Udh\u00ebheq\u00ebs dhe ish udh\u00ebheq\u00ebs institucional\u00eb n\u00eb Kosov\u00eb e paraqit\u00ebn k\u00ebt\u00eb si nj\u00eb sukses, ku meritat kryesisht i personalizuan ose than\u00eb se \u00ebsht\u00eb merit\u00eb e t\u00eb gjith\u00eb qytetar\u00ebve. Nj\u00ebkoh\u00ebsisht, BE e paraqiti k\u00ebt\u00eb si sukses t\u00eb transformimit t\u00eb shoq\u00ebris\u00eb e qeveris\u00eb p\u00ebrmes instrumenteve t\u00eb saj t\u00eb politik\u00ebs s\u00eb jashtme. Nj\u00eb v\u00ebzhgim i thjesht\u00eb tregon se kjo shoq\u00ebri \u00ebsht\u00eb n\u00eb mes t\u00eb asaj t\u00eb mbijetes\u00ebs dhe nj\u00eb shoq\u00ebrie t\u00eb konsoliduar, por nuk \u00ebsht\u00eb aspak as nj\u00ebra e as tjetra. P\u00ebr shembull, Kosova duhet t\u00eb ket\u00eb interes m\u00eb t\u00eb madh para \u00e7do kujt tjet\u00ebr t\u2019i jep fund nd\u00ebrmarrjeve kriminale t\u00eb shfryt\u00ebzimit t\u00eb paskrupullt\u00eb t\u00eb pozitave publike p\u00ebr t\u00eb krijuar p\u00ebrfitime private n\u00eb d\u00ebm t\u00eb fondeve, pron\u00ebs, e t\u00eb mirave publike, t\u00eb zgjidh\u00eb \u00e7\u00ebshtje t\u00eb caktuara me fqinj, dhe t\u00eb plot\u00ebsoj k\u00ebrkesa tjera nga pes\u00eb blloqet e k\u00ebrkesave. Megjithat\u00eb, gjith\u00eb k\u00ebto vite kemi par\u00eb BE-n\u00eb t\u00eb tregoj interesim m\u00eb t\u00eb madh p\u00ebr k\u00ebto \u00e7\u00ebshtje. Kjo shoq\u00ebri e trajtoi me normalitet madje edhe kthimin e kriminelit t\u00eb d\u00ebnuar Xhabir Zharku, t\u00eb cilin moderatori i televizionit publik, nj\u00eb makineri gjigante e cila paguhet drejt\u00ebp\u00ebrdrejt\u00eb nga taksat e qytetar\u00ebve, me 8 qershor e uroi me fjal\u00ebt \u201cmir\u00eb se erdh\u00ebt\u201d. Televizioni vazhdon nj\u00ebjt\u00eb sikurse moderatori \u201cpun\u00ebn\u201d pa asnj\u00eb penges\u00eb. Aferat dhe pand\u00ebshkueshm\u00ebria u p\u00ebrmend\u00ebn m\u00eb lart. Qeveria e Kosov\u00ebs, si bart\u00ebse kryesore e iniciativave legjislative, transformimit ekonomik dhe shum\u00eb aspekteve tjera shoq\u00ebrore nuk ka kaluar testin p\u00ebr lidership dhe transformim demokratik. Korrupsioni sistematik nuk \u00ebsht\u00eb nj\u00eb krim i hajnive ordinere por nj\u00eb veprim i cili patjet\u00ebr se k\u00ebrkon p\u00ebrfshirjen e krer\u00ebve institucional\u00eb. Rrjedhimisht, pa aminin dhe p\u00ebrfshirjen e krer\u00ebve institucional\u00eb, Kosova nuk do t\u00eb kishte k\u00ebt\u00eb toleranc\u00eb t\u00eb lart\u00eb t\u00eb zhvillimit t\u00eb korrupsionit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">N\u00eb asnj\u00eb organizat\u00eb nuk mundet q\u00eb korrupsioni t\u00eb b\u00ebhet pjes\u00eb p\u00ebrb\u00ebr\u00ebse e sistemit t\u00eb pun\u00ebs pa dijeni t\u00eb kreut t\u00eb organizat\u00ebs. Megjithat\u00eb, krer\u00ebt tan\u00eb institucional\u00eb i ikin gjithnj\u00eb k\u00ebsaj p\u00ebrgjegj\u00ebsie. Krer\u00ebt qeveritar e vesh\u00ebn korrupsionin me termin \u201cfenomen\u201d dhe e mjegulluan p\u00ebrgjegj\u00ebsin\u00eb. Ata gjithnj\u00eb kan\u00eb paraqitur veten si administrator\u00eb t\u00eb k\u00ebtij vendi, dhe kurdo q\u00eb jan\u00eb sfiduar sa i p\u00ebrket qeverisjes dhe transformimit shoq\u00ebror, ata kan\u00eb zgjedhur t\u00eb japin p\u00ebrgjigjet burokratike se \u201c\u00ebsht\u00eb proces.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Lider\u00ebt jan\u00eb shum\u00eb m\u00eb shum\u00eb se administrator\u00eb e burokrat\u00eb. Megjithat\u00eb, n\u00eb Kosov\u00eb ka mjaftuar q\u00eb pjesa d\u00ebrrmuese e lider\u00ebve formal\u00eb institucional\u00eb kurr\u00eb t\u00eb mos e marrin mundin q\u00eb t&#8217;i trasojn\u00eb shoq\u00ebris\u00eb nj\u00eb rrug\u00eb p\u00ebr n\u00eb fusha m\u00eb t\u00eb gjelb\u00ebrta. Ata jan\u00eb mjaftuar p\u00ebrgjith\u00ebsisht me kornizat e p\u00ebrcaktuara nga nd\u00ebrkomb\u00ebtar\u00ebt, por pa i mbushur ato me substanc\u00eb asnj\u00ebher\u00eb. BE k\u00ebrkon t\u00eb formohen mekanizma kund\u00ebr korrupsionit, Kosova i p\u00ebrgjigjet me nj\u00eb grumbull t\u00eb mekanizmave me emra t\u00eb till\u00eb por pa substanc\u00eb. BE k\u00ebrkon zhvillim ekonomik, Kosova i p\u00ebrgjigjet me nj\u00eb num\u00ebr t\u00eb dokumentave pa substanc\u00eb por q\u00eb n\u00eb tituj p\u00ebrmbajn\u00eb fjal\u00ebt \u201cstrategjik\u201d e \u201czhvillim ekonomik,\u201d apo me powerpointin e famsh\u00ebm \u201cBansko.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Pas ekzekutivit, kalojm\u00eb tek pushteti gjyq\u00ebsor e prokurorial. Sa her\u00eb d\u00ebgjon k\u00ebto fjal\u00eb t\u00eb vjen nd\u00ebrmend termi Parashkrim. K\u00ebta gjyqtar\u00eb e prokuror\u00eb gjet\u00ebn nj\u00eb mij\u00eb arsyetime p\u00ebr munges\u00ebn e rezultateve. U ankuan p\u00ebr munges\u00eb t\u00eb instrumenteve ligjore, dhe kur u shkruan e rishkruan ligjet, u ankuan p\u00ebr mjegullim t\u00eb infrastruktur\u00ebs ligjore. N\u00eb k\u00ebt\u00eb sken\u00eb, k\u00ebta gjyqtar\u00eb e prokuror\u00eb, t\u00eb cil\u00ebt kan\u00eb pag\u00eb dhe pozit\u00eb mjaft\u00eb dinjitoze n\u00eb shoq\u00ebri, me nj\u00eb vend pune t\u00eb siguruar deri n\u00eb pension, si askush tjet\u00ebr n\u00eb Kosov\u00eb, jan\u00eb nd\u00ebr bojkotuesit dhe d\u00ebmtuesit m\u00eb t\u00eb m\u00ebdhenj t\u00eb interesit t\u00eb p\u00ebrgjithsh\u00ebm. Dhe p\u00ebr fund pushteti legjislativ vepron si nj\u00eb shou televiziv m\u00eb i kushtueshmi p\u00ebr taksat e qytetar\u00ebve. Veprimet e legjislativit jan\u00eb kryesisht ad-hoc, pa substanc\u00eb t\u00eb mir\u00ebfillt\u00eb por loj\u00ebra fjal\u00ebsh p\u00ebr poena n\u00eb elektorat, dhe t\u00eb gatsh\u00ebm p\u00ebr mobilizim grupor vet\u00ebm kur \u00ebsht\u00eb fjala p\u00ebr udh\u00ebtimet jasht\u00eb vendit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Pala e tret\u00eb p\u00ebr t\u00eb hedhur drit\u00eb mbi ta \u00ebsht\u00eb BE-ja, e cila nuk arriti me sukses t\u00eb krijoj qasje origjinale p\u00ebr transformime t\u00eb mir\u00ebfillta shoq\u00ebrore, qoft\u00eb n\u00eb Kosov\u00eb apo n\u00eb Ballkanin Per\u00ebndimor apo Evrop\u00ebn lindore. Politika e saj q\u00eb t\u00eb inkurajoj\u00eb nd\u00ebrmarrje t\u00eb reformave p\u00ebrmes t\u00ebrheqjes drejt integrimit nuk ka pasur suksesin e pritsh\u00ebm. Sigurisht se BE mban shum\u00eb merita p\u00ebr prosperitetin t\u00eb cilin Kosova, rajoni, Evropa, dhe m\u00eb gjer\u00eb ka arritur n\u00eb gjysm\u00eb shekullin e fundit, duke mos p\u00ebrjashtuar raste q\u00eb vlen t\u00eb kritikohet. Megjithat\u00eb, n\u00eb Kosov\u00eb ende nuk \u00ebsht\u00eb mish\u00ebruar vlera e bashkimit t\u00eb kombeve n\u00eb nj\u00eb union, pasi q\u00eb BE shihet si nj\u00eb trup t\u00eb cilin d\u00ebshirojm\u00eb ta vjelim jo se e shohim si nj\u00eb trup t\u00eb cilit d\u00ebshirojm\u00eb t\u2019i kontribuojm\u00eb e ta form\u00ebsojm\u00eb bashkarisht. Rrjedhimisht, BE me shum\u00eb v\u00ebshtir\u00ebsi dhe vet\u00ebm si akte por jo si p\u00ebrmbajtje arriti t\u00eb shtyj\u00eb nj\u00eb num\u00ebr t\u00eb reformave n\u00eb vend, dhe at\u00eb shpesh n\u00eb nivele minimale.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebr m\u00eb tep\u00ebr, BE kishte n\u00eb terren edhe nj\u00eb mision t\u00eb vetin me fuqi ekzekutive dhe mandat ekskluziv por q\u00eb nuk arriti t\u00eb tregoj\u00eb suksesin e duhur sa i p\u00ebrket pand\u00ebshkueshm\u00ebris\u00eb n\u00eb vend. K\u00ebtu u shp\u00ebrfaq edhe (pa)aft\u00ebsia e Qeveris\u00eb s\u00eb Kosov\u00ebs t\u00eb kuptoj\u00eb mir\u00ebfilli dhe t\u00eb ket\u00eb sukses n\u00eb negociata me BE-n\u00eb sa i p\u00ebrket l\u00ebvizjes s\u00eb lir\u00eb t\u00eb qytetar\u00ebve t\u00eb Kosov\u00ebs, edhe 10 vite me vones\u00eb kundrejt rajonit. L\u00ebvizja e lir\u00eb p\u00ebr qytetar\u00ebt e Kosov\u00ebs po vjen vet\u00ebm si \u00e7\u00ebshtje kohe ku BE nuk mund ta shtyej\u00eb m\u00eb tutje izolimin por jo si rezultat i aft\u00ebsis\u00eb, profesionalizmit, e angazhimit t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr t\u00eb negociuar nj\u00eb \u00e7\u00ebshtje me sukses me BE-n\u00eb.
