N\u00ebse shtojm\u00eb prokurimin e dyshimt\u00eb t\u00eb testeve p\u00ebr Covid-19 nga nj\u00eb kompani e regjistruar p\u00ebr tregti orendish, prokurimin e maskave mbrojt\u00ebse dhe mburojave t\u00eb fytyr\u00ebs p\u00ebr \u00e7mime q\u00eb jan\u00eb duksh\u00ebm m\u00eb t\u00eb m\u00ebdha sesa vlera e tyre, prokurimin e veshjeve mbrojt\u00ebse prej najloni p\u00ebr \u00e7mimin e rrobave q\u00eb jan\u00eb po aq t\u00eb shtrenjta sa ato q\u00eb vishen p\u00ebr mbr\u00ebmje t\u00eb matur\u00ebs dhe prokurimin e termometrave t\u00eb dor\u00ebs q\u00eb kushtojn\u00eb sa nj\u00eb televizor secili\u2026 duket se nuk ka qen\u00eb vet\u00ebm nj\u00eb prokurim publik q\u00eb nuk \u00ebsht\u00eb p\u00ebrdorur si mund\u00ebsi p\u00ebr shp\u00ebrdorim t\u00eb pushtetit dhe t\u00eb paras\u00eb publike n\u00eb koh\u00eb pandemie.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Por, si lidhet kjo me p\u00ebrvjetorin e Opinionit mbi Aplikimin p\u00ebr An\u00ebtar\u00ebsim n\u00eb BE t\u00eb Bosnj\u00ebs e Hercegovin\u00ebs? Si duket nuk lidhet fare, nuk ka kurrfar\u00eb lidhjeje, p\u00ebrve\u00e7 asaj q\u00eb seanca d\u00ebgjimore e hetimit t\u00eb Kryeministrit \u00ebsht\u00eb mbajtur n\u00eb p\u00ebrvjetorin e publikimit t\u00eb dokumentit q\u00eb deklaronte se prokurimi publik \u00ebsht\u00eb nj\u00eb nd\u00ebr fushat ky\u00e7e ku Bosnja dhe Hercegovina duhet t\u00eb fokusohet n\u00eb adresimin e luft\u00ebs ndaj korrupsionit.<\/span><\/p>\n<p style=\"font-weight: 400;\"><a style=\"font-weight: 400;\" href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sites\/near\/files\/20190529-bosnia-and-herzegovina-opinion_en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Thuhet qartazi n\u00eb pjes\u00ebn e Opinionit q\u00eb merret me korrupsionin<\/span>:<\/a>\u00a0\u201ct\u00eb gjitha nivelet e qeveris\u00eb japin shenja t\u00eb kapjes politike q\u00eb ndikon drejtp\u00ebrdrejt jet\u00ebn e p\u00ebrditshme t\u00eb qytetar\u00ebve, sidomos n\u00eb sh\u00ebndet\u00ebsi, n\u00eb arsim, n\u00eb pun\u00ebsim dhe n\u00eb prokurim publik\u201d. N\u00ebse shikojm\u00eb cilat fusha njihen dhe theksohen si pika ky\u00e7e neuralgjike p\u00ebr luftimin e korrupsionit n\u00eb BeH, zyrtar\u00ebt e Brukselit q\u00eb kan\u00eb punuar n\u00eb k\u00ebt\u00eb dokument, pas k\u00ebsaj q\u00eb kemi par\u00eb gjat\u00eb pademis\u00eb, kan\u00eb t\u00eb drejt\u00ebn e plot\u00eb t\u00eb ndihen si vizionar\u00eb.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Prej kat\u00ebr fushave t\u00eb korrupsionit n\u00eb BeH, t\u00eb cilat theksohen nga Komisioni Evropian, se paku tri nga to u kan\u00eb ofruar qytetar\u00ebve p\u00ebrvoj\u00ebn tipike t\u00eb korrupsionit dhe t\u00eb munes\u00ebs s\u00eb plot\u00eb t\u00eb kuptimit t\u00eb qeveris\u00eb dhe nevojave t\u00eb qytetarve. Krahas aferave t\u00eb prokurimit publik, KE-ja kishte t\u00eb drejt\u00eb kur tha se ka probleme n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb dhe sidomos n\u00eb at\u00eb t\u00eb pun\u00ebsimit, kryesisht n\u00eb em\u00ebrimin e personave q\u00eb priren t\u00eb merren me korrupsion dhe q\u00eb nuk kan\u00eb ekspertiz\u00eb n\u00eb pozitat p\u00ebrmes s\u00eb cilave mund t\u2019i rrezikojn\u00eb jet\u00ebt e qytetar\u00ebve.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">P\u00ebrve\u00e7 p\u00ebrcaktimit tmerr\u00ebsisht t\u00eb sakt\u00eb t\u00eb fushave q\u00eb u konfirmuan si t\u00eb prirura p\u00ebr korrupsion gjat\u00eb pandemis\u00eb, po aq interesante \u00ebsht\u00eb edhe pjesa e citimit prej Opinionit ku thot\u00eb se t\u00eb gjitha nivelet e qeveris\u00eb shfaqin shenja t\u00eb kontrollit politik (n\u00eb boshnjakisht).\u00a0<a style=\"font-weight: 400;\" href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sites\/near\/files\/20190529-bosnia-and-herzegovina-opinion.pdf\">In the key\u00a0<\/a><\/span><a style=\"font-weight: 400;\" href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sites\/near\/files\/20190529-bosnia-and-herzegovina-opinion.pdf\" target=\"_blank\" rel=\"noopener\">origjinalin e Opinionit n\u00eb anglishte thot\u00eb<\/a>: \u201ct\u00eb gjitha nivelet e qeveris\u00eb shfaqin shenja t\u00eb kapjes politike\u201d, dometh\u00ebn\u00eb shprehja \u201ckapje politike\u201d \u00ebsht\u00eb p\u00ebrkthyer si \u201ckontroll politik\u201d, duke e humbur kuptimin e v\u00ebrtet\u00eb t\u00eb mesazhit gjat\u00eb p\u00ebrkthimit.<\/p>\n<p style=\"font-weight: 400;\"><em><span style=\"font-weight: 400;\">Kapja politike\u00a0<\/span><\/em>\u00ebsht\u00eb shum\u00eb m\u00eb shum\u00eb sesa kontrolli politik dhe n\u00eb kuptimin e saj t\u00eb plot\u00eb, kjo shprehje lidhet t\u00ebr\u00ebsiht me\u00a0<em>shtetin e kapur.<\/em>\u00a0Ka shum\u00eb p\u00ebrkufizime p\u00ebr k\u00ebt\u00eb term dhe ato zakonisht p\u00ebrshkruajn\u00eb se shkalla e korrupsionit n\u00eb qeveri rrezikon procesin e vendimmarrjes, i cili \u00ebsht\u00eb plot\u00ebsisht n\u00ebn kontroll t\u00eb interesave t\u00eb caktuara t\u00eb individ\u00ebve ose grupeve. Shteti i kapur \u00ebsht\u00eb prioritizimi i interesave private mbi interesat e komunitetit me \u00e7do \u00e7mim, dhe p\u00ebrve\u00e7 n\u00ebse ia del t\u2019i zgjidh interesat kaq t\u00eb korruptuara, ai humb aft\u00ebsin\u00eb p\u00ebr t\u2019i adresuar nevojat themelore t\u00eb qytetar\u00ebve dhe transformohet n\u00eb di\u00e7ka q\u00eb njihet si\u00a0<em>shtet i d\u00ebshtuar.<\/em><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Meq\u00eb ishim t\u00eb vet\u00ebdijsh\u00ebm se \u00e7far\u00eb do t\u00eb shp\u00ebrfaqte pandemia Covid-19 para nj\u00eb viti, kur vizionar\u00ebt e Komisionit Evropian shpall\u00ebn Opinionin e tyre, duhet t\u00eb pyesim p\u00ebrse jan\u00eb njer\u00ebzit kaq t\u00eb habitur me shkall\u00ebn e krimit q\u00eb \u00ebsht\u00eb kryer prapa mask\u00ebs s\u00eb merakut p\u00ebr gjendjen e sh\u00ebndetit publik dhe me pashpirt\u00ebsin\u00eb me t\u00eb cil\u00ebn e v\u00ebn\u00eb at\u00eb n\u00eb pazar. Me prezumimun e pafaj\u00ebsis\u00eb \u00ebsht\u00eb e pamundshme t\u00eb mos ngrihet pyetja &#8211; a u ka shkuar ndonj\u00ebher\u00eb mendja t\u00eb p\u00ebrfshir\u00ebve n\u00eb afer\u00ebn e respirator\u00ebve kinez\u00eb se \u00e7far\u00eb do t\u00eb kishte ndodhur n\u00ebse infeksioni Covid-19 do t\u00eb shp\u00ebrndahej n\u00eb nj\u00eb shkall\u00eb aq t\u00eb lart\u00eb sa mbijetesa e njer\u00ebzve do t\u00eb varej prej respirator\u00ebve t\u00eb pap\u00ebrdorsh\u00ebm?<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Mbase vet\u00ebm humbja e jet\u00ebve njer\u00ebzore do t\u2019i shtynte elitat e korruptuara politike t\u00eb Bosnj\u00ebs e Hercegovin\u00ebs t\u2019i pranonin rekomandimet e Brukselit e jo t\u2019i shp\u00ebrfillnin, si\u00e7 b\u00ebjn\u00eb zakonisht, si dhe t\u00eb kuptonin se si zbatimi i tyre \u00ebsht\u00eb i domosdosh\u00ebm p\u00ebr vendin dhe qytetar\u00ebt e tij.
