Pavar\u00ebsisht se jan\u00eb b\u00ebr\u00eb dy k\u00ebrkesa p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL, e para n\u00eb vitin 2010 dhe e dyta n\u00eb vitin 2015, ende nuk jan\u00eb tejkaluar pengesat dhe sfidat drejt an\u00ebtar\u00ebsimit t\u00eb plot\u00eb n\u00eb k\u00ebt\u00eb organizat\u00eb. Sfidat t\u00eb cilat potencialisht mund t\u00eb rrezikojn\u00eb an\u00ebtar\u00ebsimin n\u00eb INTERPOL jan\u00eb politike dhe kjo kryesisht nd\u00ebrlidhet me faktin se Kosova nuk e ka t\u00eb sigurt numrin e votave t\u00eb shteteve an\u00ebtare t\u00eb INTERPOL-it q\u00eb do t\u00eb votojn\u00eb n\u00eb favor t\u00eb pranimit t\u00eb saj si shtet an\u00ebtar.<\/p>\n<p>Krahas Kosov\u00ebs, edhe Palestina dhe Ishujt Solomon kan\u00eb aplikuar n\u00eb vitin 2015 p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL. Derisa Ishujt Solomon nuk paraqesin ndonj\u00eb penges\u00eb p\u00ebr Kosov\u00ebn, megjithat\u00eb rasti i aplikimit t\u00eb Palestin\u00ebs ka ndikuar n\u00eb mas\u00eb t\u00eb madhe edhe n\u00eb (mos)suksesin e Kosov\u00ebs p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL. N\u00eb t\u00eb v\u00ebrtet\u00eb, kjo ka v\u00ebshtir\u00ebsuar dhe st\u00ebrzgjatur m\u00eb shum\u00eb procesin e an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb k\u00ebt\u00eb organizat\u00eb nd\u00ebrkomb\u00ebtare, nd\u00ebrsa edhe vet INTERPOL-i kishte k\u00ebrkuar qart\u00ebsimin e kushteve t\u00eb an\u00ebtar\u00ebsimit me rastin e pranimit t\u00eb shteteve t\u00eb reja an\u00ebtare, ve\u00e7an\u00ebrisht t\u00eb atyre shteteve q\u00eb n\u00eb koh\u00ebn e aplikimit nuk jan\u00eb an\u00ebtare t\u00eb OKB-s\u00eb (n\u00eb k\u00ebt\u00eb rast, Kosova dhe Palestina nuk jan\u00eb an\u00ebtare t\u00eb OKB-s\u00eb, ndon\u00ebse Palestina ka statusin e v\u00ebzhguesit n\u00eb OKB me t\u00eb drejta t\u00eb kufizuara). P\u00ebr k\u00ebt\u00eb shkak INTERPOL-i kishte angazhuar ekspertin juridik, Hans Corell, p\u00ebr t\u00eb hartuar nj\u00eb studim me rekomandime t\u00eb qarta p\u00ebr procesin e an\u00ebtar\u00ebsimit n\u00eb INTERPOL me rastin e aplikimit t\u00eb shteteve t\u00eb reja. Kjo erdhi edhe si pasoj\u00eb e dokumenteve ekzistuese t\u00eb INTERPOL-it t\u00eb cilat nuk e qart\u00ebsojn\u00eb se \u00e7far\u00eb kushtesh duhet plot\u00ebsuar nj\u00eb shtet p\u00ebr t\u2019u b\u00ebr\u00eb an\u00ebtar i INTERPOL-it.<\/p>\n<p>Ky studim q\u00eb ndryshe quhet edhe si udh\u00ebzime p\u00ebr k\u00ebrkes\u00ebn e an\u00ebtar\u00ebsimit n\u00eb INTERPOL konstaton se \u00e7do vend aplikues p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL duhet t\u2019i p\u00ebrmbush k\u00ebto kat\u00ebr kushte kryesore t\u00eb shtet\u00ebsis\u00eb: (i) territorin; (ii) popullsin\u00eb; (iii) qeverin\u00eb dhe (iv) aft\u00ebsin\u00eb p\u00ebr t\u00eb hyr\u00eb n\u00eb marr\u00ebdh\u00ebnie me shtetet tjera. Kosova, gjegj\u00ebsisht institucionet e saja i plot\u00ebsojn\u00eb t\u00eb gjitha k\u00ebto kushte dhe nuk ka kurrfar\u00eb pengese p\u00ebr Kosov\u00ebn n\u00eb k\u00ebt\u00eb aspekt. Mir\u00ebpo, k\u00ebto udh\u00ebzime po ashtu p\u00ebrmbajn\u00eb nj\u00eb pik\u00eb ku vendet t\u00eb cilat parashtrojn\u00eb k\u00ebrkes\u00eb p\u00ebr aplikim n\u00eb INTERPOL u k\u00ebrkohet t\u00eb b\u00ebjn\u00eb me dije n\u00ebse jan\u00eb an\u00ebtare t\u00eb OKB-s\u00eb, ku thuhet se \u201cvendi kandidat t\u00eb p\u00ebrmend n\u00ebse \u00ebsht\u00eb an\u00ebtar i Kombeve t\u00eb Bashkuara apo ka statusin e shtetit v\u00ebzhgues t\u00eb njohur nga Kombet e Bashkuara\u201d. Megjithat\u00eb, kjo nuk \u00ebsht\u00eb norm\u00eb obliguese dhe rrjedhimisht nuk k\u00ebrkohet n\u00eb m\u00ebnyr\u00eb detyruese p\u00ebr Kosov\u00ebn q\u00eb p\u00ebr t\u2019u pranuar n\u00eb INTERPOL t\u00eb jet\u00eb paraprakisht shtet an\u00ebtar i OKB-s\u00eb. N\u00eb k\u00ebt\u00eb drejtim, institucionet e Kosov\u00ebs duhet t\u00eb shfryt\u00ebzojn\u00eb argumentet juridike t\u00eb cilat ndihmuan vendin t\u00eb an\u00ebtar\u00ebsohet organizatat evropiane e nd\u00ebrkomb\u00ebtare t\u00eb sportit (UEFA dhe FIFA), ku z\u00ebsh\u00ebm u theksua se organizatat nd\u00ebrkomb\u00ebtare si OKB-ja ose mekanizma t\u00eb tjer\u00eb nuk njohin shtete meq\u00eb kjo u drejt\u00eb u takon vet\u00ebm shteteve n\u00eb m\u00ebnyr\u00eb individuale, pra shtetet njohin shtete.<\/p>\n<p>Sidoqoft\u00eb, aplikimi i Palestin\u00ebs do t\u2019i sjell sfida edhe aplikimit t\u00eb Kosov\u00eb duke marr\u00eb parasysh kontekstin politik t\u00eb t\u00eb dyja vendeve n\u00eb rrafshin nd\u00ebrkomb\u00ebtar. N\u00eb agjend\u00eb t\u00eb mbledhjes s\u00eb Asambles\u00eb s\u00eb P\u00ebrgjithshme t\u00eb INTERPOL-it p\u00ebr k\u00ebt\u00eb vit do t\u00eb votohet ndarazi p\u00ebr t\u00eb tria vendet (Kosov\u00ebn, Palestin\u00ebn dhe Ishujt Solomon). Megjithat\u00eb, pozitive mund t\u00eb konsiderohet fakti q\u00eb Kosova \u00ebsht\u00eb renditur e para n\u00eb rendin e dit\u00ebs t\u00eb Asambles\u00eb s\u00eb P\u00ebrgjithshme t\u00eb INTERPOL-it p\u00ebr t\u00eb cil\u00ebn do t\u00eb votojn\u00eb p\u00ebrfaq\u00ebsuesit e shteteve an\u00ebtare t\u00eb k\u00ebsaj organizate nd\u00ebrkomb\u00ebtare, q\u00eb m\u00eb pas pasohet nga Palestina dhe Ishujt Solomon. Shtetet q\u00eb aplikojn\u00eb p\u00ebr t\u2019u an\u00ebtar\u00ebsuar n\u00eb INTERPOL, p\u00ebrfshir\u00eb Kosov\u00ebn duhet t\u00eb sigurojn\u00eb 2\/3 (dy t\u00eb tretat) e shteteve an\u00ebtare q\u00eb jan\u00eb t\u00eb pranishme n\u00eb Asamblen\u00eb s\u00eb P\u00ebrgjithshme gjat\u00eb koh\u00ebs kur votojn\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb pranohen shtete an\u00ebtare me t\u00eb drejta t\u00eb plota, nd\u00ebrsa INTERPOL-i ka gjithsejt\u00eb 190 shtete an\u00ebtare.<\/p>\n<p>Nd\u00ebrkoh\u00eb, duke e ditur q\u00eb shumica e shteteve t\u00eb cilat e kan\u00eb njohur Palestin\u00ebn nuk e kan\u00eb njohur Kosov\u00ebn dhe anasjelltas, at\u00ebher\u00eb kjo do ta nd\u00ebrlikoj\u00eb edhe m\u00eb shum\u00eb pozit\u00ebn e Kosov\u00ebn n\u00eb raport me an\u00ebtar\u00ebsimin n\u00eb INTERPOL gjat\u00eb votimit n\u00eb Asamblen\u00eb e P\u00ebrgjithshme. Nga ana tjet\u00ebr, Kosov\u00ebn deri m\u00eb tash (korrik 2017) e kan\u00eb njohur 114 shtete t\u00eb cilat nj\u00ebkoh\u00ebsisht jan\u00eb edhe shtete an\u00ebtare t\u00eb OKB-s\u00eb, nd\u00ebrsa Palestina \u00ebsht\u00eb e njohur prej 138 vendeve, ku 136 prej tyre jan\u00eb an\u00ebtare t\u00eb OKB-s\u00eb, q\u00eb n\u00ebnkupton se Palestina ka 22 njohje m\u00eb shum\u00eb se Kosova nga radh\u00ebt e vendeve q\u00eb jan\u00eb an\u00ebtare t\u00eb OKB-s\u00eb. Sa i p\u00ebrket njohjeve, diplomacia kosovare ka ngecur viteve t\u00eb fundit. P\u00ebr k\u00ebt\u00eb periudh\u00eb shtat\u00eb-mujore (janar-korrik 2017), Kosova ka arritur t\u00eb marr\u00eb vet\u00ebm nj\u00eb njohje (nga Bangladeshi n\u00eb shkurt t\u00eb vitit 2017), gjat\u00eb vitit 2016 pavar\u00ebsin\u00eb e vendit e kan\u00eb njohur vet\u00ebm dy shtete (Surinami dhe Singapori), nd\u00ebrsa n\u00eb vitin 2015 mbase d\u00ebshtimi ishte m\u00eb i madh ku Kosova u njoh vet\u00ebm nga nj\u00eb shtet, gjegj\u00ebsisht nga ishujt Antigua dhe Barbuda.<\/p>\n<p>Sikurse n\u00eb rastin e UNESCO-s, ku Kosova d\u00ebshtoi t\u00eb an\u00ebtar\u00ebsohet n\u00eb vitin 2015, edhe p\u00ebr INTERPOL pritet q\u00eb Serbia t\u00eb nd\u00ebrmarr\u00eb fushat\u00eb diplomatike kund\u00ebr Kosov\u00ebs. Madje, k\u00ebt\u00eb proces Serbia e ka identifikuar si betej\u00ebn e radh\u00ebs diplomatike kund\u00ebr an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb organizatat nd\u00ebrkomb\u00ebtare. P\u00ebrkund\u00ebr k\u00ebsaj, duhet t\u00eb shtohen p\u00ebrpjekjet diplomatike t\u00eb Kosov\u00ebs, m\u00eb sakt\u00ebsisht Ministria e Pun\u00ebve t\u00eb Jashtme n\u00eb bashk\u00ebpunim me t\u00eb ngusht\u00eb me Ministrin\u00eb e Pun\u00ebve t\u00eb Brendshme dhe misionet diplomatike t\u00eb Kosov\u00ebs jasht\u00eb vendit duhet t\u00eb koordinohen me q\u00ebllim t\u00eb rritjes s\u00eb numrit t\u00eb shteteve n\u00eb p\u00ebrkrahje t\u00eb an\u00ebtar\u00ebsimit n\u00eb INTERPOL. P\u00ebr k\u00ebt\u00eb q\u00ebllim duhet t\u00eb ket\u00eb kontakte dhe takime m\u00eb t\u00eb shpeshta t\u00eb zyrtar\u00ebve t\u00eb Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Jashtme, ambasadave t\u00eb Kosov\u00ebs si dhe t\u00eb Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme me p\u00ebrfaq\u00ebsuesit e shteteve t\u00eb cil\u00ebt jan\u00eb t\u00eb p\u00ebrfaq\u00ebsuar n\u00eb Asamblen\u00eb e P\u00ebrgjithshme t\u00eb INTERPOL-it. Kjo patjet\u00ebr duhet t\u00eb b\u00ebhet p\u00ebrmes bashk\u00ebpunimit bilateral me shtetet q\u00eb kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs me q\u00ebllim t\u00eb lobimit t\u00eb fuqish\u00ebm p\u00ebr t\u00eb siguruar votat e nevojshme p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL n\u00eb k\u00ebt\u00eb vit.<\/p>\n<p>P\u00ebrkund\u00ebr pengesave politike, argumentet profesionale p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL jan\u00eb n\u00eb favor t\u00eb Kosov\u00ebs. Si\u00e7 dihet, parandalimi dhe luftimi i krimeve trans-nacionale \u00ebsht\u00eb b\u00ebr\u00eb i pamundur t\u00eb luftohet vet\u00ebm nga nj\u00eb shtet dhe, p\u00ebr pasoj\u00eb, ka lindur nevoja e bashk\u00ebpunimit nd\u00ebrkomb\u00ebtar nd\u00ebrmjet shteteve me INTERPOL-in. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, an\u00ebtar\u00ebsimi n\u00eb INTERPOL do t\u2019i mund\u00ebsonte Policis\u00eb s\u00eb Kosov\u00ebs ndarjen dhe shk\u00ebmbimin e nd\u00ebrsjell\u00eb t\u00eb informatave me shtetet an\u00ebtare t\u00eb INTERPOL-it, si edhe do t\u2019i mund\u00ebsonte Kosov\u00ebs qasjen e drejtp\u00ebrdrejt\u00eb n\u00eb sistemin e baz\u00ebs s\u00eb t\u00eb dh\u00ebnave t\u00eb INTERPOL-it. Ky \u00ebsht\u00eb mbase argumenti m\u00eb i fuqish\u00ebm p\u00ebr an\u00ebtar\u00ebsim e Kosov\u00ebs n\u00eb INTERPOL me q\u00ebllim t\u00eb luftimit t\u00eb krimeve t\u00eb ndryshme trans-nacionale brenda dhe jasht\u00eb territorit t\u00eb Kosov\u00ebs, si\u00e7 jan\u00eb krimi i organizuar, korrupsioni, kontrabanda me emigrant\u00eb, trafikimi me qenie njer\u00ebzore, terrorizmi dhe fenomene t\u00eb tjera negative. Nevojat dhe k\u00ebrkesat e shumta t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs e t\u00eb INTERPOL-it p\u00ebr t\u00eb shk\u00ebmbyer informacione n\u00eb m\u00ebnyr\u00eb reciproke d\u00ebshmojn\u00eb p\u00ebr r\u00ebnd\u00ebsin\u00eb q\u00eb ka p\u00ebr t\u00eb dyja pal\u00ebt an\u00ebtar\u00ebsimi n\u00eb k\u00ebt\u00eb organizat\u00eb. Kjo domosdoshm\u00ebrisht do t\u00eb ndikonte q\u00eb grupet e krimit t\u00eb organizuar dhe aktivitetet kriminale jo vet\u00ebm t\u00eb luftoheshin n\u00eb m\u00ebnyr\u00eb me efikase, por ato edhe do t\u00eb mund t\u00eb parandaloheshin nga ana e policis\u00eb dhe mekanizmat tjer\u00eb t\u00eb zbatimit t\u00eb ligjit kur vendi t\u00eb an\u00ebtar\u00ebsohet n\u00eb INTERPOL.
