Hulumtimet dhe opinionet nga p\u00ebrfaq\u00ebsues institucional, p\u00ebrfaq\u00ebsues t\u00eb misioneve nd\u00ebrkomb\u00ebtare, p\u00ebrfaq\u00ebsues t\u00eb mediave dhe shoq\u00ebrise civile konsiderojn\u00eb faktor\u00eb t\u00eb ndrysh\u00ebm si stimulim t\u00eb problemit t\u00eb ekstremizmit t\u00eb dhunsh\u00ebm. Disa prej tyre e konsiderojn\u00eb papun\u00ebsin\u00eb si problemin kryesor; munges\u00ebn e mir\u00ebqenies ekonomike dhe sociale; mos-edukimin; politikat e dob\u00ebta; munges\u00ebn e aktiviteteve kulturore dhe sportive etj. Realisht, faktor\u00ebt shtyt\u00ebs mund t\u00eb ndryshojn\u00eb n\u00eb baz\u00eb t\u00eb rrethanave, vendit apo koh\u00ebs. Jan\u00eb komunitetet lokale ato t\u00eb cilat m\u00eb s\u00eb miri i kuptojn\u00eb faktor\u00ebt shtyt\u00ebs, pse dhe si ndryshojn\u00eb dhe si t\u00eb adresohen ato.<\/p>\n<p>Nj\u00eb pjes\u00eb e madhe e aktiviteteve q\u00eb jan\u00eb zhvilluar n\u00eb kuad\u00ebr t\u00eb parandalimit dhe luftimit t\u00eb ekstremizmit t\u00eb dhunsh\u00ebm n\u00eb Kosov\u00eb kan\u00eb qen\u00eb t\u00eb orientuara nga spektri i siguris\u00eb, e jo n\u00eb fuqizim t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb rinis\u00eb dhe komuniteteve n\u00eb p\u00ebrgjith\u00ebsi \u2013 qofshin ato t\u00eb prekura nga ekstremizmi i dhunsh\u00ebm apo jo. Institucionet dhe organizatat q\u00eb kan\u00eb n\u00eb fokus sigurin\u00eb zakonisht bashk\u00ebpunojn\u00eb me komunitetet t\u00eb cilat vet\u00ebm se jan\u00eb prekur nga fenomeni, p\u00ebrderisa organizatat q\u00eb kan\u00eb n\u00eb fokus edukimin dhe zhvillimin jan\u00eb t\u00eb fokusuara n\u00eb komunitetet m\u00eb t\u00eb varf\u00ebra. Jo domosdoshm\u00ebrisht komunitetet q\u00eb mund t\u00eb preken nga fenomeni i ekstremizmit t\u00eb dhunsh\u00ebm jan\u00eb ato m\u00eb t\u00eb varf\u00ebrat apo komunitetet q\u00eb vet\u00ebm jan\u00eb t\u00eb prekura mund t\u00eb thellohen edhe m\u00eb tej n\u00eb t\u00eb.<\/p>\n<p>Hapi i par\u00eb i p\u00ebrfshirjes s\u00eb komuniteteve \u00ebsht\u00eb identifikimi i tyre dhe i gatshm\u00ebris\u00eb q\u00eb ata kan\u00eb p\u00ebr t\u2019i hapur dyert ndaj individ\u00ebve q\u00eb kan\u00eb qen\u00eb pjes\u00eb e grupeve ekstreme, apo atyre q\u00eb n\u00eb ndonj\u00eb form\u00eb tjet\u00ebr jan\u00eb prekur nga fenomeni i ekstremizit t\u00eb dhunsh\u00ebm. Qendra Kosovare p\u00ebr Studime t\u00eb Siguris\u00eb (QKSS) me an\u00eb t\u00eb Barometrit Kosovar t\u00eb Siguris\u00eb (BKS) ka matur opinionin e qytetar\u00ebve t\u00eb Kosov\u00ebs mbi gatishm\u00ebrin\u00eb p\u00ebr t\u2019i pranuar individ\u00ebt e d\u00ebnuar p\u00ebr vepra terroriste n\u00eb komunitetet e tyre. Rezultatet e anket\u00ebs tregojn\u00eb se ka munges\u00eb gatishm\u00ebrie tek qytetar\u00ebt p\u00ebr t\u2019i pranuar ata. 62 p\u00ebrqind e t\u00eb anketuar\u00ebve u deklaruan se nuk jan\u00eb t\u00eb gatsh\u00ebm t\u00eb ofrojn\u00eb dor\u00ebn e ndihm\u00ebs me an\u00eb t\u00eb pranimit t\u00eb ish-luft\u00ebtar\u00ebve t\u00eb huaj n\u00eb komunitetet e tyre, 25 p\u00ebrqind jan\u00eb t\u00eb gatsh\u00ebm t\u2019i pranojn\u00eb ata me kusht q\u00eb t\u00eb ken\u00eb mbik\u00ebqyrje institucionale, nd\u00ebrsa 11 p\u00ebrqind e t\u00eb anketuar\u00ebve nuk e konsiderojn\u00eb\u00a0 aspak problem pranin\u00eb e tyre n\u00eb komunitet.<\/p>\n<p>Nd\u00ebrtimi i besimit \u00ebsht\u00eb esencial n\u00eb p\u00ebrfshirjen e komunitetit n\u00eb parandalim t\u00eb fenomeneve me impakt negativ n\u00eb shoq\u00ebri. P\u00ebr t\u00eb krijuar zgjidhje t\u00eb q\u00ebndrueshme duhet t\u00eb ket\u00eb besim n\u00eb mes komuniteteve t\u00eb ndryshme karshi nj\u00ebra tjetr\u00ebs, institucioneve dhe t\u00eb gjith\u00eb aktor\u00ebve relevant. Qytetar\u00ebt e Kosov\u00ebs vazhdojn\u00eb t\u00eb ken\u00eb besim t\u00eb lart\u00eb ndaj institucioneve t\u00eb siguris\u00eb, megjithat\u00eb ka deficit besimi tek institucionet e drejt\u00ebsis\u00eb, qeverisja qendrore dhe parlamenti. Forca e Siguris\u00eb s\u00eb Kosov\u00ebs konsiderohet si institucioni m\u00eb i besuesh\u00ebm nga qytetar\u00ebt e anketuar n\u00eb BKS (78%), pasuar nga Policia e Kosov\u00ebs (61%)dhe AKI (37%). Qeveria e Kosov\u00ebs, Parlamenti, Prokuroria, Gjyq\u00ebsori dhe EULEX-i jan\u00eb institucionet n\u00eb t\u00eb cilat qytetar\u00ebt konsiderojn\u00eb se nuk mund t\u00eb mb\u00ebshteten, duke marr\u00eb parasysh shkall\u00ebn e ul\u00ebt t\u00eb besimit q\u00eb k\u00ebto institucione g\u00ebzojn\u00eb.<\/p>\n<p>Me munges\u00ebn e besimit t\u00eb qytetar\u00ebve ndaj shumic\u00ebs s\u00eb institucioneve vendore dhe nd\u00ebrkomb\u00ebtare, rritet pasiguria brenda komunitetit. Mos-p\u00ebrmbushja e nevojave bazike t\u00eb komunitetit, niveli i ul\u00ebt i besimit ndaj institucioneve dhe mungesa e p\u00ebrkrahjes institucionale dhe shoq\u00ebrore ndaj komuniteteve t\u00eb caktuara, i b\u00ebn ato komunitete target potencial t\u00eb ideologjive dhe grupeve t\u00eb ndryshme ekstreme. P\u00ebrafrimi i institucioneve me komunitetin me q\u00ebllim rritjen e besimit tek nj\u00ebra-tjetra mund t\u00eb konsiderohet si hap konkret n\u00eb parandalimin e ekstremizmit t\u00eb dhunsh\u00ebm n\u00eb vend.<\/p>\n<p>P\u00ebr funksionim t\u00eb mir\u00ebfillt\u00eb t\u00eb hallk\u00ebs s\u00eb aktor\u00ebve relevant duhet t\u00eb krijohet q\u00ebndrueshm\u00ebri brenda komuniteteve. Disa komunitete kan\u00eb munges\u00eb fondesh p\u00ebr zhvillimin e aktiviteteve; disa kan\u00eb munges\u00eb t\u00eb kapaciteteve; disa kan\u00eb munges\u00eb kredibiliteti; disa p\u00ebrballen me munges\u00eb t\u00eb infrastruktur\u00ebs;. \u00cbsht\u00eb tejet e r\u00ebnd\u00ebsishme t\u00eb identifikohen t\u00eb gjitha problemet e tyre, t\u00eb adresohen ato dhe t\u00eb krijohet hap\u00ebsir\u00eb e mjaftueshme p\u00ebr t\u00eb hapur potencialin e tyre n\u00eb sh\u00ebrbim t\u00eb shoq\u00ebris\u00eb. Nj\u00ebra nd\u00ebr problemet gjat\u00eb pun\u00ebs s\u00eb institucioneve dhe organizatave jo-qeveritare me komunitetet lokale \u00ebsht\u00eb p\u00ebrs\u00ebritja e aktiviteteve t\u00eb nj\u00ebjta. P\u00ebr t\u00eb siguruar q\u00ebndrueshm\u00ebri duhet t\u00eb ket\u00eb koordinim t\u00eb aktiviteteve n\u00eb m\u00ebnyr\u00eb q\u00eb p\u00ebrvec kalendarit t\u00eb aktiviteteve t\u00eb atyre institucioneve dhe organizatave, t\u00eb plot\u00ebsohet edhe mozaiku i nevojave t\u00eb qytetar\u00ebve.<\/p>\n<p>Dh\u00ebnia e p\u00ebrkrahjes p\u00ebr iniciativat e ndryshme n\u00eb nivel lokal \u00ebsht\u00eb arritje e suksesit, por megjithat\u00eb n\u00eb nivel qendror dhe m\u00eb gjer\u00eb mund t\u00eb mos ket\u00eb pesh\u00eb t\u00eb madhe. P\u00ebrhapja e m\u00ebsimeve t\u00eb nxjerra nga sukseset dhe d\u00ebshtimet \u00ebsht\u00eb hapi i fundit i angazhimit t\u00eb komuniteteve n\u00eb parandalim t\u00eb ekstremizmit t\u00eb dhunsh\u00ebm, nd\u00ebrsa \u00ebsht\u00eb hapi i par\u00eb i rrjet\u00ebzimit t\u00eb tyre dhe standardizimit t\u00eb metodave t\u00eb angazhimit n\u00eb at\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jen\u00eb t\u00eb aplikueshme n\u00eb t\u00eb gjitha nivelet.<\/p>\n<p>Parandalimi i ekstremizmit t\u00eb dhunsh\u00ebm mund t\u00eb funksionoj\u00eb m\u00eb mir\u00eb n\u00ebse fokusohemi n\u00eb forcimin dhe p\u00ebrmir\u00ebsimin e jet\u00ebs s\u00eb komuniteteve, n\u00eb m\u00ebnyr\u00eb q\u00eb ata t\u00eb ken\u00eb qasje refuzuese ndaj ideologjive ekstremiste.
