Qasja e k\u00ebtill\u00eb, e rivler\u00ebsimit dhe e propozimeve konkrete dhe konstruktive t\u00eb ndryshimeve t\u00eb vazhdueshme, t\u00eb nevojshme, e ndihmon zhvillimin e m\u00ebtejsh\u00ebm edhe t\u00eb nj\u00eb diplomacie t\u00eb konsoliduar me tradit\u00eb si e ShBA-s\u00eb, por mund t\u00eb sh\u00ebrbej\u00eb edhe si model p\u00ebr secilin vend. Duke u nisur nga besimi q\u00eb politika e jashtme duhet t\u00eb jet\u00eb fusha e politik\u00ebs publike me m\u00eb s\u00eb paku dallime nd\u00ebrmjet partive politike n\u00eb Kosov\u00eb, ky artikull m\u00ebton t\u00eb ofroj\u00eb nj\u00eb analiz\u00eb dhe disa rekomandime t\u00eb cilat do t\u00eb mund t\u00eb sh\u00ebrbenin si baz\u00eb mbi t\u00eb cil\u00ebn mund t\u00eb zhvillohet nj\u00eb debat gjith\u00ebp\u00ebrfshir\u00ebs drejt avancimit t\u00eb sh\u00ebrbimit diplomatik dhe politik\u00ebs s\u00eb jashtme t\u00eb Republik\u00ebs son\u00eb te re.<\/p>\n<p>Fatkeq\u00ebsisht, opinioni publik n\u00eb Kosov\u00eb zakonisht i kthen syt\u00eb nga politika dhe sh\u00ebrbimi i jasht\u00ebm vet\u00ebm kur raportohen shkelje n\u00eb procedurat e rekrutimit, p\u00ebrzgjedhjeve apo d\u00ebrgimit n\u00eb poste diplomatike. Nj\u00eb qasje e till\u00eb kalimtare dhe sip\u00ebrfaq\u00ebsore, rrezikon t\u00eb maskoj sfidat m\u00eb t\u00eb thella t\u00eb politik\u00ebs t\u00eb jashtme t\u00eb Kosov\u00eb dhe t\u00eb sh\u00ebrbimit t\u00eb saj t\u00eb jasht\u00ebm, t\u00eb cilat fatkeq\u00ebsisht nuk jan\u00eb t\u00eb pakta e as t\u00eb vogla. M\u00eb posht\u00eb identifikohen nj\u00eb s\u00ebr\u00eb veprimesh q\u00eb do t\u00eb mund t\u00eb adresonin disa nga nevojat dhe mund\u00ebsit\u00eb p\u00ebr avancim t\u00eb politik\u00ebs s\u00eb jashtme dhe p\u00ebrfaq\u00ebsimit t\u00eb vendit.<\/p>\n<p>Gjersa dhjet\u00ebvjetori i par\u00eb i shtet\u00ebsis\u00eb s\u00eb vendit kishte nj\u00eb dinamik\u00eb t\u00eb madhe t\u00eb zhvillimeve n\u00eb dimensionin e marr\u00ebdh\u00ebnieve t\u00eb jashtme, tani natyrsh\u00ebm kjo dinamik\u00eb \u00ebsht\u00eb ngadal\u00ebsuar dhe prandaj \u00ebsht\u00eb moment i duhur p\u00ebr t\u00eb rimenduar, konsoliduar dhe fuqizuar angazhimin e m\u00ebtutjesh\u00ebm.<\/p>\n<p>Njohjet e nj\u00ebpasnj\u00ebshme, an\u00ebtar\u00ebsimet e r\u00ebnd\u00ebsishme n\u00eb organizata nd\u00ebrkomb\u00ebtare (FMN, Banka Bot\u00ebrore, OBD etj.), opinioni pozitiv i GJND-s\u00eb p\u00ebr shtet\u00ebsin\u00eb e Kosov\u00ebs, avancimi n\u00eb rrug\u00ebn Evropiane (MSA) konsolidimi dhe shp\u00ebrndarja e rrjetit diplomatik ishin p\u00ebrpjekje dhe arritje t\u00eb p\u00ebrmasave historike. P\u00ebrve\u00e7 k\u00ebtyre, u zhvilluan edhe betejat p\u00ebr an\u00ebtar\u00ebsim n\u00eb organizata t\u00eb r\u00ebnd\u00ebsishme si INTERPOL dhe UNESCO. N\u00eb k\u00ebt\u00eb periudh\u00eb u zhvillua dialogu i leht\u00ebsuar nga BE p\u00ebr normalizim t\u00eb marr\u00ebdh\u00ebnieve, si dhe dialogu i nd\u00ebrmjet\u00ebsuar nga ShBA. Mir\u00ebpo kjo periudh\u00eb e par\u00eb dinamike medoemos do t\u00eb p\u00ebrcillej me nj\u00eb ngadal\u00ebsim n\u00eb angazhimin dhe rezultateve politik\u00ebs s\u00eb jashtme. Zakonisht betejat m\u00eb t\u00eb v\u00ebshtira nuk jan\u00eb t\u00eb parat, dhe kjo vlen edhe p\u00ebr Kosov\u00ebn. Andaj do t\u00eb jet\u00eb e r\u00ebnd\u00ebsis\u00eb edhe m\u00eb t\u00eb madhe q\u00eb t\u00eb pajiset me kapacitetet e nevojshme q\u00eb mbron dhe promovon interesat e Kosov\u00ebs n\u00eb bot\u00eb tash kur frutat e par\u00eb jan\u00eb korr\u00eb.<\/p>\n<p>Ajo q\u00eb \u00ebsht\u00eb m\u00eb se evidente \u00ebsht\u00eb se problemet e vazhdueshme, me t\u00eb cilat \u00ebsht\u00eb ballafaquar politika e jashtme, ashtu si mund\u00ebsit\u00eb e pashfryt\u00ebzuara deri m\u00eb tani, nuk mund t\u00eb adresohen me qasjen e as me mjetet e p\u00ebrdorura deri tani. Sukseset e radh\u00ebs do t\u00eb varen nga puna e zellshme por edhe nga definimi i nj\u00eb vizioni strategjik t\u00eb bazuar p\u00ebr at\u00eb se \u00e7far\u00eb \u00ebsht\u00eb e arritshme.<\/p>\n<p>P\u00ebr t\u00eb adresuar sfidat e radh\u00ebs, e nevojshme q\u00eb t\u00eb nd\u00ebrmerren hapa t\u00eb guximsh\u00ebm p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb rishqyrtim dhe rifokusim m\u00eb t\u00eb thell\u00eb t\u00eb objektivave, organizimit, dhe ngritjen e mb\u00ebshtetjes dhe resurseve n\u00eb dispozicion t\u00eb politik\u00ebs s\u00eb jashtme t\u00eb Kosov\u00ebs dhe t\u00eb institucioneve e strukturave q\u00eb e zbatojn\u00eb at\u00eb. Gjersa sfidat me t\u00eb cilat Kosova p\u00ebrballet n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare mbesin prezente, vendi duhet ta parandaloj\u00eb degradimin e m\u00ebtejsh\u00ebm institucional, shthurjen operacionale dhe \u00e7akordimin e tejm\u00eb t\u00eb k\u00ebtij sh\u00ebrbimi q\u00eb ka nevoj\u00eb t\u00eb skajshme p\u00ebr profesionalizim, depolitizim dhe organizim.<\/p>\n<p align=\"center\">* * *<\/p>\n<p>Sfida kryesore e Republik\u00ebs s\u00eb Kosov\u00ebs n\u00eb politik\u00ebn e jashtme mbetet mosnjohja e fuqive bot\u00ebrore si Rusia dhe Kina, dhe mosl\u00ebkundja e pozicioneve t\u00eb pes\u00eb shteteve t\u00eb BE-s\u00eb q\u00eb ende nuk e kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs. N\u00eb rajon, sfid\u00eb kryesore mbetet Serbia q\u00eb p\u00ebrmjet mjeteve t\u00eb ndryshme \u00ebsht\u00eb n\u00eb angazhim t\u00eb p\u00ebrhersh\u00ebm q\u00eb t\u00eb parandaloj\u00eb afirmimin e shtet\u00ebsis\u00eb dhe avancimin e interesave tjera.<\/p>\n<p>Sikur k\u00ebto t\u00eb mos ishin t\u00eb mjaftueshme, Kosov\u00ebs i duhet t\u00eb navigoj\u00eb n\u00eb nj\u00eb realitet tejet delikat n\u00eb\u00a0<strong>sken\u00ebn globale<\/strong>\u00a0q\u00eb \u00ebsht\u00eb duke kaluar n\u00ebp\u00ebr l\u00ebvizje t\u00eb m\u00ebdha t\u00eb pllakave tektonike gjeopolitike. Ndryshimi i administrat\u00ebs n\u00eb ShBA dhe pik\u00ebpamjet e reja ndaj politik\u00ebs s\u00eb jashtme; konflikti mes populizmit dhe r\u00ebnies s\u00eb qasjes s\u00eb bazuar n\u00eb vlerat demokratike per\u00ebndimore; presioni i vazhduesh\u00ebm i Rusis\u00eb dhe i Kin\u00ebs n\u00eb rritje ndaj vlerave demokratike dhe i rendit t\u00eb bot\u00ebs per\u00ebndimore, i bazuar n\u00eb rregulla; ngritja e populizimit dhe debatet e brendshme t\u00eb BE-s\u00eb p\u00ebr thellimin para zgjerimit, ridefinimi i marr\u00ebdh\u00ebnieve me Mbret\u00ebrin\u00eb e Bashkuar si dhe parandalimi i daljeve t\u00eb reja nga unioni, jan\u00eb vet\u00ebm disa nga konsideratat globale me t\u00eb cilat duhet t\u00eb ballafaqohet jo vet\u00ebm Kosova por edhe i gjith\u00eb rajoni i Ballkanit per\u00ebndimor. N\u00eb an\u00ebn tjet\u00ebr, zbehja e kredibilitetit t\u00eb procesit t\u00eb zgjerimit t\u00eb Bashkimit Evropian, presionet p\u00ebr nj\u00eb p\u00ebrafrim ekonomik rajonal p\u00ebrkrah nj\u00eb gare drejt BE-s\u00eb me tendenca p\u00ebr t\u00eb m\u00ebnjanuar zgjidhjen e pengesave politike (si njohja e Kosov\u00ebs nga Serbia) jan\u00eb disa nga konsideratat e r\u00ebnd\u00ebsishme q\u00eb Kosova i ka para vetes n\u00eb rrafshin<strong>\u00a0rajonal.<\/strong><\/p>\n<p>N\u00eb vazhdim do t\u00eb propozojm\u00eb disa veprime q\u00eb do t\u00eb mund t\u00eb ndikonin pozitivisht n\u00eb rehabilitimin dhe rivitalizimin e k\u00ebtij krahu t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr avancim t\u00eb interesit shtet\u00ebror. Shtyllat kryesore mbi t\u00eb cilat jan\u00eb vendosur k\u00ebto rekomandime jan\u00eb besimi se institucionet dhe hisedar\u00ebt tjer\u00eb shoq\u00ebror\u00eb t\u00eb vendit kan\u00eb vullnet p\u00ebr t\u00eb mobilizuar investimeve substanciale intelektuale por edhe financiare. Padyshim, disa nga masat e propozuara do t\u00eb \u00e7onin drejt depolitizimit, gj\u00eb q\u00eb do t\u00eb shkonte kund\u00ebr \u00e7do instinkti t\u00eb vendimmarr\u00ebsve politik\u00eb. Por meqen\u00ebse kemi t\u00eb b\u00ebjm\u00eb me di\u00e7ka q\u00eb i tejkalon interesat e ngushta politike, kjo \u00ebsht\u00eb e domosdoshme.<\/p>\n<p><strong>1. Rip\u00ebrcaktim i q\u00ebllimeve\/p\u00ebrshkall\u00ebzimi i objektivave<\/strong><\/p>\n<p>Gjersa q\u00ebllimet e Kosov\u00ebs mbesin afirmimi i shtet\u00ebsis\u00eb, an\u00ebtar\u00ebsimi n\u00eb OKB, BE dhe NATO, duhet pasur edhe nj\u00eb qasje reale q\u00eb i mund\u00ebson nj\u00eb vler\u00ebsim se kur dhe si do t\u00eb arrihen k\u00ebto q\u00ebllime n\u00eb sy t\u00eb bllokadave q\u00eb e parandalojn\u00eb me t\u00eb v\u00ebrtet\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb.<\/p>\n<p>Edhe sikur klima p\u00ebr absorbim t\u00eb vendeve t\u00eb reja t\u00eb ishte ideale, Kosova duhet ta ket\u00eb t\u00eb qart\u00eb q\u00eb n\u00eb rrug\u00ebn e saj ekzistojn\u00eb probleme duke filluar me vet\u00eb faktin q\u00eb nuk \u00ebsht\u00eb e njohur universalisht. Prandaj i duhet q\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb koordinuar t\u00eb zhvilloj\u00eb nj\u00eb debat dometh\u00ebn\u00ebs nd\u00ebrinstitucional dhe pastaj t\u00eb artikuloj\u00eb nj\u00eb set t\u00eb objektivave strategjike afatgjate p\u00ebr qasjen e saj n\u00eb bot\u00eb. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, duhet t\u00eb pajiset edhe me nj\u00eb set t\u00eb objektivave realiste inkrementale q\u00eb sh\u00ebrbejn\u00eb si l\u00ebvizje taktike n\u00eb m\u00ebnyr\u00eb q\u00eb vendi t\u00eb pozicionohet m\u00eb volitsh\u00ebm p\u00ebr t\u00eb p\u00ebrfituar at\u00ebher\u00eb kur kushtet jan\u00eb t\u00eb p\u00ebrshtatshme.<\/p>\n<p><strong>2. Forcimi i prezenc\u00ebs n\u00eb rajon dhe nismat p\u00ebr bashk\u00ebpunim rajonal<\/strong><\/p>\n<p>Ajo q\u00eb duhet b\u00ebr\u00eb, mbi t\u00eb gjitha, n\u00eb k\u00ebt\u00eb situat\u00eb, gjersa konteksti t\u00eb mos ndryshoj\u00eb, \u00ebsht\u00eb q\u00eb ta shtrij\u00eb prezenc\u00ebn e saj dhe nj\u00eb pjes\u00ebmarrje aktive dhe p\u00ebrmbajtjesore n\u00eb t\u00eb gjitha nismat rajonale. Nuk duhet lejuar q\u00eb vendi t\u00eb vetizolohet p\u00ebr shkak t\u00eb simbolikave. Nj\u00eb nd\u00ebr rreziqet q\u00eb i kanosen Kosov\u00ebs \u00ebsht\u00eb q\u00eb t\u00eb shihet si nj\u00eb penges\u00eb p\u00ebr avancimin e bashk\u00ebpunimit n\u00eb rajon.<\/p>\n<p>Ajo \u00e7far\u00eb duhet t\u00eb b\u00ebhet, \u00ebsht\u00eb n\u00eb fakt e kund\u00ebrta. Kjo do t\u00eb mund t\u00eb p\u00ebrfshij\u00eb, por jo t\u00eb kufizohet me p\u00ebrcaktime p\u00ebr p\u00ebrforcimin dhe thellimin e lidhjeve ekzistuese, ngritjen e p\u00ebrfaq\u00ebsimit n\u00eb organizatat ku Kosova \u00ebsht\u00eb e an\u00ebtar\u00ebsuar (p\u00ebrfshir\u00eb duke e k\u00ebrkuar mund\u00ebsin\u00eb e udh\u00ebheqjes s\u00eb nj\u00ebr\u00ebs nga nismat nga nj\u00eb kosovar) dhe rritjen e profilit n\u00eb agjend\u00ebn rajonale. T\u00eb nj\u00ebjt\u00ebn koh\u00eb duhet t\u00eb insistoj\u00eb q\u00eb edhe t\u00eb marr\u00eb p\u00ebrgjegj\u00ebsi, si duke u b\u00ebr\u00eb nikoqire e ngjarjeve, e nismave n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb me rajonin, ashtu edhe duke e k\u00ebrkuar prezenc\u00ebn e p\u00ebrhershme p\u00ebr ndonj\u00eb nga organizatat rajonale. Ekziston mund\u00ebsia q\u00eb t\u00eb gjitha k\u00ebto t\u00eb b\u00ebhen pa sakrifikuar as shkelur mbi parimet e simbolet e veta \u2013 gjith\u00e7ka duhet t\u00eb jet\u00eb e pranueshme derisa rregullat i aplikohen t\u00eb gjitha vendeve n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb.<\/p>\n<p><strong>3. D\u00ebrgimi i p\u00ebrfaq\u00ebsuesve n\u00eb organizata dhe iniciativa nd\u00ebrkomb\u00ebtare<\/strong><\/p>\n<p>P\u00ebrkund\u00ebr faktit q\u00eb institucionet tona kan\u00eb b\u00ebr\u00eb nj\u00eb pun\u00eb monumentale p\u00ebr t\u2019u an\u00ebtar\u00ebsuar n\u00eb organizata e iniciativa te ndryshme, shum\u00eb shpesh n\u00eb momentin e an\u00ebtar\u00ebsimit kan\u00eb p\u00ebrfunduar p\u00ebrpjekjet p\u00ebr t\u00eb p\u00ebrfituar nga k\u00ebto organizata. K\u00ebt\u00eb duhet adresuar edhe n\u00eb aspektin e d\u00ebrgimit apo t\u00eb mund\u00ebsimit t\u00eb personelit. Duhet kultivuar nj\u00eb raport dhe dialog i vazhduesh\u00ebm me rrjete t\u00eb profesionist\u00ebve nga Kosova n\u00eb organizatat nd\u00ebrkomb\u00ebtare si Banka Bot\u00ebrore apo FMN. Kosova duhet t\u00eb ket\u00eb nj\u00eb plan q\u00eb t\u00eb mb\u00ebshtes\u00eb d\u00ebrgimin e p\u00ebrfaq\u00ebsuesve n\u00eb mund\u00ebsi t\u00eb p\u00ebrkohshme n\u00eb k\u00ebto organizata. N\u00eb t\u00eb nj\u00ebjt\u00ebn frym\u00eb duhet q\u00eb t\u00eb mund\u00ebsohen dhe t\u00eb inkurajohen edhe programe q\u00eb do t\u00eb mund\u00ebsonin edhe d\u00ebrgimin e personelit p\u00ebr shk\u00ebmbime (m\u00ebsim n\u00eb pun\u00eb) me vendet mb\u00ebshtet\u00ebse.<\/p>\n<p><strong>4. Rritja e kredibilitetit dhe e besimit n\u00eb sh\u00ebrbimin e jasht\u00ebm<\/strong><\/p>\n<p>Ministria e Pun\u00ebve t\u00eb Jashtme \u00ebsht\u00eb p\u00ebrcjell\u00eb q\u00eb nga fillimi me skandale t\u00eb shumta mediale t\u00eb cilat kan\u00eb ndikuar n\u00eb kredibilitetin e k\u00ebtij institucioni. Raportimet e deritanishme mediale jan\u00eb arsye e mjaftueshme q\u00eb t\u00eb niset nj\u00eb hulumtim i pavarur p\u00ebr t\u00eb adresuar akuzat p\u00ebr nepotiz\u00ebm dhe shkelje tjera t\u00eb procedurave n\u00eb rekrutim dhe avancim. Gjithashtu duhet t\u00eb rishikohet edhe procedura e vler\u00ebsimit t\u00eb stafit, dhe duhet t\u00eb b\u00ebhet m\u00eb dometh\u00ebn\u00ebse n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb avancimet eventuale t\u00eb aft\u00ebsive t\u00eb nd\u00ebrlidhen me avancime n\u00eb karrier\u00eb. Duhet konsideruar edhe nj\u00eb mund\u00ebsi p\u00ebr rishikim\/verifikim t\u00eb kualifikimeve p\u00ebrmes organizimit t\u00eb testimeve t\u00eb ndryshme (t\u00eb standardizuara) dhe t\u00eb testimeve t\u00eb kompetenc\u00ebs gjuh\u00ebsore p\u00ebrmes institucioneve t\u00eb pavarura.<\/p>\n<p><strong>5. Rritja e kapaciteteve t\u00eb formulimit dhe t\u00eb zbatimit t\u00eb politikave<\/strong><\/p>\n<p>Politika e jashtme duhet t\u00eb buroj\u00eb nga Ministria e Jashtme dhe q\u00ebndrimet t\u00eb komunikohen qart\u00eb dhe shpesh me Misionet diplomatike. Koordinimi vertikal dhe horizontal i politik\u00ebs s\u00eb jashtme do t\u00eb leht\u00ebsoj\u00eb dhe t\u00eb fokusoj\u00eb pun\u00ebn e sh\u00ebrbyesve diplomatik\u00eb. Formulimi i mir\u00ebfillt\u00eb i politik\u00ebs s\u00eb jashtme dhe harmonizimi nd\u00ebrmjet bart\u00ebsve kryesor\u00eb t\u00eb politik\u00ebs s\u00eb jashtme do t\u00eb ndikoj\u00eb pozitivisht n\u00eb pun\u00ebn e misioneve diplomatike. Natyra e koalicioneve qeveris\u00ebse n\u00eb Kosov\u00eb ka krijuar sfida n\u00eb fragmentimin e p\u00ebrgjegj\u00ebsive si dhe t\u00eb fush\u00ebveprimeve, gj\u00eb q\u00eb shpeshher\u00eb prodhon kakofoni t\u00eb q\u00ebndrimeve. E vetmja m\u00ebnyr\u00eb q\u00eb kjo t\u00eb m\u00ebnjanohet \u00ebsht\u00eb n\u00ebse ka nj\u00eb koordinim m\u00eb t\u00eb p\u00ebrforcuar, dhe n\u00ebse MPJ \u00ebsht\u00eb proaktive n\u00eb formulimin, koordinimin dhe komunikimin e politikave.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, transmetimi i q\u00ebndrimeve t\u00eb ndryshme tek p\u00ebrfaq\u00ebsit\u00eb diplomatike n\u00eb Prishtin\u00eb shpesh ka shkaktuar hut\u00ed tek komuniteti diplomatik. N\u00eb fakt, do duhej t\u00eb b\u00ebhet gjith\u00e7ka q\u00eb t\u00eb b\u00ebhen investimet dhe t\u00eb vendosen n\u00eb programe t\u00eb aft\u00ebsimit t\u00eb diplomat\u00ebve p\u00ebrgjat\u00eb karrier\u00ebs me trajnime plot\u00ebsuese p\u00ebrmbajtjesore. Duhet t\u00eb krijohet nj\u00eb plan gjith\u00ebp\u00ebrfshir\u00ebs, t\u00eb bazohet n\u00eb gjetjet e nj\u00eb hulumtimit t\u00eb thell\u00eb t\u00eb kompetencave t\u00eb stafit ekzistues, duke mos p\u00ebrjashtuar edhe trajnime bazike t\u00eb gjuh\u00ebve, deri n\u00eb programe m\u00eb t\u00eb sofistikuara p\u00ebrmbajtjesore n\u00eb fush\u00ebn e politik\u00ebs s\u00eb jashtme, ekonomis\u00eb, drejt\u00ebsis\u00eb etj.<\/p>\n<p>N\u00eb k\u00ebt\u00eb drejtim duhet konsideruar fuqizimi i m\u00ebtutjesh\u00ebm i akademis\u00eb diplomatike me fonde dhe staf dhe p\u00ebrmes dizajnimit t\u00eb programeve t\u00eb aft\u00ebsimit p\u00ebrgjat\u00eb karrier\u00ebs. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb duhet t\u00eb krijohet dhe nj\u00eb incentivizim i qart\u00eb i diplomat\u00ebve q\u00eb t\u00eb b\u00ebjn\u00eb p\u00ebrpjekje dhe t\u00eb p\u00ebrkushtohen p\u00ebr aft\u00ebsimin e tyre t\u00eb m\u00ebtutjesh\u00ebm. Gjithashtu mund t\u00eb krijohen edhe mund\u00ebsi tjera m\u00eb pak formale, por gjithsesi t\u00eb dobishme si p.sh. p\u00ebrmes dizajnimit t\u00eb nj\u00eb programi t\u00eb mentorimit ku stafi i ri mund t\u00eb k\u00ebshillohet nga diplomat\u00ebt q\u00eb kan\u00eb krijuar p\u00ebrvoj\u00eb m\u00eb t\u00eb gjat\u00eb t\u00eb sh\u00ebrbimit.<\/p>\n<p>Mbi t\u00eb gjitha, n\u00eb k\u00ebt\u00eb drejtim, \u00ebsht\u00eb m\u00eb se i nevojsh\u00ebm krijimi i nj\u00eb programi diplomatik nj\u00ebvje\u00e7ar multidisiplinar p\u00ebr rekrut\u00ebt e rinj. Kosova duhet t\u2019i tejkaloj\u00eb praktikat e organizimit t\u00eb trajnimeve\u00a0<em>ad-hoc<\/em>\u00a0m\u00eb shum\u00eb t\u00eb form\u00ebsuara nga oferta e donator\u00ebve dhe e partner\u00ebve sesa ndonj\u00eb plan t\u00eb sajuar me kujdes m\u00eb t\u00eb standardizuar dhe q\u00eb reflekton nevojat e sh\u00ebrbimit.<\/p>\n<p><strong>7. T\u00ebrheqja e talentit<\/strong><\/p>\n<p>Talentet kryesore duhet t\u00eb t\u00ebrhiqen dhe t\u00eb pun\u00ebsohen n\u00eb sh\u00ebrbim duke b\u00ebr\u00eb nj\u00eb proces t\u00eb besuesh\u00ebm, t\u00eb hapur dhe t\u00eb promovuar mir\u00eb n\u00eb vend, por edhe n\u00eb diaspor\u00eb. Nuk ka dyshim se ekzistojn\u00eb potencialet e reja shum\u00eb t\u00eb motivuara dhe t\u00eb p\u00ebrgatitura mir\u00eb. Ajo q\u00eb mbetet p\u00ebr t&#8217;u par\u00eb \u00ebsht\u00eb se sh\u00ebrbimi i jasht\u00ebm do t\u00eb jet\u00eb n\u00eb gjendje t&#8217;i shfryt\u00ebzoj\u00eb k\u00ebto mund\u00ebsi. E nj\u00ebjta vlen edhe p\u00ebr diplomacin\u00eb. Kosova n\u00eb t\u00eb kaluar\u00ebn ka p\u00ebrdorur n\u00eb m\u00ebnyr\u00eb aktive mund\u00ebsit\u00eb e ofruara nga teknologjit\u00eb e reja. Kjo duhet t\u00eb vazhdoj\u00eb edhe m\u00eb tutje.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb duhet siguruar ruajtja e privat\u00ebsis\u00eb dhe e konfidencialitetit.<\/p>\n<p>Rrjedhjet e dokumentacioneve jan\u00eb nj\u00eb dukuri e shprehur jasht\u00eb mase n\u00eb Kosov\u00eb.
