Nga ana tjet\u00ebr, Bashk\u00ebsia Islame e Kosov\u00ebs (BIK), duke qen\u00eb e paaft\u00eb t\u00eb p\u00ebrfytyroj\u00eb dhe t\u00eb udh\u00ebheq\u00eb nj\u00eb model fetar n\u00eb shoq\u00ebri dhe t\u00eb ofroj\u00eb nj\u00eb politik\u00eb pozitive t\u00eb edukimit e afrimit t\u00eb pjes\u00ebtar\u00ebve t\u00eb komunitetit, me nj\u00eb fjal\u00eb t\u00eb udh\u00ebzoj\u00eb, zgjedh nj\u00eb qasje shkish\u00ebruese ndaj pjes\u00ebtar\u00ebve t\u00eb radikalizuar (dhe ndonj\u00ebher\u00eb viktimave potencial\u00eb) n\u00eb mesin e komunitetit. Edhe kjo organizat\u00eb, ngjash\u00ebm si shteti, sikur don t\u00eb thot\u00eb se t\u00eb radikalizuarit nuk jan\u00eb tan\u00ebt dhe se nuk mbajn\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr ta.[2] Q\u00ebndrime t\u00eb k\u00ebtilla kan\u00eb marr\u00eb edhe nj\u00eb num\u00ebr komentuesish n\u00eb media, q\u00eb quhen e vet\u00ebquhen \u201canalist\u00eb\u201d. Mir\u00ebpo, k\u00ebto dy qasje \u201cnegative\u201d, dometh\u00ebn\u00eb q\u00eb vet\u00ebm gjykojn\u00eb e nd\u00ebshkojn\u00eb, vet\u00ebm po cenojn\u00eb lirit\u00eb[3] dhe po n\u00ebp\u00ebrk\u00ebmbin dinjitetin e njeriut.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Mir\u00ebpo, as shteti e as BIK-u nuk mund ta heqin p\u00ebrgjegj\u00ebsin\u00eb, ose s\u00eb paku nj\u00eb pjes\u00eb t\u00eb p\u00ebrgjegj\u00ebsis\u00eb nga vetja dhe ta projektojn\u00eb at\u00eb tek \u201ct\u00eb krisurit\u201d e shoq\u00ebris\u00eb, ose \u201ct\u00eb huajt e infiltruar\u201d. Kjo \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb kuptohet e pranohet, n\u00ebse duam ta adresojm\u00eb drejt problemin. Dhe, q\u00eb ta adresojm\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb duhur at\u00eb, s\u00eb pari duhet ta kuptojm\u00eb drejt. Me fjal\u00eb t\u00eb tjera, shoq\u00ebria jon\u00eb i shnd\u00ebrroi t\u00eb rinjt\u00eb e pashpres\u00eb, t\u00eb paarsimuar, e t\u00eb papun\u00eb n\u00eb shpirt\u00ebra q\u00eb urrejn\u00eb e makina q\u00eb vrasin pa e ditur as vet\u00eb pse.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Shteti mundet sa t\u00eb doj\u00eb q\u00eb radikalist\u00ebt t\u2019i gjykoj\u00eb si t\u00eb krisur a t\u00eb huaj, por nj\u00eb mjedis si i joni gjithnj\u00eb do t\u00eb prodhoj\u00eb ekstremist t\u00eb dhunsh\u00ebm pavar\u00ebsisht se ne i klasifikojm\u00eb ata si \u201ct\u00eb krisur\u201d e \u201ct\u00eb huaj\u201d. Edhe BIK-u mund t\u00eb shkish\u00ebroj\u00eb sa t\u00eb mundet pjes\u00ebtar\u00ebt e komunitetit musliman, por n\u00eb boshll\u00ebk t\u00eb nj\u00eb edukimi t\u00eb mbar\u00eb e t\u00eb gjer\u00eb fetar, gjithmon\u00eb do t\u00eb ket\u00eb ideologji \u201ct\u00eb huaja\u201d p\u00ebr t\u00eb plot\u00ebsuar at\u00eb boshll\u00ebk. Andaj, p\u00ebr nj\u00eb qasje t\u00eb duhur ndaj problemit n\u00eb fjal\u00eb duhet t\u00eb adresohen k\u00ebto dy shkaqe: mjedisi social dhe boshll\u00ebku edukativ. Nj\u00ebkoh\u00ebsisht, t\u00eb radikalizuar\u00ebve dhe viktimave potenciale t\u00eb radikalizimit duhet qasur me arsye, e jo emocion. T\u00eb rinjt\u00eb e pashpres\u00eb dhe t\u00eb frustruar duhet mbajtur n\u00eb gjirin e shoq\u00ebris\u00eb, e jo t\u00eb demonizohen, p\u00ebrjashtohen, e t\u00ebhuajt\u00ebsohen nga shoq\u00ebria e komuniteti duke i shpallur armiq t\u00eb shtetit e duke i p\u00ebrjashtuar nga kupola e fes\u00eb. Nuk \u00ebsht\u00eb m\u00ebnyr\u00eb e sigurt q\u00eb k\u00ebsaj fuqie ideore t\u2019i p\u00ebrgjigjemi me forc\u00eb dhe k\u00ebsaj t\u00eb lige me nj\u00eb t\u00eb lig\u00eb tjet\u00ebr.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Me kombinimin e qasjes negative t\u00eb shtetit dhe BIK-ut, t\u00eb rinj\u00ebve t\u00eb radikalizuar po u p\u00ebr\u00e7ohet porosia se jan\u00eb t\u00eb p\u00ebrjashtuar, t\u00eb huaj e t\u00eb posht\u00ebruar dhe se nuk kan\u00eb t\u00eb ardhme n\u00eb shoq\u00ebrin\u00eb ton\u00eb, dhe p\u00ebr m\u00eb keq, as n\u00ebse pendohen dhe duan t\u00eb ndihmojn\u00eb! K\u00ebshtu, duke i kriminalizuar, futur n\u00eb burgje dhe shkish\u00ebruar, t\u00eb till\u00ebt nuk do t\u00eb mund t\u2019i kthejm\u00eb kurr\u00eb n\u00eb gjirin e shoq\u00ebris\u00eb. Atyre po u themi: nuk jeni tan\u00ebt, nuk keni vend n\u00eb shoq\u00ebrin\u00eb ton\u00eb! Mir\u00ebpo, ata jan\u00eb njer\u00ebz, tekefundit. Dhe, si t\u00eb gjith\u00eb njer\u00ebzit, kan\u00eb nevoj\u00eb psikologjike bazike t\u2019i p\u00ebrkasin nj\u00eb bashk\u00ebsie e t\u00eb pranohen si t\u00eb barabart\u00eb n\u00eb t\u00eb. N\u00ebse nevoj\u00ebn p\u00ebr p\u00ebrkat\u00ebsi nuk e plot\u00ebsojn\u00eb n\u00eb komuntetin e tyre, at\u00eb do ta k\u00ebrkojn\u00eb gjetiu n\u00eb shoq\u00ebri t\u00eb tjera e n\u00eb bot\u00ebn virtuale.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Si reagim ndaj k\u00ebtij problemi, \u00ebsht\u00eb nd\u00ebrmarr\u00eb strategjia q\u00eb em\u00ebrtohet me shprehjen \u201cderadikalizim\u201d e p\u00ebrcjell\u00eb me aktivitete standarde, si vet\u00ebdij\u00ebsimi i t\u00eb rinjve n\u00eb shkolla p\u00ebr radikalizimin, p\u00ebrfshierjen e klerit fetar p\u00ebr t\u00eb zhvilluar nj\u00eb kund\u00ebrligj\u00ebrim t\u00eb radikalizimit, e t\u00eb ngjashme. Mir\u00ebpo, \u201cderadikalizimi\u201d edhe si koncept \u00ebsht\u00eb problematik dhe i pap\u00ebrshtatsh\u00ebm, p\u00ebr sa koh\u00eb q\u00eb me t\u00eb s\u00eb pari fetarizohet ekstremizmi i dhunsh\u00ebm, e pastaj m\u00eb kot tentohet ta zgjidh\u00eb at\u00eb n\u00eb fush\u00ebn fetare ekskluzivisht, n\u00eb vend se t\u00eb shoh\u00eb faktorin fetar, ose m\u00eb sakt\u00eb ligj\u00ebrimet e caktuara fetare, vet\u00ebm si leht\u00ebsuese a mund\u00ebsuese (\u201cfacilituese\u201d) t\u00eb dukuris\u00eb n\u00eb fjal\u00eb n\u00eb nj\u00eb kontekst m\u00eb t\u00eb gjer\u00eb politik, social e kulturor. Aq m\u00eb pak \u00ebsht\u00eb e p\u00ebrshtshme strategjia e \u201cluft\u00ebs kund\u00ebr radikalizimit\u201d dhe madje kund\u00ebrproduktive, p\u00ebr aq koh\u00eb sa, edhe kjo, s\u00eb pari parasupozon pranin\u00eb e radikalizimt si fakt i dh\u00ebn\u00eb pa shikuar n\u00eb faktor\u00ebt e rrethanat q\u00eb e sjellin ose shaktojn\u00eb at\u00eb dhe n\u00eb dinamizmin e vet\u00eb dukuris\u00eb dhe, m\u00eb pas, k\u00ebsaj forme t\u00eb dhun\u00ebs i p\u00ebrgjigjet me dhun\u00eb shtet\u00ebrore.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Dhe kjo nuk \u00ebsht\u00eb vet\u00ebm hamendje, por e d\u00ebshmuar nga p\u00ebrvoja. Fati jon\u00eb n\u00eb k\u00ebt\u00eb fatkeq\u00ebsi \u00ebsht\u00eb se nuk jemi nd\u00ebr shoq\u00ebrit\u00eb e para q\u00eb p\u00ebrballen me k\u00ebt\u00eb problem. N\u00eb Lindje e Per\u00ebndim kjo dukuri \u00ebsht\u00eb e pranishme m\u00eb moti nga p\u00ebrvoja e t\u00eb cilave mund t\u00eb studiojm\u00eb m\u00ebnyrat e ndryshme sesi shoq\u00ebrit\u00eb e ndryshme i jan\u00eb adresuar problemit dhe t\u00eb vler\u00ebsojm\u00eb e t\u00eb shohim efektet e tyre edhe nga perspektiva kohore. Model q\u00eb nuk duhet ndjekur \u00ebsht\u00eb ai i diktaturave t\u00eb Lindjes s\u00eb Mesme, se pik\u00ebrisht n\u00eb burgjet e Egjiptit, Siris\u00eb e Irakut jan\u00eb zhvilluar idet\u00eb radikaliste dhe kan\u00eb dal\u00eb ithtar\u00ebt m\u00eb t\u00eb flakt\u00eb t\u00eb tij. Model i mir\u00eb \u00ebsht\u00eb drejt\u00ebsia norvegjeze dhe trajtimi q\u00eb ajo i b\u00ebn Anders Breivikut, nj\u00eb ekstremisti t\u00eb dhunsh\u00ebm djathtist q\u00eb kishte kryer nj\u00eb vep\u00ebr t\u00eb r\u00ebnd\u00eb terroriste n\u00eb vitin 2011, i cili u gjykua pa dhembshuri, por q\u00eb megjithat\u00eb iu garantuan t\u00eb drejtat themelore dhe dinjiteti njer\u00ebzor, si gjat\u00eb gjykimit ashtu dhe d\u00ebnimit. Garancit\u00eb ligjore q\u00eb mbrojn\u00eb t\u00eb drejtat themelore t\u00eb nj\u00eb vras\u00ebsi mizor ideologjikisht e fetarisht t\u00eb motivuar si Breiviku dhe q\u00eb respekton dinjitetin e tij njer\u00ebzor, p\u00ebrkund\u00ebr vepr\u00ebs makabre t\u00eb tij, assesi nuk mund t\u00eb kuptohen si p\u00ebrligjje ose q\u00ebndrim i zbutur ndaj krimit t\u00eb tij.[4]<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebr t\u00eb p\u00ebrmbledhur, gjykimi i ashp\u00ebr dhe emocional q\u00eb i b\u00ebjm\u00eb radikalizmit dhe radikalist\u00ebve, si \u201ct\u00eb krisur\u201d, \u201ct\u00eb huaj\u201d, \u201ct\u00eb shitur\u201d, \u201clufta\u201d q\u00eb shteti i ka shpall\u00eb atij e q\u00eb n\u00ebnkupton ndjekje dhe burgosje t\u00eb protagonist\u00ebve t\u00eb supozuar, si edhe qasja shkish\u00ebruese e BIK-ut dhe ithtar\u00ebve t\u00eb k\u00ebsaj qasjeje,\u00a0 q\u00eb d\u00ebnon lajm\u00ebrimin e vdekjes dhe kryerjen e ritualeve fetare mortore p\u00ebr ekstremistin e dhunsh\u00ebm Lavdrim Muhaxherin, e q\u00eb parasupozon se k\u00ebshtu gjykojm\u00eb personin dhe veprat e tij mizore, ka p\u00ebr q\u00ebllim t\u00eb pastrojm\u00eb veten si shoq\u00ebri nga p\u00ebrgjegj\u00ebsia p\u00ebr krijimin e nj\u00eb mjedisi t\u00eb p\u00ebrshtatsh\u00ebm socio-ekonomik, politik, edukativ, kulturor, fetar e identitar p\u00ebr zhvillimin e radikalizimit.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Si p\u00ebrfundim, q\u00ebndrimi dhe reagimi ndaj nj\u00eb personi dhe veprave mizore t\u00eb tij, mund t\u00eb kundrohet nga dy an\u00eb. Nga nj\u00ebra an\u00eb, individi \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr veprat dhe zgjedhjet q\u00eb b\u00ebn, rrjedhimisht edhe subjekt i shqyrtimit ligjor dhe i gjykimit moral t\u00eb shoq\u00ebris\u00eb p\u00ebr t\u00eb dhe p\u00ebr veprat e kryera. Nga ana tjet\u00ebr, sjellja e individit mund t\u00eb shpjegohet n\u00eb kontekst t\u00eb formimit dhe t\u00eb ndikimit t\u00eb rrethit shoq\u00ebror dhe kontekstit t\u00eb caktuar socio-kulturor. Ky artikull ka n\u00eb fokus pik\u00ebrisht k\u00ebt\u00eb t\u00eb dyt\u00ebn, pra.
