Pas nd\u00ebrrimit t\u00eb shpesht\u00eb t\u00eb disa qeverive, p\u00ebrqindja e votave q\u00eb pritet ta fitoj\u00eb lista LVV-Guxo garanton nj\u00eb stabilitet politik e potencialisht nj\u00eb qeveri q\u00eb mund ta mbaroj\u00eb mandatin e plot\u00eb. P\u00ebr ta arritur k\u00ebt\u00eb, k\u00ebsaj liste i duhen s\u00eb paku 52 deputet\u00eb q\u00eb ia mund\u00ebson formimin e qeveris\u00eb vet\u00ebm me pakicat joserbe. Sigurisht vendimet e gjykat\u00ebs kushtetuese dhe t\u00eb KQZ-s\u00eb n\u00ebnkuptojn\u00eb se t\u00eb gjith\u00eb deputet\u00ebt q\u00eb votojn\u00eb p\u00ebr qeverin\u00eb e ardhshme nuk mund t\u00eb kontestohen dhe k\u00ebshtu t\u00eb rrezikohet r\u00ebnia e qeveris\u00eb s\u00eb sapoformuar. T\u00eb shohim m\u00eb posht\u00eb sken\u00ebn politike dhe \u00e7far\u00eb po ndodh n\u00eb t\u00eb.<\/p>\n<p><strong>Lista Vet\u00ebvendosje-Guxo<\/strong><\/p>\n<p>Meqen\u00ebse LVV vie nga qendra e majt\u00eb dhe Lista Guxo nga qendra e djatht\u00eb, kjo list\u00eb mund t\u00eb quhet koalicion i qendr\u00ebs, sado q\u00eb pritet t\u00eb dominoj\u00eb programi i LVV-s\u00eb. Ka shum\u00eb mund\u00ebsi p\u00ebr t\u00eb bashk\u00ebpunuar k\u00ebto dy subjekte sepse e perbashk\u00ebta e tyre \u00ebsht\u00eb reforma. Sigurisht se fokusi fillestar do t\u00eb duhej t\u00eb ishte ato fusha q\u00eb nuk jan\u00eb ideologjike, si reforma institucionale dhe lufta kund\u00ebr korrupsionit. T\u00eb dyjat duhet t\u00eb tregojn\u00eb p\u00ebrkushtim p\u00ebr reform\u00eb administrative t\u00eb shtetit (duke filluar me testin e sh\u00ebrbyesve civil). Poashtu jo-ideologjike jan\u00eb edhe ligjet \u201cme dh\u00ebmb\u00eb\u201d kund\u00ebr korrupsionit si Ligji mbi pasurin\u00eb e pajustifikueshme.<\/p>\n<p>Pika tjet\u00ebr e p\u00ebrbashk\u00ebt jan\u00eb programet universale p\u00ebr t\u2019u ballafaquar me pasojat e pandemis\u00eb s\u00eb kovidit. Pandemia ka detyruar t\u00eb gjith\u00eb t\u00eb kthejn\u00eb vemendjen mbi \u00e7\u00ebshtje sociale, kriz\u00ebn ekonomike dhe intervenimet e shtetit p\u00ebr t\u00eb parandaluar kolapsin socio-ekonomik. K\u00ebtu duhet nj\u00eb ravij\u00ebzim i qart\u00eb i intervenimeve q\u00eb do t\u00eb mirren me pasojat e pandemis\u00eb. Pas Pakos emergjente dhe Ligjit p\u00ebr rim\u00ebk\u00ebmbje vendi ka nevoj\u00eb p\u00ebr nj\u00eb pako t\u00eb tret\u00eb q\u00eb do t\u00eb ishte m\u00eb e madhja dhe q\u00eb do ta vendoste\u00a0themelin p\u00ebr zhvillim ekonomik. Si shembull mund t\u00eb mirren p\u00ebrvojat e shteteve tjera q\u00eb nga Korea Jugore e deri te Maqedonia Veriore e cila ka zbatuar nj\u00eb s\u00ebr\u00eb pakosh t\u00eb nj\u00ebpasnj\u00ebshme.<\/p>\n<p>P\u00ebrve\u00e7 dy fushave m\u00eb lart\u00eb, jan\u00eb edhe politikat ekonomike, psh politikat financiare si Fondi sovran e Banka zhvillimore. K\u00ebtu dy subjektet mund ta kontrollojn\u00eb nj\u00ebra tjetr\u00ebn, gj\u00eb q\u00eb mund t\u00eb rezultoj\u00eb n\u00eb garanci q\u00eb fondet nuk do t\u00eb keqp\u00ebrdoren p\u00ebr q\u00ebllime buxhetore por p\u00ebr zhvillim. Edhe pse do t\u00eb ishte m\u00eb mir\u00eb t\u00eb krijohet nj\u00eb Bank\u00eb zhvillimore, fillimisht mund t\u00eb krijohet nj\u00eb Fond zhvillimor q\u00eb sh\u00ebrben edhe si m\u00ebnyr\u00eb e ballafaqimit me pasojat e kovidit. K\u00ebtu e kam fjal\u00ebn edhe p\u00ebr ide q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me krijimin urgjent t\u00eb vendeve t\u00eb pun\u00ebs, si\u00e7 do t\u00eb ishin garantimi i pagesave p\u00ebr pun\u00ebtor\u00eb t\u00eb rinj\u00eb p\u00ebr firmat e mesme, gj\u00eb q\u00eb e ka b\u00ebr\u00eb UNDP m\u00eb her\u00ebt, apo edhe nd\u00ebrtimi i nj\u00eb institucioni t\u00eb ri t\u00eb Mbrojtjes s\u00eb parqeve nacionale.<\/p>\n<p>Deri m\u00eb tash k\u00ebto subjekte, ofert\u00ebn kryesisht e kan\u00eb bazuar n\u00eb premtimin p\u00ebr shkapjen e shtetit dhe luft\u00ebn kund\u00ebr korrupsionit. P\u00ebrderisa dihen q\u00ebndrimet e kaluara p\u00ebr politika intervencioniste, gjat\u00eb k\u00ebsaj fushate mbetet t\u00eb shihen premtimet konkrete p\u00ebr fushat tjera si ekonomia, arsimi e sh\u00ebndet\u00ebsia. Edhe ps\u00eb pritet q\u00eb kjo list\u00eb t\u2019i fitoj\u00eb zgjedhjet, numri i sakt\u00eb i votave q\u00eb do t\u2019i merr mvaret edhe nga sqarimi i ofert\u00ebs konkrete n\u00eb fushat prioritare.<\/p>\n<p><strong>PDK, LDK, AAK<\/strong><\/p>\n<p>\u201cPartit\u00eb e vjetra\u201d, apo partit\u00eb q\u00eb p\u00ebrfaq\u00ebsojn\u00eb rendin e vjet\u00ebr, deri m\u00eb tash n\u00eb porosit\u00eb e tyre kan\u00eb hasur n\u00eb disa probleme, e kryesori \u00ebsht\u00eb bagazhi i qeverisjes s\u00eb bashku gjat\u00eb dy dekadave t\u00eb fundit, gj\u00eb q\u00eb n\u00eb p\u00ebrgjith\u00ebsi nuk shihet si qeverisje e suksesshme nga publiku. Jan\u00eb tri lloj porosish q\u00eb dalin nga k\u00ebto parti. S\u00eb pari, theksimi i sukseseve t\u00eb pretenduara sipas tyre, s\u00eb dyti, porosit\u00eb q\u00eb i d\u00ebrgohen faktorit nd\u00ebrkomb\u00ebtar, dhe s\u00eb treti premtimet p\u00ebr politikat q\u00eb do t\u2019i zbatojn\u00eb. Te e para ka mjaft probleme, sepse arritjet q\u00eb potencohen nga k\u00ebto parti shihen si problematike, si\u00e7 \u00ebsht\u00eb p\u00ebr shembull marr\u00ebveshja me Serbin\u00eb e nd\u00ebrmjet\u00ebsuar nga Grenelli. S\u00eb dyti, mesazhet q\u00eb i d\u00ebrgohen faktorit nd\u00ebrkomb\u00ebtar, kryesisht nga LDK, jan\u00eb se n\u00ebse nj\u00eb qeveri e udh\u00ebhequr nga ta do t\u00eb ishte e d\u00ebgjueshme. Edhe kjo \u00ebsht\u00eb problematike sepse votuesit jan\u00eb irrituar me k\u00ebt\u00eb lloj sjellje. E treta, premtimet p\u00ebr politika t\u00eb ardhshme jan\u00eb kthim mbrapa sepse i kujtojn\u00eb fushatat e m\u00ebhershme kur t\u00eb njejtat parti b\u00ebnin premtime astronomike q\u00eb nuk i realizuan. Premtimet e miliardave nga PDK dhe ai p\u00ebr bashkim me Shqip\u00ebrin\u00eb nga AAK, ting\u00ebllojn\u00eb megalomane dhe thjesht\u00eb\u00a0premtime q\u00eb thuhen n\u00eb fushat\u00eb. Fokusi i PDK-s\u00eb n\u00eb ekonomi \u00ebsht\u00eb edhe m\u00eb tutje problematik kur dihet se politikat ekonomike t\u00eb deritashme shpesh jan\u00eb udh\u00ebhequr nga eksponent\u00ebt e njejt\u00eb, dhe nuk kan\u00eb pas\u00eb sukses t\u00eb sjellin zhvillim.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr k\u00ebto parti premtojn\u00eb politika p\u00ebr t\u00eb cilat e kan\u00eb akuzuar list\u00ebn rivale t\u00eb Vet\u00ebvendosj\u00ebs-Guxo si \u201canti-amerikane\u201d kur ajo i ka promovuar ato politika. P\u00ebr shembull LDK tash premton reciprocitet me Serbin\u00eb por ishte vet\u00eb LDK q\u00eb e braktisi iden\u00eb e reciprocitetit n\u00eb qeverin\u00eb jet\u00ebshkurt\u00ebr me LVV-n\u00eb dhe nd\u00ebrpreu bashk\u00ebqeverisjen. Partia e vog\u00ebl q\u00eb i shoq\u00ebron k\u00ebto parti, NISMA, si duket nuk do ta kaloj\u00eb pragun fare. N\u00eb p\u00ebrgjith\u00ebsi votuesit jan\u00eb t\u00eb zhg\u00ebnjyer me k\u00ebto parti, dhe t\u00eb trija k\u00ebto jan\u00eb n\u00eb proces t\u00eb menaxhimit t\u00eb r\u00ebnies. N\u00ebse i marrin bashk\u00eb mbi 40 deputet\u00eb, do t\u00eb tentojn\u00eb t\u00eb formojn\u00eb qeveri n\u00eb koalicion m\u00eb List\u00ebn Serbe dhe partit\u00eb e pakicave joserbe. Por kjo do t\u00eb jet\u00eb e v\u00ebshtir\u00eb n\u00ebse LVV i ka votat e mjaftueshme q\u00eb ta formoj\u00eb qeverin\u00eb vet\u00eb.<\/p>\n<p><strong>Konsolidimi i sken\u00ebs politike<\/strong><\/p>\n<p>Nj\u00eb fenomen tjet\u00ebr q\u00eb po ndodh\u00a0n\u00eb sken\u00ebn politike t\u00eb Kosov\u00ebs \u00ebsht\u00eb konsolidimi i elektoratit. Kjo pas nj\u00eb periudhe kur mbizot\u00ebronte fragmentimi i trupit votues. Sondazhet tregojn\u00eb q\u00eb rreth gjysma e elektoratit favorizon list\u00ebn pro-reform\u00eb LVV-Guxo, kurse p\u00ebraf\u00ebrsisht gjysma tjet\u00ebr ende favorizon klas\u00ebn e vjet\u00ebr t\u00eb partive LDK, PDK, AAK, NISMA dhe partit\u00eb e pakicave.
