Me k\u00ebt\u00eb rezultat Vet\u00ebvendosje dhe Lista Vjosa Osmani kan\u00eb nj\u00eb mandat p\u00ebr t\u00eb qeverisur \u00e7do ministri, p\u00ebrve\u00e7 atyre q\u00eb udh\u00ebhiqen nga partit\u00eb e komuniteteve jo-shumic\u00eb. Rrjedhimisht, p\u00ebr qeverin\u00eb e re ka pritje t\u00eb m\u00ebdha q\u00eb ajo t\u00eb sjell\u00eb ndryshime, sidomos kur presupozimi dhe p\u00ebrshtypja e p\u00ebrgjithshme \u00ebsht\u00eb se prej koh\u00ebs s\u00eb pavar\u00ebsis\u00eb ka pasur ngecje n\u00eb zhvillim, dhe kjo ngecje m\u00eb s\u00eb miri reflektohet n\u00eb sistemin e arsimit. Nj\u00eb nga ministrit\u00eb prioritare, gjithsesi, do t\u00eb jet\u00eb Ministria e Arsimit dhe Shkenc\u00ebs\u2014e cila ka par\u00eb shum\u00eb tranzicion, akuza p\u00ebr keqmenaxhim dhe korrupsion, si dhe ka mbik\u00ebqyrur nj\u00eb sistem arsimor i cili p\u00ebr fat t\u00eb keq \u00ebsht\u00eb nj\u00eb nga performuesit m\u00eb t\u00eb dob\u00ebt n\u00eb bot\u00eb. Ky artikull analizon planin e \u201c<\/span><em style=\"font-size: 16px;\">L\u00ebvizjes Vet\u00ebvendosje\u201d<\/em><span style=\"font-size: 16px;\">\u00a0p\u00ebr arsimin, si dhe ofron sugjerime p\u00ebr reform\u00ebn e nevojshme tani.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p><strong><em>Ndryshimet e propozuara n\u00eb arsim<\/em><\/strong><\/p>\n<p>Prioriteti i qeveris\u00eb n\u00eb arsim \u00ebsht\u00eb t\u00eb siguroj\u00eb q\u00eb sa m\u00eb shum\u00eb f\u00ebmij\u00eb t\u00eb p\u00ebrfshihen n\u00eb arsimin e hersh\u00ebm; kjo \u00ebsht\u00eb jetike p\u00ebr t\u00eb siguruar nj\u00eb sistem t\u00eb fort\u00eb arsimor; sa m\u00eb her\u00ebt q\u00eb nj\u00eb f\u00ebmij\u00eb t\u00eb shoq\u00ebrohet me f\u00ebmij\u00eb t\u00eb tjer\u00eb dhe t\u00eb filloj\u00eb t\u00eb m\u00ebsoj\u00eb, aq m\u00eb mir\u00eb. Plani specifikisht e p\u00ebrmend p\u00ebrdorimin e objekteve shkollore t\u00eb pashfryt\u00ebzuara si dhe nd\u00ebrtimin e objekteve t\u00eb reja. Buxheti i arsimit \u00ebsht\u00eb i konsideruesh\u00ebm, dhe alokimi i buxhetit si dhe mir\u00ebmenaxhimi i tij duhet t\u00eb jet\u00eb prioritet gjithashtu. Plani thot\u00eb se duhet t\u00eb ket\u00eb m\u00eb shum\u00eb theks n\u00eb vler\u00ebsimin formativ ose nj\u00eb vler\u00ebsim t\u00eb progresit p\u00ebrmes metodave t\u00eb ndryshme. N\u00eb nj\u00eb faz\u00eb t\u00eb hershme t\u00eb t\u00eb m\u00ebsuarit kjo \u00ebsht\u00eb nj\u00eb m\u00ebnyr\u00eb efektive p\u00ebr t\u00eb diferencuar m\u00ebsimin dhe p\u00ebr t\u2019u p\u00ebrq\u00ebndruar n\u00eb zhvillimin e f\u00ebmijeve bazuar n\u00eb pikat e forta t\u00eb tyre, jo n\u00eb pikat e dob\u00ebta.<\/p>\n<p>M\u00eb tej, platforma qeveritare planifikon q\u00eb logjika gjuh\u00ebsore, logjika matematikore dhe mendimi kritik t\u00eb jen\u00eb pjes\u00eb e praktikave t\u00eb m\u00ebsimdh\u00ebnies n\u00eb t\u00eb gjitha nivelet. N\u00eb fund, kjo platform\u00eb b\u00ebn thirrje p\u00ebr nj\u00eb l\u00ebvizje graduale drejt dixhitalizimit dhe drejt klasave t\u00eb s\u00eb ardhmes. Mir\u00ebpo, ky aspekt i planit nuk \u00ebsht\u00eb zhvilluar thell\u00ebsisht dhe nuk paraqet nj\u00eb p\u00ebrkufizim se si mund t\u00eb duket \u2018klasa e s\u00eb ardhmes\u2019. Sot, me m\u00ebsimin p\u00ebrmes memorizimit dhe stilin e m\u00ebsuesit n\u00eb qend\u00ebr t\u00eb klas\u00ebs, Kosova vazhdon t\u00eb p\u00ebrdor\u00eb metodat e s\u00eb kaluar\u00ebs p\u00ebr m\u00ebsimin n\u00eb klas\u00eb.<\/p>\n<p><strong><em>Investimet n\u00eb cil\u00ebsin\u00eb e arsimit<\/em><\/strong><\/p>\n<p>Platforma arsimore pretendon se nj\u00eb parakusht p\u00ebr p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb arsimit \u00ebsht\u00eb mb\u00ebshtetja e zhvillimit profesional t\u00eb m\u00ebsuesve. Si pik\u00ebnisje, kjo sigurisht q\u00eb \u00ebsht\u00eb e v\u00ebrtet\u00eb. Sidoqoft\u00eb, gjat\u00eb dy dekadave t\u00eb fundit miliona euro jan\u00eb investuar n\u00eb zhvillimin profesional por kan\u00eb dh\u00ebn\u00eb vet\u00ebm pak rezultate. Nj\u00eb tem\u00eb kryesor q\u00eb duket se i mungon k\u00ebtij plani \u00ebsht\u00eb nj\u00eb metodologji efektive e vler\u00ebsimit t\u00eb m\u00ebsuesve. Plani adreson iden\u00eb e m\u00ebsuesve q\u00eb do t\u00eb marrin shp\u00ebrblime p\u00ebr performanc\u00eb t\u00eb lart\u00eb, por nuk thot\u00eb asgj\u00eb n\u00eb lidhje me performanc\u00ebn e ul\u00ebt. Vendimtare p\u00ebr cil\u00ebsin\u00eb e \u00e7do sistemi arsimor n\u00eb t\u00eb gjith\u00eb bot\u00ebn \u00ebsht\u00eb vler\u00ebsimi efektiv dhe i sinqert\u00eb i m\u00ebsuesve &#8211; me pasoja t\u00eb paracaktuara p\u00ebr performanc\u00eb t\u00eb ul\u00ebt. N\u00ebse Kosova nuk \u00ebsht\u00eb e gatshme t\u00eb sfidoj\u00eb status quo-n\u00eb dhe ta zbatoj\u00eb k\u00ebt\u00eb ndryshim, do t\u00eb jet\u00eb e v\u00ebshtir\u00eb t\u00eb shohim nj\u00eb p\u00ebrmir\u00ebsim dramatik t\u00eb cil\u00ebsis\u00eb q\u00eb \u00ebsht\u00eb jasht\u00ebzakonisht i nevojsh\u00ebm.<\/p>\n<p>Nj\u00eb investim i dyt\u00eb q\u00eb qeveria propozon ka t\u00eb b\u00ebj\u00eb me arsimin profesional, m\u00eb konkretisht, nd\u00ebrlidhshm\u00ebria e shkollimit me nevojat ekonomike t\u00eb Kosov\u00ebs, si dhe nj\u00eb investim n\u00eb infrastruktur\u00ebn shkollore. Pothuajse gjysma e f\u00ebmij\u00ebve t\u00eb Kosov\u00ebs ndjekin shkollat profesionale dhe, n\u00eb shum\u00eb zona, ata kan\u00eb stigm\u00ebn e t\u00eb qenit nx\u00ebn\u00ebs me performanc\u00eb m\u00eb t\u00eb ul\u00ebt. P\u00ebrkundrazi, shkollat profesionale kan\u00eb nj\u00eb mund\u00ebsi p\u00ebr t\u2019i rritur aft\u00ebsit\u00eb e t\u00eb rinjve dhe p\u00ebr t\u00eb siguruar pun\u00ebsimin e tyre. Me infrastruktur\u00eb m\u00eb t\u00eb mir\u00eb n\u00eb shkolla ne mund t\u00eb rrisim pun\u00ebsimin dhe prodhimin ekonomik nj\u00ebkoh\u00ebsisht\u2014si dhe t\u00eb krijojm\u00eb sektor\u00eb krejt\u00ebsisht t\u00eb rinj\u00eb.<\/p>\n<p>N\u00eb nivelin e arsimit t\u00eb lart\u00eb, sugjerohet nj\u00eb rishikim i politikave q\u00eb e sigurojn\u00eb cil\u00ebsin\u00eb e t\u00eb gjitha institucioneve t\u00eb arsimit t\u00eb lart\u00eb. P\u00ebrs\u00ebri, me nj\u00eb sasi t\u00eb konsiderueshme t\u00eb shembujve t\u00eb dokumentuar dhe t\u00eb padokumentuar t\u00eb parregullsive n\u00eb nivelin e arsimit t\u00eb lart\u00eb, ky \u00ebsht\u00eb nj\u00eb hap i domosdosh\u00ebm p\u00ebr t\u00eb siguruar arsim cil\u00ebsor. Kosova ka shum\u00eb t\u00eb rinj\u00eb t\u00eb diplomuar dhe nj\u00eb problem m\u00eb pak i p\u00ebrmendur sesa niveli i papun\u00ebsis\u00eb \u00ebsht\u00eb se t\u00eb diplomuarit tan\u00eb nuk po pajisen me aft\u00ebsi t\u00eb shekullit 21.<\/p>\n<p><strong><em>Ndryshimi sistemik \u00ebsht\u00eb i domosdosh\u00ebm<\/em><\/strong><\/p>\n<p>Ndon\u00ebse shum\u00eb nga ndryshimet e propozuara n\u00eb planin e qeveris\u00eb p\u00ebr arsimin jan\u00eb pozitive, ato d\u00ebshtojn\u00eb t\u00eb adresojn\u00eb ose t\u00eb p\u00ebrmendin shum\u00eb prej \u00e7\u00ebshtjeve sistematike q\u00eb e pengojn\u00eb arsimin n\u00eb vend.
