Pse biletat p\u00ebr dhe nga Prishtina jan\u00eb t\u00eb shtrenjta? Pse gjithnj\u00eb e m\u00eb shum\u00eb po udh\u00ebtojm\u00eb p\u00ebrmes Shkupit? P\u00ebrgjigjet n\u00eb k\u00ebto pyetje jan\u00eb t\u00eb nd\u00ebrlidhura dhe kan\u00eb t\u00eb b\u00ebjn\u00eb me menaxhimin e sektorit t\u00eb transportit ajror, apo, th\u00ebn\u00eb m\u00eb mir\u00eb, me keqmenaxhimin e aeroportit t\u00eb mb\u00ebshtetur nga keqmenaxhimi i mbik\u00ebqyrjes s\u00eb shtetit.<\/p>\n<p>N\u00eb vitin 2014, Aeroporti Nd\u00ebrkomb\u00ebtar i Prishtin\u00ebs \u201cAdem Jashari\u201d ka qen\u00eb i vetmi aeroport n\u00eb rajon q\u00eb ka sh\u00ebnuar r\u00ebnie prej 12% n\u00eb numrin e udh\u00ebtar\u00ebve. P\u00ebr vitin 2015 edhe pse ka pasur rritje n\u00eb raport me 2014, numri i udh\u00ebtar\u00ebve \u00ebsht\u00eb ende m\u00eb i ul\u00ebt sesa ishte n\u00eb 2014. Kjo gjithnj\u00eb duke iu referuar statistikave t\u00eb publikuara n\u00eb\u00a0www.anna.aero, sepse Aeroporti i Prishtin\u00ebs q\u00ebllimisht nuk i publikon statistikat.<\/p>\n<div class=\"text-iamge\"><img decoding=\"async\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2016\/August\/02\/auto_photo-1463750907899-09643911554a1470140879.jpg\" alt=\"Image\" \/><\/div>\n<p>&nbsp;<\/p>\n<p>N\u00eb nj\u00eb hulumtim t\u00eb b\u00ebr\u00eb gjat\u00eb k\u00ebtij viti, ku \u00ebsht\u00eb analizuar\u00a0procesi i koncesionimit, performanca e operatorit privat si dhe mbik\u00ebqyrja e kontrat\u00ebs s\u00eb koncesionimit nga Qeveria e Kosov\u00ebs, jan\u00eb identifikuar disa fusha, ku qeveria ka d\u00ebshtuar n\u00eb mbrotjen e interesit publik dhe n\u00eb zbatimin e kushteve t\u00eb kontrat\u00ebs me operatorin privat, prej t\u00eb cilave k\u00ebtu duhet p\u00ebrmendur:<\/p>\n<p>P\u00ebrzgjedhja e kompanis\u00eb turke, edhe pse kjo nuk kishte p\u00ebrvoj\u00eb n\u00eb menaxhimin e Aeroportit<br \/>\nPraktikat e kompanis\u00eb LIMAK n\u00eb kund\u00ebrshtime me tregun e lir\u00eb, dhe keqp\u00ebrdorime t\u00eb pozit\u00ebs monopolistike<br \/>\nMoszbatim i kontrat\u00ebs p\u00ebr nd\u00ebrtimin e aeroportit sipas standardeve nd\u00ebrkomb\u00ebtare dhe mosrespektimi i afateve kohore p\u00ebr nd\u00ebrtimin e tij<br \/>\nMosmbik\u00ebqyrja e kontrat\u00ebs nga qeveria e Kosov\u00ebs<br \/>\nNdikimet politike n\u00eb menaxhimin e aeroportit<br \/>\nLargimi i kompanive ajrore prestigjioze nga aeroporti, etj.<\/p>\n<p>K\u00ebto gjetje s\u00eb bashku me rekomandimet duhet t\u00eb kishin nisur veprimet konkrete nga qeveria p\u00ebr t\u00eb siguruar mbar\u00ebvajtjen e procesit t\u00eb koncesionimit dhe mbrojtjen e interesit publik, por q\u00eb deri m\u00eb tani nuk i kemi par\u00eb t\u00eb ndodh\u00eb ndonj\u00eb p\u00ebrmir\u00ebsim i k\u00ebsaj situate.<\/p>\n<p>Prej koncesionimit, Aeroporti i Prishtin\u00ebs jo vet\u00ebm q\u00eb nuk ka arritur t\u00eb sjell\u00eb kompani t\u00eb reja por p\u00ebrkundrazi me veprimet e tij ka larguar kompanit\u00eb ajrore, kompani t\u00eb cilat kan\u00eb operuar me vite, jan\u00eb larguar ose th\u00ebn\u00eb m\u00eb mir\u00eb jan\u00eb detyruar t\u00eb largohen; rast tipik i k\u00ebsaj dukurie \u00ebsht\u00eb largimi i kompanis\u00eb prestigjioze British Airways e cila ishte larguar pasi q\u00eb kishe has\u00eb n\u00eb disa pengesa nga udh\u00ebheq\u00ebsit e Aeroportit. Nuk mungojn\u00eb raste t\u00eb tjera ku kompanit\u00eb ajrore jan\u00eb ankuar se si aeroporti i Prishtin\u00ebs \u00ebsht\u00eb duke favorizuar kompanit\u00eb e caktuara ajrore e t\u00eb af\u00ebrta me LIMAK-un ose q\u00eb fluturojn\u00eb n\u00eb linja t\u00eb caktuara (aeroporte n\u00eb Turqi n\u00eb pron\u00eb t\u00eb kompanis\u00eb LIMAK) dhe e gjitha kjo krijon kushte p\u00ebr konkurrenc\u00eb t\u00eb dob\u00ebt.<\/p>\n<p>Rasti i largimit t\u00eb kompanive si British Airways nuk mund t\u00eb shihet si rast i izoluar, pasi q\u00eb kjo sh\u00ebrben si shembull p\u00ebr \u00e7do kompani tjet\u00ebr e cila vler\u00ebson mund\u00ebsin\u00eb p\u00ebr t\u00eb hyr\u00eb n\u00eb tregun e Kosov\u00ebs. Me fjal\u00eb t\u00eb tjera kjo rrit\u00eb riskun q\u00eb kompanit\u00eb marrin n\u00eb rast se hyjn\u00eb n\u00eb treg. Nj\u00eb kompani q\u00eb operon n\u00eb aeroportin e Prishtin\u00ebs duhet t\u00eb llogarit\u00eb mund\u00ebsin\u00eb se mund t\u00eb pengohet nga Aeroporti n\u00eb \u00e7do koh\u00eb, dhe, kjo reflekton n\u00eb caktim t\u00eb \u00e7mimeve t\u00eb larta ashtu q\u00eb t\u00eb kompensojn\u00eb riskun; n\u00eb parim kompanit\u00eb k\u00ebrkojn\u00eb fitime m\u00eb t\u00eb larta si kund\u00ebrshp\u00ebrblim.<\/p>\n<p>P\u00ebrve\u00e7 praktikave t\u00eb aeroportit, n\u00eb rritjen e riskut kontribuojn\u00eb edhe institucionet t\u00eb cilat kan\u00eb detyr\u00eb p\u00ebr t\u00eb mbrojtur tregun por q\u00eb nuk e b\u00ebjn\u00eb si duhet p\u00ebr shkak t\u00eb keqp\u00ebrdorimeve. Thuajse \u00e7do vit, 2-3 kompani fiktive hyjn\u00eb n\u00eb treg \u2013 shesin bileta e pastaj i l\u00ebn\u00eb udh\u00ebtar\u00ebt n\u00eb rrug\u00eb \u2013 si rezultat i l\u00ebshimeve nga institucionet e shtetit t\u00eb thirrur p\u00ebr t\u00eb mbrojtur udh\u00ebtar\u00ebt. Kjo p\u00ebrve\u00e7 q\u00eb d\u00ebmton udh\u00ebtar\u00ebt \u00ebsht\u00eb tregues i riskut p\u00ebr kompanit\u00eb tjera t\u00eb cilat, kur operojn\u00eb n\u00eb tregun e Kosov\u00ebs duhet t\u00eb llogarisin edhe konkurrenc\u00ebn nga ana e kompanive fiktive q\u00eb merren me mashtrime. Ky nivel i lart\u00eb i \u00a0riskut \u00ebsht\u00eb vet\u00ebm nj\u00ebri nd\u00ebr faktor\u00ebt q\u00eb sjell \u00e7mime t\u00eb larta t\u00eb biletave p\u00ebr pasagjer\u00ebt.<\/p>\n<p>\u00c7mimet p\u00ebr sh\u00ebrbime n\u00eb Aeroportin e Prishtin\u00ebs jan\u00eb nd\u00ebr m\u00eb t\u00eb lartat, duke filluar nga tarifat (taksat) e pa arsyeshmeve q\u00eb paguajn\u00eb pasagjer\u00ebt sa her\u00eb q\u00eb udh\u00ebtojn\u00eb, deri tek \u00e7mimet p\u00ebr kafe n\u00eb terminal ose p\u00ebr met\u00ebr katror\u00eb t\u00eb qiras\u00eb. Secili udh\u00ebtar q\u00eb udh\u00ebton p\u00ebrmes aeroportit paguan 20.53 Euro taksa, kjo pa p\u00ebrfshir\u00eb pagesat q\u00eb kompanit\u00eb ajrore i b\u00ebjn\u00eb p\u00ebr sh\u00ebrbimet e aterimit, handlingut, etj. Vet\u00ebm p\u00ebr sh\u00ebrbimin e sigurimit paguhen 6 euro p\u00ebr secilin udh\u00ebtar, q\u00eb i bie se rreth 5 milion euro pasagjer\u00ebt i paguajn\u00eb ve\u00e7 p\u00ebr sh\u00ebrbimin e sigurimit, e q\u00eb sipas rregullave t\u00ebe ICAO ( International Civil Aviation Organisation) jan\u00eb t\u00eb caktuara padrejt\u00ebsisht dhe p\u00ebrtej kostove p\u00ebr ofrimin e k\u00ebtij sh\u00ebrbimi.<\/p>\n<p>P\u00ebrve\u00e7 \u00e7mimeve direkte, sh\u00ebrbimet p\u00ebrcjell\u00ebse t\u00eb ofruara n\u00eb aeroportin e Prishtin\u00ebs jan\u00eb po ashtu t\u00eb monopolizuara skajsh\u00ebm, duke u lejuar disa kompanive t\u00eb privilegjuara n\u00eb aeroport t\u00eb fitojn\u00eb maksimalisht mbi kurrizin e qytetar\u00ebve t\u00eb Kosov\u00ebs. Nd\u00ebr sh\u00ebrbimet e monopolizuara q\u00eb drejtp\u00ebrdrejt\u00eb ndikon n\u00eb koston e lart\u00eb t\u00eb kompanive ajrore dhe respektivisht n\u00eb \u00e7mimin e biletave \u00ebsht\u00eb rasti i furnizimit t\u00eb aeroplan\u00ebve me l\u00ebnd\u00eb djeg\u00ebse. Menj\u00ebher\u00eb pas koncesionimit t\u00eb aeroportit t\u00eb Prishtin\u00ebs, LIMAK me shpejt\u00ebsi kishte larguar furnizuesit e at\u00ebhersh\u00ebm, \u00a0kompanin\u00eb me fam\u00eb bot\u00ebrore Air BP, dhe kishte kontraktuar si furnizues t\u00eb vet\u00ebm nj\u00eb kompanin\u00eb vendore. Kjo kompani tash cakton \u00e7mimet e kerozin\u00ebs sipas d\u00ebshir\u00ebs s\u00eb vet dhe pa asnj\u00eb mbik\u00ebqyrje. T\u00eb gjitha aeroportet n\u00eb rajon kan\u00eb m\u00eb shum\u00eb se nj\u00eb furnizues me kerozin\u00eb n\u00eb aeroport, vet\u00ebm Aeroporti i Prishtin\u00ebs e ka t\u00eb monopolizuar k\u00ebt\u00eb sh\u00ebrbim shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm!<\/p>\n<p>Aeroporti i Prishtin\u00ebs \u00ebsht\u00eb Monopol dhe \u00a0keqp\u00ebrdorimi i pozit\u00ebs nga nj\u00eb kompani private duke mos respektuar rregullat e tregut t\u00eb lir\u00eb, mund t\u2019i sigurojn\u00eb fitime maksimale atij q\u00eb manipulon me ket\u00eb monopol por kurrsesi publikut dhe interesit publik. R\u00ebnia \u00a0e numrit t\u00eb udh\u00ebtar\u00ebve dhe \u00e7mimi i lart\u00eb i biletave n\u00eb aeroport \u00ebsht\u00eb tregues i qart\u00eb i keqmenaxhimit n\u00eb sektorin e aviacionit civil n\u00eb p\u00ebrgjith\u00ebsi, si nga kompania menaxhuese e aeroportit ashtu edhe nga institucionet qeveritare q\u00eb kan\u00eb p\u00ebr detyr\u00eb t\u00eb mbik\u00ebqyrin kontrat\u00ebn e koncesionimit, dhe t\u00eb sigurojn\u00eb funksionimin e tregut t\u00eb lir\u00eb, konkurrenc\u00ebn dhe mbrojtjen e konsumator\u00ebve.<\/p>\n<\/div>\n<div class=\"news-right\">\n<div class=\"post\">\n<p class=\"author\">\n<\/div>\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Pse numri i udh\u00ebtar\u00ebve n\u00eb Aeroportin Nd\u00ebrkomb\u00ebtar \u201cAdem Jashari\u201d \u00ebsht\u00eb n\u00eb r\u00ebnie?
