N\u00eb paraqitjet e politikan\u00ebve n\u00eb media, arsimi konsiderohet si fush\u00eb ku nevoja p\u00ebr investime \u00ebsht\u00eb e domosdoshme dhe zotimi p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb nuk mungon. Sa p\u00ebrkthehen k\u00ebto p\u00ebrshtypje e zotime n\u00eb pun\u00eb dhe investime konkrete? Pak. Jo mjaftuesh\u00ebm. Fakti q\u00eb frytet e investimeve n\u00eb arsim k\u00ebrkojn\u00eb koh\u00eb p\u00ebr t\u2019u par\u00eb sikur demoralizon p\u00ebrpjekjen p\u00ebr pun\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb. Qeveria e Kosov\u00ebs nd\u00ebr vite ka investuar m\u00eb shum\u00eb t\u00eb holla n\u00eb nd\u00ebrtimin e autostradave sesa n\u00eb nd\u00ebrtimin e shkollave dhe p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb arsimit n\u00eb vend. Sidoqoft\u00eb, investimi n\u00eb arsim nuk mund t\u00eb shihet vet\u00ebm n\u00eb baza monetare, duke l\u00ebn\u00eb anash koh\u00ebn dhe energjin\u00eb q\u00eb njer\u00ebzit n\u00eb pushtet dhe populli shpenzojn\u00eb p\u00ebr t\u00eb diskutuar, debatuar dhe adresuar problemet rreth arsimit n\u00eb vend. Deri m\u00eb tani nuk mund t\u00eb themi se komuniteti n\u00eb mas\u00eb t\u00eb madhe \u00ebsht\u00eb organizuar dhe mbledhur p\u00ebr ta trajtuar k\u00ebt\u00eb problem, qoft\u00eb edhe n\u00eb form\u00eb t\u00eb diskutimit publik.<\/p>\n<p>Rezultatet e fundit t\u00eb PISA-s e trondit\u00ebn vendin rreth realitetit t\u00eb arsimit n\u00eb Kosov\u00eb. Edhepse s\u2019ka qen\u00eb fakt i panjohur niveli i ul\u00ebt i lexueshm\u00ebris\u00eb, p\u00ebrgatitja e dob\u00ebt e m\u00ebsimdh\u00ebn\u00ebsve n\u00eb shkolla apo mungesa e literatur\u00ebs adekuate p\u00ebr nx\u00ebn\u00ebs, ballafaqimi me rezultate numerike p\u00ebrkrah bot\u00ebs ishte i domosdosh\u00ebm q\u00eb ta shohim me qart\u00eb gjendjen reale t\u00eb arsimit n\u00eb vend. Sot s\u2019kemi se si ta anashkalojm\u00eb faktin\u00a0<a href=\"http:\/\/[http:\/\/prishtinainsight.com\/functionally-illiterate-kosovo-perform-poorly-pisa\/\" target=\"_blank\" rel=\"noopener\">q\u00eb 80% e 15 vje\u00e7ar\u00ebve kosovar\u00eb jan\u00eb analfabet\u00eb funksional\u00eb<\/a>\u00a0si rezultat i munges\u00ebs s\u00eb investimeve n\u00eb arsim dhe me raste orientimit t\u00eb investimeve n\u00eb aspekte t\u00eb gabuara. S\u2019do t\u00eb shkoj\u00eb gjat\u00eb dhe nj\u00eb num\u00ebr i lart\u00eb i k\u00ebtyre t\u00eb rinj\u00ebve do t\u2019ua m\u00ebsyjn\u00eb studimeve universitare. Bazuar n\u00eb performanc\u00ebn e tyre n\u00eb testin PISA nuk mund t\u00eb themi se sistemi parauniversitar u ka sh\u00ebrbyer k\u00ebnaqsh\u00ebm. Por, \u00e7far\u00eb i pret ata m\u00eb tutje?<\/p>\n<p>Momentalisht, n\u00eb Kosov\u00eb veprojn\u00eb 39 institucione t\u00eb akredituara dhe t\u00eb licencuara t\u00eb arsimit t\u00eb lart\u00eb, 9 prej t\u00eb cilave jan\u00eb institucione publike dhe 30 sosh private. Kosova ka 20 institucione t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr 1 milion banor\u00eb, q\u00eb e tejkalon mesataren e Bashkimit Evropian me 7 universitete p\u00ebr 1 milion banor\u00eb. Pra, nj\u00eb studente e ardhshme ballafaqohet me zgjedhje dhe mund\u00ebsi t\u00eb shumta sa i p\u00ebrket institucionit ku mund t\u00eb ndjek\u00eb studimet. Por, kualiteti \u00ebsht\u00eb i diskutuesh\u00ebm. Numri i student\u00ebve \u00ebsht\u00eb n\u00eb disproporcion me kapacitetet e institucioneve t\u00eb arsimit t\u00eb lart\u00eb dhe k\u00ebrkes\u00ebn n\u00eb tregun e pun\u00ebs. Raporti profesor-nx\u00ebn\u00ebs n\u00eb Universitetin e Prishtin\u00ebs \u00ebsht\u00eb 1 profesor p\u00ebr 52 student\u00eb, q\u00eb \u00ebsht\u00eb shum\u00ebfish m\u00eb i lart\u00eb se n\u00eb vendet e rajonit si Shqip\u00ebria (1-24), Serbia (1-27), Maqedonia (1-17) apo Kroacia (1-9) [1]. Dhe k\u00ebtu p\u00ebrfundojn\u00eb mund\u00ebsit\u00eb e zgjedhjes. Ndon\u00ebse 61% e profesor\u00ebve t\u00eb rregullt n\u00eb Universitetin e Prishtin\u00ebs nuk i justifikojn\u00eb titujt e tyre akademik\u00eb sipas rregullat\u00ebs aktuale t\u00eb Universitetit [<a href=\"http:\/\/orca-ks.org\/sq\/statistikat\/\" target=\"_blank\" rel=\"noopener\">4<\/a>] ata dhe ato vazhdojn\u00eb t\u00eb diplomojn\u00eb qindra student\u00eb n\u00eb baza vjetore. Rezultatet e prodhuara nga struktura si Universiteti i Prishtin\u00ebs jan\u00eb mij\u00ebra student\u00eb t\u00eb pajisur me diploma por jo me dije praktike p\u00ebr t\u2019iu qasur tregut t\u00eb pun\u00ebs. Kjo p\u00ebrkthehet n\u00eb t\u00eb diplomuar dhe kuadro t\u00eb cil\u00ebt i b\u00ebhen barr\u00eb shtetit t\u00eb Kosov\u00ebs. Vet\u00eb strukturat qeveris\u00ebse jan\u00eb shkaktare t\u00eb k\u00ebsaj gjendjeje dhe po t\u00eb nj\u00ebjtat struktura do t\u00eb duhet ta trajtojn\u00eb k\u00ebt\u00eb kategori t\u00eb shoq\u00ebris\u00eb n\u00eb momentin q\u00eb qasja n\u00eb tregun e pun\u00ebs me raste do t\u00eb jet\u00eb e pamundshme.<\/p>\n<p>P\u00ebrkund\u00ebr munges\u00ebs s\u00eb infrastruktur\u00ebs, k\u00ebto studente do t\u00eb ballafaqohen me munges\u00eb t\u00eb literatur\u00ebs p\u00ebr fushat e tyre p\u00ebrkat\u00ebse t\u00eb studimeve. Literatura n\u00eb gjuh\u00ebn shqipe \u00ebsht\u00eb e mang\u00ebt. Biblotekat e institucioneve universitare jan\u00eb t\u00eb varf\u00ebra dhe ofrojn\u00eb shum\u00eb pak n\u00eb k\u00ebt\u00eb aspekt. Nj\u00eb studente merr informata t\u00eb limituara rreth trendeve t\u00eb fundit n\u00eb fush\u00ebn p\u00ebrkat\u00ebse t\u00eb studimeve. Madje, n\u00ebse b\u00ebjm\u00eb nj\u00eb krahasim t\u00eb thjesht\u00eb mes universiteteve bot\u00ebrore dhe qasjeve n\u00eb biblioteka nd\u00ebrkomb\u00ebtare dhe t\u00eb specializuara, vendi yn\u00eb q\u00ebndron n\u00eb stadin krejt fillestar.
