Pavar\u00ebsisht k\u00ebsaj, ne akoma n\u00ebnvler\u00ebsojm\u00eb atributin shoq\u00ebror t\u00eb pabarazis\u00eb gjinore q\u00eb shum\u00eb brengos\u00ebs. Niveli i lumturis\u00eb dhe niveli i pabarazis\u00eb gjinore: a\u00a0jan\u00eb t\u00eb nd\u00ebrlidhura k\u00ebto dy dukuri? Cila \u00ebsht\u00eb lidhja midis vlerave shoq\u00ebrore n\u00eb Kosov\u00eb dhe sistemit t\u00eb (pa)barazis\u00eb\u00a0gjinore? Kjo \u00ebsht\u00eb nj\u00eb nga temat e mendimit q\u00eb m\u00eb intriguan p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb hulumtim m\u00eb\u00a0t\u00eb thelluar.<\/p>\n<p>Rendi i ri bot\u00ebror po ndryshon sistemin e vlerave, duke e zhvendosur nivelin e deduktimit t\u00eb argumenteve n\u00eb sistemin e globalizuar t\u00eb shekullit XXI. N\u00eb parim, nuk ka asnj\u00eb konceptim t\u00eb p\u00ebrbashk\u00ebt t\u00eb vlerave shoq\u00ebrore. Sidoqoft\u00eb, nj\u00eb kuptim i p\u00ebrgjithsh\u00ebm i vlerave \u00ebsht\u00eb se ato jan\u00eb standarde t\u00eb krijuara dhe her\u00eb pas here t\u00eb imponuara nga individ\u00eb [qeveri] n\u00eb m\u00ebnyr\u00eb q\u00eb ata t\u00eb ken\u00eb nj\u00eb klas\u00eb shoq\u00ebrore n\u00eb komunitetin ku jetojn\u00eb. K\u00ebtu lind ideja e lumturis\u00eb e ruajtur n\u00eb mendjet e qytetar\u00ebve, sepse kur merren parasysh k\u00ebto dy nocione (lumturia dhe barazia gjinore), mund t\u00eb gjendet nj\u00eb lidhje midis akteve t\u00eb qeveris\u00eb dhe lumturis\u00eb. Lumturia n\u00eb familjet kosovare \u00ebsht\u00eb e lidhur ngusht\u00eb me perspektiv\u00ebn mbi etik\u00ebn e filozofit t\u00eb famsh\u00ebm Grek, Aristotel. Aristoteli shton se lumturia \u00ebsht\u00eb e v\u00ebshtir\u00eb p\u00ebr t\u2019u p\u00ebrcaktuar si koncept, prandaj ai thot\u00eb se \u201ce vet\u00ebmjaftueshmja qe ne e p\u00ebrcaktojm\u00eb si at\u00eb q\u00eb kur izolohet e b\u00ebn jetes\u00ebn t\u00eb d\u00ebshirueshme dhe nuk ka asgj\u00eb, dhe q\u00eb t\u00eb till\u00eb ne mendojm\u00eb se lumturia t\u00eb jet\u00eb, dhe m\u00eb tej ne mendojm\u00eb se \u00ebsht\u00eb gj\u00ebja m\u00eb e d\u00ebshirueshme nga t\u00eb gjitha, pa u llogaritur si nj\u00eb gj\u00eb e mir\u00eb nd\u00ebr t\u00eb tjera\u201d (Aristoteli, 1999, f. 10). N\u00eb fjal\u00eb t\u00eb tjera, Aristoteli arsyeton q\u00eb nj\u00eb person q\u00eb zakonisht tregon sjellje t\u00eb mir\u00eb p\u00ebr arsye t\u00eb mira dhe p\u00ebr t\u00eb ndjer\u00eb lumturi, ata po tregojn\u00eb sjelljen e sakt\u00eb q\u00eb i duhet shoq\u00ebrive.<\/p>\n<p><strong>Si \u00ebsht\u00eb e mundur q\u00eb \u2018lumturia\u2019 n\u00eb shoq\u00ebrin\u00eb kosovare pasqyron diskriminim gjinor?<\/strong><\/p>\n<p>T\u00eb gjitha ligjet dhe rregulloret n\u00eb Republik\u00ebn e Kosov\u00ebs shtyjn\u00eb p\u00ebrpara barazin\u00eb gjinore, p\u00ebrfshirjen e t\u00eb gjitha grupeve shoq\u00ebrore q\u00eb jetojn\u00eb n\u00eb Kosov\u00eb dhe i b\u00ebjn\u00eb ata t\u00eb lir\u00eb t\u00eb veprojn\u00eb sipas vullnetit t\u00eb tyre, do t\u00eb thot\u00eb se Kosova po pasqyron vlerat bashk\u00ebkohore t\u00eb nj\u00eb shteti. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb legjislacioni reflektohet nga nocioni i lumturis\u00eb, ku edhe Aristoteli p\u00ebrshkruan si aktivitetet q\u00eb duhet t\u00eb nd\u00ebrmarr\u00eb nj\u00eb shoq\u00ebri p\u00ebr t\u00eb siguruar nj\u00eb qasje etike drejt p\u00ebrparimit. Ky nuk \u00ebsht\u00eb realiteti n\u00eb t\u00eb cilin jeton popullata e Kosov\u00ebs.<\/p>\n<p>P\u00ebr t\u00eb pasur nj\u00eb argumentim t\u00eb duhur q\u00eb grat\u00eb thjesht ishin dhe jan\u00eb t\u00eb margjinalizuara n\u00eb Kosov\u00eb, m\u00eb duhet t\u00eb shkoj n\u00eb m\u00ebnyr\u00eb retrospektive n\u00eb vitet 1990, dhe t\u00eb kujtoj koh\u00ebn kur grat\u00eb filluan t\u00eb ngriheshin n\u00eb k\u00ebmb\u00eb dhe krijuan e Shoqat\u00ebn e Pavarur t\u00eb Grave (IWA). Dr. Nita Luci dhe Linda Gusia shpjegojn\u00eb sesi filloi ky grup me Sevdije Ahmetin, e cila p\u00ebrshkruan rr\u00ebnj\u00ebt e shoqat\u00ebs duke filluar t\u00eb promovoj\u00eb nd\u00ebrkomb\u00ebtarizmin me moton: &#8220;Ne grat\u00eb, pavar\u00ebsisht rac\u00ebs, fes\u00eb apo komb\u00ebsis\u00eb ton\u00eb, bashkohemi, p\u00ebr l\u00ebvizjen e grave t\u00eb pavarura t\u00eb Kosov\u00ebs, jasht\u00eb Partis\u00eb Komuniste t\u00eb Kosov\u00ebs\u201d (Luci &amp; Gusia, 2014, f. 204). Kjo p\u00ebrshkruan sesi grat\u00eb me k\u00ebt\u00eb shoqat\u00eb ishin nj\u00eb faktor i r\u00ebnd\u00ebsish\u00ebm p\u00ebr themelimin e nj\u00eb partie t\u00eb fort\u00eb politike n\u00eb Kosov\u00eb, Lidhjes Demokratike t\u00eb Kosov\u00ebs (LDK) dhe iu bashkuan nj\u00ebz\u00ebri k\u00ebsaj partie.<\/p>\n<p>Kjo ambicie shkon deri te pretendimi p\u00ebr kryesin\u00eb e LDK-s\u00eb nga Luljeta Pula-Beqiri. Ajo u refuzua nga udh\u00ebheq\u00ebsia e LDK-s\u00eb, duke argumentuar se grat\u00eb jo domosdoshm\u00ebrisht duhet t\u00eb p\u00ebrfshihen n\u00eb gjith\u00e7ka, p\u00ebrkundrazi, k\u00ebrkesat e partis\u00eb ishin q\u00eb t\u00eb p\u00ebrqendrohen n\u00eb \u00e7\u00ebshtje q\u00eb lidhen me grat\u00eb dhe f\u00ebmij\u00ebt (Luci &amp; Gusia, 2014, f. 205). Ky shembull \u00ebsht\u00eb shembulli i par\u00eb q\u00eb mund t\u00eb p\u00ebrmendet p\u00ebr t\u00eb ilustruar margjinalizimin e grave n\u00eb procesin e vendimmarrjes, e cila rezultoi q\u00eb shum\u00eb gra t\u00eb largoheshin nga partia dhe t\u00eb formonin partin\u00eb e tyre kund\u00ebrshtare n\u00eb zgjedhjet e ardhshme presidenciale kund\u00ebr LDK-s\u00eb.<\/p>\n<p><strong>Lumturia e shoq\u00ebris\u00eb kosovare dhe barazia: Gjuh\u00eb e nj\u00ebanshme gjinore<\/strong><\/p>\n<p>L\u00ebvizja e shoq\u00ebris\u00eb civile n\u00eb lidhje me barazin\u00eb gjinore konsiderohet nj\u00eb l\u00ebvizje shum\u00eb e fuqishme dhe e z\u00ebshme n\u00eb Kosov\u00eb. Shoq\u00ebria civile nuk e pranon q\u00eb gjith\u00e7ka \u00ebsht\u00eb e drejtuar nga ligji, dhe ata p\u00ebrpiqen t\u00eb ngren\u00eb z\u00ebrin e tyre dhe t\u00eb b\u00ebjn\u00eb publike gjith\u00e7ka relevante p\u00ebr t\u00eb bindur se barazia nuk \u00ebsht\u00eb nj\u00eb norm\u00eb p\u00ebr Kosov\u00ebn. K\u00ebtu lind paradoksi q\u00eb \u00ebsht\u00eb pjesa themelore e shkrimit. K\u00ebtu diskutohet se vlerat e Kosov\u00ebs po reflektojn\u00eb negativisht dhe po shembin sistemin, do t\u00eb thot\u00eb se zhvillimi nuk po ndodh me t\u00eb v\u00ebrtet\u00eb. P\u00ebr m\u00eb tep\u00ebr, nocioni i lumturis\u00eb po cenohet me t\u00eb v\u00ebrtet\u00eb, pasi sjellja e b\u00ebr\u00eb nga burrat n\u00eb autoritet nuk \u00ebsht\u00eb aspak e arsyeshme dhe nuk tregon asgj\u00eb tjet\u00ebr p\u00ebrve\u00e7 primitivizmit n\u00eb mentalitetin Kosovar. Meqen\u00ebse ata nuk mund ta kuptojn\u00eb iden\u00eb e barazis\u00eb gjinore, n\u00eb kund\u00ebrshtim ata fillojn\u00eb nj\u00eb konflikt midis dy gjinive vet\u00ebm p\u00ebr t\u00eb mbajtur sjelljen e tyre super egoiste dhe p\u00ebr t\u00eb sunduar grat\u00eb. Kjo nuk \u00ebsht\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb sesi duhet sillet nj\u00eb vend q\u00eb \u00ebsht\u00eb n\u00eb 30 shtetet m\u00eb t\u00eb lumtura n\u00eb bot\u00eb, sepse \u00ebsht\u00eb nj\u00eb akt i paarsyesh\u00ebm dhe tregon regres n\u00eb shoq\u00ebrin\u00eb ton\u00eb.<\/p>\n<p>T\u00eb dh\u00ebnat empirike t\u00eb mbledhura nga instituti GAP, tregojn\u00eb iden\u00eb se grat\u00eb jan\u00eb plot\u00ebsisht t\u00eb diskriminuara n\u00eb Kosov\u00eb. Nj\u00eb arsye p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje mund t\u00eb jet\u00eb gjuha e koduar n\u00eb aplikacionet p\u00ebr pun\u00eb q\u00eb portretizon nj\u00eb gjuh\u00eb mashkullore, nj\u00eb gjuh\u00eb e nj\u00ebanshme gjinore q\u00eb neglizhon femrat n\u00eb proces. Dallimi midis punonj\u00ebsve meshkuj dhe femra \u00ebsht\u00eb se pozicionet mashkullore shoq\u00ebrohen me p\u00ebrshkrues t\u00eb till\u00eb si: udh\u00ebheq\u00ebs, dominues, sfidues, nd\u00ebrsa pozicionet femr\u00ebrore shoq\u00ebrohen me p\u00ebrshkrues si bashk\u00ebpunim, mir\u00ebkuptim, etj. (GAP, Diskriminimi i Tregut t\u00eb Pun\u00ebs, 2017). Ky studim na tregon se p\u00ebrdorimi i nj\u00eb gjuhe t\u00eb till\u00eb t\u00eb nj\u00ebanshme \u00ebsht\u00eb i q\u00ebllimsh\u00ebm nga institucionet publike, duke reflektuar shkall\u00ebn m\u00eb t\u00eb ul\u00ebt t\u00eb pjes\u00ebmarrjes s\u00eb grave n\u00eb proceset e vendimmarrjes. K\u00ebto reklama t\u00eb pun\u00ebs jan\u00eb duke u p\u00ebrgatitur ekskluzivisht nga burra q\u00eb duan t\u00eb ruajn\u00eb mbizot\u00ebrimin e gjinis\u00eb s\u00eb tyre n\u00eb sektor\u00eb t\u00eb ve\u00e7ant\u00eb (GAP, Diskriminimi i Tregut t\u00eb Pun\u00ebs, 2017). Padyshim, kjo nuk \u00ebsht\u00eb nj\u00eb hap dhe nj\u00eb qasje drejt zhvillimit, p\u00ebrkundrazi \u00ebsht\u00eb nj\u00eb regres shoq\u00ebror. Prandaj, kjo nuk \u00ebsht\u00eb nj\u00eb tipar q\u00eb lumturia u trash\u00ebgon njer\u00ebzve, por padyshim nj\u00eb shkelje e modeleve q\u00eb duhet t\u00eb ndiqen p\u00ebr t\u00eb krijuar zhvillim.<\/p>\n<p><strong>?<\/strong><\/p>\n<p>Un\u00eb filloj duke b\u00ebr\u00eb pyetjen, \u00e7far\u00eb e formon politik\u00ebn publike, dhe pastaj p\u00ebrcaktoj se cil\u00ebt faktor\u00eb mund t\u00eb nxirren nga njohurit\u00eb e p\u00ebrgjithshme t\u00eb bot\u00ebs q\u00eb duhet t\u00eb zbatohen n\u00eb politik\u00ebn publike t\u00eb Kosov\u00ebs. Duke u nisur nga aktor\u00ebt, ose t\u00eb ashtuquajturat pal\u00eb t\u00eb interesuara n\u00eb jet\u00ebn e politik\u00ebs, pra njer\u00ebzit q\u00eb jan\u00eb p\u00ebrfitues t\u00eb politik\u00ebs s\u00eb formuluar nga institucionet q\u00eb marrin parasysh simbolet e tyre kognitive dhe normative, n\u00eb m\u00ebnyr\u00eb t\u00eb varur, q\u00eb krijojn\u00eb proceset dhe p\u00ebrfundimisht vijn\u00eb n\u00eb nj\u00eb rezultat. Nga ky rast, mund t\u00eb ilustrohet se politika publike \u00ebsht\u00eb nj\u00eb projekt kompleks i nd\u00ebrvarur, q\u00eb p\u00ebrfshin shum\u00eb aktor\u00eb q\u00eb formojn\u00eb m\u00ebnyr\u00ebn e t\u00eb jetuarit t\u00eb komunitetit. Ky proces shkon anasjelltas me komunitetin duke reflektuar p\u00ebrs\u00ebri n\u00eb strukturimin e politik\u00ebs publike.<\/p>\n<p><strong>Margjinalizimi i grave n\u00eb pozicionet vendimmarr\u00ebse n\u00eb shoq\u00ebrin\u00eb kosovare<\/strong><\/p>\n<p>E drejta p\u00ebr pun\u00ebsim t\u00eb barabart\u00eb t\u00eb grave dhe burrave \u00ebsht\u00eb nj\u00eb aspekt q\u00eb pasqyron qart\u00eb vlerat e shoq\u00ebris\u00eb kosovare. M\u00eb konkretisht, kjo \u00e7\u00ebshtje ka t\u00eb b\u00ebj\u00eb me at\u00eb q\u00eb margjinalizon grat\u00eb, ve\u00e7an\u00ebrisht n\u00eb pozicionet e vendimmarrjes. Ky fenomen shpjegohet qart\u00eb me raportin e fundit t\u00eb analiz\u00ebs s\u00eb institutit GAP \u2013 p\u00ebrfaq\u00ebsimi i grave n\u00eb institucionet publike. Ky studim tregon se an\u00ebtar\u00ebt e bordit t\u00eb nd\u00ebrmarrjeve n\u00eb pron\u00ebsi publike \u00ebsht\u00eb i rregulluar me nj\u00eb ligj t\u00eb posa\u00e7\u00ebm q\u00eb \u00ebsht\u00eb ratifikuar n\u00eb parlamentin e Kosov\u00ebs, dhe m\u00eb pas ilustron rastet sesi njer\u00ebz nga grupe t\u00eb ndryshme t\u00eb interesit shkelin ligjin. Studimi \u00ebsht\u00eb kryer n\u00eb vitin 2017 i cili konsiderohet t\u00eb jet\u00eb nj\u00eb tem\u00eb e fundit q\u00eb k\u00ebrkon v\u00ebmendje t\u00eb menj\u00ebhershme. Studimi shpjegon se si bordet jan\u00eb struktura m\u00eb e r\u00ebnd\u00ebsishme kur b\u00ebhet fjal\u00eb p\u00ebr marrjen e nj\u00eb vendimi dhe\/ose thirrjen e vot\u00ebs p\u00ebr nj\u00eb tem\u00eb n\u00eb lidhje me kompanin\u00eb e cila \u00ebsht\u00eb nd\u00ebrmarrje n\u00eb pron\u00ebsi t\u00eb publikut (GAP, P\u00ebrfaq\u00ebsimi i Grave n\u00eb bordet e pron\u00ebsis\u00eb publike nd\u00ebrmarrjeve dhe agjencive t\u00eb pavarura, 2017). T\u00eb dh\u00ebnat tregojn\u00eb se ka 31 institucione t\u00eb pavarura dhe 39 nd\u00ebrmarrje n\u00eb pron\u00ebsi publike q\u00eb kan\u00eb borde si struktur\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb kompanis\u00eb, t\u00eb mandatuar nga qeveria e Kosov\u00ebs, dhe shp\u00ebrndarja gjinore e bordeve t\u00eb k\u00ebtyre kompanive jan\u00eb 24 gra dhe 135 burra (GAP, P\u00ebrfaq\u00ebsimi i grave n\u00eb bordet e nd\u00ebrmarrjeve n\u00eb pron\u00ebsi publike dhe agjencive t\u00eb pavarura, 2017). Si kryetar n\u00eb k\u00ebto kompani 5 nga 29 jan\u00eb gra, q\u00eb paraqet nj\u00eb hendek t\u00eb madh gjinor dhe reflekton regres.<\/p>\n<p><strong>Rekomandimet<\/strong><\/p>\n<p>Grat\u00eb n\u00eb Kosov\u00eb dhe n\u00eb rajon jan\u00eb t\u00eb diskriminuara; prandaj, nj\u00eb pyetje q\u00eb duhet t\u00eb p\u00ebrgjigjet \u00ebsht\u00eb: pse Kosova sh\u00ebnon lart n\u00eb lumturi dhe bujari, por \u00ebsht\u00eb shum\u00eb diskriminues ndaj grave?<\/p>\n<p><strong>Nj\u00eb alternativ\u00eb gjith\u00ebp\u00ebrfshir\u00ebse: Kuota gjinore dhe ligjet e balancimit t\u00eb gjinis\u00eb<\/strong><\/p>\n<p>Prezantimi i nj\u00eb sistemi arsimor me fokus t\u00eb nxitjes s\u00eb barazise gjinore do t\u00eb jet\u00eb alternativa gjith\u00ebp\u00ebrfshir\u00ebse, n\u00eb m\u00ebnyr\u00eb q\u00eb \u00e7do grua t\u00eb ket\u00eb arsimimin e duhur dhe t\u00eb ket\u00eb t\u00eb drejt\u00ebn e shprehjes n\u00eb jet\u00ebn e saj, dhe n\u00eb jet\u00ebn publike. Arsimi do t\u00eb jet\u00eb hapi i par\u00eb drejt alternativ\u00ebs s\u00eb rekomanduar. Shoq\u00ebrit\u00eb e arsimuara kan\u00eb avantazhe t\u00eb shumta q\u00eb do t&#8217;i sjellin Kosov\u00ebs p\u00ebrparim t\u00eb madh. P\u00ebr shembull, shkalla e analfabetizmit ulet me shpejt\u00ebsi, shkalla e krimit gjithashtu zvog\u00eblohet ndjesh\u00ebm, dhe m\u00eb e r\u00ebnd\u00ebsishmja, aspiratat e grave do t\u00eb prekin qiellin dhe prind\u00ebrit do t\u00eb rrisin mb\u00ebshtetjen dhe motivimin e tyre drejt arritjes s\u00eb lumturis\u00eb dhe suksesit. M\u00eb pas, nj\u00eb aspekt thelb\u00ebsor i jet\u00ebs publike n\u00eb Kosov\u00eb do t\u00eb p\u00ebrparoj\u00eb dhe do t\u00eb p\u00ebrmir\u00ebsohet n\u00eb m\u00ebnyr\u00eb drastike. Kjo \u00ebsht\u00eb pjes\u00ebmarrja e grave n\u00eb jet\u00ebn politike, duke i dh\u00ebn\u00eb shoq\u00ebris\u00eb kosovare perspektiva t\u00eb ndryshme inovative sesi t\u00eb zgjidhin \u00e7\u00ebshtje t\u00eb caktuara, t\u00eb p\u00ebrmir\u00ebsojn\u00eb sektorin ekonomik duke sjell\u00eb reforma dhe t\u00eb jen\u00eb t\u00eb organizuar p\u00ebr t\u00eb pasur sukses. Zonja Mimoza Kusari &#8211; Lila, an\u00ebtare e Parlamentit, propozoi nj\u00eb ndryshim politik me Ligjin q\u00eb nxit kuot\u00ebn gjinore n\u00eb nd\u00ebrmarrjet publike dhe private (Kusari, 2019). Ajo shpjegoi karakteristikat e grave udh\u00ebheq\u00ebse: komunikimin, balancimin e energjis\u00eb n\u00eb projekte dhe mir\u00ebkuptimin q\u00eb jo t\u00eb gjith\u00eb ndjekin liderin, dhe s\u00eb fundi nd\u00ebrtimin e aleancave me t\u00eb tjer\u00ebt (Kusari, 2019). P\u00ebr m\u00eb tep\u00ebr, u promovua nj\u00eb ndryshim n\u00eb mentalitetet, q\u00eb do t\u00eb thot\u00eb se sistemi patriarkal i t\u00eb jetuarit n\u00eb nj\u00eb vend duhet t\u00eb rr\u00ebzohet.<\/p>\n<p>Si rrjedhoj\u00eb, Ligji p\u00ebr kuot\u00ebn gjinore nuk \u00ebsht\u00eb nj\u00eb rregullore q\u00eb mbetet p\u00ebrgjithmon\u00eb n\u00eb vend.
