Gjithashtu, MSA \u00ebsht\u00eb marr\u00ebveshja q\u00eb do t\u00eb rregulloj\u00eb marr\u00ebdh\u00ebniet Kosov\u00eb-BE nga dita e n\u00ebnshkrimit e deri n\u00eb dit\u00ebn e an\u00ebtar\u00ebsimit t\u00eb plot\u00eb t\u00eb Kosov\u00ebs n\u00eb BE. Pra, edhepse Kosova do t\u00eb l\u00ebviz\u00eb drejt an\u00ebtar\u00ebsimit p\u00ebrmes aplikimit formal, marrjes s\u00eb statusit kandidat, fillimit t\u00eb negociatave dhe mbylljes s\u00eb tyre, n\u00eb nd\u00ebrkoh\u00eb gjithcka nd\u00ebrmjet Prishtin\u00ebs dhe Brukselit do t\u00eb zhvillohet mbi marr\u00ebveshjen e n\u00ebnshkruar m\u00eb 27 Tetor dhe \u00e7do progres i Kosov\u00ebs n\u00eb hapat tjere do t\u00eb kusht\u00ebzohet edhe nga p\u00ebrmbushja e obligimeve t\u00eb marra n\u00eb MSA.<\/p>\n<p>Por \u00e7far\u00eb p\u00ebrfitime dhe obligime n\u00eb t\u00eb v\u00ebrtet\u00eb dalin nga MSA?<\/p>\n<p>P\u00ebrtej r\u00ebnd\u00ebsis\u00eb s\u00eb saj politike, n\u00eb thelb t\u00eb MSA q\u00ebndrojn\u00eb aspektet ekonomike t\u00eb cilat p\u00ebrb\u00ebjn\u00eb q\u00ebllimin kryesor t\u00eb marr\u00ebveshjes. Ate q\u00eb duhet pasur parasysh \u00ebsht\u00eb q\u00eb p\u00ebrve\u00e7\u00a0p\u00ebrfitimeve ekonomike q\u00eb dalin nga marr\u00ebveshja, Kosova merr mbi vete nj\u00eb mori obligimesh p\u00ebr reforma n\u00eb drejtim t\u00eb vendosjes s\u00eb nj\u00eb ekonomie funksionale t\u00eb tregut.<\/p>\n<p>Aspektet ekonomike jan\u00eb t\u00eb grupuara rreth tri shtyllave kryesore: \u00e7\u00ebshtjeve tregtare, \u00e7\u00ebshtjeve legjislative dhe \u00e7\u00ebshtjet e strukturave qeveris\u00ebse t\u00eb cilat do t\u00eb sigurojn\u00eb funksionimin e plot\u00eb t\u00eb ekonomis\u00eb s\u00eb tregut n\u00eb p\u00ebrputhje me standardet europiane.<\/p>\n<p>\u00c7\u00ebshtjet tregtare paraqesin pjesen ku ndikimi i MSA do t\u00eb ndihet m\u00eb s\u00eb shpejti. Kosova dhe BE kan\u00eb negociuar nj\u00eb marr\u00ebveshje asimetrike q\u00eb do t\u00eb thot\u00eb q\u00eb ne momentin e hyrjes n\u00eb fuqi t\u00eb gjitha prodhimet nga Kosova (me p\u00ebrjashtim t\u00eb atyre p\u00ebr t\u00eb cilat jan\u00eb negocuar kuota) do t\u00eb kene \u00e7asje t\u00eb pakufizuar n\u00eb tregun e BE, nd\u00ebrsa \u00e7asja e prodhimeve t\u00eb BE do t\u00eb liberalizohet n\u00eb p\u00ebrputhje me afatet kohore ku disa prodhime do te fitojne \u00e7asje t\u00eb m\u00ebnjehershme, nd\u00ebrsa pjesa m\u00eb e madhe do te liberalizohet n\u00eb afat prej tri, pes\u00eb dhe shtat\u00eb vitesh. P\u00ebr me t\u00ebp\u00ebr nj\u00eb kategori e prodhimeve, p\u00ebr t\u00eb cilat Kosova ka konsideruar q\u00eb ka potencial vendor e ku hyn kryesisht prodhimet bujq\u00ebsore, do t\u00eb qendrojn\u00eb jasht\u00eb skedulit t\u00eb liberalizimit deri n\u00eb dhjet\u00eb vjet. Tek pjesa e produkteve me kuota p\u00ebrfitimin m\u00eb t\u00eb madh do ta ken\u00eb prodhuesit vendor t\u00eb ver\u00ebs, p\u00ebr t\u00eb cil\u00ebt n\u00eb momentin kur hyn n\u00eb fuqi MSA, kuota e eksportit pa tarifa doganore do t\u00eb rritet p\u00ebr dy her\u00eb e gjysme.<\/p>\n<p>Dy shtyllat tjera t\u00eb aspekteve ekonomike, m\u00eb tep\u00ebr jan\u00eb t\u00eb lidhura me obligimet t\u00eb cilat i marrin institucionet e Kosov\u00ebs n\u00eb implementimin e reformave ekonomike. FIllimisht Kosova do t\u00eb duhet t\u00eb nd\u00ebrmarr\u00eb nj\u00eb program t\u00eb gj\u00ebr\u00eb t\u00eb p\u00ebrafrimit t\u00eb legjislacionit n\u00eb fushen e ekonomis\u00eb. K\u00ebtu do t\u00eb ndikohen t\u00eb gjitha aspektet duke filluar nga legjislacioni p\u00ebr infrastrukturen e cil\u00ebsis\u00eb, p\u00ebr pron\u00ebsin\u00eb intelektuale, p\u00ebr mbikqyrjen e tregut, p\u00ebr mbrojtjen e konsumatorit \u00a0e deri tek legjislacioni p\u00ebr mbikqyrjen e konkurences dhe ndihm\u00ebn shtet\u00ebrore. Mir\u00ebpo, puna nuk p\u00ebrfundon tek legjislacioni. Marr\u00ebveshja k\u00ebrkon edhe nd\u00ebrtimin e kapaciteteve t\u00eb duhura p\u00ebr implementimin e k\u00ebtij legjislacioni. P.sh nj\u00eb nd\u00ebr institucionet m\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr implementimin e MSA \u00ebsht\u00eb Komisioni i Pavarur i Konkurenc\u00ebs i cili duhet t\u00eb sigurohet q\u00eb konkurenca n\u00eb treg \u00ebsht\u00eb n\u00eb p\u00ebrputhje me standardet e BE.<\/p>\n<p>Nje aspekt tjeter q\u00eb duhet pas\u00eb parasysh n\u00eb lidhje me MSA \u00ebsht\u00eb q\u00eb vendosja e marr\u00ebdh\u00ebnieve nd\u00ebrmjet Kosov\u00ebs dhe BE n\u00eb baza kontraktuale do t\u00eb jet\u00eb signal i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u00eb ardhmen e vendit tek investitor\u00ebt e huaj. Marrja e vendimeve p\u00ebr investime do t\u00eb jet\u00eb p\u00ebr nj\u00eb shkall\u00eb m\u00eb e leht\u00eb kur ekziston nj\u00eb mekaniz\u00ebm i cili garanton p\u00ebrafrimin e vendit drejt BE.<\/p>\n<p>Mir\u00ebpo, mbi t\u00eb gjitha duhet pas\u00eb parasysh qe MSA-ja n\u00eb vetvete nuk do t\u00eb thot\u00eb q\u00eb rezultatet jan\u00eb t\u00eb garantuara. Ato do t\u00eb varen nga gatishmeria e p\u00ebrgjithshme shoq\u00ebrore e n\u00eb ve\u00e7anti ajo institutcionale p\u00ebr ti b\u00ebr\u00eb detyrat e sht\u00ebpis\u00eb t\u00eb cilat k\u00ebrkohen nga ne. Nuk \u00ebsht\u00eb shum\u00eb e dobishme t\u00eb kemi \u00e7asje n\u00eb tregun e BE, n\u00ebse nuk kemi asgje t\u00eb eksportojme. Nuk ka r\u00ebnd\u00ebsi n\u00ebse investitor\u00ebt e huaj e shikojn\u00eb Kosov\u00ebn si vend potencial p\u00ebr investime n\u00ebse\u00a0nuk kemi institucione efikase, fuqi pun\u00ebtore t\u00eb kualifikuar e sundim t\u00eb rendit e ligjit.<\/p>\n<p>Obligimet e dala nga MSA n\u00eb rend t\u00eb par\u00eb do t\u00eb bien mbi institucionet qeveritare, t\u00eb cilat do t\u00eb duhet t\u00eb gjejn\u00eb\u00a0kurajon p\u00ebr implementim t\u00eb reformave t\u00eb k\u00ebrkuara n\u00eb shum\u00eb sektor\u00eb. Ato m\u00eb t\u00eb dhimshm\u00ebt do t\u00eb jen\u00eb t\u00eb lidhura m\u00eb nj\u00eb reform\u00eb thelb\u00ebsore t\u00eb administrates publike si dhe me nd\u00ebrtimin e nj\u00eb \u00e7asje holistike n\u00eb raport me adresimin e sfidave me t\u00eb cilat p\u00ebrballet sektori privat n\u00eb Kosov\u00eb. Por, edhe pjesa tjet\u00ebr e shoqeris\u00eb do t\u00eb ndikohet nga MSA. P.Sh komuniteti i biznesit do t\u00eb duhet t\u00eb rris\u00eb konkurueshmerine e bizneseve t\u00eb tyre n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund t\u00eb garoj\u00eb n\u00eb tregun europian po edhe ti p\u00ebrballoj\u00eb konkurences nga BE. Sigurisht, k\u00ebtu do t\u00eb ket\u00eb ndihme t\u00eb konsiderueshme edhe nga vet BE p\u00ebrmes programeve t\u00eb IPA II, mir\u00ebpo edhe p\u00ebr ti absorbuar ato do t\u00eb duhet nj\u00eb profesionaliz\u00ebm i shtuar.<\/p>\n<p>P\u00ebrfundimisht, MSA \u00ebsht\u00eb nj\u00eb lajm shum\u00eb i mir\u00eb p\u00ebr Kosov\u00ebn.
