N\u00eb t\u00eb shumt\u00ebn e rasteve, ai term \u00ebsht\u00eb p\u00ebrdorur p\u00ebr t\u00eb p\u00ebrshkruar p\u00ebrpjekjet e admirueshme n\u00eb p\u00ebrkrahje t\u00eb l\u00ebvizjeve demokratike n\u00eb vendet autokratike ose demokracit\u00eb e njoma. Por me raste, Shtetet e Bashkuara dhe t\u00eb tjer\u00ebt kan\u00eb abuzuar me t\u00eb, duke e keqaplikuar n\u00eb p\u00ebrpjekjet shkat\u00ebrruese p\u00ebr t\u00eb imponuar demokracin\u00eb me forc\u00eb. Sido q\u00eb t\u00eb jet\u00eb, problem m\u00eb i thell\u00eb \u00ebsht\u00eb se vet\u00eb ideja e promovimit t\u00eb demokracis\u00eb qendron mbi supozimin se e ardhmja do t\u00eb jet\u00eb m\u00eb demokratike se sa e kaluara.<\/p>\n<p>Nga p\u00ebrvoja e fundit e ringjalljes autoritare, lider\u00ebt duhet t\u00eb kthejn\u00eb p\u00ebrmbys k\u00ebt\u00eb supozim. Sigurisht se \u00ebsht\u00eb e mundshme q\u00eb disa autokraci do t\u00eb demokratizohen n\u00eb t\u00eb ardhmen, e kur t\u00eb vijn\u00eb k\u00ebto mund\u00ebsi, demokracit\u00eb e zhvilluara duhet t\u00eb b\u00ebjn\u00eb \u00e7mos p\u00ebr t\u2019i ndihmuar. Por, q\u00ebllimi kryesor i politik\u00ebs s\u00eb jashtme amerikane dhe evropiane nuk duhet t\u00eb jet\u00eb promovimi i demokracis\u00eb n\u00eb vendet ku ajo ve\u00e7se nuk ekziston. N\u00eb vend t\u00eb k\u00ebsaj, q\u00ebllimi duhet t\u00eb jet\u00eb mbrojtja e demokracis\u00eb n\u00eb ato vende, ku ajo \u00ebsht\u00eb e rrezikuar seriozisht.<\/p>\n<p>Ashtu si\u00e7 promovimi i demokracis\u00eb u zhvillua gradualisht, mbrojtja e demokracis\u00eb do t\u00eb marr\u00eb koh\u00eb p\u00ebr t\u2019u zhvilluar. Sidoqoft\u00eb, ka disa hapa t\u00eb menj\u00ebhersh\u00ebm q\u00eb mund t\u00eb nd\u00ebrmarrin Shtetet e Bashkuara dhe aleat\u00ebt e saj. P\u00ebrderisa Varshava kufizon lirin\u00eb e shtypit, Radio Evropa e Lir\u00eb duhet t\u00eb rifilloj\u00eb transmetimin n\u00eb polonisht, si\u00e7 b\u00ebri me transmetimin n\u00eb hungarisht n\u00eb vitin 2020. Me radh\u00eb, Z\u00ebri i Amerik\u00ebs duhet t\u00eb mbik\u00ebqyr\u00eb ndryshimet n\u00eb Indi q\u00eb mund ta arsyetojn\u00eb programin n\u00eb gjuh\u00ebn hindi. Organizatat si\u00a0<em>National Endowement for Democracy<\/em>\u00a0(NED) duhet t\u00eb shtojn\u00eb aktivitetet e tyre n\u00eb vende t\u00eb tilla \u2013 nj\u00eb kthes\u00eb e resurseve q\u00eb \u00ebsht\u00eb gjithnj\u00eb e m\u00eb ky\u00e7e, p\u00ebrderisa qeverit\u00eb n\u00eb ato vende ngulfasin shoq\u00ebrin\u00eb civile dhe shtypin organizatat joqeveritare.<\/p>\n<p>Nj\u00eb p\u00ebrkushtim serioz ndaj mbrotjes s\u00eb demokracis\u00eb do t\u00eb thot\u00eb gjithashtu p\u00ebrdorim i mjeteve diplomatike p\u00ebr t\u00eb b\u00ebr\u00eb presion mbi aleat\u00ebt n\u00eb prapakthim. Kjo doemos do t\u00eb thot\u00eb p\u00ebrdorim i shkopave, po aq sa edhe karrotave. Nj\u00eb shkop i mundsh\u00ebm do t\u00eb mund t\u00eb ishte p\u00ebrdorimi i zgjeruar i sanksioneve t\u00eb caktuara kund\u00ebr zyrtar\u00ebve q\u00eb d\u00ebmtojn\u00eb institucionet demokratike. Nj\u00eb tjet\u00ebr do t\u00eb ishte shtyerja ose anulimi i nismave t\u00eb planifikuara q\u00eb do t\u00eb p\u00ebrforconin qeverit\u00eb antidemokratike, sikurse synimi i Pentagonit q\u00eb\u00a0<a href=\"https:\/\/www.dw.com\/en\/pompeo-signs-deal-to-move-us-troops-from-germany-to-poland\/a-54579801\" target=\"_blank\" rel=\"noopener\">t\u00eb d\u00ebrgoj\u00eb mij\u00ebra ushtar\u00eb<\/a>\u00a0amerikan\u00eb n\u00eb Poloni.<\/p>\n<p>Mbrojtja e demokracis\u00eb do t\u00eb k\u00ebrkoj\u00eb gjithashtu p\u00ebrqendrim n\u00eb lidhjen mes politik\u00ebs s\u00eb jashtme dhe politik\u00ebs s\u00eb brendshme. S\u00eb fundmi, komentues e politikb\u00ebr\u00ebs kan\u00eb filluar t\u00eb v\u00ebn\u00eb theksin mbi at\u00eb se si \u00e7\u00ebshtjet nd\u00ebrkomb\u00ebtare si tregu i lir\u00eb ndikojn\u00eb mbi politik\u00ebn vendore: p\u00ebr sa koh\u00eb q\u00eb qytetar\u00ebt e r\u00ebndomt\u00eb nuk besojn\u00eb se rendi liberal nd\u00ebrkomb\u00ebtar do t\u00eb p\u00ebrmir\u00ebsoj\u00eb jet\u00ebn e tyre, nuk do t\u00eb jen\u00eb t\u00eb gatsh\u00ebm t\u00eb mbajn\u00eb barr\u00ebn e tij mbi supe. N\u00eb an\u00ebn tjet\u00ebr, lidhja \u00ebsht\u00eb poaq e fort\u00eb n\u00eb drejtimin e kund\u00ebrt: qytetar\u00ebt q\u00eb humbin besimin n\u00eb vlerat demokratike, ose q\u00eb nuk besojn\u00eb m\u00eb n\u00eb sistemin e tyre politik, v\u00ebshtir\u00eb se mund t\u00eb jen\u00eb avokues t\u00eb efektsh\u00ebm t\u00eb demokracis\u00eb.<\/p>\n<p>Lider\u00ebt e vendeve demokratike duhet t\u00eb ballafaqohen me sfiduesit autokrat\u00eb n\u00eb mesin e tyre, por k\u00ebt\u00eb duhet ta b\u00ebjn\u00eb duke shmangur mjetet joliberale. Kjo mund t\u00eb jet\u00eb fije e holl\u00eb: p\u00ebr shembull, shum\u00eb demokraci jan\u00eb gjithnj\u00eb e m\u00eb t\u00eb gatshme t\u00eb ndalojn\u00eb partit\u00eb ekstremiste, t\u00eb kufizojn\u00eb at\u00eb q\u00eb e konsiderojn\u00eb gjuh\u00eb t\u00eb urrejtjes, e t\u00eb censurojn\u00eb platformat e mediave sociale. Efikasiteti i k\u00ebtyre masave \u00ebsht\u00eb i dyshimt\u00eb. Megjithat\u00eb, ajo q\u00eb \u00ebsht\u00eb e sigurt \u00ebsht\u00eb se autokrat\u00ebt shp\u00ebrthyes shpesh p\u00ebrdorin ligje dhe rregulla shum\u00eb t\u00eb ngjashme, si mbules\u00eb p\u00ebr grumbullimin e pushtetin n\u00eb duart e tyre.<\/p>\n<p>Lidhja mes politik\u00ebs s\u00eb jashtme dhe t\u00eb brendshme \u00ebsht\u00eb arsye p\u00ebr t\u2019u ndaluar autokrat\u00ebt jasht\u00eb vendit at\u00eb \u00e7far\u00eb qytetar\u00ebt e demokracive mund t\u00eb thon\u00eb n\u00eb vendet e tyre. P\u00ebrgjat\u00eb viteve t\u00eb fundit, Kina ka mobilizuar nj\u00eb fushat\u00eb t\u00eb madhe p\u00ebr t\u00eb shkurajuar qytetar\u00ebt, komunat dhe korporatat e vendeve t\u00eb tjera q\u00eb t\u00eb kritikojn\u00eb politikat e tyre t\u00eb t\u00eb drejtave t\u00eb njeriut. P\u00ebr shembull n\u00eb vitin 2019, qyteti i Hajdelbergut n\u00eb Gjermani largoi nj\u00eb flamur tibetian nga godina e bashkis\u00eb pas presionit nga diplomat\u00ebt kinez\u00eb. Po t\u00eb njejtin vit, pas k\u00ebrc\u00ebnimeve ekonomike nga qeveria kineze, NBA kritikoi menaxherin e Houston Rockets Daryl Morey, p\u00ebr p\u00ebrkrahjen e protestuesve prodemokratik\u00eb n\u00eb Hong Kong.<\/p>\n<p>Edhe pse me gjas\u00eb do t\u00eb d\u00ebshmohet si e pamundshme q\u00eb ky lloj i goj\u00ebmbylljes t\u00eb parandalohet plot\u00ebsisht, Ligji p\u00ebr Praktikat e Korruptuara t\u00eb Huaja i vitit 1977 mund t\u00eb sh\u00ebrbej\u00eb si model p\u00ebr nj\u00eb p\u00ebrgjigje t\u00eb efektshme. Duke u lidhur duart organizatave si Nike, Volkswagen dhe Houston Rockets, ligjet e tilla do t\u2019ua b\u00ebnin shum\u00eb m\u00eb t\u00eb leht\u00eb q\u00eb t\u00eb rezistojn\u00eb presionin nga jasht\u00eb p\u00ebr t\u2019i mbyllur goj\u00ebn pun\u00ebtor\u00ebve t\u00eb tyre.<\/p>\n<p><strong>Reform\u00eb ose shuarje<\/strong><\/p>\n<p>Hapi final n\u00eb ndaljen e ringjalljes autoritare do t\u00eb ishte reforma e dy institucioneve themeltare t\u00eb rendit liberal nd\u00ebrkomb\u00ebtar: BE-s\u00eb dhe NATO-s. Amerikan\u00ebt dhe Evropian\u00ebt q\u00eb kan\u00eb dizajnuar k\u00ebta trupa kan\u00eb supozuar se vendet e tyre nuk do t\u00eb p\u00ebrjetojn\u00eb kurr\u00eb prapakthime demokratike serioze. P\u00ebr pasoj\u00eb, asnj\u00ebra organizat\u00eb nuk posedon mjete t\u00eb drejtp\u00ebrdrejta p\u00ebr t\u00eb suspenduar ose p\u00ebrjashtuar nj\u00eb an\u00ebtar, karakteri i t\u00eb cilit ka ndryshuar thelb\u00ebsisht.<\/p>\n<p>Kjo \u00ebsht\u00eb posa\u00e7\u00ebrisht problematike p\u00ebr Bashkimin Evropian, i cili k\u00ebrkon q\u00eb an\u00ebtar\u00ebt e saj t\u00eb sakrifikojn\u00eb nj\u00eb mas\u00eb t\u00eb madhe t\u00eb sovranitetit p\u00ebr t\u2019iu bashkuar bllokut. Ndon\u00ebse politikan\u00ebt vendor\u00eb ndonj\u00ebher\u00eb e kan\u00eb t\u00eb v\u00ebshtir\u00eb t\u2019u shpjegojn\u00eb votuesve t\u00eb tyre, megjithat\u00eb ka arsye bind\u00ebse p\u00ebr k\u00ebt\u00eb ujdi. M\u00eb vete, vendet e BE-s\u00eb jan\u00eb shum\u00eb t\u00eb vogla p\u00ebr t\u00eb trajtuar problemet transnacionale si ndryshimi klimatik, ose t\u00eb ndikojn\u00eb substancialisht politik\u00ebn bot\u00ebrore. Meq\u00eb k\u00ebto vende kan\u00eb t\u00eb p\u00ebrbashk\u00ebt p\u00ebrkushtimin ndaj demokracis\u00eb dhe sundimit t\u00eb ligjit, dor\u00ebzimi i nj\u00eb mase t\u00eb pavar\u00ebsis\u00eb u mund\u00ebson q\u00eb t\u00eb promovojn\u00eb vlerat e p\u00ebrbashk\u00ebta.<\/p>\n<p>Megjithat\u00eb, sipas t\u00eb njejt\u00ebs logjik\u00eb, ngritja e lider\u00ebve autoritar\u00eb p\u00ebrbrenda shteteve t\u00eb BE-s\u00eb e d\u00ebmton seriozisht legjitimitetin e bllokut. Mund t\u00eb jet\u00eb e arsyeshme p\u00ebr qytetar\u00ebt n\u00eb Holland\u00eb q\u00eb t\u00eb bashkoj\u00eb nj\u00eb cop\u00eb t\u00eb sovranitetit t\u00eb vendit me at\u00eb t\u00eb demokracive fqinje, sikurse Greqia ose Suedia, ngase interesat e tyre jan\u00eb me sa duket t\u00eb p\u00ebrbashk\u00ebta. Gjithsesi, \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb shpjegohet politikisht ose t\u00eb arsyetohet moralisht pse rregullat e vendosura pjes\u00ebrisht nga ata q\u00eb aspirojn\u00eb t\u00eb b\u00ebhen diktator\u00eb n\u00eb Budapest dhe Varshav\u00eb, t\u00eb jen\u00eb t\u00eb detyrueshme p\u00ebr qytetar\u00ebt holandez\u00eb. N\u00ebse politikb\u00ebr\u00ebsit n\u00eb Bruksel nuk e adresojn\u00eb k\u00ebt\u00eb kund\u00ebrshti, BE-ja do t\u00eb p\u00ebrballet me nj\u00eb kriz\u00eb te legjitimitetit me proporcione ekzistenciale \u2013 e till\u00eb q\u00eb institucionet e tanishme jan\u00eb t\u00ebr\u00ebsisht t\u00eb pap\u00ebrgatitura p\u00ebr ta zgjidhur.<\/p>\n<p>NATO p\u00ebrballet me nj\u00eb problem t\u00eb ngjajsh\u00ebm. Ashtu si BE-ja, si\u00e7 shkruhet qart\u00eb n\u00eb\u00a0<a href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/official_texts_17120.htm\" target=\"_blank\" rel=\"noopener\">hyrje t\u00eb traktatit<\/a>, aleanc\u00eb u themelua me vendosm\u00ebrin\u00eb \u201cq\u00eb t\u00eb mbroj\u00eb\u2026 parimet e demokracis\u00eb, liris\u00eb indivuale dhe sundimit t\u00eb ligjit.\u201d Megjithat\u00eb, meq\u00eb q\u00ebllimi par\u00ebsor i aleanc\u00ebs ka qen\u00eb gjithmon\u00eb ushtarak, ajo ka toleruar p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb shkeljet e k\u00ebtyre parimeve. Nj\u00eb prej an\u00ebtareve fillestar t\u00eb NATO-s Portugalia, ishte diktatur\u00eb n\u00eb koh\u00ebn e themelimit t\u00eb aleanc\u00ebs. N\u00eb dhjet\u00ebvje\u00e7ar\u00ebt pas vitit 1952, kur u bashkuan Greqia dhe Turqia, t\u00eb dy vendet mbeten n\u00eb pozicion t\u00eb mir\u00eb, p\u00ebrkund\u00ebr kontrollit t\u00eb koh\u00ebpaskohsh\u00ebm nga diktaturat ushtarake.<\/p>\n<p>Problemi me t\u00eb cilin p\u00ebrballet NATO sot \u00ebsht\u00eb, prapesprap\u00eb, i ndrysh\u00ebm. Edhe kur Greqia, Portugalia dhe Turqia ishin diktatura, ato mbeten an\u00ebtare t\u00eb besueshme t\u00eb aleanc\u00ebs; gjat\u00eb Luft\u00ebs s\u00eb Ftoht\u00eb, ato mbajt\u00ebn an\u00ebn e vendeve demokratike si Shtetet e Bashkuara, e jo fuqive komuniste si Bashkimi Sovjetik. Nj\u00eb pakt i mbrojtjes s\u00eb nd\u00ebrsjell\u00eb q\u00eb p\u00ebrfshin vende t\u00eb gatshme p\u00ebr t\u00eb sht\u00ebn\u00eb zjarr mbi trupat e nj\u00eb an\u00ebtari tjet\u00ebr, do t\u00eb humb besueshm\u00ebrin\u00eb shum\u00eb shpejt. P\u00ebrjashtimi i nj\u00eb an\u00ebtari nga NATO \u00ebsht\u00eb edhe m\u00eb i v\u00ebshtir\u00eb se p\u00ebrjashtimi i nj\u00eb vendi nga BE-ja. Ndon\u00ebse disa jurist\u00eb kan\u00eb propozuar zgjidhje t\u00eb men\u00e7ura, traktati nuk p\u00ebrmban shprehimisht ndonj\u00eb mekaniz\u00ebm p\u00ebr suspendimin ose p\u00ebrjashtimin e nj\u00eb shteti an\u00ebtar.<\/p>\n<p>P\u00ebr t\u00eb dy organizatat, m\u00ebnjanimi i k\u00ebtyre t\u00eb metave do t\u00eb k\u00ebrkonte kapital t\u00eb pamas\u00eb politik, presion serioz diplomatik dhe mund\u00ebsisht riform\u00ebsim t\u00eb plot\u00eb ligjor dhe organizativ. T\u00eb gjitha k\u00ebto jan\u00eb arsye t\u00eb forta pse lider\u00ebt demokratik\u00eb kan\u00eb munges\u00eb apetiti p\u00ebr t\u00eb b\u00ebr\u00eb reformat e nevojshme. Megjjithat\u00eb, pa mekanizma q\u00eb sigurojn\u00eb q\u00eb shtetet an\u00ebtare ose mbesin n\u00eb linj\u00eb me secilin mision t\u00eb organizat\u00ebs ose largohen, BE-ja dhe NATO do t\u00eb rr\u00ebshqasin n\u00eb mosfunksionim dhe irrelevanc\u00eb.<\/p>\n<p>Politikan\u00ebt t\u00eb cil\u00ebt jan\u00eb serioz\u00eb rreth mbrojtjes s\u00eb demokracis\u00eb, duhet t\u00eb prioritizojn\u00eb reformimin e k\u00ebtyre institucioneve, edhe n\u00ebse kjo \u00e7on drejt nj\u00eb konflikti t\u00eb brendsh\u00ebm serioz. Shtetet an\u00ebtare, veprat e t\u00eb cil\u00ebve nuk jan\u00eb m\u00eb n\u00eb linj\u00eb me misionin themelor t\u00eb BE-s\u00eb ose NATO-s, duhet o t\u00eb ndryshojn\u00eb kurs o t\u00eb pranojn\u00eb rregullat q\u00eb e b\u00ebjn\u00eb t\u00eb mundur p\u00ebrjashtimin e tyre. N\u00ebse k\u00ebto reforma d\u00ebshmohen si t\u00eb pamundura, do t\u00eb ishte m\u00eb mir\u00eb q\u00eb t\u00eb dy organizatat t\u00eb rithemelohen mbi baza m\u00eb t\u00eb qendrueshme, se sa t\u00eb kalben.<\/p>\n<p>Lider\u00ebt europian\u00eb kan\u00eb filluar t\u00eb zgjohen n\u00ebn k\u00ebrc\u00ebnimin e prapakthimit demokratik n\u00eb mesin e tyre.
