Ngjash\u00ebm me k\u00ebt\u00eb, pesha e BE-s\u00eb n\u00eb Ballkanin Per\u00ebndimor po zvog\u00eblohet, edhe pse \u00ebsht\u00eb donatorja dhe partnerja m\u00eb e madhe e rajonit &#8211;<a href=\"https:\/\/www.euractiv.com\/section\/china\/news\/serbia-sets-the-stage-for-beijings-mask-diplomacy\/1450727\/\" target=\"_blank\" rel=\"noopener\">\u00a0ja nj\u00eb shembull.<\/a><\/p>\n<p>T\u00eb thuash se r\u00ebnd\u00ebsia e Ballkanit Per\u00ebndimor n\u00eb \u00e7\u00ebshtjet e jashtme t\u00eb BE-s\u00eb po zbehet, pas vendimeve t\u00eb marra k\u00ebt\u00eb vit p\u00ebr t\u2019i \u00e7elur bisedimet e an\u00ebtar\u00ebsimit me Shqip\u00ebrin\u00eb dhe Maqedonin\u00eb e Veriut \u2013 gj\u00eb q\u00eb ishte shum\u00eb pozitive \u2013 dhe Samitin e Zagrebit mes BE-s\u00eb dhe Ballkanit Per\u00ebndimor k\u00ebt\u00eb vit, mund t\u00eb duket e kund\u00ebrlogjikshme, por t\u00eb dyja rastet po ashtu treguan q\u00eb shtetet an\u00ebtare dhe shtetet e rajonit po b\u00ebhen m\u00eb t\u00eb padurueshme ndaj nj\u00ebri-tjetrit. N\u00eb nj\u00ebr\u00ebn an\u00eb, ka nj\u00eb munges\u00eb t\u00eb reformave konktrete dhe t\u00eb k\u00ebnaqshme t\u00eb sundimit t\u00eb ligjit anek\u00ebnd rajonit, gj\u00eb q\u00eb ka b\u00ebr\u00eb \u2013 me t\u00eb drejt\u00eb \u2013 q\u00eb disa shtete an\u00ebtare sikur Franca ta shprehin protest\u00ebn ndaj asaj q\u00eb e kan\u00eb par\u00eb si premtime boshe prej qeverive t\u00eb rajonit ton\u00eb p\u00ebr Komisionin Evropian, dhe kan\u00eb k\u00ebrkuar ndryshime n\u00eb metodologjin\u00eb p\u00ebr ta siguruar nj\u00eb proces meritor t\u00eb an\u00ebtar\u00ebsimit. N\u00eb an\u00ebn tjet\u00ebr, shtetet e rajonit po ashtu u frustruan me t\u00eb drejt\u00eb nga mesazhet e paqarta BE-s\u00eb, nga perspektiva e tyre, nga politizimi i procesit t\u00eb an\u00ebtar\u00ebsimit nga shtetet an\u00ebtare, t\u00eb cilat e kontradiktonin pozit\u00ebn dhe\u00a0 vler\u00ebsimet e Komisionit t\u00eb tyre, p\u00ebrfshir\u00eb edhe \u00e7\u00ebshtjen e liberalizimit t\u00eb vizave p\u00ebr Kosov\u00ebn. Dhe, qysh para pandemis\u00eb s\u00eb Covid-19, axhenda p\u00ebr Samitin e Zagrebit mes BE-s\u00eb dhe Ballkanit Per\u00ebndimor kishte munges\u00eb t\u00eb ambicieve, pavar\u00ebsisht nga pritshm\u00ebrit\u00eb e m\u00ebdha t\u00eb rajonit.<\/p>\n<p>Me fjal\u00eb t\u00eb tjera, si\u00e7 ka th\u00ebn\u00eb edhe Bob Dilan, duket se \u201cKoh\u00ebt po ndryshojn\u00eb\u201d n\u00eb t\u00eb an\u00ebt e marr\u00ebdh\u00ebnieve mes BE-s\u00eb dhe Ballkanit Per\u00ebndimor. Pesha e Ballkanit Per\u00ebndimor n\u00eb BE duket se po zvog\u00eblohet, dhe e nj\u00ebjta vlen anasjelltas, BE-ja po shihet me skepticiz\u00ebm t\u00eb shtuar \u00e7do dit\u00eb e m\u00eb shum\u00eb n\u00eb rajonin ton\u00eb p\u00ebr shkak t\u00eb besueshm\u00ebris\u00eb s\u00eb d\u00ebmtuar nga d\u00ebshtimet p\u00ebr ta mish\u00ebruar p\u00ebrkushtimin n\u00eb syt\u00eb e qytetar\u00ebve t\u00eb rajonit. Kjo r\u00ebnd\u00ebsi e zbehur nuk ka t\u00eb b\u00ebj\u00eb me pranin\u00eb apo mospranin\u00eb e rajonit n\u00eb axhend\u00eb, por m\u00eb shum\u00eb me fuqin\u00eb e paramenduar transformative t\u00eb marr\u00ebdh\u00ebnieve mes Ballkanit Per\u00ebndimor dhe BE-s\u00eb. Duket se Brukseli, kryeqytetet e BE-s\u00eb dhe rajoni yn\u00eb po e \u00e7ajn\u00eb kok\u00ebn \u00e7do dit\u00eb e m\u00eb pak p\u00ebr vendosjen e ndryshimeve dometh\u00ebn\u00ebse strukturore p\u00ebrmes procesit t\u00eb an\u00ebtar\u00ebsimit. Nj\u00eb pjes\u00eb e k\u00ebtij problemi \u00ebsht\u00eb ajo q\u00eb mund t\u00eb quhet si aspekti i pash\u00ebndetsh\u00ebm i k\u00ebsaj marr\u00ebdh\u00ebnieje. Rajoni shpeshher\u00eb pret, po edhe k\u00ebrkon, q\u00eb BE-ja t\u2019ia zgjidh problemet.<\/p>\n<p>Kur miqt\u00eb euro-atlantik\u00eb t\u00eb rajonit i vizitojn\u00eb k\u00ebto shtete dhe takohen me p\u00ebrfaq\u00ebsuesit e qeveris\u00eb dhe t\u00eb shoq\u00ebris\u00eb civile, ata shpesh mbesin t\u00eb habitur nga shkalla e eksternalizimit t\u00eb problemeve t\u00eb brendshme dhe t\u00eb zgjidhjeve t\u00eb tyre. Si\u00e7 e shpjegonte nj\u00eb koleg i imi, para ca koh\u00ebsh nj\u00eb delegacion kishte marr\u00eb p\u00ebrshtupjen se \u00e7far\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb po k\u00ebrkohej prej tyre \u00ebsht\u00eb q\u00eb shteti t\u00eb qeveriset prej nj\u00eb shteti an\u00ebtar t\u00eb BE-s\u00eb. N\u00eb an\u00ebn tjet\u00ebr, BE-ja ka tendenc\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb ose t\u00eb t\u00ebrthort\u00eb p\u00ebr ta ushqyer k\u00ebt\u00eb modus operandi. P\u00ebrpjekjete BE-s\u00eb p\u00ebr ta zgjidhur k\u00ebt\u00eb p\u00ebrmes ndryshimeve t\u00eb vet\u00ebpromovuara n\u00eb strategji dhe metodologji kan\u00eb shmangur v\u00ebmendjen nga \u00e7\u00ebshtjet e tjera problematike, t\u00eb cilat p\u00ebrfshijn\u00eb munges\u00ebn e baraspesh\u00ebs sa i p\u00ebrket shkall\u00ebs s\u00eb llogaridh\u00ebnies s\u00eb praktikuar n\u00eb rajon ndaj audienc\u00ebs lokale n\u00eb Brusel, n\u00eb t\u00eb mir\u00ebn e k\u00ebsaj t\u00eb fund\u00ebs. Kjo e ka b\u00ebr\u00eb rajonin ton\u00eb t\u00eb paaft\u00eb p\u00ebr vetiniciativa, qoft\u00eb p\u00ebr t\u2019iu kund\u00ebrv\u00ebn\u00eb sfidave vendore, ose p\u00ebr ta promovuar bashkepunimin rajonal. Kjo tash po paraqitet p\u00ebrmes l\u00ebnieve t\u00eb fajit, t\u00eb cilat e ushqejn\u00eb imazhin e \u2018Per\u00ebndimit t\u00eb Eg\u00ebr\u2019 p\u00ebr rajonin ton\u00eb n\u00eb hap\u00ebsir\u00ebn e kryeqyteteve t\u00eb shteteve an\u00ebtare t\u00eb BE-s\u00eb.<\/p>\n<p>Nuk \u00ebsht\u00eb e qart\u00eb se a \u00ebsht\u00eb i gatsh\u00ebm Ballkani Per\u00ebndimor apo se a e kupton q\u00eb pesha e vet n\u00eb BE po ndryshon. Nj\u00ebra nga viktimat e para t\u00eb k\u00ebsaj r\u00ebnd\u00ebsie t\u00eb zbehur t\u00eb Ballkanit Per\u00ebndimor n\u00eb BE \u00ebsht\u00eb dialogu p\u00ebr normalizimin e marr\u00ebdh\u00ebnieve mes Kosov\u00ebs dhe Serbis\u00eb. Koha q\u00eb u desh BE-s\u00eb p\u00ebr ta em\u00ebruar nj\u00eb p\u00ebrfaq\u00ebsues t\u00eb posa\u00e7\u00ebm p\u00ebr dialogun dhe fakti q\u00eb edhe zot\u00ebri Miroslav Laj\u00e7ak, edhe zot\u00ebri Josep Borrell (HR\/VP) vijn\u00eb prej shteteve q\u00eb nuk e njohin Kosov\u00ebn \u00ebsht\u00eb par\u00eb si ofensiv\u00eb ndaj vendit dhe e d\u00ebmtoi m\u00eb tej besuesh\u00ebmrin\u00eb e BE-s\u00eb. Duke pasur parasysh k\u00ebt\u00eb, vendimi i fundit i Spanj\u00ebs p\u00ebr ta hequr veton ndaj pjes\u00ebmarrjes s\u00eb Kosov\u00ebs n\u00eb takimet nd\u00ebrkomb\u00ebtare \u00ebsht\u00eb shum\u00eb premtues p\u00ebr potencialin q\u00eb em\u00ebri i zot\u00ebris\u00eb Borrell mund ta ket\u00eb p\u00ebr p\u00ebrfshirjen e pes\u00eb shteteve mosnjoh\u00ebse rreth statusit t\u00eb Kosov\u00ebs. Sidoqoft\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb BE-ja ta ket\u00eb nj\u00eb rol dometh\u00ebn\u00ebs dhe ta mbush hendekun q\u00eb ka g\u00ebrmuar, qasja e dykuptim\u00ebsis\u00eb konstruktive nuk \u00ebsht\u00eb p\u00ebrgjigja e duhur. BE-ja gjithashtu duhet ta adresoj\u00eb \u00e7\u00ebshtjen e besueshm\u00ebris\u00eb. Si\u00e7 ka th\u00ebn\u00eb nj\u00eb mik i imi, p\u00ebrmbushja e liberalizimit t\u00eb vizave gjat\u00eb koh\u00ebs s\u00eb zot\u00ebris\u00eb Laj\u00e7ak do t\u00eb ishte hap i r\u00ebnd\u00ebsish\u00ebm n\u00eb drejtimin e duhur. Por prap\u00eb mbetet pik\u00ebpyetja e pesh\u00ebs s\u00eb Ballkanit Per\u00ebndimor n\u00eb BE tash p\u00ebr tash dhe sa e \u00e7ajn\u00eb kok\u00ebn shtetet an\u00ebtare p\u00ebr t\u00eb ecur p\u00ebrpara n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n<p>Nj\u00eb gj\u00eb \u00ebsht\u00eb e qart\u00eb: problemet e Ballkanit Per\u00ebndimor nuk mund t\u00eb zgjidhen p\u00ebrmes konfrontimeve me BE-n\u00eb, dhe gjithashtu shtetet an\u00ebtare t\u00eb Bashkimit do t\u00eb ishte mir\u00eb t\u00eb mos e lejojn\u00eb Komisionin t\u00eb mbetet v\u00ebzhguese e thjesht\u00eb e zhvillimeve n\u00eb rajonin ton\u00eb. Ndryshimet n\u00eb rajonin ton\u00eb do ta ndikojn\u00eb BE-n\u00eb, dhe rrjdhdhimisht \u00ebsht\u00eb e nevojshme t\u00eb ket\u00eb veprime m\u00eb t\u00eb shpejta dhe ambicioze, si dhe nj\u00eb qasje t\u00eb p\u00ebrbashk\u00ebt ndaj Ballkanit Per\u00ebndimor, pik\u00ebrisht si\u00e7 \u00ebsht\u00eb e nevojshme p\u00ebr rajonin ta kuptoj\u00eb sa m\u00eb shpejt se nuk jan\u00eb n\u00eb qendr\u00ebn e v\u00ebmendjes dhe pesha e tyre po ndryshon.<\/p>\n<p><em>&#8212;-<\/em><\/p>\n<\/div>\n<p><em>N\u00eb muajt n\u00eb vijim, bashk\u00ebpunimi n\u00eb mes t\u00eb platformave online<a shtetet e Ballkanit Per\u00ebndimor filluan rrug\u00ebn e tyre t\u00eb v\u00ebshtir\u00eb, fillimisht duke kaluar n\u00ebp\u00ebr konflikte dhe pastaj n\u00eb procesin e demokratizimit dhe integrimit
