P\u00ebr t\u00eb t\u00ebrhequr kapitalin e brendsh\u00ebm dhe t\u00eb jasht\u00ebm privat, q\u00eb me vete sjell dijen menaxheriale dhe teknologjin\u00eb, duhet t\u00eb krijohet Bursa e Tregtimit t\u00eb Bonove dhe Aksioneve, q\u00eb n\u00eb rastin ideal do t\u00eb ishte nj\u00eb burs\u00eb e p\u00ebrbashk\u00ebt me Shqip\u00ebrin\u00eb e pse jo edhe me Maqedonin\u00eb e Malin e Zi.<\/em><\/p>\n<p>N\u00eb janar t\u00eb vitit t\u00eb kaluar, qeveria e Kosov\u00ebs d\u00ebshtoi n\u00eb rregullimin e \u00e7\u00ebshtjes s\u00eb Trep\u00e7\u00ebs p\u00ebrmes ndryshimit t\u00eb Ligjit p\u00ebr Nd\u00ebrmarrjet Publike. Ndryshimet e propozuara nuk trajtonin detaje t\u00eb r\u00ebnd\u00ebsishme ekonomike, financiare e juridike, por vet\u00ebm ndryshonin statusin e nd\u00ebrmarrjes nga shoq\u00ebrore n\u00eb publike. Pas presioneve, q\u00eb thuhej se vinin nga ambasadat e huaja, qeveria u t\u00ebrhoq. Kryeministri serb Vucic, e cil\u00ebsoi k\u00ebt\u00eb t\u00ebrheqje si suksesin e radh\u00ebs s\u00eb diplomacis\u00eb s\u00eb tij.<\/p>\n<p>Si arsyetim p\u00ebr t\u00ebrheqje, qeveria tha se zgjidhja do t\u00eb k\u00ebrkohet m\u00eb mir\u00eb p\u00ebrmes nj\u00eb ligji t\u00eb ve\u00e7ant\u00eb p\u00ebr Trep\u00e7\u00ebn dhe nj\u00eb strategjie t\u00eb re, p\u00ebrfshir\u00eb edhe koston financiare. N\u00eb mars t\u00eb k\u00ebtij viti u krijua grupi p\u00ebr hartimin e draftligjit. Paralelisht duhej t\u00eb fillonte edhe hartimi i strategjis\u00eb dhe definimi i kostos financiare p\u00ebrmes nj\u00eb studimi t\u00eb fizibilitetit, t\u00eb cilin duhej ta kryente AKP-ja me ekspertiz\u00eb t\u00eb jashtme. Por, kjo u zhagit n\u00eb munges\u00eb t\u00eb bordit t\u00eb kompletuar t\u00eb AKP-s\u00eb. N\u00eb fund gjith\u00e7ka u b\u00eb me ngut, shpejt e shpejt, pa debat publik, pa konsultime me ekspert\u00eb t\u00eb jasht\u00ebm e pa nj\u00eb konsesus t\u00eb mir\u00ebfillt\u00eb vendor. Vendi yn\u00eb posedon nj\u00eb sasi t\u00eb madhe sosh, t\u00eb cilat krahas burimeve njer\u00ebzore dhe potencialeve t\u00eb sektorit privat, p\u00ebrfaq\u00ebsojn\u00eb nj\u00ebr\u00ebn nga tri shtyllat zhvillimore p\u00ebr nj\u00eb rritje ekonomike t\u00eb q\u00ebndrueshme dhe me baz\u00eb t\u00eb gjer\u00eb t\u00eb vendit.<\/p>\n<p>Nj\u00eb shfryt\u00ebzim i drejt\u00eb i k\u00ebtyre resurseve mund t\u00eb \u00e7oj\u00eb deri n\u00eb riaktivizimin e potencialeve t\u00eb m\u00ebdha industriale, t\u00eb t\u00eb ashtuquajtur\u00ebs \u201cekonomi e vjet\u00ebr\u201d, si dhe n\u00eb krijimin e industrive dhe zinxhir\u00ebve t\u00ebr\u00ebsisht t\u00eb rinj t\u00eb vler\u00ebs. Ringjallja e industris\u00eb s\u00eb minierave ka potencial q\u00eb t\u00eb nxis\u00eb zhvillimin e metalurgjis\u00eb, p\u00ebrpunimin e metaleve, dhe t\u00eb nj\u00eb grupi tjet\u00ebr t\u00eb industrive, t\u00eb cilat lindin pastaj n\u00eb rangun e zinxhirit t\u00eb vler\u00ebs.<\/p>\n<p>Statusi i zgjidhur politik i Kosov\u00ebs, ka qart\u00ebsuar edhe de jure politik\u00ebn q\u00eb rrethon pron\u00ebsin\u00eb, menaxhimin, dhe kontrollin e resurseve natyrore t\u00eb vendit. Edhe sipas Planit te Ahtisaarit sikurse edhe sipas Kushtetut\u00ebs s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs pasurit\u00eb dhe burimet natyrore konsiderohen pasuri komb\u00ebtare. Me p\u00ebrdorimin dhe transformimin e drejt\u00eb t\u00eb k\u00ebtyre resurseve, mund t\u00eb krijohet nj\u00eb trung i kapitalit, i cili e shton pasurin\u00eb e gjeneratave t\u00eb sotshme dhe t\u00eb s\u00eb ardhmes.<\/p>\n<p>Q\u00eb t\u00eb jen\u00eb n\u00eb sh\u00ebrbim t\u00eb zhvillimit ekonomik dhe t\u00eb qytetar\u00ebve t\u00eb Kosov\u00ebs, k\u00ebto resurse duhet t\u00eb p\u00ebrdoren sipas parimeve vijuese:<\/p>\n<p><strong>Parimi i eficienc\u00ebs\u00a0<\/strong>\u2013 p\u00ebrdorimi i tyre n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebndrueshme, e cila do t\u00eb zvog\u00eblonte pasojat p\u00ebr ambientin;<\/p>\n<p><strong>Parimi i zhvillimit t\u00eb q\u00ebndruesh\u00ebm\u00a0<\/strong>\u2013 q\u00eb do t\u00eb thot\u00eb se nevojat e gjeneratave t\u00eb tanishme nuk duhet ta rrezikojn\u00eb mund\u00ebsin\u00eb e gjeneratave t\u00eb ardhshme p\u00ebr t\u2019i p\u00ebrmbushur nevojat e veta, dhe<\/p>\n<p><strong>Parimi i vler\u00ebs s\u00eb shtuar<\/strong>\u00a0\u2013 p\u00ebrmes krijimit t\u00eb mekanizmave dhe industrive p\u00ebrpunuese t\u00eb metaleve baz\u00eb dhe mineraleve n\u00eb rangun e zinxhirit t\u00eb vler\u00ebs, duke maksimalizuar p\u00ebrfitimet p\u00ebr ekonomin\u00eb e Kosov\u00ebs dhe popullin e saj.<\/p>\n<p>K\u00ebto parime jo vet\u00ebm q\u00eb duhet t\u00eb integrohen n\u00eb politikat dhe masat ligjore t\u00eb Kosov\u00ebs, por ato duhet t\u00eb jen\u00eb pjes\u00eb e vendimeve politike dhe ekonomike si dhe t\u00eb ndiqen nga shoq\u00ebria n\u00eb p\u00ebrgjith\u00ebsi, sa her\u00eb q\u00eb b\u00ebhet fjal\u00eb p\u00ebr resurset natyrore.<\/p>\n<p>P\u00ebr t\u00eb shfryt\u00ebzuar resurset natyrore sipas k\u00ebtyre parimeve, Kosova nuk ka kapacitete t\u00eb mjaftueshme financiare. Prandaj, duhet gjetur rrug\u00eb p\u00ebr t\u00ebrheqjen e kapitalit p\u00ebrmes investimeve t\u00eb sektorit privat n\u00eb vend dhe jasht\u00eb, t\u00eb cilat sjellin edhe dijen dhe p\u00ebrvoj\u00ebn e nevojshme p\u00ebr menaxhimin profesional e modern t\u00eb k\u00ebtyre resurseve si dhe qasjen m\u00eb t\u00eb leht\u00eb n\u00eb tregjet nd\u00ebrkomb\u00ebtare. Por, p\u00ebr k\u00ebt\u00eb, pak m\u00eb von\u00eb.<\/p>\n<p><strong>\u00a0Trep\u00e7a<\/strong><\/p>\n<p>Kompleksi Metalurgjik dhe i Minierave Trep\u00e7a, daton si nd\u00ebrmarrje qysh nga vitet e 20-ta t\u00eb shekullit t\u00eb XX-t\u00eb, kur ishte n\u00eb pron\u00ebsi t\u00eb Selection Trust nga Britania e Madhe. Pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore edhe Trep\u00e7a, sikurse edhe kompanit\u00eb tjera ekzistuese n\u00eb Jugosllavin\u00eb e at\u00ebhershme, u nacionalizua dhe u shnd\u00ebrrua n\u00eb Nd\u00ebrmarrje Shoq\u00ebrore. N\u00eb vitet e 70-ta t\u00eb shekullit t\u00eb kaluar, Trep\u00e7a u zhvillua duksh\u00ebm dhe pun\u00ebsonte deri n\u00eb 22 mij\u00eb pun\u00ebtor\u00eb. Trep\u00e7a ishte nd\u00ebrmarrja m\u00eb e madhe e minierave n\u00eb ish Jugosllavi dhe n\u00eb vete p\u00ebrfshinte minierat, flotacionin, shkritoret dhe p\u00ebrpunimin e m\u00ebtejm\u00eb t\u00eb l\u00ebnd\u00ebs s\u00eb par\u00eb.<\/p>\n<p>P\u00ebrpos minierave n\u00eb Ajvali, Kishnic\u00eb, Novo B\u00ebrd\u00eb e Stan T\u00ebrg, Trep\u00e7a kishte n\u00eb pron\u00ebsi edhe fabrik\u00ebn e llakut dhe ngjyr\u00ebs dhe at\u00eb t\u00eb galvanizimit, t\u00eb dyja n\u00eb Vushtrri, fabrik\u00ebn e municionit sportiv dhe t\u00eb gjuetis\u00eb n\u00eb Sk\u00ebnderaj, fabrik\u00ebn e baterive t\u00eb industris\u00eb n\u00eb Pej\u00eb, Famip\u00ebn n\u00eb Prizren, fabrik\u00ebn e baterive t\u00eb Nikel-Kadmiumit n\u00eb Gjilan etj.<\/p>\n<p>Pasuria e Trep\u00e7\u00ebs e krijuar jasht\u00eb Kosov\u00ebs p\u00ebrfshinte edhe miniera dhe flotacione n\u00eb Serbi dhe Mal t\u00eb Zi, nj\u00eb hotel bregdetar n\u00eb Mal t\u00eb Zi dhe nj\u00eb n\u00eb Kopaonik, nj\u00eb zyr\u00eb n\u00eb Beograd, fabrika p\u00ebr akumulator\u00eb dhe pajisje ftoh\u00ebse, aksione n\u00eb kompanin\u00eb Zastava dhe ferma n\u00eb Vojvodin\u00eb. Nj\u00eb pjes\u00eb e k\u00ebtyre pasurive ishin bler\u00eb pas futjes s\u00eb masave t\u00eb dhunshme.<\/p>\n<p>Me heqjen e autonomis\u00eb s\u00eb Kosov\u00ebs m\u00eb 1989 dhe futjen e masave t\u00eb dhunshme n\u00eb k\u00ebt\u00eb nd\u00ebrmarrje, filloi edhe shkat\u00ebrrimi i saj sistematik. Largimi i pun\u00ebtor\u00ebve shqiptar\u00eb nga puna ishte diskriminues, ashtu si\u00e7 ishte edhe i gjith\u00eb regjimi administrativo-politik serb, q\u00eb u etablua n\u00eb Kosov\u00eb pas heqjes s\u00eb autonomis\u00eb. Rrjedhimisht, \u00e7far\u00ebdo vendimi i marr\u00eb n\u00eb Trep\u00e7\u00eb dhe rreth saj n\u00eb periudh\u00ebn e masave t\u00eb dhunshme, nga viti 1989 e deri n\u00eb futjen e plot\u00eb t\u00eb k\u00ebsaj nd\u00ebrmarrjeje n\u00ebn kontroll t\u00eb UNMIK-ut dhe m\u00eb von\u00eb t\u00eb institucioneve t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, \u00ebsht\u00eb diskriminues dhe si i till\u00eb jovalid.<\/p>\n<p>N\u00eb periudh\u00ebn 1980-1990 Trep\u00e7a kishte mbijetuar jo fal\u00eb rezultateve t\u00eb veta afariste, por nga subvencionet e vazhdueshme t\u00eb Fondit Zhvillimor Federativ dhe nga kredit\u00eb bankare. N\u00eb fund t\u00eb vitit 1991, vlera e borxheve t\u00eb Trep\u00e7\u00ebs ndaj bankave kishte arritur n\u00eb 115 milion\u00eb euro, nd\u00ebrsa borxhet ndaj furnizuesve t\u00eb pajisjeve arrinin n\u00eb 11 milion\u00eb euro, borxhi i rrogave ishte 3.5 milion\u00eb euro dhe ai i rrym\u00ebs 3.5 milion\u00eb euro.<\/p>\n<p>Gjat\u00eb periudh\u00ebs s\u00eb administrimit t\u00eb dhunsh\u00ebm, Trep\u00e7a ishte b\u00ebr\u00eb pr\u00e9 e keqp\u00ebrdorimeve t\u00eb klik\u00ebs s\u00eb diktatorit Milo\u0161evic, e cila n\u00eb k\u00ebt\u00eb rast p\u00ebrb\u00ebhej nga Nikola \u0160ainovic, at\u00ebbot\u00eb minist\u00ebr i energjis\u00eb dhe i minierave, Novak Bijelic\u00a0drejtor i Trep\u00e7\u00ebs i em\u00ebruar m\u00eb 1995, Mira Markovic\u00a0(p\u00ebrmes kompanis\u00eb Geneks), Jugobanka, etj. Bijelic operonte edhe p\u00ebrmes nj\u00eb rrjeti t\u00eb kompanive t\u00eb tij private si INOS dhe FAGAR (m\u00eb von\u00eb t\u00eb dyja n\u00ebn emrin GAPOS), p\u00ebr t\u00eb realizuar profite private n\u00eb d\u00ebm t\u00eb Trep\u00e7\u00ebs.<\/p>\n<p>Nd\u00ebr partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb t\u00eb k\u00ebsaj klike, q\u00eb gjat\u00eb periudh\u00ebs s\u00eb masave t\u00eb dhunshme kishin investuar n\u00eb Trep\u00e7\u00eb, ishin edhe Mytileneos SA nga Greqia dhe Societe Commercial des Metaux et Minerais (SCMM) nga Franca. Ndaj Mytileneos SA borxhi i Trep\u00e7\u00ebs arrinte n\u00eb 1998 n\u00eb 45 milion\u00eb dhe n\u00eb 2001 n\u00eb 53.2 milion\u00eb dollar\u00eb amerikan\u00eb. SCMM ishte pron\u00eb e Jean-Pierre Rozan, e cila kishte kontrat\u00eb p\u00ebr t\u00eb bler\u00eb gjith\u00eb prodhimin e argjendit t\u00eb Trep\u00e7\u00ebs p\u00ebr vitin 1999. Sipas burimeve t\u00eb pakonfirmuara vlera e borxhit t\u00eb Trep\u00e7\u00ebs ndaj SCMM, q\u00eb m\u00eb von\u00eb u mor p\u00ebrsip\u00ebr nga Jugobanka si garantuese e kontrat\u00ebs, arrinte n\u00eb 3.8 milion\u00eb dollar\u00eb amerikan\u00eb.<\/p>\n<p>Me p\u00ebrfundimin e luft\u00ebs n\u00eb Kosov\u00eb dhe marrjen e pjesshme t\u00eb kontrollit n\u00eb Trep\u00e7\u00eb nga autoritetet e Kosov\u00ebs, u b\u00eb e qart\u00eb se Trep\u00e7a si nd\u00ebrmarrje sjell me vete m\u00eb shum\u00eb borxhe sesa pasuri. N\u00eb fakt, edhe sipas ligjeve jugosllave, Trep\u00e7a nuk kishte n\u00eb pron\u00ebsi pasurit\u00eb e n\u00ebntok\u00ebs (pasurit\u00eb minerare), por vet\u00ebm nd\u00ebrtesat, makinerit\u00eb dhe teknologjin\u00eb, t\u00eb cilat qysh n\u00eb 1999 ishin n\u00eb nj\u00eb gjendje t\u00eb mjerueshme. As me ligjet e sotme n\u00eb fuqi nd\u00ebrmarrja Trep\u00e7a nuk ka n\u00eb pron\u00ebsi pasurit\u00eb minerare t\u00eb Kosov\u00ebs. Ato jan\u00eb pasuri komb\u00ebtare. Trep\u00e7a ka licenca p\u00ebr shfryt\u00ebzimin e tyre, t\u00eb l\u00ebshuara nga institucionet e Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n<p>P\u00ebrgjat\u00eb rripit mineral t\u00eb Trep\u00e7\u00ebs, p\u00ebrpos plumbit, zinkut, argjendit, arit, etj., ekzistojn\u00eb edhe depozita t\u00eb mineraleve t\u00eb rralla si indiumi, germaniumi, taliumi, dhe galiumi, q\u00eb jan\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe t\u00eb k\u00ebrkuara n\u00eb industrit\u00eb moderne si\u00e7 jan\u00eb komponent\u00ebt elektronike, gjys\u00ebmp\u00ebr\u00e7uesit, LCD-t\u00eb, materialet optike, etj. Zhvillimi i \u201cekonomis\u00eb s\u00eb vjet\u00ebr\u201d p\u00ebrmes aktivizimit t\u00eb kapaciteteve industriale t\u00eb Trep\u00e7\u00ebs, prandaj mund t\u00eb kontribuoj\u00eb edhe n\u00eb zhvillimin e \u201cekonomis\u00eb s\u00eb re.\u201d<\/p>\n<p><strong>Rruga drejt zhvillimit<\/strong><\/p>\n<p>Trep\u00e7a nuk \u00ebsht\u00eb \u00e7\u00ebshtje politike, por sfid\u00eb ekonomike, sociale dhe ambientale, zgjidhja e s\u00eb cil\u00ebs i sjell dobi t\u00eb gjith\u00eb banor\u00ebve t\u00eb Kosov\u00ebs, pa dallim. B\u00ebrja e Trep\u00e7\u00ebs nd\u00ebrmarrje publike e ka shnd\u00ebrruar at\u00eb n\u00eb pasuri t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, q\u00eb n\u00ebnkupton se shteti si pronar ka t\u00eb drejt\u00eb t\u00eb vjel\u00eb fitimet e saj, por edhe \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr humbjet (n\u00eb rast falimentimi deri n\u00eb vler\u00ebn e kapitalit themeltar). Nd\u00ebrmarrja e krijuar publike sipas ligjit \u00ebsht\u00eb nj\u00eb nd\u00ebrmarrje e vetme, unike, duke p\u00ebrfshir\u00eb jugun dhe veriun.<\/p>\n<p>Ligji i ri garanton p\u00ebrfshirjen e kapitalit privat vendor dhe t\u00eb huaj n\u00eb zhvillimin e m\u00ebtejm\u00eb t\u00eb Trep\u00e7\u00ebs, por procedurat, q\u00eb duhen t\u00eb jen\u00eb transparente dhe t\u00eb planifikuara mir\u00eb, nuk jan\u00eb t\u00eb definuara. Po ashtu nuk ka ndonj\u00eb indikacion mbi obligimet q\u00eb nd\u00ebrmarrja e re duhet t\u00eb marr\u00eb p\u00ebrsip\u00ebr p\u00ebr t\u00eb respektuar kushtet p\u00ebr eficienc\u00eb, ruajtje t\u00eb ambientit dhe zhvillim t\u00eb q\u00ebndruesh\u00ebm.<\/p>\n<p>Prandaj, \u00ebsht\u00eb shum\u00eb me r\u00ebnd\u00ebsi t\u00eb definohet se p\u00ebrfshirja e kapitalit privat duhet t\u00eb jet\u00eb n\u00eb p\u00ebrputhje me interesat e qytetar\u00ebve t\u00eb Kosov\u00ebs, n\u00eb ve\u00e7anti me tri kushtet e p\u00ebrshkruara m\u00eb sip\u00ebr. Dh\u00ebnia e 20 p\u00ebr qind t\u00eb aksioneve n\u00eb pron\u00ebsi t\u00eb pun\u00ebtor\u00ebve, q\u00eb \u00ebshte b\u00ebr\u00eb p\u00ebrmes ligjit, \u00ebsht\u00eb n\u00eb princip nj\u00eb ide e mir\u00eb, por ka dy t\u00eb meta. E para, nuk ka ndonj\u00eb mekaniz\u00ebm se ku dhe si do t\u00eb mund t\u00eb tregtohen k\u00ebto aksione dhe e dyta nuk sjell kapital financiar shtes\u00eb p\u00ebr nevojat e nd\u00ebrmarjes. N\u00eb vend t\u00eb k\u00ebsaj, pun\u00ebtor\u00ebve do duhej m\u00eb mir\u00eb t\u2019u mund\u00ebsohej nj\u00eb pjes\u00ebmarrje prej ta z\u00ebm\u00eb 20 % n\u00eb profitin vjetor t\u00eb nd\u00ebrmarrjes, q\u00eb nj\u00ebher\u00ebsh do t\u00eb ishte edhe nj\u00eb faktor i fuqish\u00ebm motivues.<\/p>\n<p>\u00cbsht\u00eb iluzion t\u00eb mendohet se qeveria e Kosov\u00ebs, apo cilado qeveri tjet\u00ebr e bot\u00ebs, qoft\u00eb ajo edhe e SHBA-ve apo e Gjermanis\u00eb, ka potencialin dhe kapacitetet, q\u00eb pa p\u00ebrfshirjen e kapitalit privat, ta ngrej\u00eb n\u00eb k\u00ebmb\u00eb nj\u00eb nd\u00ebrmarrje kaq komplekse.
