The grenade  <\/span><a href=\"https:\/\/www.evropaelire.org\/a\/sulmohet-posta-e-kosoves-zvecan\/33366272.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">attack<\/span><\/a><span style=\"font-weight: 400\"> on the Kosovo Post Office in Zvecan and the <\/span><a href=\"https:\/\/www.evropaelire.org\/a\/xhelal-svecla-ndalimi-i-16-serbeve-\/33375244.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">arrest<\/span><\/a><span style=\"font-weight: 400\"> of several Serbian \u201cpilgrims\u201d in Gjakova and Prizren, some of whom were identified as members of Serbia\u2019s security services, have reignited concerns over Serbia\u2019s interference.<\/p>\n<p class=\" translation-block\">The Government of Kosovo warned that Belgrade is employing various methods, including \nblackmail, threats, and criminal <\/span><a href=\"https:\/\/kryeministri.rks-gov.net\/en\/blog\/the-government-of-the-republic-of-kosovo-condemns-the-criminal-act-against-the-kosovo-post-offices-in-zvecan\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">attacks<\/span><\/a><span style=\"font-weight: 400\">, to disrupt the democratic functioning of the state.<\/p>\n<p class=\" translation-block\">These developments follow Prime Minister Albin Kurti\u2019s accusations that Serbia <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=fE7LHgmNeBI\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">interfered<\/span><\/a><span style=\"font-weight: 400\"> in the \nFebruary 9, 2025 parliamentary elections, as well as it showed efforts to sabotage the formation of new institutions of the ninth legislature, through the Serb List and Milan Radoicic, the orchestrator of the terrorist attack in Zvecan.<\/p>\n<p class=\" translation-block\">At the initiative of the acting Prime Minister, Albin Kurti, the Kosovo Security Council held an \nemergency meeting on April 6, 2025. According to a press release, the discussion focused on \n\u201c<\/span><i><span style=\"font-weight: 400\">the overall security situation, with an emphasis on Serbia\u2019s destabilizing plans and criminal \ninterference.\u201d<\/span><\/i><span style=\"font-weight: 400\"><\/p>\n<p class=\" translation-block\">One of the incidents highlighted was the grenade attack on the Kosovo Post <\/span><a href=\"https:\/\/kallxo.com\/lajm\/nje-dite-pas-sulmit-me-granata-dore-posta-e-kosoves-rikthen-sherbimet-ne-zvecan\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Office<\/span><\/a><span style=\"font-weight: 400\"> in Zvecan on \nApril 1, 2025. Reports indicate that two hand grenades were thrown, one of which exploded. \nThe attack was seen as part of a broader strategy to create panic and sow distrust in Kosovo\u2019s \ninstitutions in the north.<\/p>\n<p><b>The Detainment and Release of the \u201cPilgrims\u201d\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Another development that prompted reactions was the stopping of 16 individuals, divided into \nfour vehicles with license plates from Kragujevac, Serbia, on April 5 and 6, who claimed to be pilgrims. What initially appeared to be a religious activity took a different turn when authorities stated that they had identified four of the individuals as officers of Serbia\u2019s security services. According to them, four of the detained individuals are active officers in Serbia\u2019s security services. Based on preliminary information, it was suspected that these groups aimed to gather intelligence on potential targets, as evidence was found linking them to Serbia\u2019s military intelligence structures as well as members of the Banjska terrorist group. The first group, consisting of four people, was stopped in Gjakova. During a vehicle search, photographs of Kosovo\u2019s map, images of terrorists killed during the Banjska attack, two knives, an axe, and a rotating light were found. The Basic Court in Gjakova imposed a 30-day detention order.\u00a0<\/span><\/p>\n<p class=\" translation-block\">However, of the 12 Serbs who were detained on April 6 in Prizren, initially, ten of them were \nreleased through regular procedures, and two were held for 48 hours. But on April 8, the Basic Prosecutor\u2019s Office <\/span><a href=\"https:\/\/www.koha.net\/lajmet-e-mbremjes-ktv\/lirohen-dy-serbet-e-fundit-te-arrestuar-ne-prizren-reagon-qeveria\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">released<\/span><\/a><span style=\"font-weight: 400\">  the last two suspects.<\/p>\n<p class=\" translation-block\">This led government officials to <\/span><a href=\"https:\/\/www.facebook.com\/albulenaa.haxhiuu\/posts\/pfbid02iKwRZ558rBCFCs4mg9Nm2GarSdjuor59oumx8mALe3kpxmiwr1MYLJD3TG8eRScHl?__cft__0=AZV4iNheOIP8BdhUYdVbCzdQeVJiuWLrWwy_SP85dla6svAc_bnGNp8PmoOVqVRCR6PZvaQqw2_PGpTZijKNSQ7oBpX7ANmOWo6ULzkPN2TY1DqJ2PCPXMmP_lGTskK3-5q4V5vUCXbfyZ1cQIDTXdM1DgwY0rHQACLIW10NQne5jyXjsv-hwchIL151DYvt620&amp;__tn__=OP-R\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">criticize<\/span><\/a><span style=\"font-weight: 400\"> the judiciary, calling it concerning that <\/span><i><span style=\"font-weight: 400\">\u201cthe ease with \nwhich these individuals were released undermines police operations and other security \ninstitutions that apprehended these two groups with evidence and facts.\u201d <\/span><\/i><\/p>\n<p class=\" translation-block\">On the other hand, Serbian media and politicians responded with a wave of accusations against \nKosovo, claiming that this was yet another episode aimed at terrorizing Serbs. Serbian President Aleksandar Vucic stated that certain measures  had been taken, without specifying what those <\/span><a href=\"https:\/\/www.kurir.rs\/vesti\/politika\/9634753\/vucic-o-situaciji-na-kim\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">measures<\/span><\/a><span style=\"font-weight: 400\"> were.<\/p>\n<p class=\" translation-block\">The Office for Kosovo in the Serbian government declared that the latest <\/span><a href=\"https:\/\/www.insajder.net\/prenosimo\/kancelarija-za-kim-pristina-pokrenula-talas-privodenja-hodocasnika-iz-centralne-srbije\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">wave<\/span><\/a><span style=\"font-weight: 400\"> of arrests of \npilgrims from Serbia is a continuation of the destabilization of the situation in Kosovo and the \npressure on the Serbian population.<\/p>\n<p><span style=\"font-weight: 400;\">Narratives from Serbia following such tensions are part of a consolidated strategy that, over the \nyears, has proclaimed that Serbs in Kosovo are victims of \u201cinstitutional terror,\u201d an approach \naimed at convincing not only the domestic public but also the international community.\u00a0<\/span><\/p>\n<p><b>Accusations of Interference in the Formation of the Government\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The recent events unfolded within a broader context of mutual accusations of political \ninterference, which intensified following Kosovo\u2019s latest parliamentary elections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Government of Kosovo has recently accused Serbia of obstructing the establishment of \nKosovo\u2019s institutions after the February 9, 2025 elections, as well as of coercing Serbs to \nparticipate in pro-Vucic protests. According to officials, Serbia is allegedly using threats, \nincentives, and blackmail to stir interethnic and inter-party tensions in Kosovo.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These accusations come at a time when the winning party of the acting Prime Minister, Kurti, \nhas yet to secure a coalition partner for the formation of the new government.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400\">\u201c<\/span><i><span style=\"font-weight: 400\">Through the Serb List and the chief terrorist Milan Radoicic, acting as its \u2018de facto\u2019 leader, \nSerbia is now interfering with some non-majority and non-Serb community MPs in an attempt to sabotage the establishment of new institutions of the ninth legislature. With threats, enticements, and particularly with blackmail, it is trying to provoke interethnic and inter-party tensions in Kosovo and destabilize the country. This represents a blatant interference with our state sovereignty, democratic functioning, and institutional integrity,\u201d read the government statement following the Security Council meeting.<\/p>\n<p class=\" translation-block\">It further stated that \u201c<\/span><i><span style=\"font-weight: 400\">all institutions and state mechanisms are required to remain vigilant and \nprepared.\u201d<\/span><\/i><span style=\"font-weight: 400\"><\/p>\n<p><span style=\"font-weight: 400;\">For years, Serbia has used parallel structures and its security networks in Kosovo to exert \ninfluence, while simultaneously attempting to portray itself as the protector of \u201cendangered\u201d \nSerbs. Kosovo, on the other hand, seeks to emphasize its institutions as guarantors of law and security for all citizens, including the Serb community, and to expose Serbia\u2019s interference as politically motivated and orchestrated.<\/span><\/p>\n<p><b>Deadlocked Dialogue\u00a0<\/b><\/p>\n<p class=\" translation-block\">The latest developments, including the arrests, the attack in Zvecan, and accusations of \ninterference in Kosovo\u2019s institutions, are unfolding at a time when <\/span><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">dialogue<\/span><\/a><span style=\"font-weight: 400\"> between Kosovo and Serbia remains stalled. The EU-mediated process, intended to normalize relations between the two countries, is currently at a standstill, with the lack of progress creating space for increasingly polarized  <\/span><a href=\"https:\/\/www.securitycouncilreport.org\/whatsinblue\/2025\/04\/kosovo-briefing-7.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">narratives<\/span><\/a><span style=\"font-weight: 400\">. These divisions were <\/span><a href=\"https:\/\/prishtinainsight.com\/eu-assessing-ongoing-kosovo-serbia-dialogue-foreign-policy-chief\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">evident<\/span><\/a><span style=\"font-weight: 400\"> to the new EU Special Envoy, Peter Sorensen, during his first official visit to Prishtina and Belgrade in March. During her most recent visit to Albania, the EU\u2019s High Representative for Foreign Affairs and Security Policy acknowledged that <\/span><a href=\"https:\/\/europeanwesternbalkans.com\/2025\/04\/09\/kallas-visits-western-balkans-there-are-no-shortcuts-to-eu-membership\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">mistakes<\/span><\/a><span style=\"font-weight: 400\"> had been made in the process and noted that new modalities are being explored to move toward normalization.<\/p>\n<p class=\" translation-block\">Kosovo accuses Serbia of failing to implement any part of the Ohrid Agreement reached in \nMarch 2023, especially regarding de facto recognition of Kosovo\u2019s statehood and the cessation of Serbia\u2019s campaign against Kosovo\u2019s membership in international organizations.
