{"id":495,"date":"2015-10-17T10:47:43","date_gmt":"2015-10-17T10:47:43","guid":{"rendered":"https:\/\/sbunker.org\/?p=495"},"modified":"2024-12-17T11:50:33","modified_gmt":"2024-12-17T09:50:33","slug":"bilanci-njevjecar-i-rektorit-te-up-se-ramadan-zejnullahu","status":"publish","type":"post","link":"https:\/\/sbunker.org\/en\/opinion\/bilanci-njevjecar-i-rektorit-te-up-se-ramadan-zejnullahu\/","title":{"rendered":"Bilanci nj\u00ebvje\u00e7ar i Rektorit t\u00eb UP-s\u00eb, Ramadan Zejnullahu!"},"content":{"rendered":"<p>Meq\u00eb tashm\u00eb Rektori Zejnullahu ka mbushur nj\u00eb vit q\u00eb udh\u00ebheq\u00eb me UP-n\u00eb, do t\u00eb b\u00ebja nj\u00eb bilanc t\u00eb pun\u00ebs s\u00eb tij (normalisht bazuar n\u00eb ato q\u00eb un\u00eb di dhe sigurisht sipas gjykimit tim).<\/p>\n<p>Arritjet dhe rezultatet:<\/p>\n<p>1. Nd\u00ebrprerja e praktik\u00ebs s\u00eb regjistrimit t\u00eb student\u00ebve t\u00eb rinj jasht\u00eb kritereve dhe p\u00ebrtej numrit t\u00eb parapar\u00eb me konkurs. K\u00ebt\u00eb e konsideroj arritje t\u00eb jasht\u00ebzakonshme, e cila do t\u00eb ket\u00eb pasoja pozitive p\u00ebr cil\u00ebsin\u00eb n\u00eb UP n\u00eb planin afat-mes\u00ebm dhe afat-gjat\u00eb. Ky standard tashm\u00eb v\u00ebshtir\u00eb se mund t\u00eb shp\u00ebrfillet n\u00eb t\u00eb ardhmen, pavar\u00ebsisht se kush do t\u00eb jet\u00eb rektor dhe kjo e b\u00ebn\u00eb k\u00ebt\u00eb nj\u00eb arritje t\u00eb r\u00ebnd\u00ebsishme. Gjithashtu, ky standard i ri p\u00ebr UP-n\u00eb e kthen edhe besimin e qytetar\u00ebve n\u00eb UP dhe sanon reputacionin e UP-s\u00eb.<\/p>\n<p>2. Rekrutimi i personelit akademik t\u00eb angazhuar p\u00ebrmes konkursit publik dhe p\u00ebrmes kalimit n\u00ebp\u00ebr filtrat e komisioneve recensuese. Kjo praktik\u00eb e re siguron (deri n\u00eb nj\u00eb mas\u00eb) q\u00eb askush nuk mund t\u00eb rekrutohet si personel akademik n\u00eb UP (qoft\u00eb edhe si i angazhuar) vet\u00ebm p\u00ebr shkak t\u00eb lidhjeve t\u00eb tij dhe pa ia n\u00ebnshtruar fare konkursit publik dhe vler\u00ebsimit t\u00eb komisioneve recensuese si\u00e7 ka ndodhur n\u00eb t\u00eb kaluar\u00ebn (p\u00ebr t\u00eb qen\u00eb korrekt, n\u00eb koh\u00ebn e Rektorit Gashi ka filluar nj\u00eb praktik\u00eb m\u00eb e mir\u00eb se paraardh\u00ebsit e tij).<\/p>\n<p>3. Moslejimi i avancimeve akademike pa i plot\u00ebsuar kriteret. Deri m\u00eb tani, avancimet e profesor\u00ebve n\u00eb grada akademike ka qen\u00eb vet\u00ebm \u00e7\u00ebshtje kohe e procedure, asnj\u00ebher\u00eb nuk jan\u00eb marr\u00eb parasysh kriteret e p\u00ebrcaktuara me statut. Nd\u00ebrprerja e k\u00ebsaj praktike n\u00eb UP na siguron q\u00eb tash e tutje nuk do t\u00eb kemi \u201cmarshall\u00eb profesor\u00eb\u201d q\u00eb mbajn\u00eb titujt m\u00eb t\u00eb lart\u00eb akademik\u00eb pa plot\u00ebsuar asnj\u00eb kriter ligjor e p\u00ebrmbajt\u00ebsor.<\/p>\n<p>4. Publikimi i punimeve t\u00eb doktoratave t\u00eb personelit akademik t\u00eb UP-s\u00eb. Deri m\u00eb tani, punimet e doktoratave t\u00eb personelit akademik t\u00eb UP-s\u00eb kan\u00eb qen\u00eb pothuajse \u201cdokumente intime\u201d t\u00eb vet autor\u00ebve dhe publiku i gjer\u00eb, student\u00ebt e as komuniteti shkencor nuk kan\u00eb pasur qasje n\u00eb to, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund t\u00eb gjykojn\u00eb e vler\u00ebsojn\u00eb cil\u00ebsin\u00eb e k\u00ebtyre punimeve, p\u00ebrkat\u00ebsisht cil\u00ebsin\u00eb e vet profesor\u00ebve. Megjithat\u00eb, ky proces do t\u00eb marr\u00eb koh\u00eb derisa t\u00eb p\u00ebrfundoj\u00eb, por gjithsesi \u00ebsht\u00eb nj\u00eb praktik\u00eb shum\u00eb e mir\u00eb.<\/p>\n<p>5. Rritja e pesh\u00ebs dhe r\u00ebnd\u00ebsis\u00eb s\u00eb provimit pranues t\u00eb vet UP-s\u00eb me rastin e regjistrimit t\u00eb student\u00ebve n\u00eb nivelin Ba\u00e7elor dhe Master. Relativizimi dhe minimizimi i provimit pranues me rastin e regjistrimit t\u00eb student\u00ebve ka b\u00ebr\u00eb q\u00eb deri m\u00eb tani t\u00eb mos pranohen student\u00ebt m\u00eb cil\u00ebsor\u00eb, sepse padrejt\u00ebsisht i \u00ebsht\u00eb dh\u00ebn\u00eb shum\u00eb pesh\u00eb e r\u00ebnd\u00ebsi Testit t\u00eb Matur\u00ebs (me rastin e regjistrimit n\u00eb Ba\u00e7elor) dhe automatizmit me not\u00eb mesatare (me rastin e regjistrimit n\u00eb Master).<\/p>\n<p>6. Zvog\u00eblimi i numrit t\u00eb student\u00ebve t\u00eb rinj t\u00eb pranuar n\u00eb UP. Deri m\u00eb tani, numri shum\u00eb i madh i student\u00ebve n\u00eb UP (p\u00ebrtej kapaciteteve t\u00eb UP-s\u00eb) ka qen\u00eb nd\u00ebr shkaktar\u00ebt e shum\u00eb problemeve n\u00eb UP dhe ka ndikuar drejtp\u00ebrdrejt n\u00eb r\u00ebnien e cil\u00ebsis\u00eb s\u00eb studimeve n\u00eb UP. K\u00ebt\u00eb vit, p\u00ebr her\u00eb t\u00eb par\u00eb q\u00eb nga paslufta \u00ebsht\u00eb zvog\u00ebluar ndjesh\u00ebm numri i student\u00ebve t\u00eb pranuar n\u00eb UP dhe, p\u00ebr m\u00eb mir\u00eb, \u00ebsht\u00eb zvog\u00ebluar numri n\u00eb shum\u00eb profesione e drejtime t\u00eb \u201cmbipopulluara\u201d dhe \u00ebsht\u00eb rritur numri n\u00eb profesione e drejtime deficitare. P\u00ebr hir t\u00eb korrekt\u00ebsis\u00eb, po aq sa rektori, merit\u00eb p\u00ebr k\u00ebt\u00eb ka edhe Senati i UP-s\u00eb dhe MASHT-i.<\/p>\n<p>Shkeljet dhe shkarjet:<\/p>\n<p>1. Tjet\u00ebrsimi i statusit dhe nd\u00ebrhyrja n\u00eb pagat e profesor\u00ebve q\u00eb mbajn\u00eb pozita tjera publike e politike. Pavar\u00ebsisht d\u00ebshir\u00ebs sime e t\u00eb rektorit, rektori nuk \u00ebsht\u00eb instanc\u00eb q\u00eb mund t\u00eb vendos\u00eb as p\u00ebr statusin e profesor\u00ebve e as p\u00ebr pagat e profesor\u00ebve. P\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb, rektori s\u00eb paku do duhej t\u00eb kishte k\u00ebrkuar nj\u00eb vendim dhe rregullore nga K\u00ebshilli Drejtues dhe Senati (megjith\u00ebse edhe kjo do t\u00eb mund t\u00eb kontestohej nga gjykata), e jo t\u00eb merrte vendim vet ai. Pra, rektori n\u00eb k\u00ebt\u00eb pik\u00eb ka tejkaluar kompetencat e veta ligjore e statutare.<\/p>\n<p>2. Nd\u00ebrhyrja n\u00eb konkursin e UP-s\u00eb p\u00ebr pranimin e student\u00ebve p\u00ebr vitin akademik 2015-2016. Senati i UP-s\u00eb ka propozuar nj\u00eb num\u00ebr t\u00eb caktuar p\u00ebr pranim n\u00eb UP k\u00ebt\u00eb vit, p\u00ebr secil\u00ebn nj\u00ebsi akademike, departament e drejtim studimi. Propozimi i senatit \u00ebsht\u00eb miratuar nga MASHT (p\u00ebrmes vendimit) pa asnj\u00eb ndryshim. Pas k\u00ebsaj, \u00ebsht\u00eb shpallur konkursi i UP-s\u00eb, i cili \u00ebsht\u00eb n\u00eb shp\u00ebrputhje edhe me propozimin e Senatit edhe me vendimin e MASHT-it (problemi q\u00eb lindi me kandidat\u00ebt e papranuar n\u00eb dy drejtime t\u00eb mjek\u00ebsis\u00eb). P\u00ebr k\u00ebt\u00eb shp\u00ebrputhje \u00ebsht\u00eb p\u00ebrgjegj\u00ebs rektori dhe kjo nuk mund t\u00eb justifikohet me \u201ckorrespodenca interne\u201d me MASHT-in e me ministrin. Pra, edhe n\u00eb k\u00ebt\u00eb pik\u00eb rektori ka tejkaluar kompetencat e veta ligjore e statutare.<\/p>\n<p>3. Lejimi i kuotave p\u00ebr pranim n\u00eb UP t\u00eb student\u00ebve jo-shumic\u00eb (boshnjak\u00eb, turq, rom\u00eb, ashkali, egjiptian\u00eb dhe kroat). Pavar\u00ebsisht q\u00eb kjo nuk \u00ebsht\u00eb kompetenc\u00eb ekskluzive e rektorit, rektori nuk ka b\u00ebr\u00eb as p\u00ebrpjekjen m\u00eb t\u00eb vog\u00ebl p\u00ebr t\u00eb ndaluar k\u00ebt\u00eb praktik\u00eb joparimore, joligjore dhe raciste.<\/p>\n<p>4. Zvarritja e fillimit t\u00eb programeve t\u00eb akredituara t\u00eb doktorat\u00ebs p\u00ebr t\u00eb cilat ka kapacitete UP-ja. Mund t\u00eb mir\u00ebkuptohet, madje edhe t\u00eb p\u00ebrkrahet zvarritja, madje edhe bllokimi i programeve t\u00eb doktoratave (qofshin edhe t\u00eb akredituara) n\u00eb ato drejtime ku nuk ka kapacitete t\u00eb mjaftueshme p\u00ebr studime cil\u00ebsore t\u00eb doktorat\u00ebs. Por, zvarritja e fillimit t\u00eb programeve t\u00eb akredituara t\u00eb doktorat\u00ebs p\u00ebr t\u00eb cilat ka kapacitete UP-ja \u00ebsht\u00eb e pajustifikueshme.<\/p>\n<p>5. Lejimi i aplikimit p\u00ebr akreditim i programeve t\u00eb UP-s\u00eb q\u00eb nuk kan\u00eb as kapacitete minimale p\u00ebr t\u00eb ofruar studime cil\u00ebsore. \u00cbsht\u00eb b\u00ebr\u00eb tradit\u00eb tashm\u00eb q\u00eb nj\u00ebsit\u00eb akademike e departamentet e UP-s\u00eb t\u00eb aplikojn\u00eb p\u00ebr akreditim t\u00eb sa m\u00eb shum\u00eb programeve, pavar\u00ebsisht kapaciteteve q\u00eb kan\u00eb n\u00eb dispozicion. E meq\u00eb akreditimi deri m\u00eb tani shpeshher\u00eb ka qen\u00eb m\u00eb shum\u00eb formalitet se p\u00ebrmbajtje, ka shum\u00eb programe t\u00eb akredituar n\u00eb UP q\u00eb nuk e plot\u00ebsojn\u00eb asnj\u00eb kusht elementar p\u00ebr t\u00eb ofruar studime cil\u00ebsore. Prandaj, rektori do duhej q\u00eb ta nd\u00ebrpriste k\u00ebt\u00eb praktik\u00eb dhe t\u00eb mos lejonte as t\u00eb aplikojn\u00eb p\u00ebr akreditim ato programe q\u00eb nuk kan\u00eb kapacitete.<\/p>\n<p>6. Rritja e kriterit p\u00ebr kushtin p\u00ebr kalimin n\u00eb vitin pasues pa masa paraprake. Megjith\u00ebse kjo nuk \u00ebsht\u00eb kompetenc\u00eb ekskluzive e rektorit, rektori do duhej t\u00eb insistonte q\u00eb fillimisht t\u00eb merreshin masa q\u00eb t\u00eb gjith\u00eb profesor\u00ebt t\u00eb fillonin t\u00eb zbatonin metodat e shum\u00ebllojshme e periodike t\u00eb vler\u00ebsimit t\u00eb student\u00ebve e bashk\u00eb me zbatimin e k\u00ebtyre masave t\u00eb rritej edhe kriteri p\u00ebr kusht p\u00ebr kalimin n\u00eb vitin pasues.<\/p>\n<p>P\u00ebr t\u2019u b\u00ebr\u00eb:<\/p>\n<p>1. Krijimi dhe funksionalizimi i mekanizmave q\u00eb vler\u00ebsojn\u00eb realisht performanc\u00ebn e profesor\u00ebve dhe p\u00ebrmes t\u00eb cil\u00ebve nd\u00ebshkohen profesor\u00ebt jokompetent\u00eb dhe t\u00eb pap\u00ebrgjegjsh\u00ebm.<\/p>\n<p>2. Krijimi dhe funksionalizimi i mekanizmave q\u00eb detyrojn\u00eb profesor\u00ebt t\u00eb p\u00ebrdorin metodat bashk\u00ebkohore t\u00eb m\u00ebsimdh\u00ebnies dhe t\u00eb vler\u00ebsimit.<\/p>\n<p>3. Krijimi i mund\u00ebsive p\u00ebr pun\u00eb t\u00eb mir\u00ebfillt\u00eb praktike p\u00ebr student\u00ebt n\u00eb baz\u00eb t\u00eb marr\u00ebveshjeve nd\u00ebr-institucionale.<\/p>\n<p>4. Bashk\u00ebpunimi me t\u00eb gjitha institucionet shqiptare t\u00eb arsimit t\u00eb lart\u00eb, publike e private, p\u00ebr sigurimin e literatur\u00ebs baz\u00eb cil\u00ebsore t\u00eb studimeve n\u00eb gjuh\u00ebn shqipe p\u00ebrmes p\u00ebrkthimit t\u00eb teksteve universitare.<\/p>\n<p>5. Rikthimi i bursave p\u00ebr student\u00ebt e nivelit Master dhe rritja e shum\u00ebs s\u00eb bursave p\u00ebr student\u00ebt.<\/p>\n<p>6.
