Pik\u00ebrisht si rezultat i ideve q\u00eb buruan nga Revolucioni Francez (1789), disa shtete e p\u00ebrqafuan modelin civil t\u00eb formimit dhe funksionimit shtet\u00ebror. Revolucioni i 1789-s n\u00eb Franc\u00eb ishte nj\u00eb thirrje p\u00ebr zgjimin qytetar dhe rr\u00ebzimin e anci\u00e9n regime, regjimit monarkist absolutist q\u00eb kishte r\u00ebnduar jet\u00ebn e qytetar\u00ebve t\u00eb joprivilegjuar me taksa dhe rritje t\u00eb \u00e7mimeve. Kjo u v\u00ebrejt kur p\u00ebrgjat\u00eb zhvillimit t\u00eb revolucionit pati nj\u00eb revolt\u00eb nga qytetar\u00ebt q\u00eb jetonin n\u00eb zonat rurale; t\u00eb nj\u00ebjt\u00ebt ua m\u00ebsyn\u00eb sht\u00ebpive t\u00eb mbledh\u00ebsve t\u00eb taksave, pronar\u00ebve t\u00eb tokave dhe pjes\u00ebtar\u00ebve t\u00eb elit\u00ebs, si shp\u00ebrthim mllefi p\u00ebr gjendjen n\u00eb t\u00eb cil\u00ebn ishin katandisur. Rezultati m\u00eb i r\u00ebnd\u00ebsish\u00ebm i k\u00ebtyre zhvillimeve ishte miratimi n\u00eb Asamblen\u00eb e Franc\u00ebs i\u00a0<strong>Deklarat\u00ebs s\u00eb t\u00eb Drejtave t\u00eb Njeriut dhe Qytetarit<\/strong>\u00a0(fundi i gushtit 1789), ku elementi m\u00eb i\u00a0 r\u00ebnd\u00ebsish\u00ebm q\u00eb vjen nga kjo deklarat\u00eb \u00ebsht\u00eb vendosja e parimeve demokratike n\u00ebn frym\u00ebn e ideve politike dhe filozofike t\u00eb Jean Jacques Rousseau (kontrata shoq\u00ebrore-vullneti i p\u00ebrgjithsh\u00ebm).Nga ky zhvillim dhe bot\u00ebkuptimet filozofike n\u00eb t\u00eb cilat \u00ebsht\u00eb mb\u00ebshtetur revolucioni rrjedh edhe zbatimi i sot\u00ebm i modelit t\u00eb shtetit civil.<\/p>\n<p>N\u00eb thelb, kjo ide n\u00ebnkupton t\u00eb poseduarit e nj\u00eb shoq\u00ebrie ku supozohet q\u00eb m\u00eb i vlefsh\u00ebm \u00ebsht\u00eb vullneti i p\u00ebrgjithsh\u00ebm p\u00ebr t\u2019u konsideruar si pjes\u00eb e shtetit, t\u00eb lidhur nga d\u00ebshira dhe p\u00ebrkushtimi p\u00ebr t\u00eb qen\u00eb pjes\u00eb e tij, p\u00ebrkund\u00ebr ve\u00e7orive dhe dallimeve q\u00eb mund t\u2019i ken\u00eb qytetar\u00ebt si t\u00eb ve\u00e7ant\u00eb. Autori i \u201ckontrat\u00ebs shoq\u00ebrore\u201d, Rousseau, e ka ideuar k\u00ebt\u00eb ide politike si nj\u00eb pakt shoq\u00ebror n\u00eb t\u00eb cilin individ\u00ebt pajtohen q\u00eb t\u00eb b\u00ebhen bashk\u00eb dhe t\u00eb formojn\u00eb nj\u00eb popull\/shoq\u00ebri dhe ku t\u00eb nj\u00ebjtit heqin dor\u00eb nga t\u00eb drejtat e tyre individuale dhe ia japin trupit kolektiv- shoq\u00ebris\u00eb ose popullit si nj\u00eb t\u00ebr\u00ebsi. Shteti civil si konstrukt politik ishte me leverdi dhe zgjidhje pragmatike p\u00ebr shtetet n\u00eb t\u00eb cilat nuk ka nj\u00eb kultur\u00eb shumic\u00eb kulturore mbizot\u00ebruese, shtete t\u00eb cilat po t\u00eb konsideronin modele t\u00eb tjera, mund t\u00eb shkat\u00ebrroheshin ose ndaheshin. Por, kjo nuk do t\u00eb thot\u00eb q\u00eb n\u00eb praktik\u00eb u realizua suksessh\u00ebm kjo ide, aty ku u zbatua.\u00a0 Zhvillime sporadike t\u00eb motivuara nga faktor\u00eb t\u00eb kund\u00ebrt nga civilja b\u00ebn\u00eb q\u00eb ideali civil t\u00eb vihej n\u00eb pik\u00ebpyetje.<\/p>\n<p>Shtetet t\u00eb cilat zbatuan k\u00ebt\u00eb model e p\u00ebrvet\u00ebsuan t\u00eb nj\u00ebjtin si rezultat i njohjes s\u00eb rrjedh\u00ebs s\u00eb historis\u00eb dhe p\u00ebrkat\u00ebsis\u00eb kulturore t\u00eb shoq\u00ebris\u00eb s\u00eb tyre. Shtetet me tradit\u00eb imperialiste dhe shtetet e formuara nga grupe etnike t\u00eb ndryshme (grupe q\u00eb jan\u00eb vendosur n\u00eb shtetin p\u00ebrkat\u00ebs n\u00eb periudha t\u00eb ndryshme historike) ose edhe nga imigrant\u00eb, kan\u00eb ndikuar q\u00eb idet\u00eb monoetnike, ndar\u00ebse dhe dalluese t\u00eb shtetformimit t\u00eb mos kihen parasysh. K\u00ebshtu, n\u00eb bot\u00ebkuptimin e shtetit civil, grupet e ndryshme n\u00eb shtet njihen si pjes\u00eb t\u00eb ndryshme t\u00eb s\u00eb t\u00ebr\u00ebs dhe si t\u00eb tilla jan\u00eb t\u00eb barasvlershme. Vet\u00ebm me k\u00ebt\u00eb model do t\u00eb arrihej t\u00eb mbahej shteti kompakt dhe marr\u00ebdh\u00ebniet harmonike n\u00eb shoq\u00ebrit\u00eb ku nuk ka nj\u00eb kultur\u00eb mbizot\u00ebruese.<\/p>\n<p><strong>Ndrydhja e mosdurimit komb\u00ebtar \u2013 shp\u00ebrthimet raciste<\/strong><\/p>\n<p>Teksa flitet p\u00ebr shtete civile n\u00eb kuptimin liberal, kryesisht mendja vjen te zbatimi i k\u00ebsaj ideje n\u00eb shtete t\u00eb m\u00ebdha, sikurse Amerika dhe Franca. Por, pik\u00ebrisht n\u00eb k\u00ebto dy shtete jo rrall\u00ebher\u00eb jan\u00eb shfaqur elemente dhe zhvillime t\u00eb motivuara nga p\u00ebrkrah\u00ebs t\u00eb ideve t\u00eb tjera nga ajo civile. Shembull ilustrues n\u00eb k\u00ebt\u00eb rast jan\u00eb disa zhvillime n\u00eb k\u00ebto shtete. Franca p\u00ebr shembull njohu nj\u00eb rritje t\u00eb partis\u00eb Front National (e em\u00ebrtuar si Rassemblement National n\u00eb vitin 2018), parti e cila n\u00eb gjenez\u00eb t\u00eb saj ka pasur pap\u00eblqyeshm\u00ebrin\u00eb ndaj \u201cjofrancez\u00ebve\u201d dhe n\u00eb p\u00ebrgjith\u00ebsi imigrant\u00ebve. N\u00eb zgjedhjet presidenciale t\u00eb vitit 2012, kryetarja e partis\u00eb, Marine Le Pen, mori 18% t\u00eb votave t\u00eb p\u00ebrgjithshme, q\u00eb ishte rezultati m\u00eb i suksessh\u00ebm n\u00eb zgjedhjet presidenciale q\u00eb kishte sh\u00ebnuar ndonj\u00ebher\u00eb kjo parti. Madje, n\u00eb zgjedhjet p\u00ebr Parlamentin Evropian m\u00eb 2014, Fronti i Le Pen rezultoi parti e par\u00eb n\u00eb zgjedhje.<\/p>\n<p>Nd\u00ebrkaq, n\u00eb Amerik\u00eb pati skandale e sulme\/incidente t\u00eb motivuara etnikisht n\u00ebp\u00ebr periudha t\u00eb ndryshme kohore. Vet\u00ebm n\u00eb vitin 2014 n\u00eb SHBA ndodh\u00ebn 3 raste t\u00eb vrasjeve me motive t\u00eb dyshimta (raciste) nga ana e polic\u00ebve. N\u00eb korrik t\u00eb 2014-s, n\u00eb New York, nj\u00eb qytetar nd\u00ebrroi jet\u00eb pasi u arrestua nga policia n\u00ebn dyshimin se ka shitur produkte duhani n\u00eb m\u00ebnyr\u00eb jolegale. P\u00ebrgjat\u00eb arrestimit, i nj\u00ebjti kishte p\u00ebrs\u00ebritur 11 her\u00eb q\u00eb nuk mund t\u00eb merrte frym\u00eb. P\u00ebr shkak t\u00eb ngjarjes ishin mbajtur protesta, pasi dyshohej n\u00eb motivet e sjelljes s\u00eb policis\u00eb, pasi viktima i p\u00ebrkiste rac\u00ebs s\u00eb zez\u00eb. Ngjarje edhe m\u00eb e ndjeshme ishte vdekja e nj\u00eb djaloshi 12-vje\u00e7ar n\u00eb Cleveland, pasi i nj\u00ebjti kishte drejtuar nj\u00eb arm\u00eb drejt policis\u00eb, e cila m\u00eb pas u v\u00ebrtetua q\u00eb ishte nga plastika. Edhe p\u00ebrgjat\u00eb viteve t\u00eb tjera pati raste skandaloze t\u00eb policis\u00eb ndaj qytetar\u00ebve t\u00eb rac\u00ebs s\u00eb zez\u00eb.<\/p>\n<p>Rasti q\u00eb t\u00ebrhoqi v\u00ebmendjen dhe protest\u00ebn e publikut ishte vdekja e George Floyd m\u00eb 2020, q\u00eb zgjoi protesta kudo n\u00eb SHBA si shkak i pabarazis\u00eb dhe racizmit t\u00eb shprehur n\u00eb k\u00ebt\u00eb rast. Pas arrestimit t\u00eb Floyd nga policia, d\u00ebshmit\u00eb tregonin q\u00eb nj\u00ebri polic kishte vendosur k\u00ebmb\u00ebn e tij n\u00eb qaf\u00ebn e Floyd, edhe pse ai gjendej i shtrir\u00eb n\u00eb tok\u00eb. Edhe pse kishte p\u00ebrs\u00ebritur dhjet\u00ebra her\u00eb q\u00eb nuk mund t\u00eb merrte frym\u00eb, polici nuk kishte reaguar dhe si rezultat Floyd kishte nd\u00ebrruar jet\u00eb. Nj\u00eb ngjarje tjet\u00ebr q\u00eb b\u00ebri buj\u00eb n\u00eb SHBA ishte sulmi ndaj organit legjislativ m\u00eb 6 janar 2021 nga nj\u00eb grumbull huligan\u00ebsh t\u00eb lidhur me t\u00eb djatht\u00ebn ekstreme, p\u00ebr shkak se kandidati demokrat Joe Biden u zgjodh president. Me k\u00ebt\u00eb sulm, siguria e senator\u00ebve dhe vet\u00eb simboleve t\u00eb demokracis\u00eb n\u00eb SHBA u vu n\u00eb pik\u00ebpyetje. Madje, pati edhe dyshime tek organi i policis\u00eb, p\u00ebr shkak se nuk mund\u00ebsuan parandalimin e sulmit ndaj Kongresit.<\/p>\n<p>Ky nuk ishte sulmi i par\u00eb kundrejt organit legjislativ n\u00eb SHBA pasi edhe n\u00eb etapa t\u00eb ndryshme kohore, Kapitoli kishte qen\u00eb cak i sulmeve. M\u00eb 1983, ekstremist\u00ebt e majt\u00eb e sulmuan me bomb\u00eb Senatin. Nd\u00ebrkaq, sulmi i vitit 2021 ishte nga spektri tjet\u00ebr; ekstremist\u00ebt e djatht\u00eb q\u00eb ishin edhe p\u00ebrkrah\u00ebs t\u00eb presidentit Trump. TIME n\u00eb nj\u00eb artikull shkruan mbi metodat dhe organizimin e sulmit, q\u00eb m\u00eb s\u00eb paku jan\u00eb amatoreske.<\/p>\n<p>Pas sulmit mendohet t\u00eb q\u00ebndroj\u00eb nj\u00eb grup militar, i ashtuquajtur Oath Keepers, q\u00eb ishte formuar n\u00eb vitin 2009 (i p\u00ebrb\u00ebr\u00eb nga ish-ushtar\u00eb), pas zgjedhjes s\u00eb Barack Obamas si president i SHBA. Q\u00ebllimi i k\u00ebsaj organizate \u00ebsht\u00eb \u201c<em>mbrojtja dhe mb\u00ebshtetja e Kushtetut\u00ebs s\u00eb SHBA-s\u00eb kundrejt t\u00eb gjith\u00eb armiqve, t\u00eb jasht\u00ebm dhe t\u00eb brendsh\u00ebm<\/em>.\u201d<\/p>\n<p>Ngjarje tjet\u00ebr e mosdurimit komb\u00ebtar dhe racizmit t\u00eb ndrydhur dhe t\u00eb fshehur shp\u00ebrtheu n\u00eb nj\u00eb organizim me mbulueshm\u00ebri n\u00eb t\u00ebr\u00eb bot\u00ebn. Fitimi i titullit t\u00eb kampionit t\u00eb bot\u00ebs nga P\u00ebrfaq\u00ebsuesja e Franc\u00ebs n\u00eb vitin 2018 b\u00ebri q\u00eb t\u00eb vihen n\u00eb pah elementet e racizmit t\u00eb fshehur dhe t\u00eb mospranimit t\u00eb dallueshm\u00ebris\u00eb etnike\/kulturore. P\u00ebr shkak se n\u00eb ekipin p\u00ebrfaq\u00ebsues francez pati disa lojtar\u00eb me origjin\u00eb nga shtete t\u00eb ndryshme nga Franca (kryesisht afrikane), pas p\u00ebrfundimit t\u00eb finales dhe kuror\u00ebzimit si fitues, titujt e gazetave shp\u00ebrthyen me tituj ironizues e p\u00ebr\u00e7mues ndaj k\u00ebtyre lojtar\u00ebve. Ironizimi shprehej p\u00ebrmes pyetjes n\u00ebse kampion i bot\u00ebs \u00ebsht\u00eb Afrika apo Franca, duke aluduar n\u00eb lojtar\u00ebt e rac\u00ebs s\u00eb zez\u00eb t\u00eb Franc\u00ebs.<\/p>\n<p>Sporti, sikund\u00ebrq\u00eb di t\u00eb bashkoj\u00eb, di edhe t\u00eb b\u00ebj\u00eb ndasi. N\u00eb k\u00ebto shoq\u00ebri deri diku dihet se nga mund t\u00eb vijn\u00eb sulmet, kush jan\u00eb grupet e targetuara dhe \u00e7far\u00eb duhet nd\u00ebrmarr\u00eb p\u00ebr t\u2019i shmangur shfaqjet e mosdurimit komb\u00ebtar, racor, religjioz apo fisnor ndaj grupeve t\u00eb cenuara. Gjendja \u00ebsht\u00eb p\u00ebrgjith\u00ebsisht e njohur dhe mund t\u00eb veprohet m\u00eb leht\u00eb, pasi rrethanat jan\u00eb t\u00eb njohura dhe veprimet mund t\u00eb jen\u00eb m\u00eb t\u00eb koordinuara.<\/p>\n<p>Problemi q\u00ebndron te shoq\u00ebrit\u00eb n\u00eb t\u00eb cilat shteti funksionon dhe \u00ebsht\u00eb nd\u00ebrtuar mbi parime civile. K\u00ebshtu, n\u00eb k\u00ebto shtete presupozohet se t\u00eb gjith\u00eb qytetar\u00ebt trajtohen nj\u00ebjt\u00eb dhe se n\u00eb p\u00ebrgjith\u00ebsi ka nj\u00eb qasje liberale ndaj t\u00eb gjith\u00ebve n\u00eb shoq\u00ebri. Por, shembujt e trajtuar m\u00eb lart shfaqin nj\u00eb realitet t\u00eb ndrysh\u00ebm; jo t\u00eb gjith\u00eb qytetar\u00ebt trajtohen n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb, dallimet nd\u00ebrmjet grupeve jan\u00eb objekt p\u00ebr sulm dhe trajtim ndryshe dhe q\u00eb \u201ccivilja\u201d dhe \u201cliberalja\u201d pushojn\u00eb s\u00eb ekzistuari n\u00eb momentin q\u00eb vler\u00ebsohet se \u201ct\u00eb ndryshmit\u201d nuk sillen mir\u00eb, jan\u00eb t\u00eb pad\u00ebgjuesh\u00ebm apo se nuk kan\u00eb vepruar si duhet n\u00eb rrethana apo momente t\u00eb caktuara.<\/p>\n<p>Mund t\u00eb vihet n\u00eb p\u00ebrfundim q\u00eb elementet e ksenofobis\u00eb, mosdurimit komb\u00ebtar dhe racizmit jan\u00eb m\u00eb problematike n\u00eb shtetet p\u00ebr t\u00eb cilat ekziston nj\u00eb p\u00ebrshtypje e p\u00ebrgjithshme q\u00eb t\u00eb nj\u00ebjtat nuk l\u00ebngojn\u00eb n\u00eb fush\u00ebn e respektimit t\u00eb t\u00eb drejtave t\u00eb njeriut.
