Prandaj BE-ja ka zhvilluar standarde p\u00ebr t\u00eb mbrojtur sh\u00ebndetin e njeriut. Standardet quhen ndryshe si\u00a0<a href=\"http:\/\/ec.europa.eu\/environment\/air\/quality\/standards.htm\" target=\"_blank\" rel=\"noopener\">standardet e cil\u00ebsis\u00eb mjedisore p\u00ebr ajrin<\/a>\u00a0n\u00eb ambient t\u00eb jasht\u00ebm. N\u00eb k\u00ebto standarde jan\u00eb p\u00ebrcaktuar nivelet brenda t\u00eb cilave sasia e ndotjes s\u00eb ajrit \u00ebsht\u00eb e lejuar. Nivelet jan\u00eb vendosur duke u bazuar n\u00eb kufijt\u00eb q\u00eb njer\u00ebzit dhe natyra mund t&#8217;ju b\u00ebj\u00eb ball\u00eb dhe vijn\u00eb si p\u00ebrgjigje ndaj ndotjes s\u00eb madhe n\u00eb mjediset urbane ku emisionet q\u00eb vijn\u00eb nga trafiku jan\u00eb kontribuesi m\u00eb i madh p\u00ebr ndotjen e ajrit.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p><span style=\"font-size: 16px;\">Forma sesi qytetet jan\u00eb planifikuar ndikon\u00a0duksh\u00ebm n\u00eb sasin\u00eb e ndot\u00ebsve. Njer\u00ebzit n\u00eb qytete jan\u00eb m\u00eb shum\u00eb t\u00eb ekspozuar p\u00ebr shkak t\u00eb rrug\u00ebve t\u00eb ngushta dhe t\u00eb mbyllura ku ajri nuk mund t\u00eb l\u00ebviz\u00eb lirsh\u00ebm. Planifikimi i mir\u00eb urban mund t\u00eb kontribuoj\u00eb n\u00eb m\u00eb pak trafik dhe nj\u00eb dizajn t\u00eb zon\u00ebs urbane q\u00eb nuk ndihmon n\u00eb mbylljen e ajrit t\u00eb ndotur.\u00a0Prandaj, planifikimi urban \u00ebsht\u00eb nj\u00eb mjet i r\u00ebnd\u00ebsish\u00ebm p\u00ebr autoritetet lokale n\u00eb p\u00ebrpjekjet p\u00ebr p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb ajrit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Duke q\u00ebndruar n\u00eb ambientet ku cil\u00ebsia e ajrit \u00ebsht\u00eb e d\u00ebmshme me p\u00ebrqendrime t\u00eb larta t\u00eb substancave t\u00eb d\u00ebmshme n\u00eb aj\u00ebr mund t\u00eb shkaktoj\u00eb p\u00ebrkeq\u00ebsime t\u00eb sh\u00ebndetit me rritje t\u00eb rrezikut si p. sh. probleme me frym\u00ebmarrje, kanceri i mushk\u00ebrive, astma dhe shkurtimi i jet\u00ebgjat\u00ebsis\u00eb. T\u00eb dh\u00ebnat e BE-s\u00eb tregojn\u00eb se\u00a0jet\u00ebgjat\u00ebsia shkurtohet nga tet\u00eb muaj p\u00ebr individ si rezultat i ndotjes s\u00eb ajrit. M\u00eb t\u00eb goditurit jan\u00eb f\u00ebmij\u00ebt, t\u00eb moshuarit dhe njer\u00ebzit me s\u00ebmundje t\u00eb frym\u00ebmarrjes dhe s\u00ebmundje kardiovaskulare. Ndot\u00ebsit e ajrit q\u00eb shkaktojn\u00eb problemet sh\u00ebndet\u00ebsore jan\u00eb grimcat e ashtuquajtura (pm10) dhe ozoni. D\u00ebmet e ndotjes s\u00eb ajrit jan\u00eb jo vet\u00ebm tek njer\u00ebzit, por edhe n\u00eb ambient dhe n\u00eb vegjetacion, acidifikimi i ujtit dhe tok\u00ebs etj.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Problemi me nivele t\u00eb larta t\u00eb ndotjes s\u00eb ajrit \u00ebsht\u00eb kryesisht nj\u00eb problem urban. Kjo e b\u00ebn planifikimin urban si nj\u00eb mjet kritik n\u00eb dispozicion p\u00ebr t\u00eb parandaluar dhe luftuar cil\u00ebsin\u00eb e dob\u00ebt e ajrit. Format sesi qytetet dhe komunitetet jan\u00eb t\u00eb dizajnuara ndikojn\u00eb drejtp\u00ebrdrejt n\u00eb sasin\u00eb e ndotjes s\u00eb ajrit n\u00eb nivelin e rrug\u00ebs. Duke planifikuar dhe nd\u00ebrtuar qytetin e dendur, zvog\u00eblon mund\u00ebsin\u00eb q\u00eb era t\u00eb b\u00ebj\u00eb ajrosjen e rrug\u00ebve, ku shkaktari kryesor i ndotjes \u00ebsht\u00eb trafiku i dendur. Kjo vlen edhe p\u00ebr rastin e Prishtin\u00ebs dhe t\u00eb gjitha qyteteve tjera. Planifikimi urban mund t\u00eb ndikoj\u00eb n\u00eb m\u00ebnyr\u00eb direkte n\u00eb cil\u00ebsin\u00eb e ajrit duke planifikuar n\u00eb m\u00ebnyr\u00eb q\u00eb transporti me vetura t\u00eb jet\u00eb sa m\u00eb i vog\u00ebl.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebrve\u00e7 trafikut, si burime potenciale p\u00ebr ndotjen e ajrit n\u00eb Prishtin\u00eb jan\u00eb edhe termocentralet elektrike n\u00eb Obili\u00e7\u00a0(jasht\u00eb domenit t\u00eb Komun\u00ebs), p\u00ebrdorimi i ngrohjes qendrore n\u00eb Prishtin\u00eb n\u00eb sezonin e dimrit, p\u00ebrdorimi i qymyrit p\u00ebr nxemje n\u00eb ekonomit\u00eb familjare, mungesa e mjaftueshme e hap\u00ebsirave gjelb\u00ebruese etj.<\/span><\/p>\n<p><span style=\"font-size: 16px;\"><strong>\u00c7far\u00eb mund t\u00eb b\u00ebjn\u00eb komunat n\u00eb p\u00ebrmir\u00ebsimin e kualitetit t\u00eb ajrit?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00eb baz\u00eb t\u00eb Ligjit p\u00ebr Planifikim Hap\u00ebsinor Nr.04\/L-174, komunat kan\u00eb monopol sa i p\u00ebrket planifikimit t\u00eb hap\u00ebsir\u00ebs s\u00eb tyre gjeografike. Duke u nisur nga ky ligj dhe direktivat e BE-s\u00eb p\u00ebr standardet e kualitetit t\u00eb ajrit, komunat kan\u00eb hap\u00ebsir\u00eb ligjore p\u00ebr t\u00eb nd\u00ebrmarr\u00eb hapa konkret\u00eb q\u00eb ndikojn\u00eb n\u00eb p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb ajrit n\u00eb zonat urbane.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Problemi i cil\u00ebsis\u00eb s\u00eb ajrit \u00ebsht\u00eb edhe n\u00eb qytetet e vendeve t\u00eb BE-s\u00eb. Por, komunat atje punojn\u00eb intensivisht n\u00eb zvog\u00eblimin e k\u00ebtij problemi, pasiq\u00eb ndikon drejtp\u00ebrdrejt n\u00eb sh\u00ebndetin qytetar\u00ebve. Po flas p\u00ebr vendet e Evrop\u00ebs p\u00ebrendimore. N\u00eb k\u00ebto vende \u00e7do plani rregullues i duhet bashk\u00ebngjitur edhe nj\u00eb Analiz\u00eb e Ambientit. K\u00ebto vendime, zakonisht hasin n\u00eb kritika dhe jan\u00eb jopopulliste. Por, me kalimin e koh\u00ebs qytetar\u00ebt e kuptojn\u00eb se ato jan\u00eb p\u00ebr t\u00eb mir\u00ebn e tyre.
