N\u00eb k\u00ebt\u00eb vazhd\u00eb duhet t\u00eb shihet edhe nisma p\u00ebr racionalizimin e agjencive t\u00eb administrat\u00ebs publike.<\/p>\n<p>Agjencit\u00eb u themeluan n\u00ebn administrat\u00ebn e UNMIK-ut sipas modelit anglez si nj\u00eb nga hallkat efektive qeveris\u00ebse. Me vende pune t\u00eb paguara mir\u00eb, ato rekrutuan staf kryesisht n\u00eb baz\u00eb t\u00eb merit\u00ebs n\u00eb koh\u00ebn kur p\u00ebrkthyesit paguheshin shum\u00eb m\u00eb mir\u00eb se drejtor\u00ebt e departamenteve n\u00ebp\u00ebr ministri. Me heqjen e mbik\u00ebqyrjes s\u00eb jashtme, gjendja ka degraduar. P. sh. n\u00ebse Kuvendi i Republik\u00ebs s\u00eb Kosov\u00ebs nuk ka kapacitet monitorimi, mund t\u00eb formoj\u00eb institute apolitike p\u00ebr vler\u00ebsim t\u00eb performanc\u00ebs ose hulumtim t\u00eb zgjidhjeve specifike ngjash\u00ebm me vler\u00ebsimin e performanc\u00ebs q\u00eb tash e kryen Zyra Komb\u00ebtare e Auditimit, rol q\u00eb duhet t\u00eb forcohet m\u00eb tutje.<\/p>\n<p>N\u00ebse bordet tash jan\u00eb plot\u00ebsisht t\u00eb politizuara, mund t\u00eb vendosen standarde m\u00eb t\u00eb larta profesionale n\u00eb zgjedhjen e an\u00ebtar\u00ebve dhe t\u00eb k\u00ebrkohet nj\u00eb periudh\u00eb disavje\u00e7are e shk\u00ebputjes paraprake nga politika t\u00eb kandidat\u00ebve. Mund t\u00eb organizohen seanca publike d\u00ebgjimore t\u00eb kandidat\u00ebve p\u00ebr borde q\u00eb disa prej njer\u00ebzve t\u00eb pakualifikuar t\u00eb eliminohen ose ndoshta edhe t\u00eb pranohet politizimi i bordeve si shprehje e vullnet politik t\u00eb popullit, por t\u00eb rritet transparenca e vendimmarrjes.<\/p>\n<p>Nga ana tjet\u00ebr zgjidhja e ofruar e integrimit t\u00eb agjencive tash t\u00eb pavarura do t&#8217;i vendos\u00eb ato n\u00eb linj\u00eb raportuese me sekretar\u00ebt e p\u00ebrgjithsh\u00ebm tanim\u00eb tejmase t\u00eb politizuar ose t\u00eb ndonj\u00eb drejtori departamenti i cili n\u00eb shum\u00eb raste \u00ebsht\u00eb poashtu me prapavij\u00eb politike dhe m\u00eb pak i p\u00ebrgatitur profesionalisht p\u00ebr shkak t\u00eb historis\u00eb s\u00eb pagave m\u00eb t\u00eb ul\u00ebta n\u00ebp\u00ebr ministri dhe munges\u00ebs s\u00eb p\u00ebrvoj\u00ebs.<\/p>\n<p>Procesi i racionalizimit ka nj\u00eb mishmash prioritetesh, p. sh. n\u00eb val\u00ebn e par\u00eb t\u00eb racionalizimit e gjen Agjencin\u00eb p\u00ebr Menaxhimin e Komplekseve Memoriale dhe Agjencin\u00eb e Aviacionit Civil, mes 7 agjencive t\u00eb vendosura aty me synimin p\u00ebr t\u00eb arritur cakun artificial t\u00eb BE-s\u00eb p\u00ebr t\u00eb marr\u00eb grantin e premtuar.<\/p>\n<p>Administrata publike nuk ka probleme me linjat e p\u00ebrgjegj\u00ebsis\u00eb, Kosova ka problem me p\u00ebrgjegj\u00ebsin\u00eb. Ka problem me stafin profesional jo kompetent, me menaxhmentin e lart\u00eb t\u00eb politizuar dhe t\u00eb korruptuar, rekrutimin dhe ngritjen n\u00eb detyr\u00eb t\u00eb pabazuar n\u00eb merit\u00eb, me administrat\u00eb q\u00eb nuk i sh\u00ebrben qytetarit, burokraci t\u00eb tepruar dhe munges\u00eb digjitalizimi, dhe k\u00ebto i thot\u00eb edhe Raporti i vendit. Si do t&#8217;i adresoj\u00eb racionalizimi k\u00ebto probleme kur k\u00ebto agjenci, ve\u00e7an\u00ebrisht ato t\u00eb formuara para ose menj\u00ebher\u00eb pas pavar\u00ebsis\u00eb, q\u00ebndrojn\u00eb m\u00eb mir\u00eb se pjesa tjet\u00ebr e administrat\u00ebs publike?<\/p>\n<p>Q\u00eb nga pavar\u00ebsia Kosova ka p\u00ebrjetuar nj\u00eb proces t\u00eb degradimit dhe kapjes s\u00eb administrat\u00ebs publike, gjersa niveli m\u00eb i lart\u00eb i pagave se n\u00eb sektorin privat ka forcuar p\u00ebrpjekjet p\u00ebr pun\u00ebsime jomeritore dhe buxheti shtet\u00ebror n\u00eb rritje shihet si mund\u00ebsi p\u00ebr zhvatje p\u00ebrmes tender\u00ebve nga partit\u00eb n\u00eb pushtet, me raste t\u00eb theksuara t\u00eb tanishme n\u00eb Ministrin\u00eb e Infrastruktur\u00ebs dhe Transportit, at\u00eb t\u00eb Arsimit dhe at\u00eb t\u00eb Tregtis\u00eb dhe Industris\u00eb t\u00eb cilat operohen si \u00e7ifligje private p\u00ebr partit\u00eb nga vijn\u00eb ministrat p\u00ebrkat\u00ebs. Racionalizimi nuk do ta ndikoj\u00eb k\u00ebt\u00eb prirje dhe nuk \u00ebsht\u00eb zgjidhja e premtuar.<\/p>\n<p>P\u00ebrkundrazi, procesi i racionalizimit do t\u00eb jet\u00eb nj\u00eb mund\u00ebsi ideale p\u00ebr kapjen e k\u00ebtyre institucioneve gjat\u00eb rrug\u00ebs. Kjo ve\u00e7 ka filluar n\u00eb agjencin\u00eb ku un\u00eb punoj. Ky eksperiment mund t\u2019i kushtoj\u00eb shum\u00eb Kosov\u00ebs dhe duhet t\u00eb nd\u00ebrpritet.
