Bllokimi i Ligjit p\u00ebr RTK-n\u00eb, q\u00eb do t\u00eb mund\u00ebsonte ofrimin e nj\u00eb modeli t\u00eb q\u00ebndruesh\u00ebm t\u00eb financimit, ka thelluar edhe m\u00eb tej kriz\u00ebn, duke e diskriminuar transmetuesin publik dhe duke ndikuar negativisht te qindra pun\u00ebtor\u00eb, pagat e t\u00eb cil\u00ebve mbesin n\u00eb m\u00ebshir\u00ebn e Qeveris\u00eb.<\/p>\n<h3><strong>Var\u00ebsia politike q\u00eb e minon pun\u00ebn e RTK-s\u00eb<\/strong><\/h3>\n<p>P\u00ebr vitin 2025, RTK-s\u00eb i jan\u00eb ndar\u00eb rreth 9 milion\u00eb euro. Megjithat\u00eb, k\u00ebto mjete nuk jan\u00eb t\u00eb garantuara, ato transferohen vet\u00ebm pas p\u00eblqimit t\u00eb <em>Komisionit p\u00ebr Buxhet, Pun\u00eb dhe Transfere<\/em>.\u00a0 <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=99639\" target=\"_blank\" rel=\"noopener\">Ligjit p\u00ebr Ndarjet Buxhetore<\/a>, p\u00ebrkat\u00ebsisht Neni 11, thot\u00eb si vijon:<\/p>\n<p>as a \u201c<em>P\u00ebr periudh\u00ebn janar-dhjetor t\u00eb vitit 2025, Radiotelevizionit t\u00eb Kosov\u00ebs (n\u00eb tekstin e m\u00ebtejm\u00eb RTK), i ndahen tet\u00eb milion\u00eb e n\u00ebnt\u00ebqind e gjasht\u00ebdhjet\u00eb mij\u00eb euro (8,960,000 \u20ac), n\u00eb kategorin\u00eb e shpenzimeve \u201cSubvencione dhe Transfere\u201d. Para secilit gjasht\u00eb (6) mujor, RTK-ja do t\u00eb dor\u00ebzoj\u00eb n\u00eb Komisionin p\u00ebr Buxhet, Pun\u00eb dhe Transfere n\u00eb Kuvend, programin e shpenzimeve t\u00eb planifikuara. N\u00eb fund t\u00eb \u00e7do gjasht\u00eb (6) mujori, RTK-ja do t\u00eb dor\u00ebzoj\u00eb n\u00eb Kuvend raportin p\u00ebr shpenzimet e b\u00ebra. Mjetet sipas k\u00ebtij paragrafi alokohen dhe transferohen nga Thesari n\u00eb llogarin\u00eb t\u00eb p\u00ebrcaktuar nga RTK-ja n\u00eb bank\u00eb komerciale, sipas vendimit t\u00eb Komisionit p\u00ebr Buxhet, Pun\u00eb dhe Transfere<\/em>.\u201d<\/p>\n<p>Ky model nuk ekziston n\u00eb asnj\u00eb institucion tjet\u00ebr q\u00eb financohet nga Kuvendi. Buxhetet e institucioneve t\u00eb tjera miratohen me ligj dhe ekzekutohen pa pengesa. P\u00ebrjashtim b\u00ebn vet\u00ebm RTK-ja.<\/p>\n<p>Kjo gj\u00eb e vendos RTK-n\u00eb n\u00eb nj\u00eb pozit\u00eb t\u00eb n\u00ebnshtruar dhe t\u00eb varur politikisht, duke e b\u00ebr\u00eb institucionin e vet\u00ebm q\u00eb nuk mund t\u00eb planifikoj\u00eb, t\u00eb investoj\u00eb afatgjat\u00eb, ose t\u00eb garantoj\u00eb stabilitet financiar p\u00ebr stafin e tij.<\/p>\n<p>P\u00ebr m\u00eb shum\u00eb se pes\u00eb vjet, Ligji i ri p\u00ebr RTK-n\u00eb ka mbetur i bllokuar p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb vullnetit politik, duke e l\u00ebn\u00eb transmetuesin publik pa nj\u00eb formul\u00eb t\u00eb q\u00ebndrueshme t\u00eb financimit.<\/p>\n<p>Rreth 700 pun\u00ebtor\u00eb t\u00eb RTK-s\u00eb aktualisht <a href=\"https:\/\/www.koha.net\/arberi\/pa-paga-ska-pune-punetoret-e-rtk-se-qe-24-dite-pa-paga-futen-ne-greve-dyoreshe\" target=\"_blank\" rel=\"noopener\">jan\u00eb n\u00eb grev\u00eb t\u00eb p\u00ebrgjithshme<\/a>, duke sh\u00ebnuar kat\u00ebr jav\u00eb pa paga, nd\u00ebrsa situat\u00eb e ngjashme ishte p\u00ebrs\u00ebritur edhe n\u00eb <a href=\"https:\/\/www.evropaelire.org\/a\/proteste-punonjesit-e-rtk-\/33495911.html\" target=\"_blank\" rel=\"noopener\">gusht 2025<\/a>, kur mosalokimi i k\u00ebstit t\u00eb dyt\u00eb t\u00eb buxhetit e futi institucionin n\u00eb kriz\u00eb t\u00eb thell\u00eb financiare. N\u00eb rastin e fundit, Qeveria u detyrua t\u00eb nd\u00ebrhynte me masa emergjente, p\u00ebrfshir\u00eb nj\u00eb <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=109072\" target=\"_blank\" rel=\"noopener\">hua prej 2.5 milion\u00eb euro<\/a>, vet\u00ebm p\u00ebr t\u00eb mbuluar shpenzimet minimale.<\/p>\n<h3><strong>Mungesa e stabilitetit financiar p\u00ebr RTK-n\u00eb<\/strong><\/h3>\n<p>Prej vitesh, RTK-ja gjendet n\u00eb <a href=\"https:\/\/www.koha.net\/arberi\/bordi-i-rtk-se-8-96-milione-per-vitin-2023-jane-te-pamjaftueshme-per-ne\" target=\"_blank\" rel=\"noopener\">kriz\u00eb financiare<\/a> p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb nj\u00eb modeli t\u00eb q\u00ebndruesh\u00ebm t\u00eb financimit. Kjo gj\u00eb theksohet edhe nga <a href=\"https:\/\/enlargement.ec.europa.eu\/kosovo-report-2025_en\" target=\"_blank\" rel=\"noopener\">Raporti i Vendit<\/a> 2025 p\u00ebr Kosov\u00ebn nga Komisioni Europian:<\/p>\n<p>as a \u201c<em>Nuk pati p\u00ebrparim n\u00eb gjetjen e nj\u00eb modeli financimi afatgjat\u00eb, t\u00eb q\u00ebndruesh\u00ebm dhe t\u00eb pavarur p\u00ebr transmetuesin publik RTK, i cili vazhdon t\u00eb p\u00ebrballet me kufizime t\u00eb konsiderueshme n\u00eb buxhet<\/em>.\u201d<\/p>\n<p>Por, paralajm\u00ebrimet nga ky raport nuk jan\u00eb nj\u00eb gj\u00eb e re, pasi kan\u00eb qen\u00eb t\u00eb vazhdueshme. Raporti thekson se rishikimi i Ligjit p\u00ebr RTK-n\u00eb, i nisur n\u00eb vitin 2019, ka ngecur dhe nuk ka sjell\u00eb asnj\u00eb rezultat t\u00eb preksh\u00ebm.<\/p>\n<p>Projektligji i pap\u00ebrfunduar synonte nj\u00eb model t\u00eb q\u00ebndruesh\u00ebm financimi, t\u00eb ngjash\u00ebm me praktikat europiane. Kryeburimi do t\u00eb ishte parapagimi, nj\u00eb tarif\u00eb publike e caktuar nga Kuvendi me propozimin e Bordit t\u00eb RTK-s\u00eb dhe fikse p\u00ebr tri vitet e para, duke garantuar stabilitet dhe pavar\u00ebsi nga nd\u00ebrhyrjet politike.<\/p>\n<h3><strong>Shqet\u00ebsime serioze p\u00ebr sulme ndaj liris\u00eb s\u00eb shprehjes dhe gazetar\u00ebve <\/strong><\/h3>\n<p>N\u00eb raport thuhet se gazetar\u00ebt punojn\u00eb n\u00eb nj\u00eb ambient t\u00eb pasigurt, n\u00ebn presion politik dhe retorik\u00eb armiq\u00ebsore, nd\u00ebrsa institucionet q\u00eb duhet t\u00eb mbrojn\u00eb pavar\u00ebsin\u00eb e tyre jan\u00eb jofunksionale.<\/p>\n<p>Nd\u00ebrkoh\u00eb, <a href=\"https:\/\/kli-ks.org\/moskonstituimi-i-kuvendit-rrezikon-bllokimin-e-institucioneve-te-pavarura\/\" target=\"_blank\" rel=\"noopener\">institucionet q\u00eb duhet t\u00eb mbrojn\u00eb pavar\u00ebsin\u00eb e medias jan\u00eb l\u00ebn\u00eb t\u00eb paralizuara<\/a>. Komisioni i Pavarur i Mediave ka mbetur pa kuorum q\u00eb nga janari i vitit 2025, nd\u00ebrsa Bordi i Ankesave \u00ebsht\u00eb i bllokuar prej vitit 2023. Po ashtu, Kuvendi nuk ka arritur t\u00eb em\u00ebroj\u00eb bordet e RTK-s\u00eb dhe KPM-s\u00eb, duke e l\u00ebn\u00eb sektorin mediatik pa mbik\u00ebqyrjen dhe funksionalitetin e nevojsh\u00ebm.<\/p>\n<p>Gjat\u00eb vitit 2025, jan\u00eb raportuar <a href=\"https:\/\/betimiperdrejtesi.com\/agk-per-raportin-e-ke-se-ska-progres-ne-fushen-e-medias-evidentohen-70-raste-te-sulmeve-ndaj-gazetareve\/\" target=\"_blank\" rel=\"noopener\">70 raste<\/a> t\u00eb k\u00ebrc\u00ebnimeve fizike dhe sulmeve verbale, si dhe pengesa t\u00eb tjera ndaj gazetar\u00ebve, nd\u00ebrsa edhe figura t\u00eb larta politike kan\u00eb p\u00ebrdorur gjuh\u00eb fyese dhe diskredituese ndaj mediave, n\u00eb mesin e tyre edhe kryeministri Albin Kurti dhe presidentja Vjosa Osmani.<\/p>\n<h3><strong>Zgjidhja \u00ebsht\u00eb e thjesht\u00eb, por mungon vullneti politik<\/strong><\/h3>\n<p>Zgjidhja e problemit \u00ebsht\u00eb e qart\u00eb dhe e realizueshme. Kuvendi duhet ta heq\u00eb n\u00eb t\u00ebr\u00ebsi Nenin 11 t\u00eb <em>Ligjit p\u00ebr Ndarjet Buxhetore<\/em>. Ky nen duhet t\u00eb hiqet, n\u00eb m\u00ebnyr\u00eb q\u00eb RTK-s\u00eb t\u2019i rikthehet autonomia financiare dhe institucionale.<\/p>\n<p>M\u00eb pas, Kuvendi duhet t\u00eb amandamentoj\u00eb <em>Ligjin p\u00ebr RTK-n\u00eb<\/em>, duke p\u00ebrcaktuar formul\u00eb t\u00eb qart\u00eb t\u00eb financimit, e cila garanton pavar\u00ebsi editoriale, q\u00ebndrueshm\u00ebri afatgjate dhe harmonizim me standardet e BE-s\u00eb.<\/p>\n<p>Megjithat\u00eb, gjat\u00eb kat\u00ebr viteve n\u00eb krye me kryeministrin Kurti, nuk ka pasur vullnet p\u00ebr nj\u00eb gj\u00eb t\u00eb till\u00eb. N\u00eb vend t\u00eb depolitizimit t\u00eb transmetuesit publik, Bordi i RTK-s\u00eb n\u00eb vitin 2023 em\u00ebroi <a href=\"https:\/\/www.koha.net\/arberi\/rilind-gervalla-zgjidhet-drejtor-i-pergjithshem-i-rtk-se\" target=\"_blank\" rel=\"noopener\">drejtor t\u00eb kanaleve shqip Rilind G\u00ebrvall\u00ebn<\/a>, donator dhe aktivist i zellsh\u00ebm i L\u00ebvizjes Vet\u00ebvendosje, duke e thelluar perceptimin p\u00ebr kapje politike t\u00eb RTK-s\u00eb.<\/p>\n<p>Politizimi i RTK-s\u00eb u hodh n\u00eb pah nga <a href=\"https:\/\/www.evropaelire.org\/a\/rkt-shkrimi-slobodna-bosna-mediat-kosove-\/33047965.html\" target=\"_blank\" rel=\"noopener\">skandali i korrikut 2024<\/a>, kur RTK-ja publikoi nj\u00eb lajm nga nj\u00eb medium boshnjak, q\u00eb akuzonte dy media kosovare se kontrollohen nga presidenti serb, Aleksandar Vu\u00e7iq, duke shkaktuar debat publik n\u00eb Kosov\u00eb.<\/p>\n<p>RTK-ja nuk mund t\u00eb vazhdoj\u00eb t\u00eb mbahet peng nga politika dhe buxhetimi vjetor ad-hoc.
