-Hercegovina n\u00eb fund t\u00eb gar\u00ebs<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Bosnj\u00eb-Hercegovina ka b\u00ebr\u00eb nj\u00eb hap t\u00eb madh n\u00eb rrug\u00ebn e saj europiane me hapjen e negociatave n\u00eb vitin 2024. Megjithat\u00eb, ndasit\u00eb politike t\u00eb brendshme, ve\u00e7an\u00ebrisht retorika secesioniste nga Republika Srpska, vazhdojn\u00eb t\u00eb minojn\u00eb p\u00ebrparimin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reformat n\u00eb gjyq\u00ebsor dhe lufta kund\u00ebr korrupsionit kan\u00eb qen\u00eb t\u00eb kufizuara, dhe zbatimi i vendimeve t\u00eb Gjykat\u00ebs Kushtetuese ka qen\u00eb i dob\u00ebt. P\u00ebr m\u00eb tep\u00ebr, lirit\u00eb themelore, duke p\u00ebrfshir\u00eb lirin\u00eb e medias dhe t\u00eb drejtat e qytetar\u00ebve, mbeten n\u00eb nj\u00eb gjendje shqet\u00ebsuese.<\/span><\/p>\n<p><b>Kosova ende jasht\u00eb gar\u00ebs<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Kosova ka aplikuar zyrtarisht p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE n\u00eb vitin 2023, por ende nuk ka marr\u00eb p\u00ebrgjigje. Kosova nuk e ka as statusin e vendit kandidat dhe mbetet shum\u00eb larg hapjes s\u00eb negociatave p\u00ebr an\u00ebtar\u00ebsim.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrparimi i Kosov\u00ebs \u00ebsht\u00eb v\u00ebshtir\u00ebsuar nga tensionet e vazhdueshme me Serbin\u00eb dhe situata e paq\u00ebndrueshme n\u00eb veri t\u00eb vendit. Reformat p\u00ebr luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar kan\u00eb qen\u00eb t\u00eb kufizuara dhe sistemi i drejt\u00ebsis\u00eb ende nuk e ka arritur pavar\u00ebsin\u00eb dhe efikasitetin e plot\u00eb.<\/span><\/p>\n<p><b>Nj\u00eb moment kritik p\u00ebr BE-n\u00eb dhe Ballkanin Per\u00ebndimor<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Edhe pse gjasht\u00eb vendet e Ballkanit Per\u00ebndimor mbeten larg an\u00ebtar\u00ebsimit n\u00eb BE, procesi i zgjerimit \u00ebsht\u00eb ringjallur duke e kthyer at\u00eb n\u00eb nj\u00eb p\u00ebrpar\u00ebsi strategjike p\u00ebr BE-n\u00eb. N\u00eb nj\u00eb moment t\u00eb till\u00eb kritik, integrimi i Ballkanit Per\u00ebndimor do t\u00eb p\u00ebrcaktoj\u00eb jo vet\u00ebm stabilitetin e rajonit, por edhe fuqin\u00eb dhe kohezionin e BE-s\u00eb n\u00eb nj\u00eb bot\u00eb gjithnj\u00eb e m\u00eb shum\u00eb multipolare.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Me rigjall\u00ebrimin e procesit t\u00eb zgjerimit, pritet qe BE-ja t\u2019i pres\u00eb nj\u00eb apo dy an\u00ebtar\u00eb t\u00eb rinj deri n\u00eb fund t\u00eb 2030-s.
