Nuk mund t\u00eb jesh kund\u00ebr p\u00ebrpjekjeve t\u00eb Serbis\u00eb dhe Shqip\u00ebris\u00eb p\u00ebr ta krijuar nj\u00eb treg t\u00eb p\u00ebrbashk\u00ebt t\u00eb pun\u00ebs dhe p\u00ebr ta avancuar lirin\u00eb e l\u00ebvizjes s\u00eb mallrave dhe qytetar\u00ebve, kur k\u00ebto vende kan\u00eb komunikuar vet\u00ebm kur ishte e nevojshme. Maqedonia e Veriut ishte nj\u00ebra prej tri vendeve q\u00eb nis\u00ebn k\u00ebt\u00eb projekt, dhe \u00ebsht\u00eb shum\u00eb e mundshme q\u00eb edhe Mali i Zi t\u00eb bashk\u00ebngjitet. N\u00ebse Kosova dhe Bosnja e Hercegovina po ashtu bashkohen (edhe pse kan\u00eb m\u00eb s\u00eb shumti rezerva tash p\u00ebr tash), nuk mund t\u00eb jesh i pak\u00ebnaqur. \u00cbsht\u00eb e ngjashme me nism\u00ebn p\u00ebr t\u2019i hequr t\u00eb gjitha shpenzimet e romingut n\u00eb Ballkanin Per\u00ebndimor. Edhe pse jo t\u00eb gjitha vendet e rajonit jan\u00eb p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb nism\u00eb, dhe procesi ende s\u2019\u00ebsht\u00eb kryer, \u00ebsht\u00eb v\u00ebshtir\u00eb ta kritikosh nj\u00eb situat\u00eb ku t\u00eb gjith\u00eb qytetar\u00ebt e rajonit mund t\u00eb komunikojn\u00eb \u201csi n\u00eb sht\u00ebpi\u201d. \u00c7do nism\u00eb e re shtet\u00ebrore \u00ebsht\u00eb m\u00eb se e nevojshme n\u00eb nj\u00eb rajon ku bashk\u00ebpunimi i sinqert\u00eb dhe i barabart\u00eb pa paragjykime ndodh vet\u00ebm n\u00eb ambiente t\u00eb organizatave joqeveritare. Duke marr\u00eb parasysh se nismat e k\u00ebtilla shtet\u00ebrore jan\u00eb zakonisht t\u00eb paqena, \u201cMini-Shengeni\u201d do t\u00eb duhej ta kishte mb\u00ebshtetjen ton\u00eb pa dilema.<\/p>\n<p>Vet\u00eb fakti se president\u00ebt e tri (tash kat\u00ebr) vendeve n\u00eb rajon po takohen nj\u00eb her\u00eb n\u00eb muaj duket fort inkurajuese. Kjo situat\u00eb mund t\u00eb krahasohet me nj\u00eb nism\u00eb t\u00eb qiraxhinjve t\u00eb tri nd\u00ebrtesave n\u00eb nj\u00eb m\u00ebhall\u00eb me gjasht\u00eb sosh, p\u00ebr t\u2019i lyer godinat me boj\u00eb. Duket e thjesht\u00eb n\u00eb shikim t\u00eb par\u00eb, por n\u00ebse raportet mes fqinjve jan\u00eb t\u00eb k\u00ebqija p\u00ebr arsye shum\u00eb serioze, lyerja e nd\u00ebrtesave nuk do t\u00eb b\u00ebj\u00eb ndonj\u00eb ndryshim t\u00eb madh. P\u00ebr ta zvog\u00ebluar r\u00ebnd\u00ebsin\u00eb e kufijve mesh k\u00ebtyre shteteve, apo p\u00ebr t\u2019i hequr ato plot\u00ebsisht, duhet t\u00eb zgjidhen tri grupe problemesh q\u00eb p\u00ebrfaq\u00ebsuesit e Shqip\u00ebris\u00eb, Maqedonis\u00eb, dhe Serbis\u00eb i kan\u00eb shp\u00ebrfillur (me ose pa q\u00ebllim).<\/p>\n<p>S\u00eb pari, suksesi i \u00e7far\u00ebdo nisme n\u00eb rajon k\u00ebrkon q\u00eb t\u00eb gjith\u00eb pjes\u00ebmarr\u00ebsit t\u00eb trajtohen barabar dhe se e kaluara nuk duhet ta p\u00ebrcaktoj\u00eb t\u00eb ardhmen. Konkretisht, kjo n\u00ebnkupton se Serbia e Bosnja duhet ta njohin Kosov\u00ebn pa vonesa dhe t\u00eb nd\u00ebrtojn\u00eb marr\u00ebdh\u00ebnie t\u00eb mira fqinj\u00ebsore me Kosov\u00ebn ashtu si me shtetet e tjera t\u00eb rajonit. Nj\u00ebkoh\u00ebsisht, Serbia s\u2019duhet ta shoh\u00eb m\u00eb Republik\u00ebn Serbe (Republika Srpska) si shtet, dhe ta braktis\u00eb iden\u00eb e \u201cmbrojtjes s\u00eb serb\u00ebve kudo q\u00eb jetojn\u00eb\u201d. M\u00eb tej, t\u00eb gjitha shtetet e rajonit duhet t\u00eb merren me t\u00eb kaluar\u00ebn p\u00ebrmes proceseve t\u00eb sinqerta, ku kriminel\u00ebt nuk lart\u00ebsohen si heronj dhe kan\u00eb mb\u00ebshtetje nga lider\u00ebt politik\u00eb. Kan\u00eb kaluar 20 vjet pas p\u00ebrfundimit t\u00eb konflikteve t\u00eb armatosura n\u00eb ish-Jugosllavi, dhe drejt\u00ebsia p\u00ebr viktimat nuk duhet t\u00eb shihet m\u00eb si ideal i paarritsh\u00ebm, a si k\u00ebrc\u00ebnim ndaj grupeve tana etnike. P\u00ebrve\u00e7 gjykimeve p\u00ebr krime lufte, nisma RECOM \u00ebsht\u00eb zgjidhje e shk\u00eblqyeshme e propozuar nga vet\u00eb qytetar\u00ebt e rajonit, por mbetet pa mb\u00ebshtetje politike. Arrestimi i qytetar\u00ebve t\u00eb shteteve t\u00eb tjera t\u00eb dyshuar p\u00ebr krime lufte po ashtu paraqet shenj\u00eb t\u00eb qart\u00eb se e kaluara nuk mund t\u00eb injorohet n\u00eb t\u00eb mir\u00eb t\u00eb liris\u00eb s\u00eb l\u00ebvizjes.<\/p>\n<p>Problem tjet\u00ebr q\u00eb duhet t\u00eb adresohet \u00ebsht\u00eb sundimi i ligjit, zbatimi efikas i ligjeve, trajtimi nj\u00ebsoj i t\u00eb gjith\u00ebve para ligjit, dhe \u00e7do gj\u00eb tjet\u00ebr q\u00eb \u00ebsht\u00eb e nevojshme p\u00ebr t\u2019i implemetuar standardet nd\u00ebrkomb\u00ebtare t\u00eb mbrojtjes t\u00eb t\u00eb drejtave t\u00eb njeriut n\u00eb vendet e rajonit. Pa k\u00ebt\u00eb, nuk do t\u00eb ekzistonte as \u201cShengeni i Madh\u201d apo gj\u00ebrat e tjera q\u00eb p\u00ebrb\u00ebjn\u00eb BE-n\u00eb. N\u00ebse mbrojtja prej diskriminimit nuk ka kuptimin e nj\u00ebjt\u00eb si n\u00eb Suedi, ashtu edhe n\u00eb Spanj\u00eb, dhe n\u00ebse nuk ka garanc\u00eb se ky standard mund t\u00eb implementohet nj\u00ebjt\u00eb n\u00eb Berlin dh\u00eb n\u00eb Rom\u00eb, liria e l\u00ebvizjes s\u00eb fuqis\u00eb pun\u00ebtore po ashtu nuk ka fort kuptim. Nuk q\u00ebndron vet\u00ebm te ajo se a mund dikush nga Tirana ose Prishtina ta marr\u00eb nj\u00eb leje pune dhe t\u00eb shkoj\u00eb n\u00eb Beograd p\u00ebr pun\u00ebsim, por ai person duhet ta ket\u00eb garanc\u00ebn se do t\u00eb trajtohet pa diskriminim dhe t\u00eb ket\u00eb qasje adekuate n\u00eb sistemin e drejt\u00ebsis\u00eb n\u00ebse diskriminimi ndodh. A \u00ebsht\u00eb e arsyeshme t\u00eb besohet kjo n\u00eb nj\u00eb shoq\u00ebri ku diskriminimi \u00ebsht\u00eb problem i p\u00ebrhersh\u00ebm, dhe reagimi i shpejt\u00eb ndaj shkeljeve t\u00eb t\u00eb drejtave t\u00eb njeriut \u00ebsht\u00eb m\u00eb fort p\u00ebrjashtim sesa rregull? Sa e arsyeshme \u00ebsht\u00eb kjo n\u00eb nj\u00eb shoq\u00ebri ku distanca etnike me shtetet e tjera n\u00eb rajon \u00ebsht\u00eb m\u00eb se 80%? Nuk do t\u00eb thot\u00eb se secili vend n\u00eb rajon t\u00eb mbyllet brenda kufijve t\u00eb tij, por se sundimi i ligjit, barazia, dhe i gjith\u00eb korpusi i t\u00eb drejtave t\u00eb njeriut duhet t\u00eb shkojn\u00eb krahas k\u00ebsaj nisme. Kjo s\u2019mund t\u00eb b\u00ebhet n\u00eb nivelin rajonal, por duhet ta b\u00ebj\u00eb secili shtet ve\u00e7mas. P\u00ebr fat t\u00eb keq, pavar\u00ebsisht mb\u00ebshtetjes s\u00eb fuqishme nga BE-ja, ShBA-ja, dhe vendet e tjera t\u00eb Per\u00ebndimit, duket se respektimi i standardeve varet prej vullnetit politik, dhe \u00ebsht\u00eb e qart\u00eb se ashtu do t\u00eb jet\u00eb edhe n\u00eb t\u00eb ardhmen. Fakti se t\u00eb gjitha standardet e K\u00ebshillit t\u00eb Evrop\u00ebs jan\u00eb t\u00eb zbatueshme n\u00eb rajon dhe se Gjykata Evropiane e t\u00eb Drejtave t\u00eb Njeriut jep sqarime t\u00eb holl\u00ebsishme n\u00eb jurisdiksionin e saj nuk na ka ndihmuar shum\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb.<\/p>\n<p>Problemi i tret\u00eb lidhet me krimin dhe korrupsionin n\u00eb rajon. Pavar\u00ebsisht q\u00eb zgjedhjet n\u00eb rajon zakonisht fitohen p\u00ebrmes premtimeve \u201cp\u00ebr ta zhdukur krimin dhe korrupsionin\u201d, t\u00eb gjitha hulumtimet e pavarura dhe jeta e p\u00ebrditshme v\u00ebrteton se jemi larg asaj q\u00eb quhet \u201cnivel i pranuesh\u00ebm i korrupsionit\u201d. N\u00ebse \u201cMini-Shengeni\u201d p\u00ebrmir\u00ebson bashk\u00ebpunimin, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb bashk\u00ebpunohet p\u00ebr ta adresuar krimin dhe korrupsionin n\u00eb rajon. Fatkeq\u00ebsisht, nj\u00eb fluturim komercial drejt Marsit \u00ebsht\u00eb m\u00eb i mundsh\u00ebm sesa p\u00ebrparimet n\u00eb k\u00ebt\u00eb fush\u00eb.<\/p>\n<p>P\u00ebrpos k\u00ebtyre tri problemeve themelore, \u00ebsht\u00eb e nevojshme t\u00eb barktisen t\u00eb gjitha \u201cp\u00ebrleshjet verbale\u201d n\u00eb rajon, dhe nevoja p\u00ebr \u201cAmerik\u00ebn\u201d t\u2019ua tregoj\u00eb qejfin \u201cATYRE\u201d, apo t\u00eb p\u00ebrdoren mund\u00ebsit\u00eb e tilla p\u00ebr populiz\u00ebm dhe p\u00ebrfitime politike. P\u00ebr shkak t\u00eb politik\u00ebs s\u00eb Serbis\u00eb t\u00eb viteve t\u00eb 90-ta, nacionalizmit q\u00eb \u00ebsht\u00eb ende i gjall\u00eb sot, por dhe p\u00ebr faktin se presidenti i saj \u00ebsht\u00eb nj\u00eb nd\u00ebr nism\u00ebtar\u00ebt e \u201cMini-Shengenit\u201d, ajo duhet t\u00eb jet\u00eb e para q\u00eb nd\u00ebrpren k\u00ebt\u00eb praktik\u00eb. Truqet e vjetra ku lider\u00ebt rajonal\u00eb fotografohen n\u00eb m\u00ebngjes n\u00eb Bruksel dhe japin deklarata populiste n\u00eb mbr\u00ebmje nuk jan\u00eb m\u00eb interestante. Serbia duhet ta l\u00eb iden\u00eb e dominimit t\u00eb rajonit, duke ua mohuar identitetin dhe interesat e t\u00eb gjitha komuniteteve joserbe n\u00eb rajon.<\/p>\n<p>Nj\u00ebri nd\u00ebr argumentet kund\u00ebr \u201cMini-Shengenit\u201d \u00ebsht\u00eb d\u00ebshira se nj\u00eb ide e till\u00eb nuk z\u00ebvend\u00ebson an\u00ebtar\u00ebsimin n\u00eb Bashkimin Evropian, gj\u00eb drejt s\u00eb cil\u00ebs l\u00ebvizin t\u00eb gjitha shtetet e rajonit. Sidoqoft\u00eb, kur ky process analizohet m\u00eb thell\u00ebsisht, \u00ebsht\u00eb e qart\u00eb se \u00ebsht\u00eb i ngrir\u00eb n\u00eb k\u00ebto gjat\u00eb shtete. Kur kjo diskutohet me vendimmarr\u00ebsit n\u00eb Burksel, ata do t\u00eb thon\u00eb se shtegu i Kosov\u00ebs dhe Serbis\u00eb drejt BE-s\u00eb varet nga \u201cmarr\u00ebveshja e tyre ligj\u00ebrisht e obligueshme\u201d. Liberalizimi i vizave p\u00ebr Kosov\u00ebn tani varet vet\u00ebm nga vullneti politik i an\u00ebtar\u00ebve t\u00eb BE-s\u00eb, kurse i nj\u00ebjti vullnet ka b\u00ebr\u00eb q\u00eb t\u00eb hapet vet\u00ebm nj\u00eb kapitull \u00e7do gjasht\u00eb muaj me Serbin\u00eb. P\u00ebr m\u00eb tep\u00ebr, \u00ebsht\u00eb e mundshme q\u00eb hapja e kapitujve t\u00eb nd\u00ebrpritet i gjithi n\u00ebse nuk ka p\u00ebrparime rreth sundimit t\u00eb ligjit dhe negociatave me Kosov\u00ebn. Kjo \u00ebsht\u00eb e qart\u00eb se nuk do t\u00eb ndodh\u00eb deri n\u00eb fund t\u00eb ciklit t\u00eb zgjedhjeve n\u00eb maj dhe formimit t\u00eb qeveris\u00eb s\u00eb re; pra, ndryshimet e mundshme pozitive mund t\u00eb vijn\u00eb vet\u00ebm n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb k\u00ebtij viti. Sa i p\u00ebrket Bosnj\u00ebs e Hercegovin\u00ebs, e vetmja gj\u00eb e qart\u00eb \u00ebsht\u00eb se BE-ja tani e kupton plot\u00ebsisht seriozitetin e situat\u00ebs, por Burkseli s\u2019ka ide se si BE-ja mund t\u00eb ofroj\u00eb ndihm\u00eb. Mali i Zi mbase \u00ebsht\u00eb rasti m\u00eb interesant k\u00ebtu sepse ka hapur 32 pre 33 kapitujve t\u00eb an\u00ebtar\u00ebsimit, dhe i vetmi kapitull i mbetur \u00ebsht\u00eb mbi konkurrenc\u00ebn. Sidoqoft\u00eb, prej kapitujve t\u00eb hapur, vet\u00ebm tri jan\u00eb mbyllur. P\u00ebrfaq\u00ebsuesit e qeveris\u00eb malazeze zakonisht l\u00ebvdojn\u00eb vetveten si lider\u00eb rajonal\u00eb sa i p\u00ebrket integrimit evropian. Sidoqoft\u00eb, Komisioni Evropian \u00ebsht\u00eb i frustruar, duke pasur parasysh se Mali i Zi nuk ka \u201cpyetje t\u00eb hapura\u201d, por \u00ebsht\u00eb shum\u00eb i ngadalsh\u00ebm n\u00eb implementimin e reformave t\u00eb premtuara dhe \u00e7\u00ebshtjet e pranuara n\u00eb Bruksel, gj\u00ebra q\u00eb tregojn\u00eb p\u00ebr numrin e vog\u00ebl e kapitujve t\u00eb mbyllur.<\/p>\n<p>Rastet e Maqedonis\u00eb dhe Shqip\u00ebris\u00eb njihen gjer\u00ebsisht, por ve\u00e7 faktit se Franca bllokoi hapjen e negociatave, dhe qarkullimit e teorive konspirative lidhur me k\u00ebt\u00eb, mediat nuk kan\u00eb publikuar fort holl\u00ebsi faktike. Franca nuk ishte i vetmi shtet q\u00eb doli kund\u00ebr negociatave p\u00ebr an\u00ebtar\u00ebsim. Ishte edhe Holanda, e cila mbante q\u00ebndrim t\u00eb ngjash\u00ebm edhe n\u00eb t\u00eb kaluar\u00ebn p\u00ebr arsye t\u00eb qarta lidhur me sundimin e ligjit. N\u00eb an\u00ebn tjet\u00ebr, raportimet rreth asaj se Franca propozon reforma p\u00ebr procesin e an\u00ebtar\u00ebsimit ishin kryesisht t\u00eb bazuara n\u00eb faktin se shtetet do t\u00eb duhej t\u00eb kishin qasje n\u00eb fonde strukturore t\u00eb BE-s\u00eb para an\u00ebtar\u00ebsimit, p\u00ebrderisa shum\u00eb nuk i dhan\u00eb r\u00ebnd\u00ebsi parimit t\u00eb kthyeshm\u00ebris\u00eb q\u00eb p\u00ebrmban reforma e propozuar. P\u00ebr fat t\u00eb keq, pritet q\u00eb marr\u00ebveshjet mes an\u00ebtar\u00ebve t\u00eb BE-s\u00eb nuk do t\u00eb ndodhin para samitit t\u00eb majit n\u00eb Zagreb, q\u00eb ju jep shteteve arsye p\u00ebr t\u00eb qen\u00eb joaktiv\u00eb p\u00ebr disa muaj.<\/p>\n<p>P\u00ebrve\u00e7 procesit t\u00eb zgjerimit, t\u00eb cilin shumica tashm\u00eb e quan mit, dhe se do t\u00eb jet\u00eb e v\u00ebshtir\u00eb t\u00eb arritet p\u00ebr shkak t\u00eb arsyeve politike lidhur me an\u00ebtar\u00ebt e BE-s\u00eb, ide shum\u00eb e p\u00ebrhapur \u00ebsht\u00eb se asgj\u00eb n\u00eb rajon nuk mund t\u00eb b\u00ebhet pa p\u00ebrfshirjen e Shteteve t\u00eb Bashkuara t\u00eb Amerik\u00ebs dhe Rusis\u00eb. Sipas k\u00ebsaj p\u00ebrralle me shum\u00eb admirues, \u00ebsht\u00eb e panevojshme t\u00eb veprohet n\u00eb sundimin e ligjit, nd\u00ebrtimin e institucioneve, liris\u00eb s\u00eb medias, dhe t\u00eb drejtat e njeriut, sepse \u00e7do gj\u00eb do t\u00eb jet\u00eb reultat i marr\u00ebveshjeve mes ShBA-s\u00eb dhe Rusis\u00eb, me t\u00eb cilat do t\u00eb pajtohet BE-ja dhe i gjith\u00eb rajoni \u201cdo t\u00eb ec\u00eb p\u00ebrpara\u201d.
