While these developments were welcomed by local institutions and Western diplomats in Kosovo, there were harsh reactions in Serbia from the highest levels of power.<\/p>\n<p class=\" translation-block\">The recognitions by Kenya and Sudan come after a decline in the pace of recognitions in recent years. The last state to recognize Kosovo was Israel in 2020, as part of the <\/span><a href=\"https:\/\/edition.cnn.com\/2020\/09\/04\/politics\/serbia-kosovo-agreement\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Washington Agreement<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p class=\" translation-block\">In a <\/span><a href=\"https:\/\/www.facebook.com\/VjosaOsmaniMP\/videos\/697438289373094\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">video<\/span><\/a><span style=\"font-weight: 400\">\u00a0alongside Sudan\u2019s Foreign Minister, Ali Yousuf al-Sharif, at the <\/span><a href=\"https:\/\/www.evropaelire.org\/a\/osmani-turqia-partnere-kosoves-rendesishme\/33382143.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Antalya Diplomacy Forum in Turkey<\/span><\/a><span style=\"font-weight: 400\">, President Vjosa Osmani said that she was informed by him of the Sudanese president\u2019s decision to recognize Kosovo and to establish relations between the two countries.<\/p>\n<p class=\" translation-block\">Osmani described the recognition as \u201c<\/span><i><span style=\"font-weight: 400\">the beginning of a grand partnership.\u201d<\/p>\n<p class=\" translation-block\">Prior to that, Kenya's recognition was confirmed during a <\/span><a href=\"https:\/\/www.facebook.com\/behgjeti\/posts\/pfbid02o8yVY1BDPRZnKNGrSes3igVfQrk8bqg6XpTMM9erM7wFhZHjBHXCUELWup5YncYSl?__cft__0=AZUCheyL_v3fsyLVIDmsfQWDcpq7v-QbkQb0C93ZLaHTfqgTGGbbK8ZOZbif94EWJRKbkF9fz85s5oBAp3JHTy3iMZe7gC758PSI11hEznSss4A_XG5tQac6aFnQWNlsPgPiRCA4eKqrHYq_qyh1J9YHgYOX0cG2OczralsnDgt16hTAQNBImKt259Oz_xOpfVw&amp;__tn__=OP-R\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ceremony<\/span><\/a><span style=\"font-weight: 400\"> made public by former Deputy Prime Minister and Foreign Minister Behgjet Pacolli, before President Osmani officially confirmed that she had received recognition from her Kenyan counterpart, William Ruto.<\/p>\n<p><span style=\"font-weight: 400;\">Recognitions from African states revived the anti-Kosovo narrative in Serbia.\u00a0<\/span><\/p>\n<p class=\" translation-block\">Serbian President Aleksandar Vucic <\/span><a href=\"https:\/\/www.kurir.rs\/vesti\/politika\/9625774\/vucic-o-kenijiskom-priznanju-tzv-kosova?utm_source=kurir&amp;utm_medium=single_dontmiss&amp;utm_campaign=adria_internal\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">described<\/span><\/a><span style=\"font-weight: 400\">  Kenya\u2019s recognition as \u201ca grave act and a political blow to Serbia.\u201d He also reiterated that Serbia will continue its campaign of \u201cde-recognition\u201d and must prepare for an intense confrontation with what he called \u201c<\/span><i><span style=\"font-weight: 400\">Prishtina\u2019s powerful lobbying.\u201d<\/p>\n<p class=\" translation-block\">This rhetoric openly contradicts the 2023 Brussels <\/span><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue-agreement-path-normalisation-between-kosovo-and-serbia_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Agreement<\/span><\/a><span style=\"font-weight: 400\">, reached with the mediation of the European Union, in which both parties committed not to obstruct each other in the international arena.<\/p>\n<p class=\" translation-block\">\u201cThe Parties proceed on the assumption that neither of the two can represent the other in the international sphere or act on its behalf. Serbia will not object to Kosovo\u2019s membership in any international organisation.\u201d, <\/span><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue-agreement-path-normalisation-between-kosovo-and-serbia_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">states<\/span><\/a><span style=\"font-weight: 400\"> Article 4 of the agreement.<\/p>\n<p class=\" translation-block\">Despite the agreement, which aims to normalize Kosovo-Serbia relations, Serbia continues to promote the narrative that \u201cKosovo is not a state\u201d and that \u201cevery recognition must be opposed through organized campaigns to reverse them.\u201d<\/p>\n<p class=\" translation-block\">Pro-government Serbian media even <\/span><a href=\"https:\/\/www.kurir.rs\/vesti\/politika\/9626584\/srbija-mora-konstantno-da-se-bori-za-otpriznanja-kosova\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">speculated<\/span><\/a><span style=\"font-weight: 400\"> that the recognitions were bought with money in an effort to delegitimize them. According to \u201cKurir\u201d, Kosovo authorities allegedly \u201cpaid 100,000 dollars\u201d to secure recognition from Kenya. Serbian officials claim this to be a serious violation of international norms, although no evidence has been provided for this amount or the mechanism through which it was supposedly carried out.<\/p>\n<p class=\" translation-block\">In another <\/span><a href=\"https:\/\/www.kurir.rs\/vesti\/politika\/9641339\/na-delu-ozbiljno-pristinsko-lobiranje-srbija-mora-da-uzvrati-kampanjom-otpriznavanja\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">article<\/span><\/a><span style=\"font-weight: 400\">, it is stated that Serbia should respond with a counter-campaign to derecognize Kosovo, while noting that \u201cPristina is engaged in serious lobbying.\u201d The piece adds that Serbia is preparing a new international campaign to oppose every new recognition of Kosovo and to increase pressure on countries that have already recognized it.<\/p>\n<p class=\" translation-block\">Kosovo\u2019s Ministry of Foreign Affairs and Diaspora <\/span><a href=\"https:\/\/mfa-ks.net\/lajmet\/deklarate-e-ministrise-se-puneve-te-jashtme-dhe-diaspores-se-republikes-se-kosoves\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">responded<\/span><\/a><span style=\"font-weight: 400\"> to the statements made by Serbian officials. The MFA stated that the latest reactions are not an isolated case.<\/p>\n<p class=\" translation-block\">\u201cThe ongoing campaign by Serbia to block Kosovo\u2019s membership in the Council of Europe has already been deemed a violation of the Brussels Agreement by the European Union, as reflected in recent public statements following Serbia\u2019s vote against Kosovo\u2019s membership in April 2023. The expansion of this campaign to challenge bilateral recognitions such as that by Sudan once again reveals that Serbia is deliberately employing a strategy to undermine Kosovo\u2019s statehood, while continuously disregarding the principles of constructive dialogue and regional stability,\u201d the <\/span><a href=\"https:\/\/mfa-ks.net\/lajmet\/deklarate-e-ministrise-se-puneve-te-jashtme-dhe-diaspores-se-republikes-se-kosoves\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">statement<\/span><\/a><span style=\"font-weight: 400\"> reads.<\/p>\n<p class=\" translation-block\">According to the Ministry of Foreign Affairs and Diaspora, Sudan\u2019s decision to recognize Kosovo\u2019s independence is politically responsible, historically justified, and legally sound, in line with the 2010 Advisory Opinion of the International Court of Justice, which found that Kosovo\u2019s declaration of independence did not violate international law. \u201cThis recognition reflects the growing global consensus on Kosovo\u2019s statehood, with  <\/span><\/i><a href=\"https:\/\/mfa-ks.net\/lajmet\/deklarate-e-ministrise-se-puneve-te-jashtme-dhe-diaspores-se-republikes-se-kosoves\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400\">119 countries<\/span><\/i><\/a><i><span style=\"font-weight: 400\"> now standing in solidarity with our sovereignty.\u201d<\/p>\n<p class=\" translation-block\">Serbia\u2019s continued <a href=\"https:\/\/www.rferl.org\/a\/serbia-vucic-kosovo-fatual-de-jure-recogntion\/32314013.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">opposition<\/span><\/a><span style=\"font-weight: 400\"> to Kosovo\u2019s statehood stems from its official policy of non-recognition of the independence declared on February 17, 2008.
