{"id":5137,"date":"2016-04-23T15:21:51","date_gmt":"2016-04-23T13:21:51","guid":{"rendered":"https:\/\/sbunker.org\/?p=5137"},"modified":"2024-10-24T15:23:44","modified_gmt":"2024-10-24T13:23:44","slug":"njerezit-me-aftesi-te-kufizueme","status":"publish","type":"post","link":"https:\/\/sbunker.org\/en\/uncategorized\/njerezit-me-aftesi-te-kufizueme\/","title":{"rendered":"Njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme"},"content":{"rendered":"<div class=\"news-up\"><\/div>\n<div class=\"news-down\">\n<div class=\"img-wrapper\"><img decoding=\"async\" src=\"https:\/\/sbunker.net\/uploads\/sbunker.net\/images\/2016\/August\/22\/auto_photo-1448318440207-ef1893eb8ac01471862432.jpg\" \/><\/div>\n<div class=\"news-left\">\n<p>Ligji p\u00ebr Aft\u00ebsimin, Riaft\u00ebsimin dhe Pun\u00ebsimin e Personave me Aft\u00ebsi t\u00eb Kufizuara n\u00eb Kosov\u00eb e definon si aft\u00ebsi t\u00eb kufizueme \u201ckufizimin e qasjes dhe aktiviteteve t\u00eb zakonshme n\u00eb jet\u00ebn e p\u00ebrditshme t\u00eb nj\u00eb personi, si pasoj\u00eb e d\u00ebmtimeve fizike, shqisore ose mendore, q\u00eb e pengojn\u00eb at\u00eb p\u00ebr pjes\u00ebmarrje n\u00eb aktivitet e zakonshme ditore.\u201d e njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme i kategorizon si \u201cata persona q\u00eb kan\u00eb d\u00ebmtime fizike, mendore, intelektuale apo shqisore afta-gjata [sic] t\u00eb cilat n\u00eb nd\u00ebrveprim me barriera t\u00eb ndryshme mund t\u00eb pengojn\u00eb pjes\u00ebmarrjen e tyre t\u00eb plot\u00eb dhe efektive n\u00eb shoq\u00ebri n\u00eb baza t\u00eb barabart\u00eb me t\u00eb tjer\u00ebt.\u201d<\/p>\n<p>Af\u00ebr mendjes, ky shtet pasi q\u00eb ka definicion mjaft t\u00eb qart\u00eb mbi aft\u00ebsin\u00eb e kufizueme dhe njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme, duhet definitivisht ma shpesh\u00eb se nji her\u00eb n\u00eb vit p\u00ebr nji dit\u00eb caktueme n\u00eb dhejtor me u p\u00ebrkushtue n\u00eb zbatimin e k\u00ebtij ligji, q\u00ebllimi i t\u00eb cilit definohet si: \u201cp\u00ebrkrahja ligjore dhe institucionale p\u00ebr aft\u00ebsimin, riaft\u00ebsimin, nxitjen dhe p\u00ebrgatitjen profesionale p\u00ebr pun\u00ebsim t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr personat me aft\u00ebsi t\u00eb kufizuar duke u mb\u00ebshtetur n\u00eb principet dhe tretmanin e mund\u00ebsive t\u00eb barabarta p\u00ebrfshir\u00eb edhe mund\u00ebsit\u00eb gjinore.\u201d<\/p>\n<p>Sipas Handikos-it n\u00eb Kosov\u00eb jetojn\u00eb rreth 250.000 persona me aft\u00ebsi t\u00eb kufizueme. Kjo, bazohet n\u00eb raportin e OBSH-\u00ebs q\u00eb thot\u00eb se diku rreth 15 % e popullat\u00ebs s\u00eb bot\u00ebs jan\u00eb p\u00ebrsona me aft\u00ebsi t\u00eb kufizume. Shum\u00eb prej tyne diskriminohen sistematikisht e ve\u00e7an\u00ebrisht k\u00ebshtu n\u00eb tregun e hapun t\u00eb pun\u00ebs, si n\u00eb sektorin privat ashtu edhe n\u00eb sektorin publik. Nuk jan\u00eb shum\u00eb ato biznese, nd\u00ebrmarrje publike apo institucione t\u00eb ndryshme private ose shtetnore q\u00eb n\u00eb 50 t\u00eb pun\u00ebsuem kan\u00eb pun\u00ebsue nji njeri me aft\u00ebsi t\u00eb kufizueme qysh i obligon ligji. Le t\u00eb mbetet diskutim tjet\u00ebr kufizimi ligjor q\u00eb p\u00ebrcakton si drejt\u00ebsi q\u00eb n\u00eb 50 t\u00eb pun\u00ebsuem nji me aft\u00ebsi t\u00eb kufizueme asht mjaft. Po supozoj q\u00eb si shtet hala jemi n\u00eb faz\u00ebn e demokraci\u00eb s\u00eb kuotave, ku vlerat demokratike imponohem. Nashta edhe me t\u00eb drejt\u00eb k\u00ebshtu, nji her\u00eb p\u00ebr njji her\u00eb.<\/p>\n<p>Njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme diskriminohen gjithashtu n\u00eb t\u00eb drejt\u00ebn p\u00ebr shkollim dhe zhvillim profesional; n\u00eb qasjen e sh\u00ebrbimeve sh\u00ebndet\u00ebsore; aktiviteteve kulturore etj.\u00a0 Jan\u00eb t\u00eb shumta rastet kur prind\u00ebrit duhet me i lut\u00eb drejtor\u00ebt e shkollave me ua pranue f\u00ebmiun me aft\u00ebsi t\u00eb kufizueme n\u00eb shkoll\u00eb. E nuk jan\u00eb t\u00eb ralla rastet kur drejtor\u00ebt i thejn\u00eb shtatqindenji ligje, arbitrarisht, por pa frik\u00eb p\u00ebr nd\u00ebshkim, sepse ata nuk i v\u00ebzhgon askush dhe nji prind a dy t\u00eb paknaqun nuk e sfidojn\u00eb dot autoritetin e tij.\u00a0 P\u00ebrgjigjje prej drejtorive t\u00eb shkollave t\u00eb llojit \u201cnuk muj me i zbrit\u00eb tash krejt klas\u00ebt e para prej katit t\u00eb dyt\u00eb n\u00eb t\u00eb parin, ve\u00e7 p\u00ebrshkak se f\u00ebmiu nuk mundet me ec\u201d shum\u00eb prind t\u00eb f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizueme i kan\u00eb ndi ma shum\u00eb se nji her\u00eb.<\/p>\n<p>Megjith\u00ebse mungojn\u00eb statistikat p\u00ebr numrin e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizueme q\u00eb nuk vijojn\u00eb shkoll\u00ebn, asht v\u00ebshtir\u00eb t\u00eb bahet nji konstantim se si q\u00ebndron puna me t\u00eb v\u00ebrtet\u00eb. Sepse, nuk kemi qysh me e dijt\u00eb se ata q\u00eb e vijojn\u00eb shkoll\u00ebn, sa p\u00ebrqind t\u00eb popullat\u00ebs s\u00eb p\u00ebrgjithshm\u00eb t\u00eb f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizueme p\u00ebrbajn\u00eb. Prandaj, pa dasht\u00eb me paragjykue, thjesht mendoj se mund t\u00eb thuhet q\u00eb mungesa e statistikave nga institucionet e shtetit dhe organizatat jo-qeveritare p\u00ebr f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizueme q\u00eb nuk vijojn\u00eb m\u00ebsimin, tregon n\u00ebse jo ngjyr\u00ebn e sakt\u00eb, s\u00eb paku nuanc\u00ebn e err\u00ebt t\u00eb realitet kosovar p\u00ebr gjith\u00ebp\u00ebrfshirjen e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizueme n\u00eb arsim. Por, dokumenti mbi strategjin\u00eb p\u00ebr gjith\u00ebp\u00ebrfshirje n\u00eb arsim asht af\u00ebr kryevepr\u00ebs. Gjith\u00eb ata ekspert\u00eb q\u00eb kan\u00eb punue aty, edhe s\u2019mundet me qen\u00eb ndryshe, njejt\u00eb sikur p\u00ebr broshurat e MASHT-it kur arsimi gjith\u00ebp\u00ebrfshir\u00ebs definohet si e drejt\u00eb e secilit dhe \u201ci dedikohet shkollave, nx\u00ebn\u00ebsve, m\u00ebsimdh\u00ebn\u00ebsve dhe prind\u00ebrve n\u00eb institucione parashkollore dhe shkollave fillore dhe t\u00eb mesme t\u00eb ulta dhe t\u00eb larta.\u201d\u00a0 Natyrisht, q\u00ebllimi i broshur\u00ebs definohet si promovim, sepse t\u00eb drejtat elementare duhet me u promovue me broshura t\u00eb papagallizmave, ku p\u00ebrs\u00ebriten e citohen konventa, t\u00eb drejta, vlera e p\u00ebrkushtime, nd\u00ebrkoh\u00eb q\u00eb realiteti vazhdon me qen\u00eb brutalisht i rand\u00eb p\u00ebr f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizume n\u00eb Kosov\u00eb.<\/p>\n<p>Tue i dhan\u00eb nji afat kohor 10 vje\u00e7ar, pjes\u00ebmarr\u00ebsit e p\u00ebrpilimit t\u00eb strategjis\u00eb p\u00ebr zhvillimin e arsimit parauniversitar n\u00eb Kosov\u00eb 2007-2017, kan\u00eb p\u00ebrcaktue q\u00eb vizioni si n\u00eb vijim do t\u00eb jet\u00eb realitet: \u201cKosova \u2013 shoq\u00ebri e dijes, e integruar n\u00eb rrjedha evropiane me mund\u00ebsi t\u00eb barabarta p\u00ebr zhvillim personal t\u00eb t\u00eb gjith\u00eb individ\u00ebve, t\u00eb cilit i kontribuojn\u00eb zhvillimit t\u00eb q\u00ebndruesh\u00ebm ekonomik dhe shoq\u00ebror.\u201d Probemi asht ky: na jemi n\u00eb Prill t\u00eb vitit 2016, dhe jemi larg shum\u00eb prej nji Kosove q\u00eb mundet me u definue si shoqni e dijes, e integrume n\u00eb blla blla blla me mund\u00ebsi t\u00eb barabarta p\u00ebr zhvillim personal t\u00eb blla blla blla.<br \/>\nNd\u00ebr q\u00ebllimet kryesore q\u00eb synohet t\u00eb arrihen n\u00eb dhjet\u00eb vitet prej hartimit t\u00eb k\u00ebsaj strategjie, dmth. deri ne 2017, jan\u00eb:\u00a0 \u201cQeverisje, udh\u00ebheqje dhe menaxhim cil\u00ebsor e efikas n\u00eb sistemin e arsimit; Sistem funksional p\u00ebr sigurimin e cil\u00ebsis\u00eb s\u00eb t\u00eb nx\u00ebnit i bazuar n\u00eb standarde t\u00eb krahasueshme me vendet e zhvilluara; Gjith\u00ebp\u00ebrfshirje, barazi dhe respektim i diversitetit n\u00eb arsim; P\u00ebrgatitja dhe zhvillimi profesional i m\u00ebsimdh\u00ebn\u00ebsve; Mjedis fizik i p\u00ebrshtatsh\u00ebm dhe i sh\u00ebndetsh\u00ebm p\u00ebr m\u00ebsimdh\u00ebnie dhe t\u00eb nx\u00ebn\u00eb; Lidhje e q\u00ebndrueshme e arsimit me zhvillimet globale ekonomike dhe shoq\u00ebrore; Avancimi i gjendjes materiale t\u00eb arsimit\u201d. Kogja vizion optimist, n\u00ebse e shikojm\u00eb prej perspektiv\u00ebs s\u00eb sotme, t\u00eb muajit Prilli n\u00eb vitin 2016. N\u00eb fund rezultati ka me qen\u00eb, dihet: nji strategji e re, me do vite shtes\u00eb afat.<\/p>\n<p>Nd\u00ebr faktor\u00ebt kryesor\u00eb q\u00eb po pengojn\u00eb dhe do t\u00eb vazhdojn\u00eb me pengue integrimin e f\u00ebmij\u00ebve me nevoja t\u00eb ve\u00e7anta n\u00eb sistemin e arsimit nuk jan\u00eb mungesa e dijes s\u00eb zyrtar\u00ebve e politikan\u00ebve tan\u00eb (se boll kan\u00eb sh\u00ebtit\u00eb n\u00ebp\u00ebr trajnime, seminare, pun\u00ebtori, konferenca dhe kan\u00eb m\u00ebsue. Ata krejt i dijn\u00eb, e fundi i fundit n\u00ebse hala ka mang\u00ebsi, ajo mundet edhe me u huazue prej ekspert\u00ebve nd\u00ebrkomb\u00ebtar\u00eb, q\u00eb vijn\u00eb me qef tue pas\u00eb parasysh pagesat q\u00eb marrin) por jan\u00eb kushtet e randa ekonomike t\u00eb familjeve; mungesa e transportit; investimet e ulta n\u00eb infrasktruktur\u00eb dhe n\u00eb cil\u00ebsin\u00eb e edukimit q\u00eb nd\u00ebrlidhen me zhvillimin profesional t\u00eb m\u00ebsimdhan\u00ebsve dhe pun\u00ebsimin e asistent\u00ebve shtes\u00eb q\u00eb do ta p\u00ebrkrahnin zhvillimin e or\u00ebs m\u00ebsimore n\u00eb klasat me f\u00ebmij\u00eb me aft\u00ebsi t\u00eb kufizueme, dhe natyrisht arrogance politike e akter\u00ebve ky\u00e7, p\u00ebr me i numrue vet\u00ebm disa.<\/p>\n<p>Nd\u00ebr q\u00ebllimet themelore strategjia e lartp\u00ebrmendun numron gjith\u00ebp\u00ebrfshirjen, barazin\u00eb dhe respektimin e diversitetit n\u00eb arsim, dhe premton q\u00eb \u201cderi n\u00eb vitin 2017 krijohen kushtet p\u00ebr p\u00ebrfshirjen e t\u00eb gjith\u00eb f\u00ebmij\u00ebve n\u00eb arsimin e obliguesh\u00ebm\u201d. \u00a0T\u00eb gjith\u00eb f\u00ebmij\u00ebve? Deri n\u00eb vitin 2017?<\/p>\n<p>Qe nji skenar prej realitetit: vajza 22 vje\u00e7are, me aft\u00ebsi t\u00eb kufizume, l\u00ebzivjen e ka t\u00eb mundhsme vet\u00ebm me karroc\u00eb. Pas shum\u00eb mundimeve ma n\u00eb fund arrin me e vazdhue shkollimin. Tue i lut\u00eb ata t\u00eb komun\u00ebs. Komuna pranon me i\u2019a sigurue transportin. Shkolla pranon me e pranue. Transporti, i cili zakonisht asht nji kombi q\u00eb nuk i p\u00ebrmbush standardet e nji transporti t\u00eb sigurt\u00eb, ma shum\u00eb rri i prishun se sa q\u00eb funksionon, sepse natyrisht ky transport nuk asht kerr p\u00ebr ministra, por p\u00ebr f\u00ebmij\u00ebt me nevoja t\u00eb ve\u00e7anta. Dhe ky asht ve\u00e7 nji rast. Dhe ky asht nji rast p\u00ebr shembull t\u00eb mir\u00eb.<\/p>\n<p>P\u00ebrve\u00e7 munges\u00ebs s\u00eb konsiderat\u00ebs me i integrue n\u00eb shoqni ma mir\u00eb personat me aft\u00ebsi t\u00eb kufizueme nga ana e shtetit, stigmatizimi n\u00eb shoqni ndaj njer\u00ebzve me aft\u00ebsi t\u00eb kufizueme asht problemi tjet\u00ebr. \u00a0Historikisht perceptimi mbi aft\u00ebsin\u00eb e kufizueme dhe mbi njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme n\u00eb Kosov\u00eb ka ndryshu. Ma nuk thuhet (haptas) q\u00eb dikush n\u00eb familje ka \u201chi n\u00eb gjynah\u201d e po nd\u00ebshkohet tash p\u00ebr gjynahet e bame me lindjen e nji f\u00ebmiu me aft\u00ebsi t\u00eb kufizueme; rastet kur prind\u00ebrit i fshehin f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizueme e nuk i regjistrojn\u00eb hi\u00e7, gjithashtu jan\u00eb zvoglue; t\u00eb verb\u00ebrit tani jan\u00eb t\u00eb verb\u00ebr e jo qorr dhe personat me d\u00ebmtime mendore e intelektuale nuk jan\u00eb ma budall\u00eb por t\u00eb \u201csmut\u201d.\u00a0 Por sipas mendimit tem, ky ndryshim i perceptimit mbi aft\u00ebsin\u00eb e kufizueme dhe njeriun me aft\u00ebsi t\u00eb kufizueme, nuk ka mrri larg. Dhe si penges\u00eb kryesore un\u00eb e shoh\u00eb korrekt\u00ebsin\u00eb politike: detyrimin me u ba demokrat si imponim politik e jo si vullnet e nevoj\u00eb e natyrshme e organizimit t\u00eb rendit shoqnor. Korrekt\u00ebsia politike kufizon dhe minimazon nevoj\u00ebn p\u00ebr vet\u00ebdij\u00ebsim, sepse njejt sikur n\u00eb fjalimin e ish president\u00ebs me rastin e dit\u00ebs nd\u00ebrkombtare t\u00eb persoanve me aft\u00ebsi t\u00eb kufizueme kur n\u00ebvizoj\u00eb p\u00ebrkushtimet e qeveris\u00eb p\u00ebr \u00e7ashtjen, korrekt\u00ebsia politike e ban gjith\u00e7ka t\u00eb duket ma bukur se q\u00eb asht n\u00eb t\u00eb v\u00ebrtet\u00eb.<\/p>\n<p>Gjat\u00eb rrug\u00ebs s\u00eb shtetnd\u00ebrtimit, t\u00eb mbushun me krenari q\u00eb kemi shtet, kemi ngatrrue p\u00ebrmbushjen e standardeve\/kritereve per\u00ebndimore n\u00eb let\u00ebr, me zhvillimin e mir\u00ebfillt t\u00eb vendit. Sot nuk themi defekt ose retardim por aft\u00ebsi e kufizueme dhe \u201cp\u00ebrparimet\u201d n\u00eb fjalor po i marrim si indikacion q\u00eb kemi ndryshue edhe sjellje.<\/p>\n<p>Gjat\u00eb nji hulumtimi t\u00eb shkurt\u00eb n\u00ebp\u00ebr shkolla, kur pyetsha m\u00ebsimdhan\u00ebsit n\u00ebse kishin nxan\u00ebs me aft\u00ebsi t\u00eb kufizueme n\u00eb klas\u00eb, kur kishin m\u00eb thojshin tue p\u00ebrshp\u00ebrit\u00eb \u201cpo ai\/ajo aty\u201d. Kur s\u2019kishin m\u00eb thojshin (tashti pa p\u00ebrshp\u00ebrit\u00eb) \u201cjo shyqyr, nuk kemi asishne n\u00eb klas\u00eb\u201d. \u201cAsishne!\u201d\u201dShyqyr!\u201d Po, pra.<\/p>\n<p>Me qen\u00eb njeri me aft\u00ebsi t\u00eb kufizueme n\u00eb Kosov\u00eb, e ta qart\u00ebsojm\u00eb q\u00eb k\u00ebtu q\u00eb ka qindra lloje t\u00eb aft\u00ebsis\u00eb s\u00eb kufizueme, shpesh n\u00ebnkupton izolim social; var\u00ebsi ekonomike dhe p\u00ebrjashtim nga vendimarrja dhe\/apo pjes\u00ebmarrja n\u00eb procese politike, shoqnore e kulturore, sidomos kur p\u00ebr ty qysh si f\u00ebmij\u00eb m\u00ebsimdhan\u00ebsit kan\u00eb q\u00ebndrim t\u00eb till\u00eb q\u00eb e konsiderojn\u00eb marre me ta p\u00ebrmend emnin pa p\u00ebrshp\u00ebrit\u00eb, nuk dijn\u00eb qysh me punue me ty dhe k\u00ebt\u00eb mosdije e p\u00ebrcjellin te shoqet e shok\u00ebt e tu t\u00eb klas\u00ebs. Kur t\u00eb mohohet qasja n\u00eb arsim, nuk asht larg mendjes q\u00eb nes\u00ebr edhe diskriminimi ne treg t\u00eb pun\u00ebs asht i mundsh\u00ebm, bile pa u quejt i till\u00eb, sepse nuk lejohesh n\u00eb gar\u00eb p\u00ebr arsye kualifikimi. Por n\u00ebse ke kualifikimin, at\u00ebher\u00eb shansa \u00e7do her\u00eb specifikisht n\u00eb rastin tand asht e madhe q\u00eb dikush tjet\u00ebr ka me qen\u00eb ma i kualifikuem se ti. \u00a0Po jeta private? Paramendoje n\u00ebse do veten me aft\u00ebsi t\u00eb kufizume, t\u00eb atij soji ku levizja juej asht e mundshme vet\u00ebm me karroc\u00eb. Qysh je tu nejt do me shku diku, do me dal me pi naj kafe me shoqe a shok\u00eb e p\u00ebrve\u00e7 barrierave gjat\u00eb rrug\u00ebs, ti nuk mundesh me vendos\u00eb ku po t\u00eb shkohet, ti ke me shkue aty ku mundesh hy brenda me karroc\u00ebn tande pa pas\u00eb nevoj\u00eb me t\u00eb mbajt\u00eb najkush. Brenda ke me u ndi q\u00eb krejt po t\u00eb kqyrin, jo p\u00ebr t\u00eb keq, por edhe ma zi, se ti je gjynah.<\/p>\n<p>E k\u00ebtu fillon diskrimini i shoqnis\u00eb ndaj personave me aft\u00ebsi t\u00eb kufizueme. Dhe vazhdon pastaj kur na nuk \u00e7uditemi pse n\u00eb shkoll\u00ebn e f\u00ebmiut ton\u00eb nuk ka f\u00ebmij\u00eb me aft\u00ebsi t\u00eb kufizueme; na nuk habitemi as nuk bajm\u00eb pytje pse n\u00eb autobusin q\u00eb e marrim \u00e7do dit\u00eb p\u00ebr pun\u00eb nuk ka njer\u00ebz me karroca; na nuk bojna pytje pse prej 100 koleg\u00ebve nji bile nuk asht me aft\u00ebsi t\u00eb kufizueme? Sepse, na si shoqni kemi vendos\u00eb q\u00eb k\u00ebto jan\u00eb \u00e7ashtje t\u00eb shtetit. Na s\u2019kemi obligime. Por identiteti social nuk asht ve\u00e7 rezultat i perceptimit t\u00eb p\u00ebrkat\u00ebsis\u00eb s\u00eb nji grupi, apo ma shum\u00eb grupeve por asht edhe i kusht\u00ebzuem prej vler\u00ebsimit t\u00eb k\u00ebtyne grupeve n\u00eb krahasim me tjerat. N\u00ebse n\u00eb krahasim me grupe tjera, ti i takon nji grupi q\u00eb nuk perceptohet aq pozitivisht sikur grupet tjera, apo n\u00eb baz\u00eb t\u00eb disa ve\u00e7orive grupet tjera kan\u00eb p\u00ebrpar\u00ebsi e p\u00ebrfitime q\u00eb t\u00eb mohohen, ti natyrisht q\u00eb do t\u00eb ndjehesh i diskriminuem. Prej aspektit psikologjik, ndoshta para se me e definue veten si t\u00eb diskriminuem, ke me u ndi i padashtun; i padobish\u00ebm; i d\u00ebshtuem; i panevojsh\u00ebm; i pasigurt\u00eb; i tep\u00ebrt etj..<\/p>\n<p>Njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme, jan\u00eb njer\u00ebz pra, e si t\u00eb till\u00eb n\u00eb k\u00ebto tok\u00eb ata dojn\u00eb me me pas\u00eb qasje t\u00eb barabart n\u00eb shoqni. K\u00ebqyrni p\u00ebrreth shetet q\u00eb kan\u00eb hy n\u00eb BE. Rom\u00ebt diskrimohen sistematikisht n\u00eb \u00c7eki, Hungari, Bullgari, Rumani. E n\u00ebse dojna, duhet me ba vend p\u00ebr njer\u00ebzit me aft\u00ebsi t\u00eb kufizueme.
