N\u00eb fillim t\u00eb vitit 2014 qeveria mori vendimin p\u00ebr \u00e7uarjen n\u00eb kuvend t\u00eb paket\u00ebs ligjore q\u00eb mund\u00ebsonte formimin e Forcave t\u00eb Armatosura t\u00eb Kosov\u00ebs dhe pak koh\u00eb m\u00eb pas Gjykata Kushtetuese konfirmoi p\u00ebrputhshm\u00ebrin\u00eb me Kushtetut\u00ebn t\u00eb k\u00ebsaj nisme. Ai ka qen\u00eb nj\u00eb moment jasht\u00ebzakonisht i volitsh\u00ebm p\u00ebr t\u00eb nd\u00ebrmarr\u00eb k\u00ebt\u00eb hap pasi faktori nd\u00ebrkomb\u00ebtar jepte mb\u00ebshtetje t\u00eb plot\u00eb, sepse nj\u00ebherazi qeveria kishte p\u00ebrmbushur k\u00ebrkes\u00ebn e nd\u00ebrkomb\u00ebtar\u00ebve p\u00ebr zgjatjen e mandatit t\u00eb EULEX-it dhe p\u00ebr nisjen e formimit t\u00eb Gjykat\u00ebs Speciale. Po ashtu deputet\u00ebt e pakic\u00ebs serbe asokohe ishin shum\u00eb m\u00eb bashk\u00ebpunues me Prishtin\u00ebn dhe m\u00eb t\u00eb d\u00ebgjuesh\u00ebm ndaj nd\u00ebrkomb\u00ebtar\u00ebve, pra m\u00eb t\u00eb prir\u00eb p\u00ebr t\u00eb votuar pro. N\u00eb prill t\u00eb vitit 2014 parti t\u00eb opozit\u00ebs refuzuan q\u00eb t\u2019ua p\u00ebrmbushnin pakicave k\u00ebrkes\u00ebn p\u00ebr vendet e rezervuara me t\u00eb cil\u00ebn kusht\u00ebzuan vot\u00ebn p\u00ebr transformimin e FSK-s\u00eb n\u00eb ushtri. Moskalimi i ushtris\u00eb sh\u00ebrbeu edhe si shkaku kryesor i shp\u00ebrndarjes s\u00eb parlamentit.<\/p>\n<p>Q\u00ebndrimi i deputet\u00ebve serb\u00eb ndryshoi n\u00eb m\u00ebnyr\u00eb dramatike n\u00eb zgjedhjet e atij viti, pasi p\u00ebr her\u00eb t\u00eb par\u00eb u p\u00ebrfshin\u00eb n\u00eb votime serb\u00ebt e veriut t\u00eb cil\u00ebt ishin tradicionalisht m\u00eb radikal\u00eb kund\u00ebr Kosov\u00ebs. P\u00ebr m\u00eb tep\u00ebr Beogradi ndikoi n\u00eb krijimin e forc\u00ebs politike Lista serbe, e cila morri shumic\u00ebn d\u00ebrrmuese t\u00eb votave serbe duke transformuar t\u00ebr\u00ebsisht qasjen e deputet\u00ebve serb\u00eb n\u00eb Kuvendin e Kosov\u00ebs. Po ashtu ng\u00ebr\u00e7i dhe p\u00ebrplasjet politike q\u00eb pasuan e d\u00ebmtuan edhe m\u00eb shum\u00eb pozicionin e Kosov\u00ebs p\u00ebrkundrejt nd\u00ebrkomb\u00ebtar\u00ebve. Shkaku kryesor q\u00eb e shtyu opozit\u00ebn q\u00eb mos ta votoj\u00eb ushtrin\u00eb duhet t\u00eb ket\u00eb qen\u00eb synimi p\u00ebr t\u00eb penguar kryeministrin e koh\u00ebs, Hashim Tha\u00e7in, q\u00eb t\u00eb merrte meritat e rrjedhimisht kreditet elektorale, p\u00ebr arritjen e nj\u00eb aspirate t\u00eb shum\u00ebk\u00ebrkuar sikurse \u00ebsht\u00eb formimi i ushtris\u00eb. Shkak gjithashtu ka qen\u00eb edhe frika se PDK-ja mund t\u00eb formomnte nj\u00eb mazhoranc\u00eb t\u00eb re n\u00ebp\u00ebrmjet ul\u00ebseve t\u00eb rezervuara q\u00eb iu shtoheshin pakic\u00ebs. Gjithsesi cilido t\u00eb ishte shkaku apo interesi i ngusht\u00eb partiak, d\u00ebmi p\u00ebr Kosov\u00ebn \u00ebsht\u00eb i pallogaritsh\u00ebm, humbi nj\u00eb mund\u00ebsi ideale p\u00ebr t\u2019u b\u00ebr\u00eb me forca t\u00eb armatosura.<\/p>\n<p>M\u00eb tutje duhen marr\u00eb n\u00eb analiz\u00eb cil\u00ebt jan\u00eb faktor\u00ebt e brendsh\u00ebm q\u00eb forcojn\u00eb pozicionin e jasht\u00ebm t\u00eb Kosov\u00ebs n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jepet kontribut m\u00eb i madh nga t\u00eb gjith\u00eb aktor\u00ebt politik\u00eb n\u00eb vend. Padyshim q\u00eb kur flitet p\u00ebr faktor\u00ebt e brendsh\u00ebm q\u00eb ndikojn\u00eb n\u00eb politik\u00ebn e jashtme, mendja menj\u00ebher\u00eb t\u00eb shkon tek fuqia ushtarake q\u00eb lidhet me numrin e ushtar\u00ebve, numri i tankeve, i avion\u00ebve, i anijeve, i grykave t\u00eb artileris\u00eb dhe cil\u00ebsia e tyre, sistemit t\u00eb inteligjenc\u00ebs, p\u00ebrgatitja dhe morali i ushtarak\u00ebve, mb\u00ebshtetja logjistike, fortifikimet etj. Gabimi i sip\u00ebrp\u00ebrmendur q\u00eb humbi edhe mund\u00ebsin\u00eb p\u00ebr t\u2019i krijuar Forcat e Armatosura t\u00eb Kosov\u00ebs nuk duhet kurrsesi t\u00eb p\u00ebrs\u00ebritet m\u00eb dhe s\u00eb paku p\u00ebr sektorin e siguris\u00eb do t\u00eb duhet n\u00eb t\u00eb ardhmen q\u00eb t\u00eb gjitha pal\u00ebt n\u00eb Kosov\u00eb t\u00eb japin mb\u00ebshtetje n\u00eb m\u00ebnyr\u00eb t\u00eb verb\u00ebr pa pyetur p\u00ebr kostot e ngushta partiake. Po ashtu mund t\u00eb nd\u00ebrmerren nisma qeveritare konkrete p\u00ebr t\u00eb nxitur zhvillimin e industris\u00eb s\u00eb armatimeve apo t\u00eb kompanive q\u00eb ofrojn\u00eb sh\u00ebrbime n\u00eb fush\u00ebn e siguris\u00eb si p\u00ebr shembull duke eleminuar taksat p\u00ebr investimet n\u00eb k\u00ebt\u00eb fush\u00eb ose duke ofruar troje publike pa kosto. Kuptohet q\u00eb t\u00eb gjitha k\u00ebto lidhen ngusht\u00eb me buxhetin q\u00eb i dedikohet siguris\u00eb, pra me zhvillimin ekonomik t\u00eb nj\u00eb vendi.<\/p>\n<p>Ekonomia \u00ebsht\u00eb faktor vendimtar n\u00eb pesh\u00ebn e nj\u00eb vendi duke patur parasysh k\u00ebtu tregues si prodhimi i brendsh\u00ebm bruto, t\u00eb ardhurat p\u00ebr frym\u00eb, bilanci tregtar, niveli i thithjes s\u00eb investimeve t\u00eb huaja apo struktura ekonomike p\u00ebr t\u00eb cilat duhet th\u00ebn\u00eb se Kosova l\u00eb goxha p\u00ebr t\u00eb d\u00ebshiruar. As q\u00eb mund t\u00eb mendohet se Kosova do t\u00eb konsolidoj\u00eb pozicionin e vet n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare, pa patur rritje dometh\u00ebn\u00ebse ekonomike. Prandaj p\u00ebrqendrimi n\u00eb nj\u00eb agjend\u00eb t\u00eb qart\u00eb zhvillimore nuk duhet par\u00eb vet\u00ebm si nj\u00eb nevoj\u00eb e shoq\u00ebris\u00eb p\u00ebr t\u00eb pasur mir\u00ebqenie por edhe nj\u00eb objektiv strategjik par\u00ebsor p\u00ebr t\u00eb gjith\u00eb. Mir\u00ebpo e kund\u00ebrta ka rezultuar t\u00eb jet\u00eb t\u00eb jet\u00eb e v\u00ebrtet\u00eb, politikat zhvillimore jan\u00eb anashkaluar si pasoj\u00eb e mbetjes peng t\u00eb debatit politik n\u00eb \u00e7\u00ebshtje t\u00eb s\u00eb kaluar\u00ebs dhe gjuha e urrejtjes etnike dhe nd\u00ebrpartiake. Po ashtu zhvillimi ka ngelur peng e mbeturinave ideologjike etatist\u00eb socialiste t\u00eb cilat dekurajojn\u00eb biznesin privat dhe pengojn\u00eb investimet strategjike t\u00eb huaja sikurse qe p\u00ebrpjekja p\u00ebr privatizimin e Telekomit. Klima politike e tensionuar dhe dhuna e pap\u00ebrmbajtur me gazlotsjell\u00ebs dhe molotov\u00eb e ka nxir\u00eb imazhin nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs duke e b\u00ebr\u00eb nj\u00eb vend aspak atraktiv p\u00ebr investitor\u00eb t\u00eb huaj, duke i dekurajuar ata, sikurse edhe ndodhi me projektin e Brezovic\u00ebs. Imazhi i \u00e7do vendi gjithashtu lidhet ngusht\u00eb me suksesin ekonomik t\u00eb k\u00ebtij vendi, sepse prek jo vet\u00ebm investimet e huaja por edhe promovimin e eksporteve, t\u00ebrheqjen e turist\u00ebve apo mund\u00ebsimin e ujdive ekonomike nd\u00ebrkomb\u00ebtare t\u00eb leverdisshme t\u00eb qeveris\u00eb apo tregtar\u00ebve e sip\u00ebrmarr\u00ebsve t\u00eb nj\u00eb vendi.<\/p>\n<p>Kur flitet p\u00ebr ekonomi nuk mund t\u00eb mos p\u00ebrmendet edhe r\u00ebnd\u00ebsia e shkenc\u00ebs dhe e teknologjis\u00eb sot n\u00eb marr\u00ebdh\u00ebnie nd\u00ebrkomb\u00ebtare. Fal avancimit n\u00eb teknologji \u00ebsht\u00eb b\u00ebr\u00eb e mundur t\u00eb kompensohen disa mang\u00ebsi n\u00eb faktor\u00eb t\u00eb tjerr\u00eb, q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me vendodhjen, distancat, komunikimin, mang\u00ebsia e burimeve natyrore apo e numrave n\u00eb sfer\u00ebn ushtarake. Pak v\u00ebshtir\u00eb q\u00eb t\u00eb flitet n\u00eb Kosov\u00eb sot p\u00ebr avancim t\u00eb teknologjis\u00eb e shkenc\u00ebs kur testi PISA na nxorri n\u00eb fund t\u00eb list\u00ebs s\u00eb vendeve t\u00eb p\u00ebrfshira.<\/p>\n<p>P\u00ebrmasat jan\u00eb element\u00eb ky\u00e7\u00a0t\u00eb dometh\u00ebnies s\u00eb nj\u00eb shteti n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare duke patur parasysh ekonomin\u00eb, sasin\u00eb e popullsis\u00eb si dhe kapacitetet ushtarake. Kuptohet q\u00eb n\u00eb k\u00ebto aspekte Kosova l\u00eb shum\u00eb p\u00ebr t\u00eb d\u00ebshiruar dhe ngelet shum\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb n\u00eb rritjen ekonomike dhe bashk\u00eb me t\u00eb n\u00eb ngritjen e struktur\u00ebs s\u00eb siguris\u00eb. Vendndodhja gjeografike \u00ebsht\u00eb nj\u00eb tjet\u00ebr element q\u00eb p\u00ebrcakton forc\u00ebn apo pesh\u00ebn e shtetit, duke patur parasysh elemente t\u00eb favorshme p\u00ebr Kosov\u00ebn si pozicionimi n\u00eb qend\u00ebr t\u00eb Evrop\u00ebs, rrethuar nga shtete an\u00ebtare t\u00eb NATO-s dhe BE-s\u00eb.<\/p>\n<p>Ka edhe dimension dizavantazhues q\u00eb \u00ebsht\u00eb mungesa e daljes n\u00eb det q\u00eb kufizon nd\u00ebrveprimin nd\u00ebrkomb\u00ebtar. Sot n\u00eb bot\u00eb ka gjithsej 43 shtete q\u00eb nuk kan\u00eb qasje n\u00eb det ku 15 jan\u00eb n\u00eb Afrik\u00eb, 14 n\u00eb Evrop\u00eb, 12 n\u00eb Azi dhe \u00a0n\u00eb Amerik\u00eb Latine. Mir\u00ebpo p\u00ebr ta leht\u00ebsuar k\u00ebt\u00eb problem Republika e Shqip\u00ebris\u00eb mund t\u00eb luaj\u00eb nj\u00eb rol ky\u00e7 duke b\u00ebr\u00eb nj\u00eb traktat dypal\u00ebsh me Republik\u00ebn e Kosov\u00ebs p\u00ebr kalim t\u00eb lir\u00eb drejt detit n\u00ebp\u00ebrmjet territorit t\u00eb saj. Bolivia e ka b\u00ebr\u00eb nj\u00eb marr\u00ebveshje t\u00eb k\u00ebtij lloji me Argjentin\u00ebn q\u00eb n\u00eb vitin 1937 p\u00ebr lirin\u00eb e tranzitit n\u00eb rrug\u00eb tok\u00ebsore dhe mandej marr\u00ebveshja \u00ebsht\u00eb zgjeruar n\u00eb dekadat e tjera duke p\u00ebrfshir\u00eb mund\u00ebsimin e zon\u00ebs s\u00eb lir\u00eb p\u00ebr bolivian\u00ebt n\u00eb portet argjentinase t\u00eb Barranqueras, San Nicholas dhe Rosario. Nj\u00eb marr\u00ebveshje t\u00eb till\u00eb ka b\u00ebr\u00eb Nepali, i izoluar me Indin\u00eb n\u00eb vitin 1960 q\u00eb p\u00ebrfshin jo vet\u00ebm t\u00eb drejt\u00ebn e tranzitit t\u00eb lir\u00eb por edhe mund\u00ebsimin e zot\u00ebrimit t\u00eb institucioneve t\u00eb doganave dhe hap\u00ebsirave magazinuese n\u00eb portin e Kalkut\u00ebs. N\u00eb vitin 1963 nj\u00eb marr\u00ebveshje t\u00eb ngjashme ka b\u00ebr\u00eb edhe Mali me Senegalin n\u00eb Afrik\u00eb duke i dh\u00ebn\u00eb qasje t\u00eb lir\u00eb n\u00eb infrastruktur\u00ebn portuale t\u00eb portit t\u00eb Dakarit.<\/p>\n<p>K\u00ebtu mund t\u00eb shtohet se ekziston prej vitit 1921 nj\u00eb marr\u00ebveshje shum\u00ebpal\u00ebshe e quajtur Deklarata q\u00eb u njeh t\u00eb drejt\u00ebn e flamurit detar shteteve pa bregdet, pra nj\u00eb praktik\u00eb shum\u00eb e hershme q\u00eb shtetet q\u00eb jan\u00eb n\u00eb brend\u00ebsi t\u00eb kontinentit t\u00eb ken\u00eb flot\u00ebn e tyre tregtare q\u00eb lundron n\u00ebp\u00ebr bot\u00eb me flamurin e e tyre shtet\u00ebror. \u00a0Kosova mund t\u00eb ndjek\u00eb modelin e shum\u00eb shteteve q\u00eb nuk kan\u00eb dalje n\u00eb det, si Austria, Zvicra, Luksemburgu, Laosi, Paraguaji, Sllovakia etj. Flot\u00ebn e saj tregtare e ka edhe Mongolia nd\u00ebrkoh\u00eb q\u00eb kryeqyteti Ulanbator \u00ebsht\u00eb 1300 kilometra larg bregdetit dhe sot renditet n\u00eb vendin e 68-t\u00eb p\u00ebr sa i p\u00ebrket madh\u00ebsis\u00eb duke l\u00ebn\u00eb pas Republik\u00ebn e Shqip\u00ebris\u00eb, Malit t\u00eb Zi apo Bullgaris\u00eb q\u00eb kan\u00eb bregdet t\u00eb bollsh\u00ebm. Pra ekziston nj\u00eb mund\u00ebsi e mir\u00eb q\u00eb Kosova jo vet\u00ebm t\u00eb ket\u00eb dalje n\u00eb det por edhe t\u00eb ket\u00eb nj\u00eb flamur q\u00eb valvitet n\u00ebp\u00ebr det\u00ebrat dhe oqeanet e globit duke konsoliduar pozicionin dhe prezenc\u00ebn nd\u00ebrkomb\u00ebtare. Kjo mund t\u00eb jet\u00eb nj\u00eb tem\u00eb q\u00eb mund t\u00eb trajtohet n\u00eb mbledhjet e ardhshme t\u00eb p\u00ebrbashk\u00ebta mes dy qeverive tona.<\/p>\n<p>Burimet natyrore sidomos kur b\u00ebhet fjal\u00eb p\u00ebr pasuri energjitike si nafta, gazi, qymyri, metalet e \u00e7muara, uranium etj. mund t\u00eb b\u00ebjn\u00eb diferenc\u00ebn p\u00ebr sa i p\u00ebrket forc\u00ebs s\u00eb shtetit. Ato shtete q\u00eb kan\u00eb mang\u00ebsi t\u00eb burimeve natyrore jan\u00eb m\u00eb t\u00eb brishta dhe m\u00eb t\u00eb varura nga ndikimet e jashtme prej vendeve q\u00eb i kan\u00eb me boll\u00ebk dhe eksportojn\u00eb k\u00ebto burime nd\u00ebrkoh\u00eb q\u00eb shtetet q\u00eb kan\u00eb vet\u00ebmjaftueshm\u00ebri p\u00ebr k\u00ebto burime jan\u00eb m\u00eb t\u00eb pavarur e me autoritet.
