Her presidency has been marked by both achievements and setbacks, leaving a contested record that continues to shape Kosovo\u2019s political discourse. As her five-year mandate nears its end, her tenure invites reflection and critical assessment.<\/p>\n<h3><strong>Cleaning House: Politically Motivated Decisions <\/strong><\/h3>\n<p>One of President Osmani\u2019s first decisions after assuming office was the dismissal of the head of the Central Election Commission (CEC), Valdete Daka, on the <a href=\"https:\/\/www.youtube.com\/watch?v=_U7mq5UgP4E\" target=\"_blank\" rel=\"noopener\">grounds<\/a> that she had violated the independence and integrity of the CEC. Daka had become a primary target for the newly elected Self-Determination Movement (LVV) after the CEC had previously refused to certify its leader Albin Kurti and several other party members to run in the 2021 election due to legal issues.<\/p>\n<p>President Osmani, who ran as the LVV\u2019s <a href=\"https:\/\/telegrafi.com\/vjosa-osmani-personi-votuar-ne-kosove-mbi-300-mije-vota\/\" target=\"_blank\" rel=\"noopener\">lead candidate<\/a> in 2021, dismissed Daka in a move widely seen as <a href=\"https:\/\/betimiperdrejtesi.com\/organizata\" target=\"_blank\" rel=\"noopener\">politically motivated<\/a>. The accusations against Daka were considered baseless, as under her leadership Kosovo\u2019s elections had been praised for professionalism, with preliminary results delivered within hours. The consequences of Osmani\u2019s decision became evident in the February 9, 2025, general election, which faced numerous problems and delayed the CEC\u2019s finalization of the results by over a <a href=\"https:\/\/www.evropaelire.org\/a\/kqz-shpall-rezultatet-perfundimtare-te-zgjedhjeve-te-9-shkurtit\/33348945.html\" target=\"_blank\" rel=\"noopener\">month<\/a>.<\/p>\n<p class=\" translation-block\">The Kurti government also urged President Osmani to <a href=\"https:\/\/balkaninsight.com\/2021\/05\/20\/mass-sacking-of-kosovo-ambassadors-condemned-by-opposition\/\" target=\"_blank\" rel=\"noopener\">dismiss<\/a> 12 politically appointed ambassadors, citing the need to increase the share of career diplomats, as required by the Law on Foreign Service. However, several <a href=\"https:\/\/demokracia.com\/gervalla-nuk-e-ndale-spastrimin-politik-po-e-largon-nga-puna-edhe-nje-grup-te-madh-te-diplomateve\/\" target=\"_blank\" rel=\"noopener\">career diplomats<\/a> were also dismissed, suggesting the move largely served to consolidate control and install loyalists. The mass dismissals and lack of a smooth transition left Kosovo without senior diplomatic <a href=\"https:\/\/ekonomiaonline.com\/qeveria-praktikante-e-shkarkimeve-la-kosoven-pa-perfaqesim-diplomatik\/\" target=\"_blank\" rel=\"noopener\">representation<\/a> in 23 missions for over six months, hampering diplomatic efforts and undermining Kosovo\u2019s reputation abroad. Today, most key embassies are still led by political appointees, including those in Brussels, Lisbon, London, Rome, and The Hague.<\/p>\n<p class=\" translation-block\">While the Kurti-Osmani duo has been unforgiving to diplomatic staff abroad, a troubling double standard emerged with Ambassador to Croatia Martin Berishaj, a close confidant of Kurti, <a href=\"https:\/\/www.koha.net\/arberi\/berishaj-dyshohet-se-shmangu-taksat-per-parate-e-marra-nga-gen-i-i-serbise\" target=\"_blank\" rel=\"noopener\">accused<\/a> of concealing \u20ac1.5 million, tax evasion, and money laundering. Osmani initially sided with Kurti in shielding him, but as relations between Kurti and Osmani began to deteriorate, Osmani later urged Berishaj\u2019s resignation. The following year, Osmani visited Croatia in an official capacity, and while it is customary for the ambassador to accompany her, she <a href=\"https:\/\/www.gazetaexpress.com\/osmani-e-konfirmon-qe-se-deshti-afer-martin-berishajn-gjate-vizites-ne-kroaci-ashtu-kam-vendosur\/\" target=\"_blank\" rel=\"noopener\">refused<\/a> Berishaj\u2019s presence. Despite the serious allegations, Berishaj remains in his post, underscoring political favoritism.<\/p>\n<h3><strong>Bandwagoning with the Kurti Government\u2019s stance on the Kosovo Serb Community <\/strong><\/h3>\n<p class=\" translation-block\">The Kurti government has acted unilaterally in <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/31\/protest-from-us-after-kosovo-closes-serbian-offices\" target=\"_blank\" rel=\"noopener\">restricting<\/a> social services for Kosovo Serbs, without consulting the community or key allies, and has failed to advance the draft statute on the Association of Serb-Majority Municipalities (ASM). Despite <a href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue-implementation-annex-agreement-path-normalisation-relations-between_en\" target=\"_blank\" rel=\"noopener\">agreeing<\/a> to the 2023 Ohrid Agreement, pledging self-management for Serb-majority municipalities, the government has made no progress on these commitments.<\/p>\n<p class=\" translation-block\">Rather than mitigating the government\u2019s actions, Osmani has reinforced pressure on Kosovo\u2019s Serb community. In 2022, she echoed Prime Minister Kurti\u2019s stance that Kosovo was <a href=\"https:\/\/www.youtube.com\/watch?v=KTcgtw6bU4w&amp;t=1564s\" target=\"_blank\" rel=\"noopener\">not required<\/a> to establish a \u201c<em>new Republika Srpska<\/em>.\u201d Just a year later, she reversed course, declaring the ASM both unavoidable and a legal obligation, even expressing willingness to <a href=\"https:\/\/www.evropaelire.org\/a\/vjosa-osmani-asociacioni-shba-veri-\/32613091.html\" target=\"_blank\" rel=\"noopener\">co-draft<\/a> a new statute in line with the Constitution and with U.S. support. These contradictory statements suggest that Osmani\u2019s positions are driven less by conviction than by shifting political circumstances.<\/p>\n<p class=\" translation-block\">In July 2025, President Osmani withdrew her request to the Constitutional Court regarding the constitutive session of the parliament after learning that Serb judge Radomir Llaban had been appointed as the rapporteur, <a href=\"https:\/\/www.youtube.com\/watch?v=cpS77yRxstY\" target=\"_blank\" rel=\"noopener\">citing<\/a> him as a national security threat, specifically referencing his activities from 2021 onward. While Osmani\u2019s concerns may be valid, the claim was made without any <a href=\"https:\/\/www.youtube.com\/live\/cpS77yRxstY?si=jI4BQ4Nh3H1iMHMZ&amp;t=595\" target=\"_blank\" rel=\"noopener\">public evidence<\/a> and raised the question of why no action had been taken earlier if Llaban indeed posed a national security threat. By framing a sitting Kosovo Serb judge as a security threat, she undermined the credibility of the judiciary, the Constitutional Court, and non-majority community rights.<\/p>\n<p class=\" translation-block\">More recently, the newly elected head of parliament, Dimal Basha of LVV, declared the parliament constituted, despite the <a href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=61266&amp;fbclid=IwAR2pkg1WSEcTI3ZFBSGCbPz0Vh5lt7ysr9nvzgMndq-6nYhvjIjBQF00qKQ\" target=\"_blank\" rel=\"noopener\">Rules of Procedure<\/a> requiring five deputy presidents, including one from the Serb community. In this case, only four deputy presidents were selected, none of whom were from the Serb community. Despite this clear violation, President Osmani <a href=\"https:\/\/x.com\/admirim\/status\/1965413537141911922\" target=\"_blank\" rel=\"noopener\">backed<\/a> the government\u2019s approach. The Constitutional Court later confirmed that the parliament was not properly constituted due to the missing deputy president from the Serb community.<\/p>\n<p class=\" translation-block\">The President\u2019s role is crucial under the Kosovo Constitution, which states that the President \u201c<em>represents the unity of the people<\/em>.\u201d Given that Kosovo is defined as a multi-ethnic state, this includes all non-majority communities. Yet, Osmani has repeatedly failed to fulfill this duty, particularly during moments when national cohesion and the inclusion of non-majority communities were most needed.<\/p>\n<h3><strong>A Foreign Policy in Disarray <\/strong><\/h3>\n<p class=\" translation-block\">Kosovo\u2019s foreign policy has suffered from a lack of coordination and coherent strategy. This disunity is most evident in the disconnect between the Presidency, the Prime Minister\u2019s Office, and the Foreign Ministry. It was particularly visible when Kosovo failed to <a href=\"https:\/\/reporteri.net\/lajme\/presidentja-osmani-ishte-ne-kosove-kur-gervalla-dergoi-letren-ne-keshillin-e-evropes\/\" target=\"_blank\" rel=\"noopener\">secure<\/a> membership in the Council of Europe and again during the September 2025 visit to the U.S., where the President, Prime Minister, and Foreign Minister traveled separately, each pursuing their own agenda.<\/p>\n<p>In addition to a lack of a unified strategy, relations with key allies have deteriorated to a concerning degree. EU sanctions remain in place, and ties with the U.S. have reached a nadir. In an attempt to mend relations, President Osmani has visited the U.S. 20 times since taking office. Although she has visited the U.S. very frequently, she has struggled to secure bilateral meetings with senior White House representatives.<\/p>\n<p class=\" translation-block\">Osmani\u2019s only <a href=\"https:\/\/2021-2025.state.gov\/secretary-antony-j-blinken-kosovo-president-vjosa-osmani-and-kosovo-prime-minister-albin-kurti-before-their-meeting\/\" target=\"_blank\" rel=\"noopener\"> U.S. bilateral visit<\/a> was in July 2022, when she met with Secretary of State Antony Blinken. During the same visit, Kosovo signed a $200 million grant agreement with the Millennium Challenge Corporation (MCC) to support the country\u2019s energy sector. Since then, Kosovo has yet to meet senior White House officials.<\/p>\n<p><a href=\"https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-13433 aligncenter\" src=\"https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique.png\" alt=\"\" width=\"674\" height=\"379\" srcset=\"https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique.png 1430w, https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique-300x169.png 300w, https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique-1024x576.png 1024w, https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique-768x432.png 768w, https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique-18x10.png 18w, https:\/\/sbunker.org\/wp-content\/uploads\/2025\/11\/Infografique-600x337.png 600w\" sizes=\"auto, (max-width: 674px) 100vw, 674px\" \/><\/a><\/p>\n<p>Such frequent trips might be justified if they produced tangible results, but they increasingly appear aimed at boosting media visibility and projecting a presidential image abroad rather than strengthening Kosovo\u2019s diplomatic standing. Furthermore, Osmani often travels with a large entourage, including a personal photographer and videographer, ensuring every meeting and appearance is showcased.<\/p>\n<p class=\" translation-block\">When she does meet with U.S. officials, these meetings seem more like symbolic engagements than substantive visits. For instance, on July 9, 2025, President Osmani met with Brendan Hanrahan, Senior Bureau Official for the Bureau of European and Eurasian Affairs. That same day, Hanrahan <a href=\"https:\/\/x.com\/StateEUR\/status\/1943053384380223876\" target=\"_blank\" rel=\"noopener\">announced<\/a> plans to visit Bosnia and Herzegovina, Serbia, and Kosovo, making Osmani\u2019s meeting appear out of sync with U.S. plans.<\/p>\n<p class=\" translation-block\">Over the past few years, Kosovo-U.S. relations have <a href=\"https:\/\/sbunker.org\/en\/analize\/ngecja-katervjecare-e-qeverise-kurti-ne-politiken-e-jashtme\/\" target=\"_blank\" rel=\"noopener\">witnessed<\/a> a series of crises. The most serious setback came on September 12, 2025, when the U.S. Embassy in Kosovo <a href=\"https:\/\/xk.usembassy.gov\/st_9122025\/\" target=\"_blank\" rel=\"noopener\">suspended<\/a> the Strategic Dialogue, citing the \u201c<em>caretaker government actions that increased tensions and instability<\/em>.\u201d The U.S. Strategic Dialogue is a high-level initiative to promote mutual interests in areas such as defense, energy, and trade with the goal of advancing Kosovo\u2019s Euro-Atlantic integration and reinforcing a deeper strategic partnership with the U.S.<\/p>\n<p class=\" translation-block\">For a partially recognized country such as Kosovo, the stakes are particularly high. However, instead of taking substantive action to address the situation, Osmani issued a statement <a href=\"https:\/\/president-ksgov.net\/en\/statement-by-the-president-of-the-republic-of-kosovo-3\/\" target=\"_blank\" rel=\"noopener\">voicing<\/a> concern and regret.<\/p>\n<h3><strong>Notable Milestones in Foreign Policy <\/strong><\/h3>\n<p>Despite setbacks in Kosovo\u2019s foreign policy, President Osmani has achieved notable successes on the international stage, representing Kosovo with professionalism and eloquence in summits, conferences, and official meetings. Her combination of political experience, education, and fluency in English has enabled her to communicate effectively with global leaders, enhancing Kosovo\u2019s visibility and credibility abroad and projecting an image of capable leadership.<\/p>\n<p class=\" translation-block\">Arguably her most significant diplomatic achievements came in April and October 2025, when <a href=\"https:\/\/www.evropaelire.org\/a\/sudani-njeh-kosoven\/33383244.html\" target=\"_self\">South Sudan<\/a> and, later, <a href=\"https:\/\/www.koha.net\/en\/lajmet-e-mbremjes-ktv\/siria-e-njeh-kosoven\" target=\"_blank\" rel=\"noopener\">Syria<\/a> recognized Kosovo\u2019s independence. These milestones marked progress in recognition efforts that had stalled under the Kurti government, which <a href=\"https:\/\/sbunker.org\/en\/analize\/ngecja-katervjecare-e-qeverise-kurti-ne-politiken-e-jashtme\/\" target=\"_blank\" rel=\"noopener\">failed<\/a> to secure any new recognitions during its four-year term.<\/p>\n<p class=\" translation-block\">President Osmani also demonstrated responsiveness and international goodwill in 2021 by offering shelter to Afghan refugees at President Biden\u2019s <a href=\"https:\/\/www.politico.eu\/article\/balkan-countries-firm-us-alliance-by-accepting-afghan-refugees-afghanistan-taliban-biden\/\" target=\"_blank\" rel=\"noopener\">request<\/a>, a meaningful gesture given Kosovo\u2019s limited capacity.<\/p>\n<p>Additionally, her diplomatic tour in Latin America, including the opening of Kosovo\u2019s embassy in Colombia, likewise reflected a proactive approach to sustaining and strengthening bilateral relations in a region that Kosovo rarely engages with.<\/p>\n<h3><strong>Quiet When It Matters: Lack of Leadership on Important Issues<br \/>\n<\/strong><\/h3>\n<p class=\" translation-block\">Under Prime Minister Kurti, Kosovo has experienced significant democratic backsliding, with independent media and civil society facing mounting pressure. Attacks on the judiciary, particularly the Constitutional Court and State Prosecutor, are increasingly <a href=\"https:\/\/www.dw.com\/sq\/kosov-kritika-ndaj-dyshimeve-mbi-vendimet-e-kushtetueses\/a-73927771\" target=\"_blank\" rel=\"noopener\">frequent<\/a>. Beyond domestic challenges, Kosovo is more isolated than ever, relations with key allies are declining, and EU sanctions remain in place.<\/p>\n<p class=\" translation-block\">As Albin Kurti\u2019s and LVV\u2019s rhetoric and <a href=\"https:\/\/balkaninsight.com\/2024\/03\/13\/smear-campaign-against-critics-of-kosovo-ruling-party-condemned\/\" target=\"_blank\" rel=\"noopener\">attacks<\/a> against independent institutions has escalated, President Osmani has largely remained silent. In Kosovo, those who critique the government and its actions often face backlash, with dissenting voices frequently portrayed as adversaries of the government or serving the <a href=\"https:\/\/agk-ks.org\/en\/news\/agk-ja-denon-intimidimin-publik-te-deputetit-dimal-basha-ndaj-gazetares-se-rtk-se-blerta-foniqi-kabashi\/\" target=\"_blank\" rel=\"noopener\">interests<\/a> of Serbia.<\/p>\n<p class=\" translation-block\">Rather than defending press freedom, President Osmani has <a href=\"https:\/\/safejournalists.net\/president-osmanis-accusations-and-insinuations-endanger-the-physical-safety-of-journalists\/\" target=\"_blank\" rel=\"noopener\">accused<\/a> certain Kosovo journalists of links to Milan Radoicic, the criminal behind the 2023 Banjska attack. This pattern of criticism towards the media has also been evident in past statements by her husband, Prindon Sadriu, who <a href=\"https:\/\/rsf.org\/en\/kosovo-media-freedom-organisations-call-immediate-end-denigrating-campaign-against-journalists\" target=\"_blank\" rel=\"noopener\">labeled<\/a> journalists a \u201c<em>joint criminal enterprise<\/em>.\u201d<\/p>\n<p class=\" translation-block\">Hostile language toward the press has coincided with a steep decline in press freedom. Kosovo <a href=\"https:\/\/www.biepag.eu\/blog\/youre-not-a-citizen-youre-a-journalist-the-fall-of-media-freedom-in-kosovo\" target=\"_blank\" rel=\"noopener\">fell 43 places<\/a> in the World Press Freedom Index between 2022 and 2024, reflecting both a deteriorating media environment and broader democratic erosion.<\/p>\n<p>Overall, Osmani secured some diplomatic successes and gained international visibility, but her tenure was undermined by her failure to hold the Kurti government accountable and assert the authority of the presidency when needed. Her inability to serve as a unifying figure and defend democratic principles has weakened the presidency itself.<\/p>\n<p>As President Osmani\u2019s term comes to an end, the central question is whether Kosovo\u2019s presidency can reclaim its role as a guardian of national unity and democracy, or whether it will continue to be shaped by partisan interests.
