K\u00ebtu sidomos mendoj n\u00eb p\u00ebrpjekjet p\u00ebr an\u00ebtar\u00ebsim n\u00eb organizata nd\u00ebrkomb\u00ebtare, t\u00eb cilat nuk ng\u00ebrthejn\u00eb t\u00eb drejt\u00ebn e vetos mir\u00ebpo ekziston mund\u00ebsia e an\u00ebtar\u00ebsimit me 2\/3 e votave. Mendoj q\u00eb tashm\u00eb \u00ebsht\u00eb momenti i duhur q\u00eb t\u00eb intensifikohen p\u00ebrpjekjet dhe fillimisht t\u00eb fokusohen n\u00eb drejtim t\u00eb an\u00ebtar\u00ebsimit n\u00eb INTERPOL, organ ky i ve\u00e7ant\u00eb i Kombeve t\u00eb Bashkuara (KB) q\u00eb ka p\u00ebr q\u00ebllim shk\u00ebmbimin e informacioneve dhe bashk\u00ebpunimin n\u00eb sfer\u00ebn e siguris\u00eb.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p>Kauza e an\u00ebtar\u00ebsimit n\u00eb INTERPOL \u00ebsht\u00eb thjesht profesionale k\u00ebshtu q\u00eb ndjeshm\u00ebria e saj politike e \u201cshpirt\u00ebrore\u201d \u00ebsht\u00eb shum\u00eb m\u00eb e vog\u00ebl sesa ajo n\u00eb rastin e UNESCO-s. Sepse, Serbia mbi baz\u00ebn e manipulimit s\u00eb ndjeshm\u00ebris\u00eb s\u00eb \u00e7\u00ebshtjes dhe trashigimis\u00eb kulturore triumfoi n\u00eb UNESCO, krahas dob\u00ebsive t\u00eb theksuara n\u00eb diplomacin\u00eb e Kosov\u00ebs. An\u00ebtar\u00ebsimi n\u00eb INTERPOL do t\u00eb ishte n\u00eb funksion t\u00eb p\u00ebrpjekjeve globale p\u00ebr luftimin e krimit t\u00eb organizuar e terrorizmit. Momentumi duket se \u00ebsht\u00eb i volitsh\u00ebm duke pasur parasysh q\u00eb nj\u00eb num\u00ebr i qytetar\u00ebve t\u00eb Kosov\u00ebs jan\u00eb pjes\u00eb e formacioneve terroriste sikurse ISIS apo Al-Nustra, por edhe fakti q\u00eb nj\u00eb num\u00ebr jo i vog\u00ebl i qytetar\u00ebve tan\u00eb jan\u00eb n\u00eb k\u00ebrkim e sip\u00ebr p\u00ebr aktet e supozuara t\u00eb krimit t\u00eb organizuar, sidomos n\u00eb Evrop\u00eb. Shk\u00ebmbimi i informacioneve dhe bashk\u00ebpunimi i siguris\u00eb \u00ebsht\u00eb i nevojsh\u00ebm m\u00eb shum\u00eb se kurr\u00eb, tashm\u00eb kur kemi l\u00ebvizje t\u00eb m\u00ebdha dhe qarkullim t\u00eb personave t\u00eb rreziksh\u00ebm, sidomos n\u00eb kontekst t\u00eb sulmeve t\u00eb tipit asimetrik.<\/p>\n<p>E v\u00ebrteta \u00ebsht\u00eb q\u00eb n\u00eb rastin e p\u00ebpjekjeve p\u00ebr an\u00ebtar\u00ebsimin e Kosov\u00ebs, interesi nuk do t\u00eb ishte vet\u00ebm i Kosov\u00ebs. N\u00eb rast t\u00eb an\u00ebtar\u00ebsimit, bazuar n\u00eb k\u00ebrkesat ekzistuese dhe trendet, mund t\u00eb supozohet se do t\u00eb kishte m\u00eb shum\u00eb k\u00ebrkesa drejtuar Kosov\u00ebs p\u00ebr bashk\u00ebpunim n\u00eb ndarje t\u00eb inteligjenc\u00ebs sesa e kund\u00ebrta. Kjo e forcon argumentin profesional p\u00ebr an\u00ebtar\u00ebsim dhe se rruga e Kosov\u00ebs do t\u00eb shihej parimisht n\u00eb kontekstin e p\u00ebrfitimeve t\u00eb nd\u00ebrsjella, sidomos n\u00eb raport me shtetet e m\u00ebdha per\u00ebndimore. Ekzistimi i \u201cparajsave t\u00eb sigurta\u201d nuk do t\u2019i konvenonte askujt, e sidomos mekanizmave nd\u00ebrkomb\u00ebtare t\u00eb siguris\u00eb.<\/p>\n<p>Bashk\u00ebpunimi i tanish\u00ebm i UNMIK-ut me INTERPOL-in \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb nj\u00eb marr\u00ebveshje mbase t\u00eb shkruar, duke mos marr\u00eb p\u00eblqimin e institucioneve t\u00eb Kosov\u00ebs. Vazhdimi i bashk\u00ebpunimit ekzistues me INTERPOL-in n\u00ebp\u00ebrmjet prezenc\u00ebs s\u00eb UNMIK-ut p\u00ebrb\u00ebn nj\u00eb burokraci jofunksionale, q\u00eb duhet t\u00eb argumentohet n\u00eb \u00e7do nivel. Madje, jurikidikisht Kosova nuk ka ndonj\u00eb obligim juridik t\u00eb bashk\u00ebpunoj\u00eb me INTERPOL-in n\u00ebp\u00ebrmjet UNMIK-ut p\u00ebrderisa nuk \u00ebsht\u00eb an\u00ebtare e saj. \u00a0Ajo do t\u00eb mund ta suspendonte k\u00ebt\u00eb \u201cbashk\u00ebpunim\u201d deri n\u00eb an\u00ebtar\u00ebsim p\u00ebrderisa t\u00eb gjitha k\u00ebrkesat p\u00ebr ndarje t\u00eb informacioneve dhe kapjen e t\u00eb k\u00ebrkuarve do t\u00eb mund t\u2019i b\u00ebnte vet\u00ebm n\u00eb baza bilaterale. Kjo do t\u00eb mund t\u00eb p\u00ebrb\u00ebnte nj\u00eb penges\u00eb p\u00ebr shtetet q\u00eb ende nuk e kan\u00eb njohur Kosov\u00ebn duke u bazuar, p. sh. n\u00eb \u201crastin Sadiku\u201d dhe domosdon\u00eb q\u00eb Sllovakia t\u00eb bashk\u00ebpunonte me Kosov\u00ebn, anipse nuk e ka njohur shtetin.<\/p>\n<p>Argumentet tjera profesionale kan\u00eb t\u00eb b\u00ebjn\u00eb me keqp\u00ebrdorimin e INTERPOL-it nga ana e Serbis\u00eb e cila n\u00eb vazhdim\u00ebsi azhuron fletarrestet p\u00ebr ish-pjes\u00ebtar\u00ebt e U\u00c7K-s\u00eb, sikurse rasti Dugolli dhe mbase shum\u00eb t\u00eb tjer\u00eb n\u00eb t\u00eb ardhmen. Vazhdimi i bashk\u00ebpunimit n\u00ebp\u00ebrmjet UNMIK-ut mund t\u2019i jap\u00eb nj\u00eb siguri nominale shteteve p\u00ebr t\u00eb pasur qasje n\u00eb Kosov\u00eb, mir\u00ebpo ajo vet\u00ebm se do t\u00eb shtoj\u00eb vuajtjet e qytetar\u00ebve tan\u00eb t\u00eb cil\u00ebt do t\u00eb jen\u00eb viktim\u00eb e veprimeve politike nga shteti fqinj. L\u00ebshimi i fletarresteve p\u00ebr krime t\u00eb luft\u00ebs \u00ebsht\u00eb po aq politik dhe i ndjesh\u00ebm saq\u00eb Kroacia s\u00eb voni ka filluar s\u00eb kusht\u00ebzuari Serbin\u00eb q\u00eb t\u00eb abrogoj\u00eb ligjin i cili i mund\u00ebson n\u00eb m\u00ebnyr\u00eb retroaktive t\u00eb ngrej\u00eb aktakuza p\u00ebr krime t\u00eb luft\u00ebs n\u00eb hap\u00ebsir\u00ebn e ish-Jugosllavis\u00eb, qofshin ata tashm\u00eb qytetar\u00eb t\u00eb shteteve t\u00eb pavarura.<\/p>\n<p>Shtrohet pyetja se cil\u00ebt duhet t\u00eb jen\u00eb hapat p\u00ebr an\u00ebtar\u00ebsim? Sigurisht q\u00eb ka pasur disa l\u00ebvizje n\u00eb funksion t\u00eb senzibilizimit t\u00eb k\u00ebsaj \u00e7\u00ebshtjeje, dhe at\u00eb (vet\u00ebm) nga Ministria e Pun\u00ebve t\u00eb Brendshme (MPB) mir\u00ebpo ato duken se jan\u00eb t\u00eb kufizuara. Procesit t\u00eb an\u00ebtar\u00ebsimit n\u00eb INTERPOL (sikurse n\u00eb organizatat tjera) duhet t\u2019i paraprij\u00eb Ministria e Pun\u00ebve t\u00eb Jashtme (MPJ), p\u00ebrderisa MPB, n\u00eb k\u00ebt\u00eb rast do t\u00eb ishte instrument i MPJ-s\u00eb. P\u00ebr an\u00ebtar\u00ebsim n\u00eb k\u00ebt\u00eb organizat\u00eb k\u00ebrkohet nj\u00eb pun\u00eb aktive 2 vje\u00e7are (n\u00ebse jo m\u00eb shum\u00eb), me nj\u00eb agjend\u00eb t\u00eb qart\u00eb dhe angazhim sistematik, duke m\u00ebsuar k\u00ebsisoj nga d\u00ebshtimet e UNESCO-s.<\/p>\n<p>M\u00ebnyra e an\u00ebtar\u00ebsimit n\u00eb INTERPOL \u00ebsht\u00eb pothuajse e nj\u00ebjt\u00eb sikurse n\u00eb UNESCO: k\u00ebrkohen 2\/3 e Komitetit Ekzekutiv dhe n\u00ebse kalon, at\u00ebher\u00eb votohet 2\/3 n\u00eb Asamblen\u00eb e P\u00ebrgjithshme t\u00eb k\u00ebsaj organizate. Nga 13 an\u00ebtar\u00eb t\u00eb Komitetit Ekzekutiv, s\u00eb paku nga prejardhja e p\u00ebrfaq\u00ebsueve, aktualisht 6 vijn\u00eb nga vendet t\u00eb cilat nuk e kan\u00eb njohur Kosov\u00ebn. P\u00ebrb\u00ebrja n\u00eb favor t\u00eb Kosov\u00ebs mund t\u00eb ndryshoj\u00eb n\u00eb vitin 2017 kur do t\u00eb nd\u00ebrrohen disa an\u00ebtar\u00eb, at\u00ebher\u00eb kur Kosova zyrtarisht do t\u00eb mund t\u00eb b\u00ebnte aplikimin zyrtar, pas p\u00ebrgatitjeve dhe fushat\u00ebs senzibilizuese n\u00eb qarqe diplomatike, politike dhe at\u00eb t\u00eb siguris\u00eb.<\/p>\n<p>P\u00ebrderisa argumentet profesionale, puna e mirorganizuar dhe ndryshimi i an\u00ebtar\u00ebve mund ta vendosin Kosov\u00ebn n\u00eb nj\u00eb pozicion m\u00eb t\u00eb volitsh\u00ebm, nj\u00eb sfid\u00eb krejt dyt\u00ebsore dhe jo m\u00eb pak e r\u00ebnd\u00ebsishme mund t\u00eb shihej edhe aplikimi i Palestin\u00ebs. Palestina n\u00eb vazhdim\u00ebsi aplikon p\u00ebr an\u00ebtar\u00ebsim n\u00eb INTERPOL. Partner\u00ebt e Kosov\u00ebs do t\u00eb mund t\u00eb futeshin n\u00eb dilem\u00eb n\u00ebse do t\u00eb rishfaqej aplikimi i Palestin\u00ebs n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb me at\u00eb t\u00eb Kosov\u00ebs.
