P\u00ebr secil\u00ebn nga k\u00ebto duhet strategji e ve\u00e7ant\u00eb q\u00eb sh\u00ebrben si udh\u00ebrr\u00ebfim p\u00ebr sektor\u00ebt e ve\u00e7ant\u00eb.<\/p>\n<p><strong>T\u00eb mirat publike<\/strong><\/p>\n<p>Kjo \u00ebsht\u00eb nj\u00eb tem\u00eb e r\u00ebnd\u00ebsishme n\u00eb disa fusha q\u00eb nga ekonomia deri t\u00eb trash\u00ebg\u00ebmia kulturore dhe mjedisi. Nj\u00eb ligj q\u00eb i definon dhe e garanton mbrojtjen e t\u00eb mirave (mallrave) publike do t\u00eb ishte tep\u00ebr i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar mir\u00ebqenien. Ky ligj do t\u2019i definonte edhe privilegjet dhe obligimet e pron\u00ebs private q\u00eb \u00ebsht\u00eb e mir\u00eb publike si psh nd\u00ebrtesat me r\u00ebnd\u00ebsi historike, kompanit\u00eb e m\u00ebdha, tokat pyjore, mediat etj. Riorganizimi i ekonomis\u00eb n\u00eb baz\u00eb t\u00eb llojeve t\u00eb t\u00eb mirave, e jo vet\u00ebm llojeve t\u00eb pron\u00ebs, do t\u00eb p\u00ebrb\u00ebnte k\u00ebrcim cil\u00ebsor q\u00eb e ve\u00e7on Kosov\u00ebn si shtet progresiv.<\/p>\n<p><strong>Industrializimi, prodhimi dhe eksporti<\/strong><\/p>\n<p>Edhe pse i kushtohet v\u00ebmendje e ve\u00e7ant\u00eb nxitjes s\u00eb prodhimit dhe eksportit, duhet t\u00eb theksohet m\u00eb shum\u00eb promovimi i k\u00ebtyre dy aktiviteteve dhe industrializimit t\u00eb ekonomis\u00eb p\u00ebr shkak t\u00eb ndikimit t\u00eb madh t\u00eb tyre n\u00eb zhvillim ekonomik e social. P\u00ebr shembull k\u00ebto mund t\u00eb promovohen n\u00eb fushat q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me prokurim publik, zhvillim rural, bujq\u00ebsia e fusha tjera. Duhet t\u00eb b\u00ebhet promovimi i p\u00ebrpunimit t\u00eb l\u00ebnd\u00ebve t\u00eb para, makinerive t\u00eb reja, prodhimit vendor, eksportit t\u00eb mallrave dhe sh\u00ebrbimeve n\u00eb sa m\u00eb shum\u00eb fusha q\u00eb \u00ebsht\u00eb e mundur.<\/p>\n<p><strong>Meritokracia<\/strong><\/p>\n<p>Duhet t\u00eb nd\u00ebrthuret meritokracia n\u00eb sa m\u00eb shum\u00eb fusha q\u00eb \u00ebsht\u00eb e mundur. Pra nuk ka nevoj\u00eb t\u00eb ndalemi vet\u00ebm t\u00eb sh\u00ebrbimi civil, por t\u00eb zbatohet ajo n\u00eb t\u00eb gjitha sektor\u00ebt publik\u00eb, duke p\u00ebrfshir\u00eb kompanit\u00eb publike. Nuk mund t\u00eb ken\u00eb sukses reformat n\u00eb arsim e drejt\u00ebsi pa instalimin e meritokracis\u00eb s\u00eb mir\u00ebfillt\u00eb. Kjo n\u00ebnkupton dizajnimin e testeve fillestare dhe vler\u00ebsimit t\u00eb mir\u00ebfillt\u00eb t\u00eb performanc\u00ebs n\u00eb gjith\u00eb sektorin publik.<\/p>\n<p><strong>Diaspora<\/strong><\/p>\n<p>Shum\u00eb sektor\u00eb e theksojn\u00eb p\u00ebrfshirjen e diaspor\u00ebs. Prandaj \u00ebsht\u00eb e nevojshm\u00eb q\u00eb t\u00eb ket\u00eb nd\u00ebrthurje t\u00eb p\u00ebrgjithshme t\u00eb diaspor\u00ebs n\u00eb politik\u00ebb\u00ebrje p\u00ebr t\u2019u siguruar se shfryt\u00ebzohet sa m\u00eb mir\u00eb potenciali i saj si dhe ofrohen sh\u00ebrbime sa m\u00eb t\u00eb mira p\u00ebr m\u00ebrgat\u00ebn. Tri tema kryesore jan\u00eb sh\u00ebndrrimi i d\u00ebrgesave nga konsumi n\u00eb investime, kthimi i trurit, dhe arsimi i f\u00ebmij\u00ebve n\u00eb diaspor\u00eb. P\u00ebr t\u00eb trija k\u00ebto duhet p\u00ebrfshirje e mir\u00ebfillt\u00eb e diaspor\u00ebs n\u00eb vendimmarrje q\u00eb t\u00eb ket\u00eb mb\u00ebshtetje p\u00ebr politikat. P\u00ebr shembull nj\u00eb politik\u00eb q\u00eb mund t\u00eb diskutohet \u00ebsht\u00eb sh\u00ebndrrimi i polisave t\u00eb sigurimit q\u00eb paguhen nga m\u00ebrgata n\u00eb nj\u00eb pages\u00eb t\u00eb ve\u00e7ant\u00eb q\u00eb shkon n\u00eb nj\u00eb Fond t\u00eb M\u00ebrgat\u00ebs q\u00eb p\u00ebrdoret p\u00ebr investime (sidomos n\u00eb turiz\u00ebm kulturor, zhvillim rural, arsim p\u00ebr f\u00ebmij\u00eb etj).<\/p>\n<p><strong>Bashk\u00ebpunimi me Shqip\u00ebrin\u00eb\u00a0<\/strong><\/p>\n<p>N\u00eb disa fusha \u00ebsht\u00eb p\u00ebrmendur bashk\u00ebpunimi me Shqip\u00ebrin\u00eb, dhe n\u00eb disa fusha tjera ku do t\u00eb duhej t\u00eb p\u00ebrmendej nuk \u00ebsht\u00eb b\u00ebr\u00eb. Prandaj \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb nd\u00ebrthuret kjo gj\u00eb n\u00eb sa m\u00eb shum\u00eb fusha q\u00eb \u00ebsht\u00eb e mundshme. K\u00ebtu p\u00ebrfshihen fusha q\u00eb nga transporti, ekonomia, sporti e deri te ndihma p\u00ebr komunitetet shqiptare jasht\u00eb Shqip\u00ebris\u00eb e Kosov\u00ebs. Kjo \u00ebsht\u00eb e r\u00ebnd\u00ebsishme sidomos n\u00eb k\u00ebt\u00eb periudh\u00eb t\u00eb stagnimit t\u00eb integrimit evropian. Gjithashtu do ta forconte pozit\u00ebn e Kosov\u00ebs n\u00eb negociatat me Serbin\u00eb.<\/p>\n<p><strong>Interneti<\/strong><\/p>\n<p>Potenciali i internetit ende nuk njihet sa duhet. Pandemia e vuri n\u00eb pah r\u00ebnd\u00ebsin\u00eb e internetit ku shkollimi u b\u00eb n\u00eb rrjet dhe shum\u00eb punonj\u00ebs u detyruan t\u00eb punojn\u00eb prej sht\u00ebpis\u00eb. Nj\u00eb studim n\u00eb Britani para pandemis\u00eb kishte konkluduar se interneti ka ndikuar q\u00eb t\u00eb zvog\u00eblohen pabarazit\u00eb ekonomike n\u00eb disa rajone t\u00eb Anglis\u00eb veriore, sepse u ka mund\u00ebsuar nd\u00ebdrmarr\u00ebsve t\u00eb rinj\u00eb t\u00eb plasojn\u00eb produktet dhe sh\u00ebrbimet e tyre m\u00eb leht\u00eb. N\u00eb fushat si eksporti i sh\u00ebrbimeve p\u00ebrmes outsourcing, arsimi, sh\u00ebrbimet publike dhe diaspora si dhe diplomacia publike e turizmi, roli internetit \u00ebsht\u00eb tep\u00ebr i r\u00ebnd\u00ebsish\u00ebm. Prandaj duhet siguruar se n\u00eb sa m\u00eb shum\u00eb fusha integrohet p\u00ebrdorimi i internetit, q\u00eb \u00ebsht\u00eb dyfish m\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr nj\u00eb shtet t\u00eb vog\u00eb, me popullsi t\u00eb re dhe diaspor\u00eb t\u00eb madhe.<\/p>\n<p><strong>Fushat nyje<\/strong><\/p>\n<p>Duhet njohur fakti se disa fusha nd\u00ebrlidhen ngusht\u00eb me nj\u00ebra tjetr\u00ebn duke krijuar nyje (neksuse) t\u00eb politikave publike. P\u00ebr shembull nj\u00eb nyje vet\u00eb ballafaqimi me pandemin\u00eb, ku nd\u00ebrlidhen sh\u00ebndet\u00ebsia, ekonomia dhe politikat sociale; tjet\u00ebr \u00ebsht\u00eb n\u00eb nd\u00ebrlidhja e fushave si diaspora, bashk\u00ebpunimi me Shqip\u00ebrin\u00eb, arsimi, dhe interneti. Nj\u00eb nyje tjet\u00ebr \u00ebsht\u00eb nd\u00ebrlidhja mes politik\u00ebs s\u00eb jashtme, dialogut me Serbin\u00eb, tregtis\u00eb dhe industris\u00eb (reciprocitetit), dhe integrimeve evropiane e rajonale.
