Arsyeja kryesore p\u00ebr d\u00ebshtimin e saj (t\u00eb pakt\u00ebn deri m\u00eb tash) ishte protagonizmi politik i iniciuesve t\u00eb saj q\u00eb krye n\u00eb vete dhe pa zhvilluar konsultime paraprake me t\u00eb gjith\u00eb akter\u00ebt p\u00ebrkat\u00ebs e b\u00ebri k\u00ebt\u00eb nism\u00eb t\u00eb d\u00ebshtuar q\u00eb n\u00eb hapat fillestar\u00eb. Mungesa e koordinimit dhe konsultimit t\u00eb mir\u00ebfillt\u00eb ishte v\u00ebrejtur n\u00eb dy nivele.S\u00eb pari, mund t\u00eb thuhet q\u00eb t\u00eb gjitha kushtet jan\u00eb pjekur p\u00ebr transformimin e FSK-s\u00eb n\u00eb ushtri (qoft\u00eb p\u00ebrmes ndryshimeve kushtetuese apo ndryshimit t\u00eb Ligjit aktual p\u00ebr FSK-n\u00eb) dhe asnj\u00eb argument profesional nuk ekziston p\u00ebr shtyrjen e k\u00ebsaj \u00e7\u00ebshtje. N\u00eb t\u00eb v\u00ebrtet\u00eb, Qendra Kosovare p\u00ebr Studime t\u00eb Siguris\u00eb dhe institucionet shtet\u00ebrore (si Ministria p\u00ebr FSK-n\u00eb dhe nj\u00eb pjes\u00eb e deputet\u00ebve t\u00eb Kuvendit) tashm\u00eb ka disa vite q\u00eb kan\u00eb shtruar nevoj\u00ebn e krijimit t\u00eb ushtris\u00eb s\u00eb vendit dhe kan\u00eb theksuar gatishm\u00ebrin\u00eb e FSK-s\u00eb p\u00ebr t\u00eb marr\u00eb kompetencat sovrane n\u00eb fush\u00ebn e mbrojtjes s\u00eb sovranitetit dhe integritetit territorial t\u00eb vendit. Por, kjo nuk duhet assesi t\u00eb ndodh pa u arritur konsensusi i brendsh\u00ebm politik nd\u00ebrmjet institucioneve dhe t\u00eb gjitha komuniteteve n\u00eb vend. Sidoqoft\u00eb, k\u00ebshtu ndodhi me iniciativ\u00ebn e Tha\u00e7it, i cili duke vepruar nj\u00ebansh\u00ebm dhe pa u koordinuar me Qeverin\u00eb dhe Kuvendin e Kosov\u00ebs, k\u00ebmb\u00ebngulte n\u00eb shtyrjen p\u00ebrpara t\u00eb k\u00ebsaj ideje. Mos-koordinimi i presidentit me k\u00ebto dy institucione ky\u00e7e p\u00ebr krijimin e ushtris\u00eb s\u00eb Kosov\u00ebs do t\u00eb mund t\u00eb ket\u00eb pasoja t\u00eb m\u00ebdha negative p\u00ebr shtet-nd\u00ebrtimin n\u00eb Kosov\u00eb. Duhet th\u00ebn\u00eb tro\u00e7 q\u00eb Qeveria e Kosov\u00ebs, si institucion ekzekutiv, q\u00eb prej konstituimit t\u00eb saj e deri m\u00eb tash ka d\u00ebshtuar krejt\u00ebsisht t\u00eb \u00e7oj\u00eb p\u00ebrpara k\u00ebt\u00eb \u00e7\u00ebshtje duke u mjaftuar vet\u00ebm me deklarata politike se jan\u00eb duke u angazhuar p\u00ebr transformimin e FSK-n\u00eb Forca t\u00eb Armatosura t\u00eb Kosov\u00ebs, por pa nd\u00ebrmarr\u00eb hapa konkret. Nd\u00ebrsa, rol m\u00eb t\u00eb madh do t\u00eb duhej t\u00eb kishte edhe Kuvendi i Kosov\u00ebs, gjegj\u00ebsisht Komisioni Parlamentar p\u00ebr Pun\u00eb t\u00eb Brendshme Siguri dhe Mbik\u00ebqyrjen e FSK-s\u00eb q\u00eb m\u00eb shum\u00eb ka vepruar n\u00eb baz\u00eb t\u00eb inercionit n\u00eb vend se t\u00eb k\u00ebrkoj\u00eb q\u00eb sa m\u00eb shpejt Qeveria t\u00eb b\u00ebn p\u00ebrgatitjet e duhura p\u00ebr themelimin e ushtris\u00eb.<\/p>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p>N\u00eb k\u00ebt\u00eb kontekst, ky trek\u00ebnd\u00ebsh institucional (Presidenc\u00eb-Kuvend-Qeveri) nuk u koordinua n\u00eb mes vete p\u00ebr t\u00eb zhvilluar konsultime, qoft\u00eb edhe publike, me komunitetin serb n\u00eb Kosov\u00eb q\u00eb t\u2019ju shpjegohet dhe t\u00eb binden p\u00ebr shnd\u00ebrrimin e FSK-s\u00eb n\u00eb ushtri t\u00eb Kosov\u00ebs. Kjo u d\u00ebshmua edhe nga k\u00ebrkesa zyrtare e Presidenc\u00ebs drejtuar Kuvendit p\u00ebr t\u00ebrheqjen e Projektligjit p\u00ebr FSK-me q\u00ebllim q\u00eb t\u00eb b\u00ebhen konsultime me komunitetin serb. P\u00ebr m\u00eb tep\u00ebr, kjo do t\u00eb nd\u00ebrlikoj\u00eb edhe m\u00eb shum\u00eb k\u00ebt\u00eb proces duke marr\u00eb parasysh var\u00ebsin\u00eb e List\u00ebs serbe ndaj Beogradit dhe \u2018veton\u2019 e k\u00ebtij subjekti politik n\u00eb Kuvendin e Kosov\u00ebs duke kund\u00ebrshtuar n\u00eb m\u00ebnyr\u00eb kategorike votimin e ndryshimeve kushtetuese p\u00ebr transformimin e FSK-s\u00eb n\u00eb FAK, gjegj\u00ebsisht Projektligjin p\u00ebr FSK-n\u00eb.<\/p>\n<p>S\u00eb dyti, niveli tjet\u00ebr me t\u00eb cil\u00ebn institucioni i Presidenc\u00ebs nuk u koordinua ishin shtetet mike t\u00eb Kosov\u00ebs, me theks t\u00eb ve\u00e7ant\u00eb Shtetet e Bashkuara t\u00eb Amerik\u00ebs dhe bashk\u00ebsia nd\u00ebrkomb\u00ebtare, n\u00eb k\u00ebt\u00eb rast NATO. Mbase nisur nga supozimi q\u00eb nd\u00ebrkomb\u00ebtar\u00ebt her\u00ebt a von\u00eb do t\u00eb p\u00ebrkrahin nism\u00ebn p\u00ebr themelimin e ushtris\u00eb s\u00eb Kosov\u00ebs, institucionet e vendit u treguan naive duke u munguar njohurit\u00eb themelore se si funksionon partneriteti bilateral me vendet e NATO-s q\u00eb kan\u00eb njohur shtetin e Kosov\u00ebs. P\u00ebr m\u00eb tep\u00ebr q\u00eb Shtetet e Bashkuara t\u00eb Amerik\u00ebs kan\u00eb dh\u00ebn\u00eb kontribut t\u00eb jasht\u00ebzakonsh\u00ebm n\u00eb ngritjen, zhvillimin dhe profesionalizimin e FSK-s\u00eb n\u00eb forma t\u00eb ndryshme, sikurse edhe shtete t\u00eb tjera t\u00eb NATO-s. Reagimi i ashp\u00ebr deri n\u00eb nivelet e larta politike nga ana e Departamentit t\u00eb Shtetit Amerikan si pasoj\u00eb e munges\u00ebs s\u00eb koordinimit t\u00eb institucioneve t\u00eb Kosov\u00ebs me partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb \u00ebsht\u00eb sinjal i qart\u00eb se formimi i ushtris\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb pakoordinuar nuk duhet ta gjej\u00eb assesi Kosov\u00ebn duke i zbehur marr\u00ebdh\u00ebniet me partner\u00ebt e saj. P\u00ebrkundrazi, kjo do t\u00eb duhej t\u00eb ndikonte n\u00eb thellimin e m\u00ebtejsh\u00ebm t\u00eb raporteve bilaterale t\u00eb Kosov\u00ebs me shtetet mike, t\u00eb cilat mund t\u00eb mb\u00ebshtesin FSK-n\u00eb ose ushtrin\u00eb e ardhshme t\u00eb Kosov\u00ebs n\u00eb m\u00ebnyra t\u00eb ndryshme p\u00ebr nd\u00ebrtimin nj\u00eb ushtrie moderne n\u00eb interes t\u00eb forcimit t\u00eb stabilitetit rajonal n\u00eb Ballkanin Per\u00ebndimor.<\/p>\n<p>N\u00eb fund, duke e marr\u00eb parasysh n\u00eb nj\u00ebr\u00ebn an\u00eb pozit\u00ebn e pafavorshme nd\u00ebrkomb\u00ebtare t\u00eb Kosov\u00ebs, ve\u00e7an\u00ebrisht n\u00eb dialogun e Brukselit prej t\u00eb cilit Serbia po p\u00ebrfiton m\u00eb shum\u00eb n\u00eb raport me integrimin n\u00eb BE dhe n\u00eb an\u00ebn tjet\u00ebr shfaqjen e protagonizmit politik me nism\u00ebn e fundit p\u00ebr b\u00ebrjen e FSK-s\u00eb ushtri t\u00eb Kosov\u00ebs, duket q\u00eb kjo \u00e7\u00ebshtje ka devalvuar e degraduar m\u00eb shum\u00eb. Tashm\u00eb do t\u00eb jet\u00eb m\u00eb e v\u00ebshtir\u00eb t\u00eb shtyhet p\u00ebrpara transformimi i FSK-n\u00eb n\u00eb ushtri t\u00eb Kosov\u00ebs pas dor\u00ebzimit para presioneve nd\u00ebrkomb\u00ebtare, nd\u00ebrsa edhe rezistenca nga p\u00ebrfaq\u00ebsuesit e komunitetit serb n\u00eb Kosov\u00eb kund\u00ebr ushtris\u00eb do t\u00eb mund t\u00eb rritet edhe m\u00eb shum\u00eb duke e ditur q\u00eb ata jan\u00eb t\u00eb diktuar nga Beogradi p\u00ebr t\u00eb mos dh\u00ebn\u00eb p\u00eblqimin lidhur ushtrin\u00eb dhe forcimin e kapaciteteve mbrojt\u00ebse t\u00eb Kosov\u00ebs. Rrjedhimisht, edhe p\u00ebrpjekjet p\u00ebr t\u00eb bindur komunitetin serb p\u00ebr krijimin e ushtris\u00eb s\u00eb Kosov\u00ebs do t\u00eb jen\u00eb t\u00eb v\u00ebshtira. N\u00eb rastin e kund\u00ebrt, nuk p\u00ebrjashtohet mund\u00ebsia q\u00eb \u00e7\u00ebshtja e ushtris\u00eb t\u00eb vendoset n\u00eb tavolin\u00ebn e bisedimeve, ku komuniteti serb do t\u00eb votonte p\u00ebr ushtrin\u00eb me kusht t\u00eb votimit t\u00eb Asociacionit t\u00eb Komunave Serb n\u00eb Kuvendin e Kosov\u00ebs.
