Arsyeja p\u00ebr privatizimin e KEDS ishte rritja e performanc\u00ebs \u2013 pra uljen e humbjeve teknike dhe komerciale n\u00eb rrjetin e shp\u00ebrndarjes dhe t\u00eb furnizimit, p\u00ebrkujdes p\u00ebr ambientin nga ulja e humbjeve, p\u00ebrmir\u00ebsimi i sh\u00ebrbimeve, dhe menaxhim m\u00eb i mir\u00eb i burimeve njer\u00ebzore. P\u00ebr fat t\u00eb keq, problemet n\u00eb sektorin energjetik vazhdojn\u00eb t\u00eb mbesin t\u00eb m\u00ebdha dhe, mbi t\u00eb gjitha, Kosova vazhdon t\u00eb ket\u00eb nd\u00ebrprerje t\u00eb energjis\u00eb elektrike dhe furnizim jo stabil. Normalisht, do t\u00eb ishte gabim t\u2019i atribuohen t\u00eb gjitha k\u00ebto KEDS. Por pyetja \u00ebsht\u00eb se \u00e7far\u00eb efekti kishte privatizimi i KEDS kundrejt q\u00ebllimeve t\u00eb privatizimit te tij?<\/p>\n<div class=\"news-down\">\n<p>Fillimisht, nj\u00eb pjes\u00eb e madhe e popullsis\u00eb dhe politikb\u00ebr\u00ebsve ishin kund\u00ebr privatizimit t\u00eb KEDS. Disa ishin kund\u00ebr p\u00ebr arsyen e thjesht\u00eb q\u00eb nj\u00eb kompani aq e madhe dhe me r\u00ebnd\u00ebsi aq t\u00eb madhe sa KEDS nuk do t\u00eb duhej t\u00eb ishte n\u00eb duar private e aq m\u00eb pak n\u00eb duar t\u00eb t\u00eb huajve. Disa tjer\u00eb ishin n\u00eb parim pro privatizimit por kund\u00ebr \u00e7mimit posht\u00ebrues q\u00eb u dha p\u00ebr t\u00eb, sidomos pasi q\u00eb vet\u00ebm n\u00eb pes\u00eb vitet e fundit para privatizimit n\u00eb KEDS ishin investuar rreth 55 milion euro nd\u00ebrsa KEDS u shit me \u00e7mim prej 26.3 milion euro.<\/p>\n<p>Nj\u00eb perspektive tjet\u00ebr kund\u00ebr privatizimit ishte fakti q\u00eb pjesa e distribucionit \u00ebsht\u00eb monopol natyror \u2013 pra jan\u00eb vet\u00ebm nj\u00eb pal\u00eb tela t\u00eb rrym\u00ebs dhe nuk ka kurrfar\u00eb kuptimi ekonomik q\u00eb t\u00eb jen\u00eb m\u00eb shum\u00eb se nj\u00eb pal\u00eb \u2013 dhe si i till\u00eb duhet t\u00eb mbetet n\u00eb pron\u00eb publike. Tregu i lir\u00eb sjell\u00eb magjin\u00eb e vet p\u00ebr shkak t\u00eb konkurrenc\u00ebs dhe jo p\u00ebr shkak t\u00eb ndonj\u00eb karakteristike supernatyrale. Por n\u00eb rastin e rrjetit t\u00eb shp\u00ebrndarjes nuk mund t\u00eb ket\u00eb konkurrence andaj edhe nuk prit\u00ebt q\u00eb privatizimi t\u00eb sjell\u00eb domosdo eficienc\u00eb ekonomike m\u00eb t\u00eb mir\u00eb. P\u00ebrpos saj, privatizimi i KEDS i jepte edhe distribucionin edhe furnizimin t\u00eb nj\u00ebjtin pronar. Kjo mund t\u00eb pengoj\u00eb liberalizimin e tregut n\u00eb fush\u00ebn e furnizimit pasi q\u00eb kompania e distribucionit, p\u00ebr nga kalon energjia elektrike p\u00ebr tek furnitori, mund t\u00eb bashk\u00ebpunoj n\u00eb m\u00ebnyr\u00eb jo-fer me kompanin\u00eb e furnizimit n\u00eb d\u00ebm t\u00eb kompanive tjera t\u00eb furnizimit. N\u00eb Kosov\u00eb kompania e shp\u00ebrndarjes dhe e furnizimit ishin nj\u00eb dhe e vetme dhe iu ishte shitur t\u00eb nj\u00ebjtit pronar nd\u00ebrsa tani jan\u00eb dy por n\u00eb pron\u00ebsi t\u00eb t\u00eb nj\u00ebjtit pronar.<\/p>\n<p>Von\u00eb n\u00eb procesin e privatizimit t\u00eb KEDS hyri edhe nj\u00eb argument tjet\u00ebr: privatizuesi do t\u00eb investoj\u00eb 300 milion euro n\u00eb rrjetin e shp\u00ebrndarjes. Pra p\u00ebrve\u00e7 atyre arsyeve tjera q\u00eb u p\u00ebrmenden p\u00ebr privatizim, u shtua edhe kjo q\u00eb privatizimi po sjell\u00eb investime t\u00eb huaja. Dhe ashtu ndodhi: KEDS sot \u00ebsht\u00eb i detyruar t\u00eb investoj\u00eb 300 milion euro gjat\u00eb 15 viteve t\u00eb ardhshme. Mir\u00ebpo, investimet nuk kan\u00eb arsye t\u00eb vijn\u00eb nga jasht\u00eb. Sektori i energjis\u00eb \u00ebsht\u00eb i rregulluar nga Zyra e Rregullatorit t\u00eb Energjis\u00eb (ZRRE) \u2013 p\u00ebr shkak t\u00eb monopoleve natyrale nevojitet nj\u00eb rregullator i jasht\u00ebm q\u00eb t\u00eb sigurohet nj\u00eb p\u00ebrformanc\u00eb m\u00eb e mir\u00eb. Nd\u00ebr t\u00eb tjera, rregullatori i energjis\u00eb i rregullon edhe t\u00eb hyrat, investimet, kostot dhe fitimet e kompanive dhe pasi t\u2019i ket\u00eb aprovuar t\u00eb gjitha k\u00ebto, rregullatori p\u00ebrcakton tarifat e energjis\u00eb. Pra, n\u00ebse duhen investime, KEDS mund t\u2019i k\u00ebrkoj\u00eb rregullatorit lejim t\u00eb hyrash m\u00eb t\u00eb larta n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb hyra t\u2019i shfryt\u00ebzoj\u00eb p\u00ebr investime. K\u00ebsisoj tarifat rriten dhe bashke me to edhe investimet. Me fjal\u00eb tjera, investimet nuk kan\u00eb arsye t\u00eb vijn\u00eb nga jasht\u00eb, por mund t\u00eb gjenerohen nga tarifat. Pra nuk ka asgj\u00eb speciale p\u00ebr privatizuesin n\u00eb k\u00ebt\u00eb aspekt.<\/p>\n<p>Sido q\u00eb t\u00eb jet\u00eb, procesi i privatizimit t\u00eb KEDS sot \u00ebsht\u00eb i p\u00ebrmbyllur dhe nuk ka \u00e7far\u00eb t\u00eb b\u00ebjm\u00eb m\u00eb shum\u00eb n\u00eb k\u00ebt\u00eb aspekt. Ajo \u00e7far\u00eb na mbetet neve \u00ebsht\u00eb t\u00eb mbik\u00ebqyrim p\u00ebrformanc\u00ebn e kompanive energjetike dhe t\u00eb k\u00ebrkojm\u00eb maksimumin e mundur nga to. Edhe pse \u00ebsht\u00eb shum\u00eb her\u00ebt p\u00ebr vler\u00ebsimin e KEDS, besoj q\u00eb indikator\u00eb t\u00eb ndrysh\u00ebm jan\u00eb mjaftuesh\u00ebm sugjestiv t\u00eb p\u00ebrformanc\u00ebs s\u00eb KEDS n\u00eb k\u00ebto 2 vite e 8 muaj si kompani private.<\/p>\n<p>S\u00eb pari vlen t\u00eb shikohen humbjet teknike dhe komerciale n\u00eb rrjetin e shp\u00ebrndarjes. Humbjet teknike \u2013 q\u00eb shkaktohen prej bartjes dhe transformimit t\u00eb energjis\u00eb n\u00eb rrjet \u2013 ishin gjithmon\u00eb problematike p\u00ebr shkak t\u00eb rrjetit energjetik t\u00eb vjetruar dhe t\u00eb d\u00ebmtuar. P\u00ebr uljen e tyre duhen investime t\u00eb m\u00ebdha n\u00eb infrastrukture \u2013 andaj kushti q\u00eb kompania private t\u00eb investoj\u00eb 300 milion euro \u00ebsht\u00eb m\u00eb se i mir\u00ebseardhur. Por \u00e7far\u00eb ka ndodh\u00eb me humbet teknike gjate k\u00ebsaj kohe? Humbjet teknike u zvog\u00ebluan p\u00ebr 0.28 pik\u00eb p\u00ebrqindje n\u00eb vitin 2013 dhe 0.48 pik\u00eb p\u00ebrqindje n\u00eb vitin 2014 \u2013 apo nga 16.32% n\u00eb vitin 2012 n\u00eb 15.56% n\u00eb vitin 2014. A \u00ebsht\u00eb e k\u00ebnaqshme kjo ulje? P\u00ebrgjigja sigurisht varet nga pritjet tona. Duke u rikthyer n\u00eb q\u00ebllimin e privatizimit \u2013 pra rritjen e p\u00ebrformanc\u00ebs \u2013 ideja \u00ebsht\u00eb q\u00eb zvog\u00eblimi i humbjeve t\u00eb jet\u00eb m\u00eb i madh pas privatizimit se para privatizimit. P\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb krahasim, le t\u00eb marrim t\u00eb dh\u00ebnat e humbjeve teknike gjat\u00eb koh\u00ebs sa KEDS nuk ishte i privatizuar dhe t\u00eb shohim se n\u00eb baz\u00eb t\u00eb trendit t\u00eb uljes \u00e7far\u00eb do t\u00eb ishin humbjet sikur KEDS t\u00eb mos privatizohej. N\u00eb baz\u00eb t\u00eb k\u00ebsaj analize t\u00eb thjeshte del q\u00eb KEDS do t\u00eb p\u00ebrformonte pak gj\u00eb m\u00eb keq sikur t\u00eb mos privatizohej: humbjet do t\u00eb zvog\u00ebloheshin vet\u00ebm 0.01 pik\u00eb p\u00ebrqindje n\u00eb 2013 dhe 0.24 pik\u00eb p\u00ebrqindje n\u00eb 2014 \u2013 pra n\u00eb 2014 pa privatizim humbjet teknike do t\u00eb ishin 16.09% nd\u00ebrsa me privatizim humbjet n\u00eb 2014 ishin 15.56%. Ekstrapolimi i trendit t\u00eb humbjeve \u00ebsht\u00eb tejet i thjesht\u00eb dhe nuk merr p\u00ebr baz\u00eb faktor\u00eb tjer\u00eb; megjithat\u00eb t\u00eb dh\u00ebnat n\u00eb k\u00ebt\u00eb aspekt jan\u00eb inkurajuese.<\/p>\n<p>Por n\u00ebse e shtrijm\u00eb t\u00eb nj\u00ebjt\u00ebn analize tek humbjet komerciale, rezultatet nuk jan\u00eb aspak inkurajuese. Gjat\u00eb periudh\u00ebs s\u00eb KEDS-it t\u00eb privatizuar, humbjet komerciale u zvog\u00ebluan p\u00ebr 0.87 pik\u00eb p\u00ebrqindje n\u00eb 2013 dhe 1.56 pik\u00eb p\u00ebrqindje n\u00eb vitin 2014 \u2013 apo nga 20.37% n\u00eb vitin 2012 n\u00eb 19.50% dhe 17.94% n\u00eb vitin 2013 dhe 2014 respektivisht. N\u00eb skenarin pa privatizim t\u00eb KEDS, n\u00eb baz\u00eb t\u00eb trendit t\u00eb uljeve, humbjet komerciale do t\u00eb zvog\u00ebloheshin 2.19 dhe 1.78 pik\u00eb p\u00ebrqindje n\u00eb vitin 2013 dhe 2014 edhe pa privatizim t\u00eb KEDS \u2013 pra nga 20.37% n\u00eb vitin 2012 n\u00eb 18.18% dhe 16.40% n\u00eb vitin 2013 dhe 2014 respektivisht. Ndon\u00ebse ka nj\u00eb arsye t\u00eb mir\u00eb p\u00ebr k\u00ebt\u00eb: humbjet komerciale kan\u00eb t\u00eb b\u00ebjn\u00eb me shum\u00eb me sundimin e ligjit sesa me menaxhmentin e KEDS. N\u00ebse dikush b\u00ebn ky\u00e7je ilegale apo nxihet duke vjedhur energji, ai\/ajo nuk ka t\u00eb b\u00ebj me KEDS por me ligjin. I takon KEDS t\u2019i identifikoje k\u00ebto raste, por gjykatave dhe policis\u00eb t\u2019i nd\u00ebshkoj\u00eb. Por sundimi i ligjit n\u00eb Kosove \u00ebsht\u00eb tem\u00eb n\u00eb vete \u2013 disi funksionon ndryshe p\u00ebr ndryshe p\u00ebr njer\u00ebz t\u00eb fuqish\u00ebm e ndryshe p\u00ebr qytetare e r\u00ebndomt\u00eb. Megjithat\u00eb kjo t\u00eb b\u00ebn t\u00eb mendosh edhe nj\u00eb her\u00eb p\u00ebr arsyet e privatizimit: humbjet m\u00eb t\u00eb m\u00ebdha jan\u00eb ato komerciale q\u00eb varen m\u00eb shum\u00eb nga sundimi i ligjit sesa nga kompania energjetike. Do t\u00eb kishte m\u00eb shum\u00eb kuptim p\u00ebrforcimi i sundimit t\u00eb ligjit sesa privatizimi p\u00ebr uljet komerciale.<\/p>\n<p>Par\u00eb n\u00eb total, pra humbjet komerciale dhe ato teknike, humbjet e energjis\u00eb elektrike do t\u00eb uleshin m\u00eb shum\u00eb sikur t\u00eb vazhdohej me trendin e nj\u00ebjte sesa q\u00eb jan\u00eb ulur me privatizimin e distribucionit dhe furnizimit. Pra, privatizimi jo vet\u00ebm qe nuk ka rrit\u00eb p\u00ebrformanc\u00ebn por n\u00eb fakt duket se po funksionon me dob\u00ebt sesa kompania publike.<\/p>\n<p>Nj\u00eb tjet\u00ebr aspekt i p\u00ebrformanc\u00ebs ka t\u00eb b\u00ebj me ark\u00ebtimin e energjis\u00eb s\u00eb faturuar. KEK kishte probleme t\u00eb m\u00ebdha sidomos pas luft\u00ebs n\u00eb ark\u00ebtimin e energjis\u00eb q\u00eb kishte faturuar. Megjithat\u00eb, ark\u00ebtimi si p\u00ebrqindje e faturimit ishte rritur gradualisht deri n\u00eb nivelin e rreth 90%. Pra, 1 nga 10 persona paguanin fatur\u00ebn e energjis\u00eb elektrike. Me privatizimin e KEDS, kjo shif\u00ebr \u00ebsht\u00eb rritu n\u00eb rreth 95%. N\u00eb k\u00ebt\u00eb aspekt, privatizimi i KEDS ka sjelle rritje t\u00eb eficienc\u00ebs, edhe pse \u00ebsht\u00eb nj\u00eb absurd q\u00eb duhet matur eficienca n\u00eb at\u00eb se sa mund t\u00eb rritet numri i faturave t\u00eb paguara. Imagjino sikur dikush t\u00eb shkoj\u00eb tek nj\u00eb restorant, t\u00eb drekoj\u00eb dhe t\u00eb refuzoj\u00eb t\u00eb paguaj fatur\u00ebn. Kjo s\u2019ka t\u00eb b\u00ebj shum\u00eb m\u00eb privat apo publik, sa \u00ebsht\u00eb \u00e7\u00ebshtje e sundimi t\u00eb ligjit.<\/p>\n<p>Kur jemi tek t\u00eb hyrat, t\u00eb hyrat maksimum t\u00eb lejuara \u2013 mbi t\u00eb cilat p\u00ebrcaktohen tarifat \u2013 gjithashtu kan\u00eb ndryshuar pas privatizimit t\u00eb KEDS. T\u00eb hyrat maksimum t\u00eb lejuara u rriten p\u00ebr vitin 2014 n\u00eb 91.2 milion, nga 62.7 milion sa ishin nj\u00eb vit m\u00eb par\u00eb. N\u00eb fakt, vet\u00ebm p\u00ebr vitin 2014 k\u00ebto t\u00eb hyra u rriten m\u00eb shum\u00eb se sa p\u00ebr 6 vite rresht. P\u00ebrpara s\u00eb t\u00eb vijm\u00eb n\u00eb ndonj\u00eb konkluzion duhet t\u00eb kemi parasysh q\u00eb k\u00ebtu p\u00ebrfshihen shum\u00eb faktor\u00eb, si profiti i kompanis\u00eb, zbritja e donacioneve dhe subvencioneve, rritja e investimeve, \u00e7mimi dhe sasia e eksportit dhe importit t\u00eb energjis\u00eb, etj. Megjithat\u00eb, nuk besoj q\u00eb kjo rritje ka t\u00eb b\u00ebj shum\u00eb me faktor\u00eb strukturor, sepse tek e fundit nuk ka pasur ndryshime drastike n\u00eb eksporte, importe, investime apo faktor\u00eb tjer\u00eb t\u00eb ngjash\u00ebm q\u00eb t\u00eb shpjegojn\u00eb nj\u00eb rritje kaq drastike; besoj p\u00ebrgjigja \u00ebsht\u00eb tek motivi i profitit tek kompania private. Sido q\u00eb t\u00eb jet\u00eb, e v\u00ebrteta \u00ebsht\u00eb q\u00eb Kosova sot shpenzon shum\u00eb m\u00eb shum\u00eb n\u00eb sh\u00ebrbimet p\u00ebr shp\u00ebrndarje dhe furnizim t\u00eb energjis\u00eb elektrike se si\u00e7 kishte shpenzuar deri n\u00eb 6 vite m\u00eb par\u00eb.<\/p>\n<p>P\u00ebr fund, sh\u00ebrbimet n\u00eb relacion me publikun jan\u00eb p\u00ebrmir\u00ebsuar duksh\u00ebm pas privatizimit t\u00eb KEDS. Edhe pse mund t\u00eb argumentohet q\u00eb k\u00ebto sh\u00ebrbime jan\u00eb sip\u00ebrfaq\u00ebsore dhe nuk p\u00ebrfaq\u00ebsojn\u00eb thelbin e kompanis\u00eb, ato prape kan\u00eb nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm sidomos n\u00eb kontekstin Kosovar. P\u00ebrderisa reduktimet vazhdojn\u00eb, \u00ebsht\u00eb pak m\u00eb leht\u00ebsuese kur kompania p\u00ebrgjigjet mbi p\u00ebrgjegj\u00ebsit\u00eb dhe situat\u00ebn, apo se paku mundohet t\u00eb tregoj\u00eb mbi or\u00ebt kur do t\u00eb ket\u00eb reduktime. Gjithashtu, gjera t\u00eb vogla si websajti dhe sistemi elektronik i pagesave t\u00eb fatur\u00ebs, edhe pse nuk leht\u00ebsojn\u00eb barr\u00ebn e fatur\u00ebs, b\u00ebjn\u00eb nj\u00eb dallim jo t\u00eb vog\u00ebl n\u00eb informim dhe n\u00eb komoditet.<\/p>\n<p>Si konkluzion, mbetet her\u00ebt t\u00eb gjykojm\u00eb mbi p\u00ebrformanc\u00ebn e KEDS-it pas privatizimit. Kjo p\u00ebr shkak se shum\u00eb nga investimet k\u00ebrkojn\u00eb koh\u00eb p\u00ebr t\u2019i par\u00eb rezultatet. Megjithat\u00eb, disa nga indikator\u00ebt e elaboruar m\u00eb lart\u00eb sugjerojn\u00eb q\u00eb p\u00ebrformanca e KEDS nuk dallon shum\u00eb nga trendi i p\u00ebrformanc\u00ebs s\u00eb KEDS para privatizimit. N\u00eb fakt sa i p\u00ebrket humbjeve komerciale, privatizimi ve\u00e7se ka ngadal\u00ebsuar trendin e uljes s\u00eb humbjeve. Mir\u00ebpo, pa marre parasysh se \u00e7far\u00eb \u00ebsht\u00eb p\u00ebrformanca e KEDS tash, neve na mbeten pak opsione se \u00e7far\u00eb mund t\u00eb b\u00ebjm\u00eb. Ajo \u00e7far\u00eb nuk mund t\u00eb b\u00ebjm\u00eb \u00ebsht\u00eb t\u00eb kthejm\u00eb kohen dhe t\u00eb mos e privatizojm\u00eb KEDS. Por ajo \u00e7far\u00eb mund t\u00eb b\u00ebjm\u00eb \u00ebsht\u00eb t\u00eb e shtojm\u00eb presionin tek KEDS dhe, m\u00eb shum\u00eb se tek KEDS, tek Qeveria e Kosov\u00ebs q\u00eb t\u00eb beh\u00ebt shum\u00eb m\u00eb shum\u00eb n\u00eb uljen humbjeve komerciale \u2013 nd\u00ebr t\u00eb tjera sundim m\u00eb t\u00eb rrept\u00eb t\u00eb ligjit.
