Duke anashkaluar llafet q\u00eb p\u00ebrlavd\u00ebrojn\u00eb ose kritikojn\u00eb universitetet n\u00eb Kosov\u00eb, \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje specifike q\u00eb ka mbizot\u00ebruar n\u00eb debatin publik rreth arsimit t\u00eb lart\u00eb, ajo e munges\u00ebs ose numrit t\u00eb vog\u00ebl t\u00eb publikimeve shkencore t\u00eb profesor\u00ebve universitar\u00eb. Ky konsiderohet nj\u00eb nd\u00ebr problemet m\u00eb t\u00eb m\u00ebdha t\u00eb arsimit t\u00eb lart\u00eb n\u00eb Kosov\u00eb. Ky konstatim \u00ebsht\u00eb marr\u00eb si baz\u00eb p\u00ebr t\u00eb orientuar edhe politikat universitare t\u00eb avancimit t\u00eb m\u00ebsimdh\u00ebn\u00ebsve universitar\u00eb n\u00eb thirrje akademike.<\/p>\n<p>Problemi i arsimit t\u00eb lart\u00eb reduktohet sipas k\u00ebtij skenari: \u201cKemi problem me arsimin e lart\u00eb\u201d, v\u00ebren me plot t\u00eb drejt\u00eb nj\u00eb i informuar. \u201cProblemi me arsimin e lart\u00eb \u00ebsht\u00eb se profesor\u00ebt nuk kan\u00eb botime shkencore n\u00eb periodik\u00eb t\u00eb listuar n\u00eb indekse t\u00eb caktuara\u201d, thot\u00eb nj\u00eb i ngutur. \u201cLe t\u00eb botojn\u00eb profesor\u00ebt n\u00eb periodik\u00eb nd\u00ebrkomb\u00ebtar\u00eb t\u00eb indeksuar, se ndryshe nuk avancohen n\u00eb thirrje akademike\u201d, thon\u00eb me tendenc\u00eb qeverit\u00eb dhe udh\u00ebheq\u00ebsit e universiteteve.<\/p>\n<p>Si profesor universitar, dua t\u00eb ofroj kontributin tim n\u00eb debatin p\u00ebr problemet e arsimit t\u00eb lart\u00eb, duke v\u00ebn\u00eb n\u00eb pah mang\u00ebsit\u00eb e k\u00ebsaj pik\u00ebpamjeje dhe p\u00ebrdorimin tendencioz t\u00eb saj. E kuptoj mir\u00eb r\u00ebnd\u00ebsin\u00eb e botimit n\u00eb periodik\u00eb q\u00eb dor\u00ebshkrimet i shqyrtojn\u00eb sipas standardeve rigoroze profesionale para se t\u2019i botojn\u00eb ato. E kuptoj, gjithashtu, r\u00ebnd\u00ebsin\u00eb e madhe q\u00eb universitetet tona t\u00eb botojn\u00eb n\u00eb periodik\u00eb nd\u00ebrkomb\u00ebtar\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb b\u00ebhen pjes\u00eb e diskutimeve dhe rrjedhave shkencore globale.<\/p>\n<p>Megjith\u00ebk\u00ebt\u00eb, nga puna si pedagog n\u00eb Universitetin e Prishtin\u00ebs (UP), kam m\u00ebsuar se ky pretendim nuk prek thelbin e problemeve m\u00eb t\u00eb thella dhe urgjente t\u00eb arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb, andaj si i till\u00eb \u00ebsht\u00eb pretendim i kot\u00eb dhe madje tendencioz. Problemet n\u00eb universitete publike e private jan\u00eb t\u00eb ngjashme, megjithat\u00eb n\u00eb k\u00ebt\u00eb shkrim do t\u00eb ndaj p\u00ebrvoj\u00ebn time personale n\u00eb UP.<\/p>\n<p>Problemi themelor i universiteteve n\u00eb Kosov\u00eb \u00ebsht\u00eb mungesa e dy elementeve themelore q\u00eb e p\u00ebrb\u00ebjn\u00eb nj\u00eb universitet: 1) librat shkencor\u00eb dhe 2) k\u00ebrkimet shkencore. Librat shkencor\u00eb nuk mb\u00ebshteten fare, nd\u00ebrsa k\u00ebrkimet shkencore, n\u00ebse mund t\u00eb thuhet se po, mb\u00ebshteten n\u00eb mas\u00eb tep\u00ebr t\u00eb kufizuar dhe n\u00eb forma t\u00eb pap\u00ebrshtatshme.<\/p>\n<p>Prandaj shtrohet pyetja, si mund t\u00eb ket\u00eb studime t\u00eb larta pa literatur\u00eb dhe pa k\u00ebrkime shkencore?! Si mund t\u00eb meritoj\u00eb emrin \u201cuniversitet\u201d nj\u00eb bina q\u00eb nuk boton libra dhe nuk kryen k\u00ebrkime shkencore?!<\/p>\n<p>Pa literatur\u00eb shkencore, t\u00eb p\u00ebrkthyer ose autoriale, dhe pa k\u00ebrkim shkencor, universiteti degradohet n\u00eb shkoll\u00eb t\u00eb mesme, duke k\u00ebrc\u00ebnuar k\u00ebsisoj edhe vet\u00eb iden\u00eb e universitetit. Arsyeja \u00ebsht\u00eb e thjesht\u00eb: nuk mund t\u00eb ket\u00eb studime t\u00eb larta me libra leximi, me nj\u00eb a dy tekste m\u00ebsimore p\u00ebrmbledh\u00ebse p\u00ebr nj\u00eb l\u00ebnd\u00eb ose, p\u00ebr m\u00eb keq, vet\u00ebm sh\u00ebnime p\u00ebrmbledh\u00ebse a pika nga prezantimet n\u00eb Power Point. Tjetra, dhe po kaq thelb\u00ebsore, pa komponentin e k\u00ebrkimit shkencor universiteti nuk mund t\u00eb prodhoj\u00eb dije, por vet\u00ebm ta bart\u00eb dijen e vjet\u00ebr ose ekzistuese, q\u00eb buron nga universitetet dhe komunitetet e tjera akademike te student\u00ebt e tij.<\/p>\n<p>Me gjith\u00eb problemet ekzistuese, nuk ka pasur ndonj\u00eb nism\u00eb serioze nga institucionet p\u00ebrkat\u00ebse p\u00ebr ta ndryshuar k\u00ebt\u00eb qasje. Cila qeveri, cili minist\u00ebr, cili deputet, cili politikan deri m\u00eb tani ka ngritur z\u00ebrin p\u00ebrnj\u00ebmend p\u00ebr k\u00ebt\u00eb problem, ose \u00ebsht\u00eb angazhuar p\u00ebr ta mb\u00ebshtetur librin shkencor ose k\u00ebrkimin shkencor?!<\/p>\n<p>\u00cbsht\u00eb e kuptueshme se politikan\u00ebt nuk kan\u00eb interes politik t\u2019i rreken rrug\u00ebs s\u00eb gjat\u00eb e t\u00eb v\u00ebshtir\u00eb t\u00eb mb\u00ebshtetjes s\u00eb librit dhe k\u00ebrkimit shkencor, p\u00ebr faktin se rezultatet nuk shihen menj\u00ebher\u00eb (\u00e7far\u00ebdo politike n\u00eb sistemin arsimor jep rezultate vet\u00ebm pas dekadash), rrjedhimisht nuk gjenerojn\u00eb vota.<\/p>\n<p>Mir\u00ebpo, p\u00ebr t\u00eb pasur standard universitar, dikush duhet t\u00eb nis\u00eb ndryshimin e k\u00ebsaj gjendjeje dhe t\u00eb hedh\u00eb far\u00ebn q\u00eb t\u00eb mund ta korrin brezat e ardhsh\u00ebm. Dhe prej ku tjet\u00ebr p\u00ebrve\u00e7 universiteteve duhet t\u00eb vij\u00eb nj\u00eb k\u00ebrkes\u00eb e till\u00eb? Por cili udh\u00ebheq\u00ebs i universitetit tha, p\u00ebrnj\u00ebmend dhe me ngulm, se na duhet literatur\u00eb, na duhen p\u00ebrkthime, botime autoriale, si dhe infrastruktur\u00eb, kushte, koh\u00eb, energji, nd\u00ebrlidhje, organizim e financim t\u00eb k\u00ebrkimit shkencor?!<\/p>\n<p>E meta e t\u00eb qenit m\u00ebsimdh\u00ebn\u00ebs n\u00eb UP \u00ebsht\u00eb se duhet ligj\u00ebruar shum\u00eb, t\u00eb mbahen provime shum\u00eb dhe t\u00eb mentorohen shum\u00eb punime t\u00eb student\u00ebve. Ve\u00e7 k\u00ebtyre, edhe t\u00eb botosh ndonj\u00eb artikull shkencor, me \u00e7do kusht n\u00eb periodik\u00eb shkencor\u00eb t\u00eb listuar n\u00eb indekse t\u00eb caktuara. Kur do t\u00eb kujtohen udh\u00ebheq\u00ebsit e universiteteve q\u00eb p\u00ebr t\u00eb botuar libra dhe artikuj n\u00eb periodik\u00eb shkencor\u00eb, duhen k\u00ebrkime shkencore, komunikim me komunitetin e jasht\u00ebm akademik, si dhe koh\u00eb e energji e kursyer nga m\u00ebsimdh\u00ebnia dhe vler\u00ebsimi i student\u00ebve?!<\/p>\n<p>Derisa kjo pyetje t\u00eb mbetet retorike, botimi shkencor i profesor\u00ebve t\u00eb universiteteve tona mbetet nj\u00eb mashtrim q\u00eb p\u00ebrgjegj\u00ebsit, nga qeverit\u00eb q\u00eb shkojn\u00eb e vijn\u00eb e deri te drejtuesit universitar\u00eb, shtiren se po m\u00ebrziten p\u00ebr t\u00eb, sa her\u00eb q\u00eb u duhet ta heqin p\u00ebrgjegj\u00ebsin\u00eb prej vetes, e ta hedhin te hallkat m\u00eb t\u00eb ul\u00ebta t\u00eb zinxhirit t\u00eb p\u00ebrgjegj\u00ebsis\u00eb, dometh\u00ebn\u00eb te profesor\u00ebt \u201cdembel\u00eb dhe injorant\u00eb\u201d, t\u00eb cil\u00ebt \u201cnuk botojn\u00eb jasht\u00eb vendit\u201d.<\/p>\n<p>Por, si mund t\u00eb pres\u00eb botime shkencore nj\u00eb universitet q\u00eb i ngarkon profesor\u00ebt e tij me p\u00ebrgatitjen e syllabuseve dhe ligj\u00ebratave p\u00ebr nj\u00eb dyzin\u00eb l\u00ebnd\u00ebsh universitare (p\u00ebr shumic\u00ebn e t\u00eb cilave nuk ka literatur\u00eb as n\u00eb gjuh\u00ebn amtare, as n\u00eb lingua francan e shkencave n\u00eb bibliotek\u00ebn e tij), q\u00eb i ngarkon me qindra or\u00eb ligj\u00ebrata dhe me vler\u00ebsim t\u00eb mij\u00ebra punimeve e testeve t\u00eb student\u00ebve n\u00eb vit?!<\/p>\n<p>Nuk do mend q\u00eb, n\u00eb munges\u00eb t\u00eb rezultateve dhe gjetjeve nga k\u00ebrkimi shkencor, q\u00eb \u2014 n\u00eb rastin m\u00eb t\u00eb mir\u00eb \u2014 ekziston vet\u00ebm n\u00eb deklarata e premtime elektorale t\u00eb politikan\u00ebve, mund\u00ebsit\u00eb p\u00ebr t\u00eb botuar di\u00e7ka me vler\u00eb jan\u00eb t\u00eb kufizuara.<\/p>\n<p>N\u00ebse drejtuesve t\u00eb shtetit dhe t\u00eb UP-s\u00eb u b\u00ebn p\u00ebr arsimin e lart\u00eb, do t\u00eb mendonin p\u00ebr reforma e mb\u00ebshtetje t\u00eb ndjeshme, jo vet\u00ebm me qasje nd\u00ebshkuese (duke mos i promovuar m\u00ebsimdh\u00ebn\u00ebsit universitar\u00eb n\u00eb thirje akademike), por edhe me qasje afirmuese. Kjo mund t\u00eb b\u00ebhet p\u00ebrmes p\u00ebrkrahjes s\u00eb profesor\u00ebve, mb\u00ebshtetjes s\u00eb nevojave t\u00eb tyre p\u00ebr zhvillim profesional, gjall\u00ebrimit t\u00eb politikave t\u00eb rekrutimit t\u00eb profesor\u00ebve t\u00eb rinj, krijimit t\u00eb kushteve p\u00ebr hulumtime dhe botime shkencore dhe mb\u00ebshtetjes s\u00eb tyre, duke investuar n\u00eb qendra, institute dhe programe hulumtuese e botuese, duke ndihmuar lidhjet dhe bashk\u00ebpunimit me universitetet dhe institucionet akademike n\u00eb bot\u00eb, mes t\u00eb tjerash.<\/p>","protected":false},"excerpt":{"rendered":"<p>Arsimi i lart\u00eb \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb tem\u00eb mjaft e p\u00ebrfolur n\u00eb diskutimet publike.
