KE-ja propozon nj\u00eb\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/guidelines_for_planning_and_implementing_national_roma_strategic_frameworks_en.pdf\">qasje dypjes\u00ebshe n\u00eb luftimin e antigjipsizmit<\/a>: n\u00eb nj\u00ebr\u00ebn an\u00eb, qasjen m\u00eb vete ndaj \u00e7\u00ebshtjes, dhe n\u00eb an\u00ebn tjet\u00ebr, qasjen nd\u00ebr-sektorale n\u00eb sektor\u00ebt prioritar\u00eb t\u00eb edukimit, pun\u00ebsimit, strehimit dhe sh\u00ebndet\u00ebsis\u00eb. KE-ja poashtu b\u00ebn t\u00eb ditur se Korniza e Rom\u00ebve e BE-s\u00eb do t\u00eb vlej\u00eb edhe p\u00ebr vendet q\u00eb jan\u00eb n\u00eb proces t\u00eb an\u00ebtar\u00ebsimit.<\/p>\n<p>Komisioni pranon se \u201cn\u00eb jet\u00ebt e tyre t\u00eb p\u00ebrditshme, shum\u00eb prej 10-12 milion\u00eb rom\u00ebve t\u00eb kontinentit vazhdojn\u00eb t\u00eb p\u00ebrballen me diskriminim, antigjipsiz\u00ebm dhe p\u00ebrjashtim socio-ekonomik\u201d dhe deklaron se \u201cluftimi i diskriminimit dhe antigjipsizmit duhet t\u00eb jen\u00eb q\u00ebllime kryesore dhe prioritete nd\u00ebrsektorale n\u00eb secil\u00ebn sfer\u00eb t\u00eb politikave, duke plot\u00ebsuar qasjen p\u00ebrfshir\u00ebse\u201d.<\/p>\n<p>K\u00ebto jan\u00eb zhvillime t\u00eb r\u00ebnd\u00ebsishme, por kur vjen puna te\u00a0<a href=\"https:\/\/balkaninsight.com\/2020\/07\/08\/roma-inclusion-in-balkans-depends-on-governments-recognising-antigypsyism\/\">gjendja n\u00eb vendet e Ballkanit Per\u00ebndimor<\/a>, nevojiten p\u00ebrpjekje m\u00eb t\u00eb m\u00ebdha p\u00ebr t\u00eb arritur k\u00ebt\u00eb mir\u00ebkuptim.<\/p>\n<p>P\u00ebrderisa rom\u00ebt n\u00eb Bashkimin Europian ballafaqohen me antigjipsiz\u00ebm t\u00eb gjithansh\u00ebm dhe rrjedhimisht me diskriminim e p\u00ebrjashtim social, raportet e progresit t\u00eb Komisionit Europian p\u00ebr vendet e Ballkanit Per\u00ebndimor rrall\u00ebher\u00eb i referohen antigjipsizmit ose diskriminimit ndaj rom\u00ebve, p\u00ebrkund\u00ebr se n\u00eb disa raste i referohen statusit t\u00eb rom\u00ebve. K\u00ebto raporte t\u00eb progresit duket t\u00eb k\u00ebn\u00eb mbetur n\u00eb tradit\u00ebn e atyre paraardh\u00ebse, duke neglizhuar ndikimin e antigjipsizmit dhe diskriminimit n\u00eb gjendjen aktuale n\u00eb t\u00eb cil\u00ebn ndodhen vet\u00eb rom\u00ebt.<\/p>\n<p>Ndon\u00ebse manifestimet e antigjipsizmit mund t\u00eb dallojn\u00eb nga vendi n\u00eb vend, ai ekziston \u00e7doku n\u00eb Europ\u00eb, p\u00ebrfshi vendet e Ballkanit Per\u00ebndimor. Gjuha e urrejtjes dhe krimet e urrejtjes jan\u00eb nd\u00ebr manifestimet m\u00eb t\u00eb dukshme. T\u00eb tjera kan\u00eb t\u00eb b\u00ebjn\u00eb me diskriminimin n\u00eb tregun e pun\u00ebs, n\u00eb shkolla dhe strehim, dhe n\u00eb qendrimet p\u00ebrgjith\u00ebsisht negative ndaj rom\u00ebve t\u00eb shpalosura n\u00eb rezultatet e\u00a0<a href=\"https:\/\/www.rcc.int\/balkanbarometer\/results\/2\/\">Barometrit t\u00eb Ballkanit<\/a>. Madje edhe zbatimi i vog\u00ebl i politikave t\u00eb p\u00ebrfshirjes s\u00eb rom\u00ebve n\u00eb dy dekadat e fundit mund t\u00eb konsiderohet manifestim i antigjipsizmit.<\/p>\n<p>Marr\u00eb parasysh faktin se gjendja e rom\u00ebve n\u00eb Ballkanin Per\u00ebndimor zor se \u00ebsht\u00eb p\u00ebrmir\u00ebsuar n\u00eb 20 vitet e fundit, p\u00ebrkund\u00ebr investimeve t\u00eb konsiderueshme financiare nga Bashkimi Europian, ka ardhur koha q\u00eb t\u00eb filloj\u00eb nj\u00eb proces serioz i vler\u00ebsimit t\u00eb sakt\u00eb t\u00eb gjendjes, duke njohur ekzistenc\u00ebn e ndikimit t\u00eb antigjipsizmit dhe duke promovuar luft\u00ebn kund\u00ebr saj.<\/p>\n<p>T\u00eb vazhduarit e n\u00ebnvleft\u00ebsimit t\u00eb gjendjes, dhe posa\u00e7\u00ebrisht d\u00ebshtimit t\u00eb qeverive n\u00eb zbatimin e politikave, nuk do t\u00eb sjell\u00eb ndryshimin e d\u00ebshiruar. Kjo ve\u00e7se do t\u00eb riprodhoj\u00eb ndikimin e antigjipsizmit dhe p\u00ebrjashtimit t\u00eb shumic\u00ebs s\u00eb rom\u00ebve. Vet\u00ebm\u00a0<a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/countries\/package_en\">raportet<\/a>\u00a0p\u00ebr Shqip\u00ebrin\u00eb dhe Bosnjen p\u00ebrmendin ekzistenc\u00ebn e antigjipsizmit, ku p\u00ebrmendet nga nj\u00ebher\u00eb n\u00eb secilin raport.<\/p>\n<p>Raporti p\u00ebr Shqip\u00ebrin\u00eb thot\u00eb se \u201cantigjipsizmi dhe gjuha e urrejtjes mbesin \u00e7\u00ebshtje q\u00eb duhet t\u00eb adresohen sistematikisht n\u00eb Shqip\u00ebri p\u00ebrbrenda shoq\u00ebris\u00eb s\u00eb gj\u00ebr\u00eb, institucioneve q\u00eb merren me barazin\u00eb dhe strukturave dhe sistemeve qeveritare\u201d. Raporti p\u00ebr Bosnjen thot\u00eb se \u201cparagjykimet dhe antigjipsizmi ende pengojn\u00eb integrimin shoq\u00ebror t\u00eb rom\u00ebve.\u201d<\/p>\n<p>Ka nj\u00eb mir\u00ebkuptim t\u00eb p\u00ebrbashk\u00ebt se diskriminimi i rom\u00ebve si pasoj\u00eb e antigjipsizmit \u00ebsht\u00eb i p\u00ebrhapur an\u00ebmban\u00eb Europ\u00ebs. Diskriminimi kund\u00ebr rom\u00ebve n\u00eb sistemin arsimor, n\u00eb tregun e pun\u00ebs apo n\u00eb qasjen n\u00eb sh\u00ebrbime sh\u00ebndet\u00ebsore njihet si pengesa kryesore n\u00eb p\u00ebrfshirjen e rom\u00ebve.<\/p>\n<p>Me p\u00ebrjashtim t\u00eb raportit p\u00ebr Serbin\u00eb, raportet e progresit pranojn\u00eb faktin se diskriminimi i rom\u00ebve ekziston n\u00eb p\u00ebrgjith\u00ebsi, por mohojn\u00eb diskriminimin n\u00eb pun\u00ebsim dhe arsim (Shqip\u00ebri, Mal i Zi), n\u00eb arsim (Bosnje), apo n\u00eb pun\u00ebsim (Maqedoni e Veriut). Ekzistenca e diskriminimit pranohet n\u00eb m\u00ebnyr\u00eb jo t\u00eb drejtp\u00ebrdrejt\u00eb, dhe asnj\u00eb prej raporteve nuk i b\u00ebn thirrje qeverive q\u00eb t\u00eb luftojn\u00eb diskriminimin ndaj rom\u00ebve.<\/p>\n<p>Nd\u00ebrkoh\u00eb, raporti p\u00ebr Serbin\u00eb b\u00ebn thirrje q\u00eb vendi t\u00eb rris\u00eb masat \u201cp\u00ebr t\u00eb mbrojtur t\u00eb drejtat e personave q\u00eb ballafaqohen me diskriminim\u201d dhe \u201ct\u00eb ndjek\u00eb aktivitisht hetimin dhe d\u00ebnimin e krimeve t\u00eb urrejtjes\u201d. Megjithat\u00eb, raporti nuk p\u00ebrmend rom\u00ebt si viktima t\u00eb \u201cpersonave q\u00eb ballafaqohen me diskriminim\u201d, as nuk p\u00ebrmend q\u00eb ata jan\u00eb shpesh caqe t\u00eb krimeve t\u00eb urrejtjes.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, \u201cPlani ekonomik dhe i investimeve p\u00ebr Ballkanin Per\u00ebndimor,\u201d pjes\u00eb e Paket\u00ebs s\u00eb Zgjerimit 2020, adreson rom\u00ebt n\u00eb ve\u00e7anti dhe i referohet Korniz\u00ebs s\u00eb re t\u00eb Rom\u00ebve t\u00eb BE-s\u00eb.\u00a0<a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sites\/near\/files\/communication_on_wb_economic_and_investment_plan_october_2020_en.pdf\">Komunikata<\/a>\u00a0thekson se \u201cintegrimi i rom\u00ebve n\u00eb shoq\u00ebri duke mb\u00ebshtetur pjes\u00ebmarrjen e tyre t\u00eb plot\u00eb n\u00eb arsim dhe tregun e pun\u00ebs \u00ebsht\u00eb me r\u00ebnd\u00ebsi t\u00eb posa\u00e7me dhe do t\u00eb jet\u00eb prioritet ky\u00e7 p\u00ebr procesin e integrimit t\u00eb BE-s\u00eb.\u201d<\/p>\n<p>N\u00eb Korniz\u00ebn e re t\u00eb Rom\u00ebve t\u00eb BE-s\u00eb , KE-ja e pranon si problem shkall\u00ebn e lart\u00eb t\u00eb NEET (pa pun\u00eb, pa arsim ose trajnim) mes rom\u00ebve n\u00eb BE: ka vendosur si q\u00ebllim zvog\u00eblimin p\u00ebrgjysm\u00eb t\u00eb hendekut n\u00eb shkall\u00ebn NEET. Aktualisht, shkalla NEET mes rom\u00ebve n\u00eb BE \u00ebsht\u00eb 62%, ndryshe prej 10,1% mes popullat\u00ebs s\u00eb p\u00ebrgjithshme. Sipas\u00a0<a href=\"https:\/\/www.eurasia.undp.org\/content\/rbec\/en\/home\/library\/roma\/regional-roma-survey-2017-country-fact-sheets.html\">hulumtimit t\u00eb UNDP<\/a>-s\u00eb, shkalla NEET mes rom\u00ebve n\u00eb Ballkanin Per\u00ebndimor \u00ebsht\u00eb mes 73% (Serbi) dhe 86% (Bosnje); shkalla mes grave rome \u00ebsht\u00eb edhe m\u00eb e lart\u00eb, 81% (Maqedoni e Veriut) dhe 93% (Mal i Zi). Megjithat\u00eb, raportet e Komisionit Europian gati sa fare i kushtojn\u00eb r\u00ebnd\u00ebsi k\u00ebsaj \u00e7\u00ebshtjeje.<\/p>\n<p>Shumica e rom\u00ebve jan\u00eb t\u00eb ngujuar n\u00eb vet\u00eb-pun\u00ebsim t\u00eb pasigurt, pa sigurim shoq\u00ebror dhe t\u00eb ardhura t\u00eb vogla e t\u00eb paqendrueshme. Pandemia\u00a0<a href=\"https:\/\/balkaninsight.com\/2020\/04\/01\/roma-europes-neglected-coronavirus-victims\/\">COVID<\/a>-19 ka shp\u00ebrfaqur rreziqet e k\u00ebsaj situate, ku shum\u00eb rom\u00eb k\u00ebn\u00eb mbetur pa t\u00eb ardhura, t\u00eb varur nga parat\u00eb n\u00eb dor\u00eb apo ndihmat nga autoritetet, donator\u00ebt nd\u00ebrkomb\u00ebtar\u00eb apo organizatat e shoq\u00ebris\u00eb civile. Normat e larta t\u00eb NEET tregojn\u00eb se shumica e brezit t\u00eb ardhsh\u00ebm t\u00eb rom\u00ebve do t\u00eb mbesin gjithashtu n\u00eb k\u00ebto vende t\u00eb pasigurta pune n\u00ebse politikan\u00ebt nuk veprojn\u00eb s\u00eb shpejti.<\/p>\n<p>Numri i kufizuar i rom\u00ebve t\u00eb pun\u00ebsuar n\u00eb sektorin publik dhe privat nuk mund t\u2019i atribuohet vet\u00ebm munges\u00ebs s\u00eb kualifikimeve, si\u00e7 l\u00ebn\u00eb t\u00eb kuptojn\u00eb disa raporte. Antigjipsizmi dhe diskriminimi, dhe refuzimi i autoriteteve q\u00eb t\u00eb p\u00ebrmbushin obligimet e tyre ligjore dhe politike p\u00ebr t\u00eb pun\u00ebsuar rom\u00ebt n\u00eb sektorin publik dhe nd\u00ebrmarrjet publike, jan\u00eb faktor\u00eb po aq t\u00eb r\u00ebnd\u00ebsish\u00ebm. Gjendja dhe pozita e rom\u00ebve duhet t\u00eb merret parasysh n\u00eb t\u00eb gjitha fushat relevante t\u00eb politik\u00ebb\u00ebrjes, si n\u00eb zhvillimin ekonomik, migrimin, politikat sociale, zhvillimet demografike, apo luftimin e pasojave t\u00eb COVID-19.
