Numri i madh i institucioneve q\u00eb japin grante t\u00eb nj\u00ebjta p\u00ebr t\u00eb nj\u00ebjtin q\u00ebllim tregon se sa i p\u00ebrhapur \u00ebsht\u00eb koncepti i dh\u00ebnies s\u00eb granteve n\u00eb institucionet e Kosov\u00ebs dhe sa josistemore \u00ebsht\u00eb p\u00ebrkrahja q\u00eb i b\u00ebhet NVM-ve.<\/p>\n<p>Logjika e qeveris\u00eb, lidhur me zhvillimin e nd\u00ebrmarr\u00ebsis\u00eb dhe pun\u00ebsimin, q\u00ebndron n\u00eb trajtimin e nd\u00ebrmarrjeve dhe vendeve t\u00eb pun\u00ebs si mallra q\u00eb blihen p\u00ebrmes granteve dhe jo si produkte t\u00eb zhvillimit t\u00eb gjith\u00ebmbarsh\u00ebm ekonomik. Kjo qeveri ka mbi 5 ministri q\u00eb japin grante, por nuk ndihmojn\u00eb ambientin e biznesit, tregun e lir\u00eb, konkurrenc\u00ebn, zhvillimin e fuqis\u00eb pun\u00ebtore, mbrojtjen e konsumatorit, zvog\u00eblimin e informalitetit, leht\u00ebsimin e procedurave, sistemin tatimor dhe doganor etj. Me k\u00ebt\u00eb logjik\u00eb t\u00eb gabuar ekonomike, jo vet\u00ebm q\u00eb \u00e7do ministri u shnd\u00ebrrua n\u00eb fond p\u00ebr dh\u00ebnien e granteve, por u krijuan edhe dy ministri t\u00eb reja, ajo e Zhvillimit Rajonal dhe Ministria e Inovacionit, dhe q\u00eb t\u00eb dyja k\u00ebto ministri \u00a0nuk kan\u00eb asnj\u00eb funksion tjet\u00ebr p\u00ebrve\u00e7 dh\u00ebnies s\u00eb granteve.<\/p>\n<p>Pas luft\u00ebs, pra pas vitit 1999 financimi i biznesit ishe problem i madh dhe kjo kryesisht ishte ndikuar nga fakti q\u00eb ekonomia e Kosov\u00ebs kishte p\u00ebsuar shkat\u00ebrrim total dhe kishte munges\u00eb t\u00eb kapitalit t\u00eb akumuluar, ato pak para q\u00eb kishin njer\u00ebzit kryesisht u p\u00ebrdor\u00ebn p\u00ebr rind\u00ebrtim dhe k\u00ebshtu limitohej qasja n\u00eb financa p\u00ebr nd\u00ebrmarrje. Nj\u00eb tjet\u00ebr faktor me r\u00ebnd\u00ebsi q\u00eb pengonte financimin ishte qasja e v\u00ebshtir\u00eb n\u00eb kredi bankare, normat e interesit q\u00eb zbatoheshin nga bankat n\u00eb Kosov\u00eb silleshin deri n\u00eb 20 %. P\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb ka mbizot\u00ebrues bindja q\u00eb kredia \u00ebsht\u00eb opsion i keq i financimit t\u00eb biznesit dhe se bizneset nuk duhet t\u00eb bazohen n\u00eb kredi p\u00ebr t\u00eb siguruar financim.<\/p>\n<p>Tani, qasja n\u00eb financa p\u00ebr nd\u00ebrmarrje \u00ebsht\u00eb p\u00ebrmir\u00ebsuar duksh\u00ebm dhe ekziston nj\u00eb potencial m\u00eb i madh i financimit t\u00eb biznesit. N\u00eb rast se ambienti i biznesit do t\u00eb ishte m\u00eb i favorsh\u00ebm, investimet n\u00eb nd\u00ebrmarrje nuk do t\u00eb mungonin; mendoni vet\u00ebm sikur ato para q\u00eb sot t\u00eb rinjt\u00eb jan\u00eb t\u00eb gatsh\u00ebm t\u2019i shpenzojn\u00eb p\u00ebr t\u2019u larguar nga Kosova, do t\u00eb ishin investuar p\u00ebr hapjen e bizneseve! Diaspora \u00ebsht\u00eb po ashtu nj\u00eb burim i pashfryt\u00ebzuar i financimit t\u00eb bizneseve n\u00eb Kosov\u00eb, n\u00eb vend t\u00eb blerjes s\u00eb banesave ose shpenzimeve tjera t\u00eb konsumit, k\u00ebto para do t\u00eb mund t\u00eb investoheshin n\u00eb hapjen dhe zgjerimin e bizneseve!<\/p>\n<p>Normat e interesit kan\u00eb sh\u00ebnuar r\u00ebnie. N\u00eb vitin 2016 \u00ebsht\u00eb themeluar edhe nj\u00eb institucion i r\u00ebnd\u00ebsish\u00ebm, \u201cFondi Kosovar p\u00ebr Garanci Kreditore\u201d i cili po ashtu luan rol me r\u00ebnd\u00ebsi p\u00ebr sektorin privat n\u00eb sigurim t\u00eb qasjes m\u00eb t\u00eb leht\u00eb n\u00eb financim. Kredia duhet kuptuar si form\u00eb standarde e financimit t\u00eb biznesit, n\u00ebse nj\u00eb biznes nuk mund ta kthej\u00eb kredin\u00eb ose nuk mund t\u00eb bind\u00eb nj\u00eb bank\u00eb apo investitor, q\u00eb t\u00eb investoj\u00eb n\u00eb biznesin e tij, at\u00ebher\u00eb ndoshta ai biznes edhe nuk e meriton q\u00eb t\u00eb zhvillohet. N\u00eb p\u00ebrgjith\u00ebsi gjendja e nd\u00ebrmarrjeve sot nuk \u00ebsht\u00eb n\u00eb faz\u00ebn emergjente si\u00e7 ishte pas luft\u00ebs dhe qasja n\u00eb financim \u00ebsht\u00eb larguar nga top lista e pengesave e t\u00eb b\u00ebrit biznes n\u00eb Kosov\u00eb, dhe nuk e arsyeton dh\u00ebnien e granteve t\u00eb shumta nga shum\u00eb ministri.<\/p>\n<p>Kur qeveria e ka q\u00ebllim kryesor vet\u00ebm mbulimin me \u201cletra\u201d dhe jo krijimin e efekteve afatgjate n\u00eb treg, at\u00ebher\u00eb grantet jan\u00eb mund\u00ebsi e mir\u00eb p\u00ebr \u201crezultate\u201d, p. sh. nj\u00eb skem\u00eb e granteve p\u00ebr bujqit kishte k\u00ebrkuar q\u00eb p\u00ebr t\u00eb aplikuar p\u00ebr grante, ata duhej t\u00eb regjistronin aktivitetin e tyre si biznes privat, ashtu si \u00e7do bujk do t\u00eb obligohej t\u00eb regjistrohej si biznes vet\u00ebm p\u00ebr t\u00eb aplikuar dhe k\u00ebshtu kjo ndikoi n\u00eb rritjen e numrit t\u00eb \u00a0bizneseve t\u00eb regjistruara. Nj\u00eb tjet\u00ebr skem\u00eb e granteve k\u00ebrkonte nga bizneset q\u00eb t\u00eb regjistrojn\u00eb nj\u00eb pun\u00ebtor m\u00eb shum\u00eb p\u00ebr ta p\u00ebrfituar grantin, dhe shumica \u201csa p\u00ebr letra\u201d regjistruan gruan, motr\u00ebn, v\u00ebllain ose ndonj\u00eb familjar tjet\u00ebr si pun\u00ebtor, dhe nga kalkulimet doli se tatimet dhe pensionet e paguara p\u00ebr k\u00ebta pun\u00ebtor\u00eb p\u00ebr 1 ose 2 vjet ishin shum\u00eb m\u00eb t\u00eb t\u00eb ul\u00ebta n\u00eb krahasim me grantin e fituar. Asnj\u00ebher\u00eb nuk u mbik\u00ebqyren k\u00ebto biznese p\u00ebr efektin afatgjat\u00eb t\u00eb k\u00ebtyre granteve n\u00eb rritje t\u00eb biznesit ose rritje t\u00eb pun\u00ebsimit.<\/p>\n<p>Dh\u00ebnia e granteve p\u00ebrve\u00e7 q\u00eb \u00ebsht\u00eb instrument p\u00ebr t\u00eb leht\u00ebsuar qasjen n\u00eb financa p\u00ebr nd\u00ebrmarrje, ka edhe efekte negative dhe jo gjithmon\u00eb ndikon pozitivisht n\u00eb zhvillim t\u00eb biznesit; po i p\u00ebrmend vet\u00ebm disa:<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Shum\u00eb biznese duke ndjekur grantet, fokusohen vet\u00ebm n\u00eb fitimin e grantit dhe \u00a0harrojn\u00eb t\u00eb fokusohen n\u00eb arritje t\u00eb suksesit.<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Procedurat p\u00ebr grante jan\u00eb t\u00eb st\u00ebrzgjatura, ku ka p\u00ebrs\u00ebritje t\u00eb konkurseve p\u00ebr aplikim, vonesa n\u00eb dh\u00ebnien e grantit, etj. saq\u00eb bizneset duke pritur n\u00eb periudha t\u00eb gjata i shkat\u00ebrrojn\u00eb idet\u00eb \u00a0dhe ato b\u00ebhen pastaj jorelevante p\u00ebr tregun.<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Grantet mund\u00ebsojn\u00eb poashtu hapjen e bizneseve q\u00eb nuk jan\u00eb profitabile, ku disa biznese hapen dhe operojn\u00eb vet\u00ebm pasi p\u00ebrfitojn\u00eb financime falas, dhe sapo t\u2019i shpenzojn\u00eb k\u00ebto grante, menj\u00ebher\u00eb mbyllen pasi q\u00eb nuk arrijn\u00eb t\u00eb mbesin profitabile n\u00eb \u00a0treg.<\/p>\n<p><strong>&#8211;<\/strong>\u00a0P\u00ebrfituesit e grantit q\u00eb jan\u00eb zakonisht pa p\u00ebrvoj\u00eb i b\u00ebjn\u00eb konkurrenc\u00eb bizneseve ekzistuese duke krijuar k\u00ebshtu konkurrenc\u00eb jolojale.<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Ka raste kur bizneset paguajn\u00eb kosto t\u00eb panevojshme p\u00ebr t\u00eb konkurruar p\u00ebr grante, p\u00ebr sh\u00ebrbime si mbushje t\u00eb dokumentacionit, plan t\u00eb biznesit etj.<\/p>\n<p>Grantet paraqesin mund\u00ebsi \u201cfenomenale\u201d p\u00ebr keqp\u00ebrdorime, pasi q\u00eb bizneset p\u00ebrfituese t\u00eb granteve vler\u00ebsohen subjektivisht nga an\u00ebtar\u00ebt e komisioneve mbi iden\u00eb e biznesit ose planin e biznesit, dhe poashtu vler\u00ebsimi b\u00ebhet nga persona jokompetent\u00eb dhe politikisht t\u00eb zgjedhur.
