Nj\u00eb prej tyre k\u00ebtyre zhvillimeve ka qen\u00eb radikalizimi i gjuh\u00ebs n\u00eb debatet politike dhe vala e theksuar e dhun\u00ebs q\u00eb e shoq\u00ebroi. Edhe pse askush nuk e ka analizuar me v\u00ebmendje retorik\u00ebn e ngarkuar me agresivitet t\u00eb k\u00ebtyre tre viteve t\u00eb fundit si dhe ngjarjet e r\u00ebnda t\u00eb dhun\u00ebs, n\u00eb Kosov\u00eb sot mund t\u00eb perceptohet se ekziston nj\u00eb lloj shoku post-traumatik dhe se kohezioni social i shoq\u00ebris\u00eb \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb pik\u00ebpyetje.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p><span style=\"font-size: 16px;\">Manifestimi i dhun\u00ebs n\u00eb Kosov\u00eb varioi nga gazi lotsjell\u00ebs, sprejet lotsjell\u00ebse, p\u00ebrdorimi i kunjave metalike p\u00ebr shpuarjen e gomave,\u00a0goditja me sende t\u00eb forta dhe me molotov e deri tek goditja e parlamentit me raket\u00eb anti-tank M80.\u00a0Sulmet fizike personale me vez\u00eb\u00a0t\u00eb figurave t\u00eb larta politike gjat\u00eb jet\u00ebs s\u00eb tyre private u b\u00ebn\u00eb p\u00ebrditshm\u00ebri.\u00a0Dy nd\u00ebr z\u00ebrat m\u00eb t\u00eb z\u00ebsh\u00ebm t\u00eb mazhoranc\u00ebs s\u00eb kaluar, Memli Krasniqi e Bajram Gecaj, p\u00ebr shkak t\u00eb kuraj\u00ebs p\u00ebr t\u00eb mbrojtur haptazi q\u00ebndrimet e tyre politike u ballafaquan me nj\u00eb hakmarrje primitive si\u00e7 ishte djegia e makin\u00ebs s\u00eb bashk\u00ebshortes. Por edhe gazetari Adriatik Kelmendi i gjeti gomat makin\u00ebs t\u00eb shpuara nj\u00eb dit\u00eb pasi u tregua ve\u00e7an\u00ebrisht kurajoz me pyetje ndaj liderit t\u00eb opozit\u00ebs. Mandej kjo dhun\u00eb u p\u00ebrshkall\u00ebzua akoma m\u00eb\u00a0tutje me sulmin mizor ndaj Arbana Xharr\u00ebs dhe bashk\u00ebshortes s\u00eb Blerand Stavilecit. Viktima t\u00eb dhun\u00ebs u b\u00ebn\u00eb gjithashtu edhe gazetar\u00ebt Vehbi Kajtazi dhe Parim Olluri. Mir\u00ebpo k\u00ebto akte dhune nuk ndodh\u00ebn krejt papritur, por jan\u00eb rezultat i kultivimit dhe nxitjes q\u00eb ka ardhur prej vitesh gjuhe urrejtje q\u00eb ka dominuar debatin politik n\u00eb Kosov\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Fatkeq\u00ebsisht k\u00ebto akte dhune dhe gjuha e urrejtjes q\u00eb iu ka paraprir\u00eb, nuk ka marr\u00eb v\u00ebmendjen e duhur dhe shoq\u00ebria jon\u00eb ende nuk ka reflektuar si\u00e7 duhet p\u00ebr to.\u00a0Madje mund t\u00eb thuhet se shpeshtia e akteve t\u00eb shumta t\u00eb dhun\u00ebs dhe mungesa e nj\u00eb d\u00ebnimi masiv kolektiv t\u00eb sinqert\u00eb ndaj tyre, n\u00eb nj\u00eb far\u00eb m\u00ebnyre e ka shnd\u00ebrruar gjuh\u00ebn e dhun\u00ebs dhe dhun\u00ebn politike n\u00eb nj\u00eb lloj normaliteti n\u00eb Kosov\u00eb.\u00a0 Jo vet\u00ebm q\u00eb gjuha e urrejtjes dhe dhuna e nisur nga urrejtja \u00ebsht\u00eb relativizuar dhe inkuadruar tashm\u00eb si di\u00e7ka e pranueshme n\u00eb jet\u00ebn politike t\u00eb Kosov\u00ebs, por rezultatet e zgjedhjeve t\u00eb fundit parlamentare n\u00eb Kosov\u00eb treguan \u00e7udit\u00ebrisht se dhuna \u00ebsht\u00eb shp\u00ebrblyer\u00a0n\u00eb k\u00ebto zgjedhje, me personat m\u00eb t\u00eb dhunsh\u00ebm q\u00eb kan\u00eb marr\u00eb m\u00eb s\u00eb shumti vota. Kjo situat\u00eb ngre alarmin p\u00ebr deformimin e kultur\u00ebs politike t\u00eb qytetar\u00ebve t\u00eb Kosov\u00ebs duke e pranuar gjuh\u00ebn e urrejtjes dhe dhun\u00ebn e motivuar nga urrejtja si nj\u00eb standard t\u00eb pranuar t\u00eb sfer\u00ebs politike.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Lidhja mes dhun\u00ebs dhe politik\u00ebs \u00ebsht\u00eb nj\u00eb lidhje e vjet\u00ebr primitive q\u00eb \u00ebsht\u00eb larguar nga shoq\u00ebrit\u00eb e zhvilluara. Nj\u00eb nd\u00ebr p\u00ebrkufizimet m\u00eb t\u00eb famshme p\u00ebr luft\u00ebn \u00ebsht\u00eb b\u00ebr\u00eb nga Carl von Clausewitz, i cili e ka konsideruar luft\u00ebn si nj\u00eb vazhdim i politik\u00ebs me mjete t\u00eb tjera.\u00a0Pra kur flitet p\u00ebr politik\u00eb, lufta \u00ebsht\u00eb nj\u00eb akt dhune q\u00eb p\u00ebrdoret si mjet q\u00eb synon t\u00eb detyroj\u00eb kund\u00ebrshtarin ton\u00eb q\u00eb t\u00eb p\u00ebrmbush\u00eb vullnetin politik t\u00eb dikujt. Po ashtu njihet ekzistenca e nj\u00eb lidhje t\u00eb ngusht\u00eb mes gjuh\u00ebs s\u00eb urrejtjes dhe dhun\u00ebs s\u00eb motivuar nga urrejtja.\u00a0\u00cbsht\u00eb e v\u00ebshtir\u00eb q\u00eb t\u00eb jepet nj\u00eb p\u00ebrkufizim i sakt\u00eb dhe i prer\u00eb p\u00ebr gjuh\u00ebn e urrejtjes por pak a shum\u00eb ajo n\u00ebnkupton at\u00eb gjuh\u00eb q\u00eb p\u00ebrdoret p\u00ebr t\u00eb posht\u00ebruar, fyer, turp\u00ebruar, diskriminuar, dehumanizuar,\u00a0etiketuar nj\u00eb individ apo nj\u00eb grup p\u00ebr shkak t\u00eb p\u00ebrkat\u00ebsis\u00eb apo opinioneve t\u00eb tyre.\u00a0Nj\u00eb proverb i vjet\u00ebr shqiptar thot\u00eb \u201cGjuha kocka s&#8217;ka,\u00a0por kocka thyen\u201d, q\u00eb n\u00ebnkupton se edhe populli yn\u00eb e njeh prej koh\u00ebsh nj\u00eb lidhje t\u00eb ngusht\u00eb mes gjuh\u00ebs s\u00eb folur dhe dhun\u00ebs s\u00eb ushtruar.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Koh\u00ebve t\u00eb fundit studiuesit e lidhjes me gjuh\u00ebs s\u00eb urrejtjes dhe nxitjes se dhun\u00ebs kan\u00eb dal\u00eb me nj\u00eb tjet\u00ebr koncept t\u00eb avancuar t\u00eb quajtur gjuh\u00eb t\u00eb rrezikshme me t\u00eb cil\u00ebn kan\u00eb parasysh at\u00eb retorik\u00eb urrejtje q\u00eb synon q\u00eb ta denigroj\u00eb kund\u00ebrshtarint si m\u00eb pak njer\u00ebzor dhe si nj\u00eb k\u00ebrc\u00ebnim t\u00eb madh t\u00eb menj\u00ebhersh\u00ebm n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb nxis sulmin e ndaj tyre duke e justifikuar dhun\u00ebn ndaj tyre si nj\u00eb form\u00eb t\u00eb mbrojtjes kolektive legjitime. Politiilogia Susan Benesch q\u00eb \u00ebsht\u00eb marr\u00eb me gjuh\u00ebn e rrezikshme ka formuluar nj\u00eb model me pes\u00eb faktor\u00eb q\u00eb mund\u00ebsojn\u00eb shnd\u00ebrrimin e t\u00eb folur\u00ebs n\u00eb nxitje dhune konkrete. Ajo radhit si faktor\u00eb nivelin e ndikimit t\u00eb fol\u00ebsit, karizm\u00ebn dhe popullaritetin e tij; mllefet, frikat, ankesat e audienc\u00ebs; konteksti social dhe historik i shoq\u00ebris\u00eb; p\u00ebrmbajtja n\u00eb fjalime t\u00eb\u00a0thirrjes p\u00ebr dhun\u00eb si dhe s\u00eb pesti mjetet e transmetimit dhe p\u00ebrhapjes s\u00eb gjuh\u00ebs s\u00eb urrejtjes. T\u00eb gjitha k\u00ebto elemente\u00a0 kan\u00eb qen\u00eb duksh\u00ebm t\u00eb pranishme n\u00eb vitet e fundit t\u00eb Kosov\u00ebs pra pa asnj\u00eb dyshim q\u00eb retorika agresive e k\u00ebtyre viteve t\u00eb fundit dhe rrethanat q\u00eb e kan\u00eb shoq\u00ebruar p\u00ebrputhen plot\u00ebsisht me modelin e Benesch p\u00ebr t\u2019u quajtur gjuh\u00eb e rrezikshme.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Kuptohet q\u00eb kur flitet p\u00ebr gjuh\u00ebn e urrejtjes menj\u00ebher\u00eb t\u00eb vjen n\u00eb mendje liria e shprehjes. Kjo liri \u00ebsht\u00eb kusht i domosdosh\u00ebm p\u00ebr funksionimin e nj\u00eb demokracie dhe \u00ebsht\u00eb nj\u00eb nd\u00ebr t\u00eb drejtat m\u00eb themelore t\u00eb garantuara nga instrumentet ligjore nd\u00ebrkomb\u00ebtare dhe vendase. Mir\u00ebpo nj\u00ebherazi e drejta nd\u00ebrkomb\u00ebtare por edhe ajo vendore e njeh rrezikun q\u00eb sjell n\u00eb nj\u00eb shoq\u00ebri shp\u00ebrdorimi i liris\u00eb s\u00eb fjal\u00ebs duke p\u00ebrdorur nj\u00eb gjuh\u00eb urrejtje q\u00eb nxit urrejtje e dhun\u00eb. Duke e njohur rrezikun q\u00eb sjell\u00eb gjuha e urrejtjes, shum\u00eb vende p\u00ebrfshi shtetet ku banojn\u00eb shqiptar\u00ebt, kan\u00eb krijuar ligje q\u00eb nd\u00ebshkojn\u00eb gjuh\u00ebn diskriminuese e raciste duke patur kujdes q\u00eb mos t\u00eb c\u00ebnojn\u00eb parimin e liris\u00eb p\u00ebr t\u2019u shprehur.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Kushtetuta e Kosov\u00ebs e garanton lirin\u00eb e fjal\u00ebs por nj\u00ebherazi\u00a0 nxjerr n\u00eb pah rrethanat kur kjo e drejt\u00eb duhet kufizuar. Konkretisht Neni 40 pika 2 p\u00ebr Lirin\u00eb e Shprehjes thot\u00eb se \u201cLiria e shprehjes mund t\u00eb kufizohet me ligj n\u00eb raste kur nj\u00eb gj\u00eb e till\u00eb \u00ebsht\u00eb e domosdoshme p\u00ebr parandalimin e nxitjes dhe provokimit t\u00eb dhun\u00ebs dhe armiq\u00ebsive n\u00eb baza t\u00eb urrejtjes racore, komb\u00ebtare, etnike ose fetare.\u00a0Po ashtu Neni 42 pika 2 p\u00ebr Lirin\u00eb e Mediave thot\u00eb se \u201cCensura \u00ebsht\u00eb e ndaluar. Askush nuk mund t\u00eb pengoj\u00eb shp\u00ebrndarjen e informacionit ose t\u00eb ideve n\u00ebp\u00ebrmjet mediave, me p\u00ebrjashtim t\u00eb rasteve kur nj\u00eb gj\u00eb e till\u00eb \u00ebsht\u00eb e domosdoshme p\u00ebr parandalimin e nxitjes dhe provokimit t\u00eb dhun\u00ebs dhe armiq\u00ebsive n\u00eb baza t\u00eb urrejtjes racore, komb\u00ebtare, etnike ose fetare.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Rreziku q\u00eb sjell prania e gjuh\u00ebs s\u00eb urrejtjes e mandej dhuna q\u00eb rezulton prej saj \u00ebsht\u00eb i jasht\u00ebzakonsh\u00ebm, e do t\u00eb ishte m\u00eb mir\u00eb q\u00eb qytetar\u00ebt e Kosov\u00ebs t\u00eb lexonin m\u00eb shum\u00eb p\u00ebr ngjarjet e vitit 1997 n\u00eb Shqip\u00ebri se si urrejtja e dhuna iu afrua p\u00ebrmasave t\u00eb nj\u00eb lufte civile.\u00a0 P\u00ebr\u00a0 hir t\u00eb rrezikut q\u00eb vjen nga p\u00ebrshkall\u00ebzimi i dhun\u00ebs dhe futjes n\u00eb nj\u00eb spirale konflikti \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb b\u00ebhet thirrje p\u00ebr t\u00eb gjith\u00eb aktor\u00ebt vendim-marr\u00ebs de opinion-b\u00ebr\u00ebsit q\u00eb t\u00eb vet\u00eb-p\u00ebrmbahen nga gjuha e urrejt\u00ebs. Po ashtu \u00ebsht\u00eb e nevojshme q\u00eb p\u00ebr hir t\u00eb interesit publik edhe mediat t\u00eb filtrojn\u00eb me rrept\u00ebsi e mos t\u00eb p\u00ebrhapin q\u00ebndrimet dhe deklaratat e ngarkuara me urrejtje. Nga ana tjet\u00ebr k\u00ebrkohet edhe nj\u00eb fushat\u00eb vet\u00ebdijesuese p\u00ebr publikun n\u00eb m\u00ebnyr\u00eb q\u00eb ta identifikoj\u00eb,\u00a0evitoj\u00eb dhe d\u00ebnoj\u00eb k\u00ebt\u00eb gjuh\u00eb sa her\u00eb q\u00eb shfaqet.\u00a0Mir\u00ebpo q\u00ebllimi i k\u00ebtij artikulli nuk \u00ebsht\u00eb t\u00eb merret me t\u00eb gjitha kurat apo terapit\u00eb kund\u00ebr gjuh\u00ebs s\u00eb urrejtjes dhe dhun\u00ebs, por t\u00eb ndalet n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb tek nje element ideologjik q\u00eb e ka inkurajuar p\u00ebrhapjen e gjuh\u00ebs s\u00eb urrejtjesh dhe dhun\u00ebs s\u00eb motivuar nga urrejtja.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">P\u00ebr mendimi tim prania dhe promovimi i dhun\u00ebs si mjet politik n\u00eb Kosov\u00eb lidhet ngusht\u00eb gjithashtu edhe me mentalitetin e theksuar anti-kapitalist q\u00eb mbizot\u00ebron n\u00eb shoq\u00ebri si dhe me retorik\u00ebn anti-neoliberale q\u00eb ka mbizot\u00ebruar debatin publik. Fatkeq\u00ebsisht mendimi liberal apo kapitalist n\u00eb Kosov\u00eb nuk ka z\u00ebrin q\u00eb meriton dhe shoq\u00ebria nuk e kupton se ky sistem jo vet\u00ebm q\u00eb mund\u00ebson efikasitet ekonomik duke mund\u00ebsuar zhvillimin ekonomik dhe rritjen e mir\u00ebq\u00ebnies s\u00eb qytetar\u00ebve, por edhe p\u00ebrmbush disa parime thelb\u00ebsore morale t\u00eb shoq\u00ebris\u00eb. Pra sistemi politiko-ekonomik liberal \u00ebsht\u00eb jo vet\u00ebm efikas por edhe moralisht i drejt\u00eb pasi respekton dinjitetin dhe individualitetin e \u00e7do personi, nuk p\u00ebrpiqet q\u00eb t\u2019i manipulojn\u00eb njer\u00ebzit si objekte por i njeh t\u00eb drejtat dhe vlerat e nj\u00eb personi si t\u00eb shenjta.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Historia na d\u00ebshmon se n\u00eb vendet per\u00ebndimore q\u00eb p\u00ebrqafuan liberalizmin politik dhe kapitalizmin si sistem ekonomik, roli i dhun\u00ebs, frik\u00ebs, k\u00ebrc\u00ebnimit e shtr\u00ebngimit gradualisht u zbeh derisa pothuaj u zhduk nga jeta shoq\u00ebrore. Kjo pasi liberalizmi shp\u00ebrblen ata q\u00eb konkurrojn\u00eb jo ata q\u00eb zhvatin, shp\u00ebrblen aft\u00ebsin\u00eb jo brutalitetin, favorizon ata q\u00eb bindin konsumator\u00ebt e jo ata q\u00eb i dhunojn\u00eb, p\u00ebrkrah ata q\u00eb fitojn\u00eb p\u00eblqimin e qytetar\u00ebve e jo ata q\u00eb i frik\u00ebsojn\u00eb.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Ky sistem mb\u00ebshtetet tek parimi i mos-agresivitet dhe respektimit t\u00eb integritetit t\u00eb qytetarit dhe funksionion n\u00ebp\u00ebrmjet shk\u00ebmbimeve vullnetare dhe bindjeve me mir\u00ebkuptim e jo mbi forc\u00ebn, dhun\u00ebn apo k\u00ebrc\u00ebnimin. Fakti q\u00eb transaksionet private jan\u00eb vullnetare garanton q\u00eb integriteti moral dhe fizik i personave t\u00eb mos cenohet nga dhuna apo sulmet e t\u00eb tjer\u00ebve pasi\u00a0 forca \u00ebsht\u00eb e papranueshme p\u00ebr\u00a0 marr\u00ebdh\u00ebniet njer\u00ebzore n\u00ebn regjimin e liberalizmit. Kjo pasi liberalizmi e konsideron lirin\u00eb personale t\u00eb domosdoshme dhe konsideron dhun\u00ebn apo p\u00ebrdorimin e forc\u00ebs kund\u00ebr t\u00eb tjer\u00ebve si nj\u00eb cenim moral q\u00eb mohon karakterin m\u00eb themelor t\u00eb liris\u00eb njer\u00ebzore, sigurin\u00eb e personave dhe pron\u00ebn e tyre. Liberalizimi kund\u00ebrshton p\u00ebrdorimin e dhun\u00ebs n\u00eb marr\u00ebdh\u00ebniet njer\u00ebzore dhe e konsideron si parakusht t\u00eb domosdosh\u00ebm q\u00eb individ\u00ebt t\u00eb veprojn\u00eb dhe t\u00eb b\u00ebjn\u00eb zgjedhje t\u00eb lira pa k\u00ebrc\u00ebnime apo detyrime nga dikush.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Ndryshe nga socializmi apo sisteme t\u00eb tjera ekonomike, n\u00eb sistemin e tregut t\u00eb lir\u00eb promovohet supremacia e liris\u00eb p\u00ebr t\u00eb zgjedhur dhe lejohet vet\u00ebm shk\u00ebmbimi i vullnetsh\u00ebm me dobi e p\u00ebrfitim reciprok, pra ofron kushtet m\u00eb t\u00eb mira p\u00ebr t\u00eb respektuar pac\u00ebnueshm\u00ebrin\u00eb e individit.\u00a0Konkurenca e tregut t\u00eb lir\u00eb vepron n\u00eb baz\u00eb t\u00eb nj\u00eb procesi q\u00eb inkurajon nd\u00ebr-var\u00ebsin\u00eb dhe respektin e nd\u00ebrsjellt\u00eb p\u00ebr personat me t\u00eb cil\u00ebt shk\u00ebmbejm\u00eb e nd\u00ebrveprojm\u00eb n\u00eb m\u00ebnyr\u00eb vullnetare duke nxitur paqen e mir\u00ebkuptimin n\u00eb shoq\u00ebri. Kur vjen fjala tek konkurrenca, k\u00ebtu padyshim \u00ebsht\u00eb nj\u00eb tjet\u00ebr element i r\u00ebnd\u00ebsish\u00ebm ndikues i mentalitetit anti-kapitalist q\u00eb ka tendenca moniste dhe nuk e pranon pluralizmin. Sistemi liberal mb\u00ebshtetet jo vet\u00ebm tek liria p\u00ebr t\u00eb zgjedhur dhe inkurajimi i shk\u00ebmbimeve vullnetare por edhe tek konkurrenca e lir\u00eb, tek fakti q\u00eb shoq\u00ebria \u00ebsht\u00eb e mbushur me ide, opinione, mallra e sh\u00ebrbime q\u00eb konkurrojn\u00eb me nj\u00ebra tjetr\u00ebn. Ata q\u00eb jan\u00eb kund\u00ebr liberalizmit, kan\u00eb alergji nga konkurrenca dhe nuk pranojn\u00eb ekzistenc\u00ebn apo debatimin me ata q\u00eb kan\u00eb bindje, opinione apo p\u00ebrkat\u00ebsi t\u00eb tjera.<\/span><\/p>\n<p><span style=\"font-size: 16px;\">Kjo do t\u00eb thot\u00eb q\u00eb p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb shoq\u00ebri pa gjuh\u00eb urrejtje e dhun\u00eb, ne kemi nevoj\u00eb, mes masave t\u00eb tjera, edhe q\u00eb t\u00eb kultivojm\u00eb vlerat liberale dhe konsolidojm\u00eb praktikat e kapitalizmit n\u00eb shoq\u00ebrin\u00eb e Kosov\u00ebs.
