Megjithat\u00eb, nj\u00eb drit\u00eb n\u00eb fund t\u00eb tunelit u v\u00ebrejt n\u00eb fund t\u00eb vitit 2016 sa i p\u00ebrket marr\u00ebdh\u00ebnieve komplekse t\u00eb Kosov\u00ebs me NATO-n. Ani pse pa u v\u00ebn\u00eb re, mund t\u00eb thuhet se Kosova sh\u00ebnoi nj\u00eb progres sado t\u00eb vog\u00ebl, meq\u00eb nga viti 2017 Kosova do t\u00eb mund t\u00eb marr\u00eb pjes\u00eb n\u00eb disa prej programeve t\u00eb NATO-s.<\/p>\n<p>Kjo erdhi pas k\u00ebrkes\u00ebs s\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs, e cila n\u00eb vitin 2015, nd\u00ebr t\u00eb tjera, i kishte k\u00ebrkuar NATO-s vendosjen e marr\u00ebdh\u00ebnieve zyrtare e politike me Kosov\u00ebn p\u00ebr t\u2019i hapur rrug\u00eb integrimit t\u00eb Kosov\u00ebs n\u00eb NATO. Megjithat\u00eb, p\u00ebrgjigja e NATO-s drejtuar institucioneve kosovare n\u00eb dhjetor t\u00eb vitit 2016 d\u00ebshmon se Kosova gjendet larg nga vendosja e marr\u00ebdh\u00ebnieve kontraktuale e politike me NATO-n.<\/p>\n<p>Aq larg \u00ebsht\u00eb Kosova nga NATO-ja saq\u00eb edhe kur zyrtar\u00eb t\u00eb lart\u00eb t\u00eb NATO-s takohen me drejtuesit a zyrtar\u00ebt e institucioneve t\u00eb Kosov\u00ebs, qoft\u00eb n\u00eb Prishtin\u00eb apo Bruksel, atyre u referohen n\u00eb kapacitetin privat, por jo edhe n\u00eb at\u00eb zyrtar (si p\u00ebr shembull kryeministrit t\u00eb Kosov\u00ebs i adresohen si \u201cIsa Mustafa i Kosov\u00ebs\u201d, por jo si\u201d kryeministri i Kosov\u00ebs\u201d).<\/p>\n<p>Pavar\u00ebsisht k\u00ebsaj, pengesat politike n\u00eb NATO jan\u00eb shmangur sa p\u00ebr t\u2019i mund\u00ebsuar institucioneve t\u00eb Kosov\u00ebs t\u00eb hyjn\u00eb n\u00eb nj\u00eb bashk\u00ebpunim minimal. Me nj\u00eb gjuh\u00eb tep\u00ebr t\u00eb kujdesshme, NATO-ja i ka ofruar Kosov\u00ebs bashk\u00ebpunim n\u00eb form\u00ebn e \u201cnd\u00ebrveprimit\u201d, por duke mos e trajtuar Kosov\u00ebn si shtet, vend partner i NATO-s dhe as duke mos i dh\u00ebn\u00eb drit\u00eb t\u00eb gjelb\u00ebr nisjes s\u00eb dialogut politik Kosov\u00eb-NATO. Duke marr\u00eb parasysh vendimmarrjen e strukturave t\u00eb NATO-s, duket q\u00eb rruga e Kosov\u00ebs drejt an\u00ebtar\u00ebsimit n\u00eb programin e Partneritetit p\u00ebr Paqe dhe n\u00eb NATO do t\u00eb marr\u00eb m\u00eb shum\u00eb koh\u00eb se q\u00eb \u00ebsht\u00eb menduar. Kjo po ndodh p\u00ebr shkak se kat\u00ebr vende an\u00ebtare t\u00eb NATO-s nuk e kan\u00eb njohur Kosov\u00ebn dhe p\u00ebr m\u00eb tep\u00ebr bllokojn\u00eb vendosjen e marr\u00ebdh\u00ebnieve zyrtare me Kosov\u00ebn. Si nj\u00ebri nga z\u00ebrat m\u00eb kritik\u00eb shquhet Spanja, e cila vazhdon t\u00eb kund\u00ebrshtoj\u00eb fuqish\u00ebm avancimin e raporteve t\u00eb Kosov\u00ebs me NATO-n n\u00eb nivel politik, duke bllokuar k\u00ebshtu integrimin n\u00eb NATO (m\u00eb shum\u00eb lidhur me raportet Kosov\u00eb-NATO,\u00a0<a href=\"http:\/\/www.qkss.org\/repository\/docs\/NATO_ALB_(5)_831824.pdf)http:\/www.qkss.org\/repository\/docs\/NATO_ALB_(5)_831824.pdf)\" target=\"_blank\" rel=\"noopener\">shih analiz\u00ebn e fundit<\/a>\u00a0t\u00eb Qendr\u00ebs Kosovare p\u00ebr Studime t\u00eb Siguris\u00eb<\/p>\n<p>Por, Qeveria e Kosov\u00ebs duhet t\u00eb shfryt\u00ebzoj\u00eb dobit\u00eb q\u00eb do t\u00eb sjell ky bashk\u00ebpunimi i ri, duke k\u00ebrkuar p\u00ebrfshirje aktive dhe t\u00eb plot\u00eb t\u00eb institucioneve t\u00eb vendit n\u00eb programet e NATO-s me q\u00ebllim t\u00eb avancimit t\u00eb marr\u00ebdh\u00ebnieve dhe thellimit t\u00eb raporteve t\u00eb nd\u00ebrsjella. Kjo padyshim duhet t\u00eb pasohet me nj\u00eb angazhim m\u00eb konkret e serioz t\u00eb qeveris\u00eb kosovare q\u00eb n\u00eb bashk\u00ebpunim me vendet p\u00ebrkrah\u00ebse n\u00eb NATO t\u00eb b\u00ebhen p\u00ebrpjekje p\u00ebr zbutjen e q\u00ebndrimeve t\u00eb kat\u00ebr vendeve an\u00ebtare t\u00eb NATO-s ndaj Kosov\u00ebs. Nd\u00ebrsa, institucionet e vendit duhet t\u00eb veprojn\u00eb sa m\u00eb shpejt lidhur me transformimin e Forc\u00ebs s\u00eb Siguris\u00eb s\u00eb Kosov\u00ebs (FSK) n\u00eb Forca t\u00eb Armatosura t\u00eb Kosov\u00ebs (FAK), gj\u00eb q\u00eb do t\u00eb p\u00ebrmbyllte nj\u00ebrin prej cikleve t\u00eb shtet-nd\u00ebrtimit n\u00eb vend.<\/p>\n<p><strong>Ushtria e Kosov\u00ebs \u2013 nevoj\u00eb emergjente<\/strong><\/p>\n<p>Themelimi i ushtris\u00eb s\u00eb Kosov\u00ebs, gjegj\u00ebsisht transformimi i FSK-s\u00eb n\u00eb FAK do t\u00eb sh\u00ebnonte kompletimin e strukturave t\u00eb siguris\u00eb dhe mbrojtjes s\u00eb Kosov\u00ebs. Sidoqoft\u00eb, q\u00eb prej arritjes s\u00eb kapaciteteve t\u00eb plota operative t\u00eb FSK-s\u00eb n\u00eb vitin 2013 dhe deri m\u00eb tash institucionet e vendit nuk kan\u00eb treguar mbase as seriozitetin m\u00eb t\u00eb vog\u00ebl p\u00ebr t\u00eb b\u00ebr\u00eb hapin e madh, at\u00eb t\u00eb formimit t\u00eb ushtris\u00eb. P\u00ebrfaq\u00ebsues t\u00eb institucioneve jan\u00eb mjaftuar me deklarata dhe retorik\u00eb boshe se NATO mb\u00ebshtet transformimin e FSK-s\u00eb n\u00eb FAK, ndon\u00ebse kjo ka rezultuar t\u00eb jet\u00eb e pav\u00ebrtet\u00eb, meq\u00eb NATO nuk ofron p\u00ebrkrahje t\u00eb till\u00eb. Aq m\u00eb pak n\u00eb rastin e Kosov\u00ebs kur dihet se shtetet an\u00ebtare t\u00eb k\u00ebsaj organizate jan\u00eb t\u00eb ndara sa i p\u00ebrket k\u00ebsaj \u00e7\u00ebshtje. Prandaj, tema e transformimit t\u00eb FSK-s\u00eb n\u00eb FAK m\u00eb shum\u00eb ka sh\u00ebrbyer p\u00ebr konsum t\u00eb brendsh\u00ebm politik nd\u00ebrmjet partive n\u00eb pushtet (madje edhe tani kur ka k\u00ebrc\u00ebnime serioze nga Serbia ndaj integritetit territorial t\u00eb Kosov\u00ebs) sesa q\u00eb ka pasur n\u00eb t\u00eb v\u00ebrtet\u00eb ndonj\u00eb rezultat konkret t\u00eb institucioneve kosovare p\u00ebr nd\u00ebrtimin e komponent\u00ebve mbrojt\u00ebse dhe ushtarake n\u00eb vend.<\/p>\n<p>N\u00eb k\u00ebt\u00eb drejtim, krahas thellimit t\u00eb raporteve me NATO-n, Kosova duhet t\u00eb fokusohet sa m\u00eb shpejt p\u00ebr gjetjen e zgjidhjeve dhe modaliteteve p\u00ebr nd\u00ebrtimin e kapaciteteve operative t\u00eb mbrojtjes. N\u00eb pamund\u00ebsi t\u00eb transformimit t\u00eb FSK-s\u00eb n\u00eb ushtri p\u00ebrmes ndryshimeve kushtetuese, Qeveria e vendit do t\u00eb duhej q\u00eb maksimalisht t\u2019i p\u00ebrkushtohet pun\u00ebs p\u00ebr ndryshimin e legjislacionit aktual p\u00ebr FSK-n\u00eb p\u00ebr ndryshimin e atyre dispozitave ligjore n\u00eb lidhje me kufizimet sa i p\u00ebrket kompetencave, armatimit dhe numrit t\u00eb personelit t\u00eb FSK-s\u00eb. Duke e marr\u00eb parasysh q\u00eb n\u00eb Kushtetut\u00ebn e Kosov\u00ebs nuk ekzistojn\u00eb kufizime sa i p\u00ebrket k\u00ebtyre elementeve t\u00eb FSK-s\u00eb, at\u00ebher\u00eb nuk ka m\u00eb koh\u00eb t\u00eb pritet dhe t\u00eb zvarritet kjo \u00e7\u00ebshtje. P\u00ebr m\u00eb tep\u00ebr, institucionet p\u00ebrkat\u00ebse t\u00eb vendit duhet t\u00eb b\u00ebjn\u00eb ndryshimet e nevojshme n\u00eb legjislacionin e FSK-n\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb ta b\u00ebjn\u00eb k\u00ebt\u00eb t\u00eb fundit forc\u00eb ushtarake p\u00ebr t\u2019i marr\u00eb autorizimet p\u00ebrkat\u00ebse n\u00eb fush\u00ebn e mbrojtjes.<\/p>\n<p>P\u00ebr realizimin e k\u00ebtij plani nuk ekzistojn\u00eb kurrfar\u00eb pengesash, gjegj\u00ebsisht nuk k\u00ebrkohet dy e treta e votave t\u00eb deputet\u00ebve n\u00eb Kuvendin e Kosov\u00ebs nga komunitetet pakic\u00eb (sikurse \u00ebsht\u00eb rasti me ndryshimet kushtetuese). P\u00ebr nd\u00ebrmarrjen e k\u00ebtij hapi nevojitet vullnet politik dhe guxim i lider\u00ebve t\u00eb institucioneve kosovare, gj\u00eb q\u00eb nuk \u00ebsht\u00eb d\u00ebshmuar deri m\u00eb tani t\u00eb pakt\u00ebn. Duke mos i p\u00ebrdorur si arsyetime \u201cveton\u201d e List\u00ebs Serbe n\u00eb Kuvendin e Kosov\u00ebs (p\u00ebr t\u00eb cil\u00ebn kan\u00eb kontribuar edhe vet institucionet) dhe pamund\u00ebsin\u00eb e transformimit t\u00eb FSK-s\u00eb si pasoj\u00eb e mos-unitetit t\u00eb NATO-s, ekzekutivi i vendit duhet q\u00eb n\u00eb bashk\u00ebpunim me shtetet e NATO-s q\u00eb kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs t\u2019i jepet mandat ushtarak FSK-s\u00eb p\u00ebrmes ndryshimeve ligjore. P\u00ebr m\u00eb tep\u00ebr, shtetet p\u00ebrkrah\u00ebse me pesh\u00eb n\u00eb NATO tashm\u00eb ve\u00e7se kan\u00eb shprehur mb\u00ebshtetjen e tyre n\u00eb favor t\u00eb shnd\u00ebrrimit t\u00eb FSK-n\u00eb FAK, dhe jan\u00eb t\u00eb gatshme t\u00eb ndihmojn\u00eb n\u00eb konsolidimin e kapaciteteve mbrojt\u00ebse t\u00eb Kosov\u00ebs.<\/p>\n<p>R\u00ebnd\u00ebsia e themelimit t\u00eb ushtris\u00eb s\u00eb Kosov\u00ebs duhet t\u00eb shqyrtohet n\u00eb disa plane. Sipas vler\u00ebsimit t\u00eb ambientit t\u00eb siguris\u00eb n\u00eb vend, Kosova, sikurse shtetet tjera sovrane, ka t\u00eb drejt\u00eb t\u2019i ket\u00eb Forcat e veta t\u00eb Armatosura duke e ditur se forcat ushtarake t\u00eb KFOR-it n\u00eb Kosov\u00eb nuk do t\u00eb q\u00ebndrojn\u00eb p\u00ebrgjithmon\u00eb.<\/p>\n<p>Edhe pse mandati i KFOR-it n\u00eb Kosov\u00eb sipas Rezolut\u00ebs 1244 t\u00eb K\u00ebshillit t\u00eb Sigurimit t\u00eb OKB-s\u00eb nuk \u00ebsht\u00eb afatizuar n\u00eb aspektin kohor, megjithat\u00eb Kosova duhet t\u00eb zhvilloj\u00eb komponentin e vet mbrojt\u00ebs e ushtarak p\u00ebr t\u2019i marr\u00eb p\u00ebrgjegj\u00ebsit\u00eb nga KFOR-i, kur NATO-ja t\u00eb vendos\u00eb p\u00ebr t\u00ebrheqjen e trupave t\u00eb veta nga territori i Kosov\u00ebs.<\/p>\n<p>Nd\u00ebrkoh\u00eb, duke marr\u00eb parasysh turbullirat gjeopolitike dhe tendencat p\u00ebr ri-form\u00ebsimin e rendit bot\u00ebror ku shtetet individualisht jan\u00eb duke investuar n\u00eb fush\u00ebn e mbrojtjes (duke mos i varur shpresat aq shum\u00eb n\u00eb organizatat nd\u00ebrkomb\u00ebtare, si\u00e7 \u00ebsht\u00eb NATO-ja), at\u00ebher\u00eb kjo shtron nevoj\u00ebn q\u00eb Kosova urgjentisht t\u00eb ket\u00eb ushtrin\u00eb n\u00eb baz\u00eb t\u00eb nevojave t\u00eb veta p\u00ebr garantimin e siguris\u00eb dhe stabilitetit n\u00eb rajon.<\/p>\n<p>S\u00eb fundmi, por jo m\u00eb pak e r\u00ebnd\u00ebsishme, k\u00ebrc\u00ebnimi i siguris\u00eb n\u00eb Kosov\u00eb dhe rajon nga Serbia e b\u00ebn m\u00eb shum\u00eb se t\u00eb domosdoshme krijimin e ushtris\u00eb s\u00eb Kosov\u00ebs p\u00ebr mbrojtjen e sovranitetit dhe integritetit territorial t\u00eb vendit.
