Kjo situat\u00eb na ka d\u00ebshmuar q\u00eb jemi t\u00eb detyruar t\u00eb adaptohemi me shpejt\u00ebsi dhe t\u00eb eksplorojm\u00eb realitete t\u00eb ndryshme. N\u00eb nj\u00eb gjendje t\u00eb k\u00ebtill\u00eb po e shohim q\u00eb nuk ka mbetur hap\u00ebsir\u00eb p\u00ebr realitetin e Kosov\u00ebs si vend i pasigurt, me sh\u00ebndet\u00ebsi t\u00eb dob\u00ebt, pa kultur\u00eb institucionale e me p\u00ebr\u00e7arje t\u00eb thella; sa m\u00eb shum\u00eb q\u00eb e mir\u00ebmbajm\u00eb k\u00ebt\u00eb realitet, aq m\u00eb t\u00eb v\u00ebshtira do t\u00eb jen\u00eb p\u00ebr ne realitetet e t\u00eb ardhmes.<\/em><\/strong><\/p>\n<p>Gjat\u00eb fundit t\u00eb viteve \u201980 dhe fillimit t\u00eb viteve \u201990, ekspert\u00ebt e siguris\u00eb filluan t\u00eb trajtonin edhe k\u00ebrc\u00ebnimet jo-ushtarake si degradimi i ambientit, p\u00ebrhapja e s\u00ebmundjeve, mbi popullimi e l\u00ebvizjet e m\u00ebdha t\u00eb popullsis\u00eb nga spektri i siguris\u00eb. Kjo qasje u zhvillua tutje me p\u00ebrhapjen e HIV\/AIDS dhe shtrirjes s\u00eb efekteve t\u00eb saj p\u00ebrtej kufinj\u00ebve shtet\u00ebror. Organizata Bot\u00ebrore e Sh\u00ebndet\u00ebsis\u00eb vazhdimisht ka b\u00ebr\u00eb p\u00ebrpjekje n\u00eb ngritjen e vet\u00ebdijes t\u00eb shteteve duke analizuar s\u00ebmundjet ngjit\u00ebse edhe nga perspektiva e siguris\u00eb dhe duke v\u00ebn\u00eb theksin n\u00eb faktin q\u00eb sistemet e forta sh\u00ebndet\u00ebsore dhe qasshm\u00ebria ndaj tyre ndikojn\u00eb drejt\u00ebp\u00ebrdrejt\u00eb n\u00eb sigurin\u00eb e p\u00ebrgjithshme njer\u00ebzore. N\u00eb k\u00ebt\u00eb drejtim, OBSH konsideron se identifikimi i \u00e7\u00ebshtjeve t\u00eb sh\u00ebndetit si \u00e7\u00ebshtje t\u00eb siguris\u00eb, do t\u00eb mund t\u00eb sjellte m\u00eb shum\u00eb fonde, v\u00ebmendje dhe prioritizim t\u00eb sh\u00ebndet\u00ebsis\u00eb n\u00eb agjendat politike dhe do t\u00eb shtrydhte tutje potencialin e nd\u00ebrtimit t\u00eb mar\u00ebdh\u00ebnieve t\u00eb mira nd\u00ebrkomb\u00ebtare n\u00eb fush\u00ebn e siguris\u00eb, duke bashk\u00ebpunuar p\u00ebr t\u00eb mir\u00ebn e p\u00ebrbashk\u00ebt n\u00eb sh\u00ebndetin publik.<\/p>\n<p>Me p\u00ebrhapjen e COVID-19 n\u00eb Kosov\u00eb, u shp\u00ebrfaq nevoja e akumuluar nd\u00ebr vite p\u00ebr zhvillimin dhe fuqizimin e sektorit t\u00eb sh\u00ebndet\u00ebsis\u00eb n\u00eb Kosov\u00eb. P\u00ebrderisa deri tash e kujtonim k\u00ebt\u00eb nevoj\u00eb kur secilit prej nesh na p\u00ebrplasej n\u00eb baza individuale, k\u00ebsaj here po na imponohet ta kujtojm\u00eb kolektivisht nga perspektiva e siguris\u00eb. Kjo nuk do t\u00eb duhej t\u00eb ishte e imponuar; perspektiva e sh\u00ebndetit publik do t\u00eb duhej t\u00eb ishte e integruar n\u00eb hapat e par\u00eb t\u00eb zhvillimit t\u00eb sektorit t\u00eb siguris\u00eb n\u00eb Kosov\u00eb. Historikisht, p\u00ebrtej premtimeve p\u00ebr konsum publik, sektori i sh\u00ebndet\u00ebsis\u00eb n\u00eb Kosov\u00eb nuk ka qen\u00eb prioritet komb\u00ebtar. P\u00ebr m\u00eb tep\u00ebr, aspekti sh\u00ebndet\u00ebsor nuk ka qen\u00eb prioritet as brenda vet\u00eb institucioneve t\u00eb siguris\u00eb &#8211; Policia e Kosov\u00ebs vazhdon t\u00eb jet\u00eb pa sigurime sh\u00ebndet\u00ebsore, jet\u00ebsore apo mund\u00ebsi p\u00ebr pensionim t\u00eb parakohsh\u00ebm.<\/p>\n<p>Hulumtimet tregojn\u00eb se ndryshimet n\u00eb gjendjen sh\u00ebndet\u00ebsore kan\u00eb ndikim direkt dhe indirekt n\u00eb siguri dhe epidemit\u00eb mund t\u00eb \u00e7ojn\u00eb drejt destabilizimit t\u00eb shteteve, kriza politike, kriza sociale dhe p\u00ebrkeq\u00ebsim afatgjat\u00eb t\u00eb gjendjes ekonomike. P\u00ebrderisa pa shmangsh\u00ebm lufta e Kosov\u00ebs me COVID-19 po len pasoja n\u00eb ekonomi dhe zingjirin e funksionimit social, qytetar\u00ebt po i bartin edhe pasojat e shmangshme t\u00eb k\u00ebsaj situate. K\u00ebshtu, duke mos qen\u00eb uniteti pik\u00eb e fort\u00eb e Kosov\u00ebs, akter\u00eb t\u00eb ndrysh\u00ebm n\u00eb vend nuk ngurruan ta p\u00ebrdorin pandemin\u00eb p\u00ebr t\u00eb shtyer p\u00ebrpara agjendat politike dhe ende pa pasur kriz\u00eb reale n\u00eb sh\u00ebndetin publik, e shpik\u00ebn kriz\u00ebn politike. T\u00eb gjith\u00eb vrapuan drejt protagonizmit, e cudit\u00ebrisht si asnj\u00ebher\u00eb m\u00eb par\u00eb, t\u00eb gjith\u00eb u b\u00ebn\u00eb gardian t\u00eb mbrojtjes s\u00eb ligjit, kushtetut\u00ebs e t\u00eb drejtave themelore t\u00eb njeriut \u2013 secili n\u00eb m\u00ebnyr\u00ebn e vet duke u thirrur n\u00eb nj\u00eb t\u00eb v\u00ebrtet\u00eb ndryshe prej tjetrit.<\/p>\n<p>P\u00ebrderisa kultura jon\u00eb politike vet\u00ebm se ishte indikative q\u00eb n\u00eb nj\u00eb form\u00eb apo tjetr\u00ebn do t\u00eb arrinte t\u2019i b\u00ebhej hije problemeve reale t\u00eb qytetar\u00ebve n\u00eb k\u00ebt\u00eb koh\u00eb, edhe hallkat tjera t\u00eb shoq\u00ebris\u00eb u kontaminuan dhe u b\u00ebn\u00eb pjes\u00eb e valles s\u00eb krizave t\u00eb reja n\u00eb koh\u00eb krize. Si rrjedhoj\u00eb, mediat mbush\u00ebn \u2018prime-time\u2019 me politikan\u00eb t\u00eb sh\u00ebndrruar n\u00eb ekspert t\u00eb menaxhimit t\u00eb emergjencave; politikolog t\u00eb sh\u00ebndrruar n\u00eb ekspert t\u00eb sh\u00ebndetit mendor; biznismen\u00eb t\u00eb sh\u00ebndrruar n\u00eb jurist; k\u00ebng\u00ebtar\u00eb t\u00eb sh\u00ebndrruar n\u00eb aktivist t\u00eb t\u00eb drejtave t\u00eb njeriut. E kjo situat\u00eb, i vendosi qytetar\u00ebt para nj\u00eb pasigurie m\u00eb t\u00eb madhe, ku p\u00ebrve\u00e7 sh\u00ebndetit e ekonomis\u00eb po detyrohen t\u00eb \u00e7ajn\u00eb kok\u00ebn edhe p\u00ebr stabilitetin politik e (keq)informimin. Kjo pasiguri ka filluar ta korr frustrimin e mbjellun dhe po reflekton n\u00eb urrejtjen q\u00eb qytetar\u00ebt e Kosov\u00ebs po e shfaqin n\u00eb rrjete sociale apo kudo q\u00eb po gjendet nj\u00eb cop\u00eb hap\u00ebsire p\u00ebr mendimin e tyre dhe n\u00eb rritje t\u00eb raportimeve publike t\u00eb k\u00ebrc\u00ebnimeve t\u00eb gazetar\u00ebve, politikan\u00ebve e figurave t\u00eb ndryshme publike.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, institucionet e sh\u00ebndet\u00ebsis\u00eb dhe siguris\u00eb, p\u00ebrve\u00e7 kontributit t\u00eb pashoq n\u00eb trajtim dhe parandalim t\u00eb p\u00ebrhapjes s\u00eb COVID-19, sic duket jan\u00eb t\u00eb vetmit q\u00eb e kuptuan r\u00ebnd\u00ebsin\u00eb e perspektiv\u00ebs t\u00eb siguris\u00eb n\u00eb k\u00ebt\u00eb situat\u00eb. Faqet e institucioneve sh\u00ebndet\u00ebsore n\u00eb rrjete sociale u b\u00ebn\u00eb mjeti primar n\u00eb luft\u00ebn ndaj keqinformimit nd\u00ebrsa ekspert\u00ebt sh\u00ebndet\u00ebsor p\u00ebrve\u00e7 t\u00eb tjerash u b\u00ebn\u00eb edhe z\u00ebri kryesor i problemeve t\u00eb qytetar\u00ebve. N\u00eb nj\u00eb gjendje t\u00eb k\u00ebtill\u00eb po e shohim q\u00eb nuk ka mbetur hap\u00ebsir\u00eb p\u00ebr realitetin e Kosov\u00ebs si vend i pasigurt, me sh\u00ebndet\u00ebsi t\u00eb dob\u00ebt, pa kultur\u00eb institucionale e me p\u00ebr\u00e7arje t\u00eb thella; sa m\u00eb shum\u00eb q\u00eb e mir\u00ebmbajm\u00eb k\u00ebt\u00eb realitet, aq m\u00eb t\u00eb v\u00ebshtira do t\u00eb jen\u00eb p\u00ebr ne realitetet e t\u00eb ardhmes.Pasojat e pandemis\u00eb po shihen globalisht, si rrjedhoj\u00eb k\u00ebrkesat e qytetar\u00ebve karshi shteteve po rriten.
