Apostolova, dha nj\u00eb deklarat\u00eb t\u00eb fuqishme rreth gjendjes s\u00eb arsimit n\u00eb Kosov\u00eb. Nd\u00ebr t\u00eb tjera, ajo tha se t\u00eb rinjt\u00eb kosovar\u00eb nuk din\u00eb shkrim e lexim \u00eb anafalbetiz\u00ebm -\u00eb dhe p\u00ebrdori rezultatet e testit PISA si pik\u00eb referuese \u00eb \u00ebndoshta duket si ekzagjerim, por kjo \u00ebsht\u00eb e v\u00ebrteta\u00eb, tha ajo.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebr mua k\u00ebto fjal\u00eb ishin shokuese dhe u habita si nuk u adresuan aspak nga Ministri jon\u00eb i Arsimit. Si nj\u00eb e re kosovare, e shkolluar parimisht n\u00eb k\u00ebt\u00eb sistem arsimor e besa edhe me eksperienc\u00eb n\u00eb ligj\u00ebrim dhe bashk\u00ebpunim me shkollat e Kosov\u00ebs, ndjeva nj\u00eb lloj p\u00ebrbuzje nga shefja e BE-s\u00eb p\u00ebr rinin\u00eb ton\u00eb. Ndoshta \u00ebsht\u00eb b\u00ebr\u00eb mjaftuesh\u00ebm p\u00ebr ne t\u00eb identifikohemi dhe paragjykohemi gabimisht nga nd\u00ebrkomb\u00ebtar\u00ebt vet\u00ebm pse sistemi jon\u00eb nuk ka arritur t\u00eb z\u00eb hapat e duhur.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Znj, Apostolova, q\u00eb t\u00eb ju kund\u00ebrvihem me respektin m\u00eb t\u00eb sinqert\u00eb deklarat\u00ebs suaj \u00eb jo, ajo nuk \u00ebsht\u00eb e v\u00ebrteta. T\u00eb rinjt\u00eb kosovar\u00eb dijn\u00eb shkrim e lexim \u00eb merre k\u00ebt\u00eb nga ne, kosovar\u00ebt, q\u00eb jetojm\u00eb dhe veprojm\u00eb n\u00eb Kosov\u00eb. Sa do t\u00eb doja q\u00eb Ministri i Arsimit t\u00eb ju tregonte m\u00eb shum\u00eb rreth Kurrikul\u00ebs s\u00eb Re q\u00eb po zbatohet n\u00eb Kosov\u00eb dhe objektivat q\u00eb i ka \u00eb ndoshta ky informacion do t\u00ebju sqaronte q\u00eb t\u00eb rinjt\u00eb tan\u00eb dijn\u00eb t\u00eb shkruajn\u00eb e t\u00eb lexojn\u00eb por sistemi d\u00ebshton t\u00ebi m\u00ebsoj\u00eb qasjen kritike t\u00eb shkrimit dhe leximit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Pyesni nj\u00eb nx\u00ebn\u00ebs se \u00ebka thot\u00eb ligji i tret\u00eb i Njutonit \u00eb do ta dij\u00eb fjal\u00eb p\u00ebr fjal\u00eb \u00eb por, mos e pyet ta demonstroj\u00eb at\u00eb, ngaq\u00eb nuk e ka praktikuar m\u00eb par\u00eb. K\u00ebrkoni nga nj\u00eb nx\u00ebn\u00ebs t\u00eb flas\u00eb detajisht rreth veprave t\u00eb Bethovenit dhe jet\u00ebs s\u00eb tij \u00eb do t\u00eb impresionoheni \u00eb por, mos i l\u00ebsho atij\/asaj Simfonin\u00eb nr. 5 dhe ta pyesni se cila vep\u00ebr \u00ebsht\u00eb, ngaq\u00eb nuk e kan\u00eb d\u00ebgjuar m\u00eb par\u00eb. K\u00ebrkoni nga nj\u00eb nx\u00ebn\u00ebs t\u00eb interpretoj\u00eb lakoren e rezultateve t\u00eb PISA-s, por mos e pyesni mbi shkaktarin e k\u00ebtyre rezultateve ngaq\u00eb mendimi kritik dhe argumentimi nuk praktikohen n\u00eb shkollat tona. E testi PISA, znj. Apostolova, pyet pik\u00ebrisht k\u00ebto lloj pyetjesh q\u00eb un\u00eb ju sugjerova t\u00eb mos i pyesni.<\/span><\/p>\n<p><span style=\"font-size: 16px;\"><strong>\u00c7ka \u00ebsht\u00eb testi PISA?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 16px;\">PISA (Programi p\u00ebr Vler\u00ebsimin e Nx\u00ebn\u00ebsve Nd\u00ebrkomb\u00ebtar) \u00ebsht\u00eb test mbar\u00eb bot\u00ebror q\u00eb vler\u00ebson diturit\u00eb e t\u00eb rinjve 15 vje\u00ebar\u00eb n\u00eb fush\u00ebn e Matematik\u00ebs, Shkenc\u00ebs dhe Leximit. Rrjedhimisht, rezultatet e PISA-s kan\u00eb p\u00ebr q\u00ebllim vler\u00ebsimin e sistemit t\u00eb edukimit t\u00eb nj\u00eb shteti \u00eb si p\u00ebrdorin nx\u00ebn\u00ebsit njohurit\u00eb e tyre p\u00ebr t\u00eb zgjidhur probleme t\u00eb p\u00ebrditshme, e jo se si nx\u00ebn\u00ebsit kan\u00eb zot\u00ebruar nj\u00eb planprogram specifik. Nuk duhet t\u00eb anashkalojm\u00eb faktin q\u00eb testi PISA \u00ebsht\u00eb nj\u00eb tjet\u00ebr test i standardizuar, dhe normalisht q\u00eb pakoja e \u00ebt\u00eb mirat dhe t\u00eb k\u00ebqijat\u00eb e testeve t\u00eb standardizuara i shkon p\u00ebr shtati. Disa shtete, p.sh. Gjermania, kan\u00eb marr\u00eb aq seriozisht rezultatet e PISA-s, saq\u00eb kan\u00eb ndryshuar struktur\u00ebn arsimore p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar rezultatet, nd\u00ebrsa Hungaria, edhe pse me rezultat t\u00eb nj\u00ebjt\u00eb, nuk ka nd\u00ebrmarr\u00eb ndonj\u00eb mas\u00eb t\u00eb ngjashme drastike. Rezultatet e PISA-s diktojn\u00eb gjendjen aktuale arsimore n\u00eb shtet vet\u00ebm p\u00ebr parametrat t\u00eb cilat i p\u00ebrfshijn\u00eb, dhe pastaj \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi e shtetit t\u00eb vendos\u00eb n\u00ebse do t\u00ebi pranoj\u00eb k\u00ebto rezultate si diktuese t\u00eb politikave arsimore.<\/span><\/p>\n<p><span style=\"font-size: 16px;\"><strong>\u00c7ka p\u00ebrfshin testi PISA?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 16px;\">Testi PISA ka tre komponent\u00eb: Matematik\u00eb, Shkenc\u00eb dhe Lexim. Pyetjet dhe problemet n\u00eb test jan\u00eb t\u00eb bazuara n\u00eb jet\u00ebn reale. Fusha e leximit nuk ka p\u00ebr synim t\u00eb testoj\u00eb se a dijn\u00eb nx\u00ebn\u00ebsit t\u00eb lexojn\u00eb, por q\u00ebllim ka \u00ebkuptimin, p\u00ebrdorimin dhe reflektimin e materialeve lexuese, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb arrihet q\u00ebllimi i zhvillimit t\u00eb njohurive dhe potencialit, si dhe pjes\u00ebmarrja n\u00eb shoq\u00ebri.\u00eb P\u00ebr shembull, n\u00ebse \u00ebLegjenda e Rozafatit\u00eb do t\u00eb ishte n\u00eb test, nx\u00ebn\u00ebsit pyeten se \u00ebfar\u00eb ndikimi ka kultura shqiptare dhe kjo legjend\u00eb n\u00eb ve\u00ebanti rreth rolit t\u00eb gruas n\u00eb shoq\u00ebri. Pra, pyetjet k\u00ebrkojn\u00eb mendim analitik dhe kritik.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00eb fush\u00ebn e Matematik\u00ebs, k\u00ebrkohen nga nx\u00ebn\u00ebsit t\u00eb zgjidhin probleme n\u00eb kontekst t\u00eb bot\u00ebs reale. Nd\u00ebrsa fusha e Shkenc\u00ebs ka p\u00ebr baz\u00eb Metod\u00ebn Shkencore \u00eb identifikimi i pyetjeve dhe problemeve shkencore, gjetja e fakteve t\u00eb bazuara n\u00eb hulumtim dhe eksperiment, nxjerrja dhe vler\u00ebsimi i konkluzioneve n\u00eb baz\u00eb t\u00eb fakteve, dhe komunikimi i qart\u00eb i konkluzioneve valide.<\/span><\/p>\n<p><span style=\"font-size: 16px;\"><strong>Ku po d\u00ebshtojm\u00eb ne si Kosov\u00eb?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 16px;\">Ne po d\u00ebshtojm\u00eb n\u00eb ligj\u00ebrimin e mendimit kritik n\u00eb shkollat tona \u00eb ne i st\u00ebrngarkojm\u00eb nx\u00ebn\u00ebsit tan\u00eb me informata q\u00eb tanim\u00eb jan\u00eb kryesisht t\u00eb panevojshme n\u00eb bot\u00ebn e sotme. Edhe pse Kurrikula e Re \u00ebsht\u00eb duke u implementuar dhe si korniz\u00eb p\u00ebrfshin\u00eb mendimin kritik n\u00eb mas\u00eb t\u00eb madhe, jet\u00ebsimi i Kurrikul\u00ebs s\u00eb Re n\u00eb Kosov\u00eb \u00ebsht\u00eb shum\u00eb i v\u00ebshtir\u00eb p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb infrastruktur\u00ebs, asistenc\u00ebs qeveritare n\u00eb implementim, dhe zbehjes s\u00eb motivimit nga ana e m\u00ebsimdh\u00ebn\u00ebsve.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Problemi tjet\u00ebr \u00ebsht\u00eb q\u00eb jemi duke u munduar t\u00eb zbatojm\u00eb politika t\u00eb shumta arsimore t\u00eb cilat jan\u00eb shum\u00eb bukur t\u00eb shkruara n\u00eb let\u00ebr por nuk jan\u00eb t\u00eb p\u00ebrshtatshme me sistemin arsimor q\u00eb kemi. Procesi i politikave arsimore ngec tek cikli i implementimit ngaq\u00eb ka k\u00ebrkesa t\u00eb panum\u00ebrta q\u00eb ju b\u00ebhen punonj\u00ebsve arsimor\u00eb me politika t\u00eb shumta arsimore dhe pastaj po humbet fokusi nga prioritetet. Pjes\u00eb t\u00eb fajit kan\u00eb ekspert\u00ebt e jasht\u00ebm arsimor q\u00eb propozojn\u00eb politika arsimore (kryesisht t\u00eb bazuara n\u00eb shtete t\u00eb zhvilluara) pa analizuar struktur\u00ebn e arsimit kosovar dhe kultur\u00ebn shoq\u00ebris\u00eb kosovare. Ne Finland\u00eb nuk jemi.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Andaj znj.
