Zhvillimi i q\u00ebndruesh\u00ebm si koncept p\u00ebr her\u00eb t\u00eb par\u00eb \u00ebsht\u00eb p\u00ebrdorur n\u00eb raportin e Brundtland-it, Our Common Future, formalisht i njohur si Komisioni Bot\u00ebror mbi Ambientin dhe Zhvillimin (World Commission on Environment and Development, WCED 1987). Udh\u00ebheq\u00ebse e Komisionit ishte Gro Harlem Brundtland, ish kryeministre e Norvegjis\u00eb.<\/p>\n<p><strong>\u00c7ka \u00ebsht\u00eb me t\u00eb v\u00ebrtet\u00eb zhvillimi i q\u00ebndruesh\u00ebm? \u00c7ka do t\u00eb thot\u00eb kjo n\u00eb praktik\u00eb?<\/strong><\/p>\n<p>Nj\u00eb m\u00ebnyr\u00eb p\u00ebr ta b\u00ebr\u00eb m\u00eb praktik dhe m\u00eb t\u00eb kuptuesh\u00ebm k\u00ebt\u00eb koncept \u00ebsht\u00eb definimi i aspekteve apo i dimensioneve q\u00eb p\u00ebrb\u00ebn zhvillimin e q\u00ebndruesh\u00ebm. Zhvillimi t\u00eb q\u00ebndruesh\u00ebm n\u00ebnkupton q\u00ebndrueshm\u00ebri ekologjike, sociale dhe ekonomike. T\u00eb tre dimensionet jan\u00eb paraqitur me vlera dhe pesh\u00eb t\u00eb barabart\u00eb. N\u00eb zon\u00ebn ku t\u00eb tri dimensionet mbivendosen mbi nj\u00ebra-tjetr\u00ebn, arrihet zhvillimi i q\u00ebndruesh\u00ebm.<\/p>\n<div class=\"text-iamge\"><img decoding=\"async\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2016\/September\/13\/auto_picarbeni1473758002.jpg\" alt=\"Image\" \/><\/div>\n<p>N\u00eb vendet p\u00ebrendimore, projektet zhvillimore dhe dokumentet strategjike p\u00ebr zhvillimin e qyteteve, konceptin p\u00ebr nj\u00eb zhvillim t\u00eb q\u00ebndruesh\u00ebm e kan\u00eb t\u00eb integruar n\u00eb \u00e7do dokument apo projekt. Gjat\u00eb nj\u00eb hulumtimi disa javor t\u00eb projekteve dhe strategjive t\u00eb ndryshme t\u00eb komunave n\u00eb Kosov\u00eb, t\u00eb cilat jan\u00eb t\u00eb publikuara, pothuaj ky koncept nuk p\u00ebrmendet askund.<\/p>\n<p><strong>Nj\u00eb qytet n\u00eb balanc \u00ebsht\u00eb nj\u00eb qytet i q\u00ebndruesh\u00ebm (Sustainable City)<\/strong><\/p>\n<p>Gjat\u00eb historis\u00eb, njer\u00ebzimi ka nd\u00ebrtuar me mij\u00ebra qytete e vendbanime t\u00eb ndryshme. Nj\u00eb pjes\u00eb e k\u00ebtyre \u00a0vendbanimeve jan\u00eb zhvilluar n\u00eb qytete t\u00eb m\u00ebdha apo mega qytete, p. sh. Nju Jork, Tokio, Lond\u00ebr, mir\u00ebpo t\u00eb tjera zvog\u00ebluar dhe jan\u00eb zhdukur krejt\u00ebsisht. Nga kjo p\u00ebrvoj\u00eb, urbanist\u00ebt dhe arkitekt\u00ebt kan\u00eb m\u00ebsuar se qytetet e suksesshme duhet t\u00eb ken\u00eb nj\u00eb balanc mes dimensioneve si n\u00eb vijim:<\/p>\n<p><em>Dimensioni social:<\/em>\u00a0njer\u00ebzit kan\u00eb d\u00ebshir\u00eb t\u00eb banojn\u00eb n\u00eb qytet p\u00ebr shkak se n\u00eb qytet ka shkolla, kino, spitale, biblioteka, sht\u00ebpi p\u00ebr t\u00eb moshuarit (azil), \u00e7erdhe p\u00ebr f\u00ebmij\u00eb etj.<\/p>\n<p><em>Dimensioni ekonomik<\/em>: komuna n\u00eb bashk\u00ebpunim me sektorin privat dhe kompanit\u00eb e ndryshme disponojn\u00eb m\u00eb shum\u00eb mjete financiare, me t\u00eb cilat zhvillojn\u00eb qytetin me sa m\u00eb pak ndikim negativ n\u00eb ambient.<\/p>\n<p><em>Ambienti<\/em>: ndotjet e ndryshme mos ta d\u00ebmtojn\u00eb ujin, ajrin, q\u00eb resurset natyrore mos t\u00eb shterrojn\u00eb, p\u00ebr shembull uji i pijsh\u00ebm.<\/p>\n<p>Por n\u00eb esenc\u00eb, nj\u00eb qytet me zhvillim t\u00eb q\u00ebndruesh\u00ebm \u00ebsht\u00eb nd\u00ebrthurje e disa elementeve themelore t\u00eb planifikimit urban, t\u00eb cilat pa asnj\u00eb p\u00ebrjashtim, \u00e7alojn\u00eb duksh\u00ebm n\u00eb Kosov\u00eb.<\/p>\n<p><em>Arkitektura<\/em><\/p>\n<p>Arkitektura nuk ka t\u00eb b\u00ebj\u00eb vet\u00ebm me pamjen e jashtme t\u00eb nd\u00ebrtesave. Ajo ndihmon edhe n\u00eb krijimin e atraktivitetit n\u00eb lagjet e caktuara. Arkitektura e mir\u00eb \u00ebsht\u00eb nj\u00eb indikator i r\u00ebnd\u00ebsish\u00ebm n\u00eb t\u00ebrheqjen e turist\u00ebve dhe investitor\u00ebve. Andaj duhet krijuar arkitektur\u00eb t\u00eb mir\u00ebfillt\u00eb dhe me vlera.<\/p>\n<p><em>Planifikimi i zonave t\u00eb gjelbra<\/em><\/p>\n<p>Planifikimi i mir\u00eb i zonave t\u00eb gjelb\u00ebra krijon hap\u00ebsira atraktive p\u00ebr rekreacion, por edhe hap\u00ebsir\u00eb p\u00ebr shtaz\u00ebt, shpez\u00ebt dhe vegjetacionin. N\u00eb Kosov\u00eb jan\u00eb zhdukur me mij\u00ebra hektar\u00eb tok\u00eb bujq\u00ebsore pa kurrfar\u00eb studimi apo kriteri. Zakonisht k\u00ebto hap\u00ebsira n\u00eb periferi t\u00eb qyteteve jan\u00eb kthyer n\u00eb zona t\u00eb betonizuara pa kurrfar\u00eb plani paraprak.<\/p>\n<p><em>Dialogu me qytetar\u00eb<\/em><\/p>\n<p>E kam cekur edhe n\u00eb nj\u00eb shkrim m\u00eb her\u00ebt q\u00eb dialogu me qytetar\u00eb \u00ebsht\u00eb ky\u00e7 n\u00eb nd\u00ebrtimin e qyteteve. Qyteti duhet t\u00b4i d\u00ebgjoj\u00eb k\u00ebrkesat e qytetar\u00ebve t\u00eb vet dhe t\u00eb krijoj\u00eb hap\u00ebsir\u00eb q\u00eb ata t\u00eb jen\u00eb pjes\u00eb e proceseve vendimmarr\u00ebse.<\/p>\n<p><em>Trafiku dhe transporti<\/em><\/p>\n<p>Njer\u00ebzit dhe t\u00eb mirat materiale kan\u00eb nevoj\u00eb q\u00eb t\u00eb transportohen, brenda dhe jasht\u00eb qytetit dhe kjo shkakton probleme me ndotjen e ambientit dhe zhurm\u00eb. Nj\u00eb planifikim i mir\u00eb i infrastruktur\u00ebs s\u00eb transportit nd\u00ebrmjet qyteteve dhe vendbanimeve krijon leht\u00ebsira p\u00ebr ata q\u00eb udh\u00ebtojn\u00eb p\u00ebr pun\u00eb, shkollim si dhe krijon mund\u00ebsi t\u00eb zhvillimit ekonomik. Fatkeq\u00ebsisht n\u00eb Kosov\u00ebn e pasluft\u00ebs t\u00eb gjitha investimet n\u00eb fush\u00ebn e transportit jan\u00eb orientuar vet\u00ebm n\u00eb rrug\u00eb t\u00eb asfaltuara, nd\u00ebrsa transporti hekurudhor \u00ebsht\u00eb margjinalizuar krejt\u00ebsisht.<\/p>\n<p>Sipas nj\u00eb studimi empirik t\u00eb Institutit p\u00ebr Mbrojtjen e Ambientit n\u00eb Suedi (Naturv\u00e5rdsverket 2016, H\u00e5llbara Transporter) t\u00eb publikuar n\u00eb mars 2016, transporti hekurudhor (njer\u00ebz dhe mallra) \u00ebsht\u00eb transporti m\u00eb i q\u00ebndruesh\u00ebm n\u00eb krahasim me transportet tjera. Studimi tregon qart\u00eb \u00a0&#8211; me matje empirike &#8211; sesi transporti me an\u00eb t\u00eb trenave, ndihmon n\u00eb dimensionin social, udh\u00ebtar\u00ebt takohen mes tyre, komunikojn\u00eb dhe gjat\u00eb udh\u00ebtimit mund t\u00eb lexojn\u00eb apo kryejn\u00eb ndonj\u00eb pun\u00eb q\u00eb lidhet me aktivitetin e tyre ditor. N\u00eb rast t\u00eb z\u00ebv\u00ebnd\u00ebsimit t\u00eb udh\u00ebtimit me vetura n\u00eb trafik kolektiv (trena dhe autobus\u00eb) emitimi i gazrave serr\u00eb do t\u00eb zvog\u00eblohet p\u00ebr 30% n\u00eb nivel global (Naturv\u00e5rdsverket 2016).<\/p>\n<p><em>Trajtimi i mbeturinave<\/em><\/p>\n<p>Qytetet jan\u00eb prodhuesit kryesor\u00eb t\u00eb mbeturinave, t\u00eb cilat shkaktojn\u00eb d\u00ebme mjedisore dhe sh\u00ebndet\u00ebsore. Megjithat\u00eb, n\u00ebse mbeturinat trajtohen me an\u00eb t\u00eb procesit t\u00eb riciklimit mund t\u00eb kthehen n\u00eb rip\u00ebrdorim.
