Ideja ishte q\u00eb t\u00eb nd\u00ebrtohen kapacitete energjetike q\u00eb t\u00eb furnizohet sektori industrial dhe ai amvis\u00ebris\u00eb s\u00eb bardh\u00eb, por pjes\u00ebt e populluara nga raca e zez\u00eb nuk ishin t\u00eb elektrifikuaka. P\u00ebr shkak t\u00eb sanksioneve q\u00eb e gjith\u00eb bota i kishte v\u00ebn\u00eb regjimit t\u00eb bardh\u00eb t\u00eb Afrik\u00ebs s\u00eb Jugut p\u00ebr shkak t\u00eb sistemit diskriminues racor, kjo e fundit u izolua shum\u00eb. Si rrjedhoj\u00eb edhe investimet n\u00eb energjetike u drejtuan n\u00eb sigurin\u00eb e furnizimit dhe \u00a0vet-mb\u00ebshtetje. N\u00eb vitet e 1980-ta, Afrika e Jugut investoi jasht\u00ebzakonisht shum\u00eb n\u00eb kapacitete energjetike. N\u00eb fakt, investoi aq shum\u00eb sa q\u00eb kishte kapacitete t\u00eb tep\u00ebrta. N\u00eb 1998 qeveria e Afrik\u00ebs s\u00eb Jugut parashihte q\u00eb k\u00ebrkesa p\u00ebr energji t\u00eb e kalonte k\u00ebto kapacitete n\u00eb vitin 2007. Pra, aq shum\u00eb kishte kapacitete gjeneruese sa q\u00eb p\u00ebr gati 10 vite, Afrika e Jugut nuk kishte nevoj\u00eb p\u00ebr shtim signifikant t\u00eb kapaciteteve t\u00eb reja.<\/p>\n<p>Por pik\u00ebrisht n\u00eb 2007 filluan reduktimet e para. Arsyeja? Mungesa e kapaciteteve p\u00ebr t\u00eb mbuluar t\u00eb gjith\u00eb k\u00ebrkes\u00ebn p\u00ebr energji. Edhe pse nj\u00eb gj\u00eb e till\u00eb ishe parashikuar shum\u00eb koh\u00eb m\u00eb par\u00eb, qeveria e Afrik\u00ebs s\u00eb Jugut kishte neglizhuar shtimin e kapaciteteve t\u00eb energjis\u00eb. Kjo kriz\u00eb energjetike jo vet\u00ebm q\u00eb ishte e bezdisshme p\u00ebr qytetaret, por shkaktoi edhe kosto t\u00eb m\u00ebdha ekonomike sidomos p\u00ebr minierat, nj\u00eb nd\u00ebr sektor\u00ebt ky\u00e7.<\/p>\n<p>Situata disi u p\u00ebrmir\u00ebsua n\u00eb vitin 2010. Kjo nuk ishte fort rezultat i p\u00ebrmir\u00ebsimit t\u00eb sistemit energjetik, sa ishte presion politik p\u00ebr paraqitje sa m\u00eb t\u00eb mir\u00eb t\u00eb Afrik\u00ebs s\u00eb Jugut gjat\u00eb mbajtjes s\u00eb kampionatit bot\u00ebror t\u00eb futbollit. N\u00eb vend se t\u00eb shtojn\u00eb m\u00eb shum\u00eb kapacitete t\u00eb reja, Afrika e Jugut i ngarkoi edhe m\u00eb shum\u00eb kapacitetet ekzistuese p\u00ebr mb\u00ebrritjen e k\u00ebrkes\u00ebs p\u00ebr energji. Kjo normalisht q\u00eb rezultoi n\u00eb prishje m\u00eb t\u00eb shpeshta dhe kosto m\u00eb t\u00eb lart\u00eb t\u00eb mir\u00ebmbajtjes. P\u00ebr shembull, n\u00eb vitin 2014 problemi eskaloi kur nj\u00eb termocentral ky\u00e7, n\u00eb Majuba, me kapacitet 4,110 MW p\u00ebsoi prishje. Kjo prishje e riktheu kriz\u00ebn energjetike. Reduktimet u rikthyen. Termocentralet tjera gjithashtu ishin vjetruar, nd\u00ebrsa kapacitetet e reja gjendeshin vet\u00ebm n\u00eb let\u00ebr dhe retorike t\u00eb politikan\u00ebve.<\/p>\n<p>Sot n\u00eb Afrike t\u00eb Jugut qytetaret kur zgjohen n\u00eb m\u00ebngjes, nxjerrin telefonat e men\u00e7ur apo shohin televizorin, dhe bashk\u00eb me motin kontrollojn\u00eb edhe sa jan\u00eb gjasat q\u00eb nuk do t\u00eb ken\u00eb rryme gjat\u00eb dit\u00ebs. Shum\u00eb ekonomist\u00eb, analist\u00eb, dhe zyrtar n\u00eb Afrik\u00eb t\u00eb Jugut shohin pak shpres\u00eb n\u00eb p\u00ebrmir\u00ebsimin e gjendjes ekonomike n\u00eb nj\u00eb periudhe afatmesme, dhe nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb k\u00ebtij pesimizmi ja atribuojn\u00eb kriz\u00ebs energjetike. E para, edhe pse kemi shum\u00eb rezerva t\u00eb linjitit &#8211; apo \u00e7far\u00ebdo potenciale tjera t\u00eb energjis\u00eb &#8211; \u00a0Afrika e Jugut na m\u00ebson q\u00eb vet\u00ebm rezervat nuk mjaftojn\u00eb. Duhet nd\u00ebrtimi i kapaciteteve t\u00eb reja, planifikimi, menaxhimi i mir\u00eb, e shum\u00eb gj\u00ebra tjera. N\u00eb aspektin e t\u00ebrheqjes s\u00eb investitor\u00ebve, \u00ebsht\u00eb shum\u00eb me e v\u00ebshtir\u00eb t\u00eb t\u00ebrheqim investime t\u00eb huaja me furnizim jostabil t\u00eb energjis\u00eb elektrike &#8211; dhe k\u00ebt\u00eb vet\u00ebm se e kemi p\u00ebrjetuar deri me tani.<\/p>\n<p>Por mbi t\u00eb gjitha, m\u00ebsimi kryesor \u00ebsht\u00eb q\u00eb vet\u00ebm planifikimi nuk mjafton. Duhet pun\u00eb dhe vepra! Afrika e Jugut e dinte qysh n\u00eb vitin 1998 q\u00eb n\u00eb vitin 2007 k\u00ebrkesa do t\u00eb rritet aq sa t\u00eb mbuloj\u00eb kapacitetet ekzistente. Me fjal\u00eb tjera i futi t\u00eb gjitha vet\u00eb n\u00eb nj\u00eb kosh, pa e diversifikuar riskun. K\u00ebshtu u mendua q\u00eb do t\u00eb zgjidhej problemi energjetik. Por nd\u00ebrtimet e kapaciteteve kaq t\u00eb m\u00ebdha marrin koh\u00eb dhe mjete t\u00eb m\u00ebdha. Pik\u00eb s\u00eb pari, qeveria vendosi q\u00eb nj\u00ebri nga k\u00ebta termocentrale t\u00eb vet-financohet, p\u00ebrmes tarifave t\u00eb energjis\u00eb. Si rrjedhoj\u00eb, nga viti 2009 tarifat u rritem mbi 300%! Por m\u00eb e keqja \u00ebsht\u00eb duke ndodhur tani, pasi q\u00eb p\u00ebr shkak t\u00eb problemeve t\u00eb paparapara, p\u00ebrfundimi i nd\u00ebrtimit t\u00eb t\u00eb dy termocentraleve \u00ebsht\u00eb shtyr\u00eb p\u00ebr 4 vite. Pra, nj\u00ebri termocentral ishte planifikuar t\u00eb p\u00ebrfundonte s\u00eb nd\u00ebrtuari n\u00eb 2013 nd\u00ebrsa tjetri n\u00eb 2014, por t\u00eb dyte nuk do t\u00eb p\u00ebrfundojn\u00eb s\u00eb nd\u00ebrtuari deri n\u00eb vitin 2018. Kjo p\u00ebrkthehet edhe n\u00eb s\u00eb paku edhe tri vite tjera krize energjetike.<\/p>\n<p>Analiza tjera thon\u00eb q\u00eb edhe pas p\u00ebrfundimit t\u00eb k\u00ebtyre termocentraleve, nuk do t\u00eb zgjidhet problemi energjetik. Kjo vjen pasi q\u00eb deri at\u00ebher\u00eb, shum\u00eb termocentrale tjera do t\u00eb duhen t\u00eb ndalen s\u00eb punuari p\u00ebr shkak t\u00eb vjet\u00ebrsis\u00eb. Pra kapacitetet e reja vet\u00ebm sa z\u00ebvend\u00ebsojn\u00eb ato t\u00eb vjetrat, por jo edhe t\u00eb shtojn\u00eb kapacitet t\u00eb reja. P\u00ebr k\u00ebt\u00eb arsye, qeveria e Afrik\u00ebs s\u00eb Jugut \u00ebsht\u00eb duke k\u00ebrkuar partneritet me Rusin\u00eb p\u00ebr nd\u00ebrtimin e nj\u00eb centrali b\u00ebrthamor. Ky central b\u00ebrthamor jo vet\u00ebm q\u00eb do t\u2019i kushtoj\u00eb shum\u00eb n\u00eb aspektin financiar, por do t\u2019i kushtoj\u00eb shum\u00eb n\u00eb kapitalin e saj politik pasi q\u00eb pas tragjedis\u00eb s\u00eb Fukoshimes e gjith\u00eb bota \u00ebsht\u00eb duke l\u00ebvizur larg energjis\u00eb nukleare, dhe e rrit\u00eb rrezikun e katastrofave nga defektet e mundshme.<\/p>\n<p>Edhe pse vendimi p\u00ebr nd\u00ebrtimin e centrali b\u00ebrthamor mund t\u00eb jet\u00eb kontrovers, si duket qeveria e Afrik\u00ebs s\u00eb Jugut s\u00eb paku ka marr\u00eb m\u00ebsim nga gabimet e veta dhe po mundohet q\u00eb t\u00eb evitoj\u00eb kriza energjetike n\u00eb t\u00eb ardhmen. Nuk \u00ebsht\u00eb duke punuar vet\u00ebm n\u00eb aspektin e qymyrit dhe nukleares, por edhe at\u00eb t\u00eb burimeve t\u00eb rip\u00ebrtrishme. Tek e fundit, n\u00eb nj\u00eb vend si Afrika e Jugut do t\u00eb ishte m\u00ebkat t\u00eb mos shfryt\u00ebzohet m\u00eb shum\u00eb energjia diellore.<\/p>\n<p>P\u00ebrkund\u00ebr vullnetit t\u00eb mir\u00eb p\u00ebr rritjen e kapaciteteve energjetike, qeveria e Afrik\u00ebs s\u00eb Jugut ka d\u00ebshtuar p\u00ebr t\u00eb luftuar vjedhjen e energjis\u00eb dhe rregullimin e disa politikave tjera sociale. Vjedhja e energjis\u00eb, apo si\u00e7 e quajm\u00eb n\u00eb Kosove humbjet komerciale, kan\u00eb qen\u00eb gjithmon\u00eb problem n\u00eb Afrik\u00eb t\u00eb Jugut si rezultat i pabarazis\u00eb s\u00eb madhe ekonomike, nivelit t\u00eb lart\u00eb t\u00eb krimit, dhe diskriminimit sistematik t\u00eb qytetareve n\u00eb baz\u00eb racore. Gjithashtu, pas p\u00ebrfundimit t\u00eb sistemit t\u00eb aparteidit, qeveria nd\u00ebrmori iniciativ\u00ebn p\u00ebr elektrifikimin e t\u00eb gjith\u00eb qytetareve t\u00eb saj. Ngjash\u00ebm si n\u00eb Afrik\u00eb t\u00eb Jugut, sistemi energjetik n\u00eb Kosove u nd\u00ebrtua p\u00ebr t\u00eb mb\u00ebshtetur industrit\u00eb e reja dhe kryesisht p\u00ebr \u2018eksport\u2019. Edhe p\u00ebr me von\u00eb e gjith\u00eb Kosova u elektrifikua, nj\u00eb pjese e madhe e energjis\u00eb q\u00eb prodhohej n\u00eb Kosove \u2018eksportohej\u2019 n\u00eb pjes\u00ebt tjera t\u00eb ish-Jugosllavis\u00eb. Gjithashtu n\u00eb Kosov\u00eb deri n\u00eb fillim vitet e 1980-ta u nd\u00ebrtuan shum\u00eb me shum\u00eb kapacitete energjetike se q\u00eb i duheshin Kosov\u00ebs. N\u00eb Kosov\u00eb k\u00ebto parashikime kan\u00eb ekzistuar gjithmon\u00eb, por nj\u00ebjte si qeveria e Afrik\u00ebs s\u00eb Jugut, Kosova d\u00ebshtoi t\u00eb nd\u00ebrmerr masa p\u00ebr nd\u00ebrtimin e kapaciteteve t\u00eb reja. P\u00ebr nd\u00ebrtimin e Kosov\u00ebs s\u00eb Re \u00ebsht\u00eb duke u folur q\u00eb m\u00eb shum\u00eb se 10 vite, por nd\u00ebrtimi i saj \u00ebsht\u00eb ende vet\u00ebm n\u00eb let\u00ebr. N\u00eb an\u00ebn tjet\u00ebr, Kosova e Re do t\u00eb duhej t\u00eb z\u00ebvend\u00ebson dinozaurin energjetik, Kosov\u00ebn A, n\u00eb vitin 2015, por n\u00eb munges\u00eb t\u00eb kapaciteteve t\u00eb reja, sipas t\u00eb gjitha gjasave Kosova A do t\u00eb vazhdoj\u00eb s\u00eb ndoturi s\u00eb paku edhe 4-5 vite tjera.<\/p>\n<p>Nj\u00eb tjet\u00ebr pik\u00eb, Kosova \u00ebsht\u00eb duke funksionuar pothuajse pa rezerva energjetike. Hi\u00e7 me larg se para nj\u00eb muaji, nj\u00ebri nd\u00ebr dy nj\u00ebsitet e Kosov\u00ebs B nuk funksionoi ashtu si\u00e7 pritej, dhe menj\u00ebher\u00eb si pasoje pat\u00ebm reduktime t\u00eb rrym\u00ebs. Po sikur t\u00eb ndodhte nj\u00eb gj\u00eb e tille n\u00eb dim\u00ebr kur k\u00ebrkesa \u00ebsht\u00eb shum\u00eb m\u00eb e madhe?
