Arsyet kryesore t\u00eb p\u00ebrshkallimit t\u00eb k\u00ebtij problemi kan\u00eb qen\u00eb ngritja n\u00eb p\u00ebrdorimin e qymyrit dhe l\u00ebnd\u00ebve tjera djeg\u00ebse p\u00ebr ngrohje nga amvis\u00ebrit\u00eb n\u00eb kryeqytet, ndotja nga termocentralet e Obiliqit, si dhe emetimi i gazrave nga automjetet e transportit. Mungesa e reshjeve dhe shpejt\u00ebsia e ul\u00ebt e er\u00ebs, e ka p\u00ebrkeq\u00ebsuar edhe m\u00eb shum\u00eb situat\u00ebn dimrin e kaluar. Emetime t\u00eb tilla nga k\u00ebto burime, kontribuojn\u00eb n\u00eb p\u00ebrkeq\u00ebsim t\u00eb cil\u00ebsis\u00eb s\u00eb ajrit n\u00eb zona urbane si Prishtina, dhe kan\u00eb ndikim direkt dhe negativ n\u00eb sh\u00ebndetin e njeriut. Kjo ka kontribuar n\u00eb ngritjen e ndot\u00ebsve q\u00eb tashm\u00eb kan\u00eb ekzistuar qe nj\u00eb koh\u00eb t\u00eb gjat\u00eb; ata nga termocentralet n\u00eb Obiliq, ndot\u00ebsit nga automjetet e transportit, dhe ndotjet nga nd\u00ebrtimet. Mos shtrirja e sistemit t\u00eb kogjenerimit p\u00ebr ngrohje n\u00eb m\u00eb shum\u00eb pjes\u00eb t\u00eb qytetit, ka shtyr\u00eb shum\u00eb banor\u00eb t\u00eb ngrohen duke p\u00ebrdorur l\u00ebnd\u00eb djeg\u00ebse, pasi q\u00eb ngrohja me rrym\u00eb \u00ebsht\u00eb shum\u00eb m\u00eb e shtrenjt\u00eb dhe m\u00eb pak stabile.<\/p>\n<p>Kogjenerimi \u00ebsht\u00eb nj\u00eb prej storieve t\u00eb suksesit p\u00ebr Prishtin\u00ebn, por edhe p\u00ebr t\u00ebr\u00eb Kosov\u00ebn dhe ata q\u00eb e konsiderojn\u00eb veten ambientalist. \u00cbsht\u00eb nj\u00eb sistem shum\u00eb efi\u00e7ient dhe shum\u00eb i q\u00ebndrueshem. Ky sistem e \u201ckap\u201d avullin q\u00eb gjenerohet nga djegia e qymyrit n\u00eb Obiliq, dhe e transporton at\u00eb me sistem gypash n\u00eb kryeqytet, p\u00ebr t\u2019u shfryt\u00ebzuar p\u00ebrfundimisht nga Termokosi p\u00ebr ngrohje t\u00eb disa lagjeve. Ky sistem p\u00ebr momentin \u00ebsht\u00eb i shtrir\u00eb vet\u00ebm n\u00eb disa zona, edhe pse ka kapacitet t\u00eb ngroh\u00eb edhe m\u00eb shum\u00eb lagje n\u00eb Prishtin\u00eb. Nj\u00eb shtritje e till\u00eb, do t\u00eb ul\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb konsiderueshme p\u00ebrdorimin e l\u00ebnd\u00ebve djeg\u00ebse.<\/p>\n<p>P\u00ebrve\u00e7\u00a0ndikimit pozitiv q\u00eb kjo do t\u00eb ket\u00eb n\u00eb cil\u00ebsin\u00eb e ajrit, ky zgjerim do t\u00eb kontribuoj\u00eb shum\u00eb pozitivisht edhe n\u00eb gjendjen ekonomike t\u00eb qytetar\u00ebve. N\u00eb nj\u00eb studim t\u00eb b\u00ebr\u00eb me 2015 nga Instituti GAP, \u00ebsht\u00eb gjetur se kogjenerimi ka rezultuar n\u00eb nj\u00eb ulje t\u00eb faturave t\u00eb rrym\u00ebs p\u00ebr 34%. P\u00ebrve\u00e7 k\u00ebsaj, pak\u00ebnaq\u00ebsia me sh\u00ebrbimet e Termokos-it ka r\u00ebn\u00eb nga 94% ne 8%, si dhe inkasimi nga Termokos \u00ebsht\u00eb ngritur p\u00ebr 176%. P\u00ebrve\u00e7 qe kogjenerimi ka arritur t\u00eb z\u00ebvendesoj\u00eb nj\u00eb sistem t\u00eb vjet\u00ebr dhe shum\u00eb t\u00eb d\u00ebmsh\u00ebm p\u00ebr mjedisin (djegia e mazutit liron shum\u00eb gazra t\u00eb d\u00ebmshme), i nj\u00ebjti shihet se \u00ebsht\u00eb shum\u00eb i dobish\u00ebm p\u00ebr ekonomit\u00eb familjare dhe p\u00ebr financat e Termokosit gjithashtu. Zgjerimi i tij vet\u00ebm se do t\u00eb rris\u00eb benefitet pozitive dhe duhet t\u00eb jet\u00eb n\u00eb krye t\u00eb list\u00ebs p\u00ebr institucionet publike q\u00eb jan\u00eb p\u00ebrgjegj\u00ebse p\u00ebr k\u00ebt\u00eb problem.<\/p>\n<p>P\u00ebrve\u00e7\u00a0zgjerimit t\u00eb\u00a0rrjetit t\u00eb kogjenerimit, mund t\u00eb nd\u00ebrmerren edhe fushata t\u00eb ndryshme vet\u00ebdijesimi t\u00eb qytetar\u00ebve rreth emetimeve t\u00eb d\u00ebmshme nga l\u00ebnd\u00ebt djeg\u00ebse q\u00eb ata p\u00ebrdorin. Disa nga gazrat e emetuara nga p\u00ebrdorimi i l\u00ebnd\u00ebve djeg\u00ebse jan\u00eb grimcat PM, dyoksidi i sulfurit (SO2), oksidet e azotit (NOx),dhe monoksidi i karbonit (CO2). P\u00ebrveq ndikimit direkt n\u00eb sh\u00ebndet, SO2 dhe NOx, jan\u00eb edhe kontribues n\u00eb formim te ozonit (O3) n\u00eb troposfer\u00eb, i cili kur tejkalon nivelet e koncentrimeve t\u00eb lejuara, nd\u00ebr t\u00eb tjera shkakton probleme sh\u00ebndet\u00ebsore q\u00eb lidhen me funksionimin e mushk\u00ebrive dhe frymarrjes, dhe mund t\u00eb p\u00ebrkeq\u00ebsoj\u00eb edhe dukshm\u00ebrin\u00eb n\u00eb trafik.<\/p>\n<p>P\u00ebrmes fushatave t\u00eb vet\u00ebdijesimit, qytetar\u00ebt duhet t\u00eb informohen se si veprimet e tyre rezultojn\u00eb n\u00eb lirimin e k\u00ebtyre gazrave, dhe si rezultat e d\u00ebmtojn\u00eb shendetin e tyre dhe t\u00eb njer\u00ebzve p\u00ebrreth.<\/p>\n<p><strong>Automjetet e transportit si ndot\u00ebs<\/strong><\/p>\n<p>Kosova \u00e7udit\u00ebrisht ende vazhdon t\u00eb lejoj\u00eb importin e veturave shum\u00eb t\u00eb vjetra. Sipas nj\u00eb studimi t\u00eb Institutit GAP, 25% e veturave ne Kosov\u00eb jan\u00eb t\u00eb prodhuara me 1980-1989, 36% t\u00eb prodhuara me 1990-1999, 37% t\u00eb prodhuara me 2000-2009, nd\u00ebrsa vet\u00ebm 2% jan\u00eb t\u00eb prodhuara me 2010-2014. Mesatarja e vjet\u00ebrsis\u00eb s\u00eb veturave \u00ebsht\u00eb 18 vite. Kjo paraqet nj\u00eb situat\u00eb alarmante. Veturat e vjetra kan\u00eb shum\u00eb m\u00eb pak gjasa t\u00eb ken\u00eb mekanizma modern filtrues p\u00ebr t\u00eb minimizuar lirimin e gazrave t\u00eb d\u00ebmsh\u00ebm, prandaj emetojn\u00eb m\u00eb shum\u00eb. Veturat e reja n\u00eb an\u00ebn tjet\u00ebr, kan\u00eb mekanizma shum\u00eb m\u00eb efektiv t\u00eb filitrimit, si dhe shfryt\u00ebzojn\u00eb m\u00eb pak karburante.<\/p>\n<p>Sektori i transporit \u00ebsht\u00eb nj\u00ebri prej ndot\u00ebsve m\u00eb t\u00eb m\u00ebdhenj n\u00eb mbar\u00eb bot\u00ebn. P\u00ebrve\u00e7 lirimit t\u00eb CO2 q\u00eb kontribon n\u00eb ndryshimet klimatike, automjetet e transportit emetojn\u00eb edhe PM, NOX, SO2, dhe CO, t\u00eb cil\u00ebt jan\u00eb kontribues direkt n\u00eb sh\u00ebndetin e njeriut dhe n\u00eb ndotjen e ajrit urban. Nj\u00ebri prej hapave kryesor\u00eb p\u00ebr t\u00eb ulur k\u00ebt\u00eb ndikim negativ \u00ebsht\u00eb t\u00eb ndalohet importi i veturave te vjetra. Kjo duhet t\u00eb kombinohet me nj\u00eb mbikqyrje shum\u00eb m\u00eb rigoroze t\u00eb qendrave t\u00eb kontrollimit teknik t\u00eb veturave n\u00eb Kosov\u00eb, te cilat shpesh nuk testojn\u00eb p\u00ebr emetime sipas rregullave, dhe lejojn\u00eb t\u00eb regjistrohen vetura emetimet e t\u00eb cilave i tejkalojn\u00eb limitet e p\u00ebrcaktuara. Por si\u00e7 shihet, ka gjasa se situata do t\u00eb ndryshoj\u00eb p\u00ebr t\u00eb mir\u00eb pasi q\u00eb importi i veturave pa limit t\u00eb vjet\u00ebrsis\u00eb, do t\u00eb lejohet vet\u00ebm deri me 31 dhjetor t\u00eb k\u00ebtij viti, dhe nga 1 janari 2018 automjeteve m\u00eb t\u00eb vjetra se 10 vite do t\u2019ju ndalohet importi. Kjo do ta zbus\u00eb sadopak situat\u00ebn, por ndikimet pozitive q\u00eb ky vendim do t\u00eb ket\u00eb n\u00eb cil\u00ebsin\u00eb e ajrit, nuk do t\u00eb shfaqen p\u00ebr shum\u00eb vite, pasi q\u00eb edhe pas vendimit, veturat e vjetra dhe ndot\u00ebse do t\u00eb vazhdojn\u00eb ende t\u00eb qarkullojn\u00eb.<\/p>\n<p>Gjithashtu, \u00ebsht\u00eb p\u00ebrmendur m\u00eb vite t\u00eb t\u00ebra se p\u00ebrmir\u00ebsimi dhe zgjerimi i trafikut urban mund t\u00eb rezultoj\u00eb n\u00eb m\u00eb pak vetura ne trafik, pasi udh\u00ebtar\u00ebt do t\u00eb shfryt\u00ebzojn\u00eb autobus\u00ebt n\u00eb vend t\u00eb veturave te tyre. K\u00ebtu un\u00eb jam shum\u00eb skeptik dhe nuk besoj se ky lloj z\u00ebvend\u00ebsimi-i-vetur\u00ebs me autobus do t\u00eb ndodh\u00eb n\u00eb p\u00ebrmasat e besuara.<\/p>\n<p><strong>Rritja e zonave te gjelb\u00ebruara<\/strong><\/p>\n<p>Gjelb\u00ebrimi \u00ebsht\u00eb vertetuar se \u00ebsht\u00eb kontribues i mir\u00eb n\u00eb p\u00ebrmirsimin e ajrit n\u00ebp\u00ebr zona urbane. Prishtina ka munges\u00eb t\u00eb madhe t\u00eb gjelb\u00ebrimit, dhe nd\u00ebrtimet e reja vazhdojn\u00eb t\u00eb ngriten por shum\u00eb pak jan\u00eb t\u00eb shoq\u00ebruara me pjes\u00eb gjelb\u00ebruese. Vegjetacioni absorbon nxeht\u00ebsin\u00eb k\u00ebshtu q\u00eb ka nj\u00eb efekt ftoh\u00ebs, duke ulur temperaturat dhe val\u00ebt e vap\u00ebs. Nd\u00ebrsa strukturat nga betoni dhe asfalti q\u00eb dominojn\u00eb n\u00eb Prishtin\u00eb, zakonisht absorbojn\u00eb dhe gjithashtu lirojn\u00eb nxeht\u00ebsi, duke i b\u00ebr\u00eb temperaturat n\u00eb zona urbane m\u00eb t\u00eb larta n\u00eb krahasim me rrethin\u00ebn.<\/p>\n<p>Pem\u00ebt gjithashtu krijojn\u00eb hije dhe n\u00eb k\u00ebt\u00eb menyr\u00eb sh\u00ebrbejn\u00eb si ftoh\u00ebs p\u00ebr nd\u00ebrtesa dhe hap\u00ebsira t\u00eb ndryshme, dhe direkt mund t\u00eb ulin p\u00ebrdorimin e energjis\u00eb elektrike p\u00ebr ftohje. Ky efekt \u00ebsht\u00eb zingjiror pasi ul\u00eb k\u00ebrkes\u00ebn p\u00ebr energji elektrike, dhe si rezultat emetimet e gazrave nga termocentralet bien.<\/p>\n<p>S\u00eb fundmi, vegjetacioni sh\u00ebrben edhe si \u201cstreh\u00eb\u201d p\u00ebr ndot\u00ebsit si grimcat PM dhe pluhurin. K\u00ebto jan\u00eb vet\u00ebm disa nga efektet pozitive q\u00eb gjelb\u00ebrimi ka p\u00ebr zonat urbane. Kujdesi q\u00eb \u00a0duhet pasur \u00ebsht\u00eb se pem\u00ebt gjithashtu lirojn\u00eb komponime organike t\u00eb paq\u00ebndrueshme (VOC), posaq\u00ebrisht gjat\u00eb sezonave t\u00eb nxehta. M\u00eb sakt\u00ebsisht, ato lirojn\u00eb isoprene t\u00eb cilat kontribuojn\u00eb n\u00eb formimin e O3. Disa fusha tjera q\u00eb gjithashtu mund te kontribuojn\u00eb ne p\u00ebrmirsimin e gjendjes n\u00eb Prishtin\u00eb jan\u00eb: rregullimi apo ndalja e intenzititetit t\u00eb nd\u00ebrtimeve; planifikimi urban q\u00eb i jep m\u00eb shum\u00eb prioritet zonave t\u00eb gjelb\u00ebruara dhe ndalon koncentrimin e dendur t\u00eb nd\u00ebrtimeve; ulja e shpenzimeve t\u00eb energjis\u00eb nga departamentet e komun\u00ebs p\u00ebrmes p\u00ebrmir\u00ebsimit t\u00eb efi\u00e7ienc\u00ebs s\u00eb energjis\u00eb, uljes s\u00eb p\u00ebrdorimit t\u00eb karburant\u00ebve dhe instalimit t\u00eb paneleve diellore n\u00ebp\u00ebr nd\u00ebrtesa komunale.<\/p>\n<p>Natyra e problemit te ndotjes s\u00eb ajrit \u00ebsht\u00eb e till\u00eb q\u00eb k\u00ebrkon kontribut dhe nd\u00ebrhyrje nga t\u00eb gjitha nivelet e qeverisjes. Vullneti i mir\u00eb dhe gatishm\u00ebria e qytetar\u00ebve t\u00eb jen\u00eb pjes\u00eb e zgjidhjes s\u00eb ketij problemi, gjithashtu mund t\u00eb jet\u00eb nje aset shum\u00eb i dobishem.
