Edhe pse d\u00ebgjojm\u00eb p\u00ebr munges\u00eb nd\u00ebrlidhjeje n\u00eb mes t\u00eb aft\u00ebsive q\u00eb t\u00eb diplomuarit Kosovar\u00eb i sjellin n\u00eb treg t\u00eb pun\u00ebs dhe atyre q\u00eb k\u00ebrkohen nga pun\u00ebdh\u00ebn\u00ebsit, n\u00eb nj\u00eb ekonomi ku papun\u00ebsia n\u00eb statistika figuron t\u00eb jet\u00eb 35%, k\u00ebto institucione nxjerrin me mij\u00ebra t\u00eb diplomuar vit pas viti. N\u00eb k\u00ebt\u00eb situat\u00eb kaotike ku k\u00ebto \u201cshkollime\u201d kushtojn\u00eb relativisht shum\u00eb si kosto direkte dhe si vite t\u00eb \u201chumbura\u201d, dhe ku shancat p\u00ebr t\u00eb siguruar nj\u00eb vend pune me merit\u00eb jan\u00eb minimale, cili \u00ebsht\u00eb motivi i rinis\u00eb prapa vendimit p\u00ebr tu pajisur me k\u00ebto kredenciale?<\/p>\n<p>Q\u00eb nga paslufta, n\u00ebse asgj\u00eb tjet\u00ebr nuk kemi par\u00eb t\u00eb rritet n\u00eb ekonomin\u00eb kosovare, e kemi par\u00eb numrin e \u201cuniversiteteve\u201d, e pastaj sh\u00ebndrrimin e tyre n\u00eb kolegje, t\u00eb rritet n\u00eb m\u00ebnyr\u00eb eksponenciale. Tregu i pun\u00ebs rrjedhimisht u v\u00ebrshua nga t\u00eb diplomuar t\u00eb k\u00ebtyre institucioneve, shum\u00eb prej t\u00eb cil\u00ebve siguruan vende pune (n\u00eb lloj lloj m\u00ebnyrash, duke mos i n\u00ebnqmuar ata q\u00eb u pun\u00ebsuan me merit\u00eb) por edhe shum\u00eb prej tyre u b\u00ebn\u00eb pjes\u00eb e statistikave shqet\u00ebsuese t\u00eb papun\u00ebsis\u00eb n\u00eb Kosov\u00eb. T\u00eb rinj\u00eb dhe t\u00eb reja por edhe individ\u00eb q\u00eb arriten t\u00eb z\u00ebn\u00eb vende pune pas luft\u00ebs me shkolla t\u00eb mesme, i v\u00ebrshuan k\u00ebto \u201cuniversitete\u201d t\u00eb sigurojn\u00eb nga nj\u00eb diplom\u00eb sa p\u00ebr ta pasur n\u00eb rast se m\u00eb vone u kusht\u00ebzohet pozita me k\u00ebt\u00eb kredencial.<\/p>\n<p>Ky fenomen shoq\u00ebror dhe ekonomik meriton nj\u00eb analiz\u00eb nga k\u00ebndv\u00ebshtrimi i ekonomist\u00ebve q\u00eb ta zb\u00ebrthejm\u00eb k\u00ebt\u00eb vlug t\u00eb k\u00ebrkues\u00ebve t\u00eb diplomave n\u00eb nj\u00eb vend me papun\u00ebsi dhe varf\u00ebri ekstreme. Teorikisht, procesi i inflacionit arsimor (ose i inflacionit kredencial) \u00ebsht\u00eb nj\u00eb cik\u00ebl ku rritja e k\u00ebrkes\u00ebs p\u00ebr arsimim formal, \u00e7on n\u00eb nj\u00eb furnizim t\u00eb madh t\u00eb tij n\u00eb tregun e pun\u00ebs, duke krijuar k\u00ebshtu nj\u00eb furnizim t\u00eb tep\u00ebrt kolektiv dhe duke ulur vler\u00ebn e tij n\u00eb tregun e pun\u00ebs. Trendi i rritjes ekonomike, e paaft\u00eb t\u00eb p\u00ebrballoj\u00eb rritjen e popullsis\u00eb ka \u00e7uar n\u00eb realitetin, d\u00ebshmitar t\u00eb s\u00eb cilit jemi t\u00eb gjith\u00eb, ku pun\u00ebdh\u00ebn\u00ebsit p\u00ebr pozita q\u00eb k\u00ebrkojn\u00eb njohjen e nj\u00eb t\u00eb diplomuari t\u00eb shkoll\u00ebs s\u00eb mesme, tani k\u00ebrkojn\u00eb t\u00eb diplomuar universitar, nd\u00ebrsa ka edhe nga ata me grad\u00eb master t\u00eb rreshtuar p\u00ebr t\u00eb njejt\u00ebn mund\u00ebsi pun\u00ebsimi.<\/p>\n<p>Tani t\u00eb ndalemi dhe ta analizojm\u00eb ekonomin\u00eb prapa vendimit t\u00eb nj\u00eb individi p\u00ebr t\u00eb marr\u00eb arsimim formal. Psacharopoulos \u2013 \u201cbabai\u201d i ekonomis\u00eb s\u00eb edukimit, arriti n\u00eb p\u00ebrfundimin se normat sociale dhe private t\u00eb kthimit t\u00eb investimeve n\u00eb arsim, bien me rritjen e bruto produktit vendor p\u00ebr kok\u00eb banori. N\u00eb m\u00ebnyr\u00eb t\u00eb ngjashme, normat e kthimit zvog\u00eblohen, pasi niveli i arsimit n\u00eb t\u00eb cilin b\u00ebhet investimi b\u00ebhet m\u00eb i specializuar (Heckman dhe Masterov, 2005). K\u00ebshtu, arsimi fillor ka norm\u00ebn m\u00eb t\u00eb lart\u00eb sociale t\u00eb kthimit, dhe n\u00eb p\u00ebrputhje me k\u00ebt\u00eb logjik\u00eb, masteri ka m\u00eb t\u00eb ul\u00ebt\u00ebn. Pra, pse at\u00ebher\u00eb, gjith\u00eb kjo buj\u00eb p\u00ebr nj\u00eb koleksion kredencialesh?<\/p>\n<p>Teoria e kthimit t\u00eb investimeve n\u00eb arsimin e lart\u00eb, thot\u00eb se normat private dhe sociale t\u00eb kthimit t\u00eb investimit n\u00eb arsim, bien (n\u00eb raport) me rritjen e BPV p\u00ebr kok\u00eb banori (Psacharopoulos, 1993). Gjat\u00eb dhjet\u00eb viteve t\u00eb fundit, BPV-ja e Kosov\u00ebs p\u00ebr kok\u00eb banori \u00ebsht\u00eb rritur me 821 euro n\u00eb terma nominal\u00eb, nj\u00eb rritje prej 26%. Duke pasur parasysh k\u00ebt\u00eb rit\u00ebm, dhe duke krahasuar me ndryshimi n\u00eb SHBA gjat\u00eb t\u00eb nj\u00ebjt\u00ebs periudh\u00eb kohore q\u00eb ishte 4.43%, pse Kosovar\u00ebt jan\u00eb aq t\u00eb etur p\u00ebr t\u00eb marr\u00eb diplom\u00eb universitare?<\/p>\n<p>Ekzistojn\u00eb dy metoda p\u00ebr t\u00eb vler\u00ebsuar kthimet e investimit n\u00eb arsimim: metoda e drejtp\u00ebrdrejt\u00eb, e cila mat t\u00eb gjitha parametrat q\u00eb ndikojn\u00eb n\u00eb kthim t\u00eb k\u00ebtij investimi, q\u00eb nuk p\u00ebrdoret p\u00ebr shkak t\u00eb gam\u00ebs s\u00eb gjer\u00eb t\u00eb parametrave dhe sfidave n\u00eb matjen e tyre (Palacios, 2004) dhe metoda e t\u00ebrthort\u00eb, e njohur edhe si modeli Mincerian, i cili mat diferencat e t\u00eb ardhurave nga vitet e shkollimit shtes\u00eb duke shfryt\u00ebzuar regresionin e thjesht\u00eb. Pra, pse njer\u00ebzit vazhdojn\u00eb t\u00eb paguajn\u00eb p\u00ebr arsimim formal kur n\u00eb ato tre-kat\u00ebr vite mund t\u00eb marrin pag\u00eb n\u00eb tregun e pun\u00ebs? Sigurisht q\u00eb nuk presim q\u00eb qytetari i zakonsh\u00ebm t\u00eb mb\u00ebshtes\u00eb vendimin e tij\/saj p\u00ebr t\u00eb shkuar n\u00eb fakultet duke p\u00ebrdorur model regresioni &#8211; kjo linj\u00eb e t\u00eb menduarit m\u00eb b\u00ebn t\u00eb pyes veten sa \u201cekonomista\u201d q\u00eb u diplomuan n\u00eb 10-15 vitet e fundit nga t\u00eb ashtuquajturat &#8220;universitete&#8221; n\u00eb Kosov\u00eb e din\u00eb se \u00e7far\u00eb \u00ebsht\u00eb regresioni. Sigurisht nj\u00eb i ri nga nj\u00eb familje mesatare (ekonomikisht dhe intelektualisht) k\u00ebt\u00eb vendim e bazon n\u00eb shpres\u00ebn se do t\u00eb pun\u00ebsohet dhe do t\u00eb ket\u00eb rrog\u00eb m\u00eb t\u00eb lart\u00eb n\u00ebse ka kredencial, \u2013 pra vendim i bazuar n\u00eb stimuj t\u00eb thjesht\u00eb.<\/p>\n<p>Mesatarisht, popullsia e Kosov\u00ebs ka 9.5 vjet shkollim formal (Agjencioni Kosovar i Statistikave 2014). N\u00eb sistemin ton\u00eb arsimor, ky \u00ebsht\u00eb shkollim fillor dhe pjes\u00ebrisht shkollim i mesme (ose jo, me reformat e fundit t\u00eb arsimit q\u00eb shtojn\u00eb klas\u00ebn e n\u00ebnt\u00eb n\u00eb shkoll\u00ebn fillore). Nga nj\u00eb popullsi prej 2 milion, vet\u00ebm 500,251 kosovar\u00eb t\u00eb mosh\u00ebs s\u00eb pun\u00ebs (moshat 15-64 vje\u00e7) jan\u00eb aktive n\u00eb fuqin\u00eb pun\u00ebtore, duke fituar nj\u00eb pag\u00eb mesatare mujore prej 300 deri 400 euro (Agjencia e Statistikave t\u00eb Kosov\u00ebs, 2016). Shkalla e papun\u00ebsis\u00eb n\u00eb vitin 2016 \u00ebsht\u00eb raportuar t\u00eb jet\u00eb 35% (UNDP, 2016).<\/p>\n<p>At\u00ebher\u00eb pse t\u00eb rinjt\u00eb dhe t\u00eb rejat tona sakrifikojn\u00eb dyfish p\u00ebr diploma \u2013 nj\u00eb her\u00eb duke i humbur parat\u00eb q\u00eb do t\u00eb mund t\u2019I fitonin po t\u00eb ishin n\u00eb tregun e pun\u00ebs, dhe t\u00eb dyt\u00ebn her\u00eb duke i futur \u00a0prind\u00ebrit n\u00eb v\u00ebshtir\u00ebsi ekonomike q\u00eb t\u2019ua paguajn\u00eb k\u00ebt\u00eb shkollim.<\/p>\n<p>Pasi q\u00eb teorit\u00eb e ekonomis\u00eb s\u00eb shkollimit nuk po m\u00eb m\u00eb hyejn\u00eb n\u00eb pun\u00eb, po i p\u00ebrmend dy shpjegimet e vetme q\u00eb po i gjej nga obzervimi, pra hulumtimi pasiv, i k\u00ebsaj situate:<\/p>\n<p>E para, \u00ebsht\u00eb presioni shoq\u00ebror, i cili p\u00ebrkthehet n\u00eb presion familjar\u00eb \u2013 nj\u00eb keqkuptim fundamental i shoq\u00ebris\u00eb son\u00eb p\u00ebr vler\u00ebsimin e nj\u00eb individi: pa fakultet \u2013 leht\u00ebsisht konsiderohesh i paditur, dhe zhg\u00ebnjim p\u00ebr prind\u00ebrit dhe rrethin. Vendimi p\u00ebr t\u00eb mos shkuar n\u00eb fakultet pra t\u00eb zhvler\u00ebson sepse shoq\u00ebria kosovare mat\u00eb vler\u00ebn intelektuale t\u00eb njeriut k\u00ebshtu \u2013 pra me kredenciale. Nga ky kompleks, kemi arritur t\u00eb kemi nj\u00eb luft\u00eb p\u00ebr kolekcion diplomash dhe nj\u00eb mori pseudo-intelektual\u00ebsh q\u00eb e pasurojn\u00eb nj\u00eb grup t\u00eb vog\u00ebl njer\u00ebzish q\u00eb e kan\u00eb nga nj\u00eb objekt t\u00eb madh, ia vendosin nga nj\u00eb reklam\u00eb me emra nga m\u00eb kreativ\u00ebt pasuar me fjal\u00ebn \u201ckolegj\u201d n\u00eb llogari t\u00eb komplekseve shoq\u00ebrore.<\/p>\n<p>E dyta, nuk ofrohet alternativ\u00eb! Pas diplomimit t\u00eb shkoll\u00ebs s\u00eb mesme, rrjedha e zakonshme e ngjarjeve \u00ebsht\u00eb regjistrimi n\u00eb fakultet (skryesisht p\u00ebr arsyen e p\u00ebrmendur m\u00eb lart\u00eb) sepse nuk ke tjet\u00ebr \u00e7\u2019t\u00eb b\u00ebsh. Tregu i pun\u00ebs k\u00ebrkon kredenciale si sinjal i aft\u00ebsive n\u00eb syt\u00eb e pun\u00ebdh\u00ebn\u00ebsit t\u00eb potencial dhe e vetmja rrug\u00eb p\u00ebr t\u00eb marr\u00eb ato aft\u00ebsi q\u00eb ofrohen nga shteti dhe afarist\u00ebt privat \u00ebsht\u00eb Bachelori. 60 p\u00ebrqind e t\u00eb diplomuarve nga shkollat e mesm\u00eb n\u00eb Gjermani hyjn\u00eb n\u00eb sistemin \u201cdual\u201d t\u00eb edukimit i cili \u00ebsht\u00eb kombinim i pun\u00ebs praktike (n\u00eb kompani private) me m\u00ebsime teorike, n\u00eb vend t\u00eb fakultetit klasik akademik. Gjermania \u00ebsht\u00eb super fuqi bot\u00ebrore, motorri i ekonomis\u00eb evropiane, me papun\u00ebsi prej 8%, dhe nj\u00ebri nd\u00ebr faktor\u00eb kryesor t\u00eb suksesit t\u00eb k\u00ebsaj konsiderohet t\u00eb jet\u00eb pik\u00ebrisht ky system i edukimit.<\/p>\n<p>N\u00eb Kosov\u00eb po plaken e penzionohen \u201czanatlinjt\u00eb\u201d me aft\u00ebsi praktike profesionale, dhe po mbeten rinia e pa pun\u00eb me diploma n\u00eb ram\u00eb. P\u00ebrderisa shteti, kushtimisht Ministria e Arsimit, Shkenc\u00ebs dhe Teknologjis\u00eb \u2013 e cila p\u00ebrveq disa reformave eksperimentale, deri m\u00eb sot nuk ka nd\u00ebrmarr asnj\u00eb hap konkret n\u00eb ndaljen e k\u00ebsaj marrie kolektive. Duke mos ofruar alternativ\u00eb, \u201cuniversitetet biznes\u201d do t\u2019i pasurojn\u00eb familjet q\u00eb i udh\u00ebheqin, duke i sh\u00ebruar komplekset e shum\u00eb individ\u00ebve q\u00eb nuk jan\u00eb t\u00eb prirur p\u00eb akademi me tituj Bachelor, Master e doktor shkence. Nj\u00eb pyetje q\u00eb secili nga ne duhet t\u2019ia b\u00ebj\u00eb vetes \u00ebsht\u00eb se pse kosovar\u00ebt q\u00eb q\u00ebndrojn\u00eb mir\u00eb ekonomikisht \u2013 e pjesa m\u00eb e madhe e k\u00ebsaj shtrese p\u00ebrb\u00ebhet nga politikan\u00eb \u2013 k\u00ebrkojn\u00eb sh\u00ebrbime mjek\u00ebsore n\u00eb shtetet tjera p\u00ebr \u00e7do gj\u00eb m\u00eb serioze se nj\u00eb grip i zakont\u00eb? Kjo pyetje duhet t\u00eb na jap p\u00ebrgjigje p\u00ebr kualitetin e edukimit q\u00eb ofrohet n\u00eb Kosov\u00eb dhe faktin se \u201cata\u201d pra krer\u00ebt e shtetit q\u00eb i kan\u00eb mund\u00ebsit\u00eb p\u00ebr ta p\u00ebrmir\u00ebsuar k\u00ebt\u00eb situat\u00eb, n\u00eb munges\u00eb t\u00eb ideve dhe iniciativave, vazhdojn\u00eb me zgjidhje t\u00eb thjeshta \u2013 pra k\u00ebrkim t\u00eb sh\u00ebrbimeve mjeksore jasht\u00eb vendit.<\/p>\n<p>Sistemi arsimor i Kosov\u00ebs sipas Bank\u00ebs Bot\u00ebrore n\u00eb p\u00ebrgjith\u00ebsi \u00ebsht\u00eb i dob\u00ebt, mund\u00ebsit\u00eb e pun\u00ebsimit jan\u00eb t\u00eb pakta dhe ekziston nj\u00eb mosp\u00ebrputhje mes aft\u00ebsive t\u00eb k\u00ebrkuara dhe t\u00eb ofruara n\u00eb tregun e pun\u00ebs n\u00eb tranzicion (2008).\u00a0Nga ana tjet\u00ebr, Kosova ka 21 &#8220;universitete&#8221; private dhe 9 institucione publike t\u00eb arsimit t\u00eb lart\u00eb ose universitete, t\u00eb akredituara nga Agjencia Kosovare e Akreditimit q\u00eb u ofrohen kosovar\u00ebve q\u00eb k\u00ebrkojn\u00eb nj\u00eb diplom\u00eb Bachelor, Master ose PhD.\u00a0N\u00eb k\u00ebto t\u00eb ashtuquajtuara universitete ofrohen programe q\u00eb nga arkitektura, administrimi i biznesit (me nj\u00eb mori kombinimesh t\u00eb marketingut, menaxhmentit, biznesit nd\u00ebrkomb\u00ebtar) mjek\u00ebsi, politika publike, juridik e \u00e7do gj\u00eb tjet\u00ebr. K\u00ebshtu, Kosova ka 30 institucione t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr nj\u00eb popullsi prej 1.8 milion njer\u00ebz, ose nj\u00eb nga numrat m\u00eb t\u00eb lart\u00eb p\u00ebr kok\u00eb banori, n\u00eb bot\u00eb.<\/p>\n<p>Ligji fundamental i ekonomis\u00eb se tregut t\u00eb lir\u00eb se tregu arrin ekuilibrin kur oferta dhe k\u00ebrkesa barazohen, e shpjegon edhe k\u00ebt\u00eb fluks t\u00eb hapjes s\u00eb \u201cunviersiteteve\u201d biznes. P\u00ebrderisa masa q\u00eb diplomon nga k\u00ebto t\u00eb bindet se tregu i Kosov\u00ebs nuk ka kapacitet t\u2019i absorboj\u00eb t\u00ebr\u00eb k\u00ebta njer\u00ebz me kredenciale akademike e shumica me zero bagazh intelektual, dhe p\u00ebrderisa MASHT me shkronja shum\u00eb e pun\u00eb pak, t\u00eb kuptoj\u00eb misionin dhe rolin e vet n\u00eb k\u00ebt\u00eb katrahur\u00eb, \u201cuniversitete biznes\u201d do t\u00eb vazhdojn\u00eb t\u00eb hapen n\u00eb Kosov\u00eb dhe t\u00eb prodhojn\u00eb pseudo-intelektual masivikisht.<\/p>\n<p>Si \u00e7do shtet tjeter, edhe Kosova po e p\u00ebrcakton rrjedh\u00ebn e s\u00eb ardhmes s\u00eb saj p\u00ebrmes edukimit, me hapa inkremental q\u00eb nuk l\u00ebn\u00eb gjurm\u00eb serioze derisa t\u00eb jet\u00eb shum\u00eb e thell\u00eb p\u00ebr t&#8217;u injoruar.<\/p>\n<p>______________________<\/p>\n<p><em>Ky artikull \u00ebsht\u00eb kontribut ndaj projektit TLP Citizens Corps.
