N\u00ebse e krahasojm\u00eb me Tiran\u00ebn q\u00eb \u00ebsht\u00eb nj\u00eb qytet m\u00eb i madh i nj\u00eb shteti me ekonomi m\u00eb t\u00eb madhe, faktikisht nj\u00eb met\u00ebr katror n\u00eb nj\u00eb zon\u00eb t\u00eb parashikuar p\u00ebr vila, pra disi m\u00eb ekskluzive sikurse \u00ebsht\u00eb Sauku apo zona e TEG-ut, v\u00ebrtitet tek 100 euro metri katror nd\u00ebrsa n\u00eb Kosov\u00eb, n\u00eb zona si lagja Q\u00ebndresa af\u00ebr Grand Store apo n\u00eb Sofali, metri \u00ebsht\u00eb 150 euro e sip\u00ebr.<\/p>\n<p>Tek flitet p\u00ebr manin\u00eb ton\u00eb irracionale p\u00ebr patundshm\u00ebri ne na duhet t\u00eb b\u00ebjm\u00eb edhe nj\u00eb reflektim e vet\u00ebdijesim. Duhet q\u00eb ne si popull t\u00eb b\u00ebhemi t\u00eb sinqert\u00eb dhe ta shohim realitetin me kuraj\u00eb, p\u00ebrtej p\u00ebrgjegj\u00ebsive t\u00eb shtetit dhe t\u00eb historis\u00eb p\u00ebr gjendjen ton\u00eb ekonomike nj\u00eb barr\u00eb e madhe p\u00ebrgjegj\u00ebsie q\u00ebndron personalisht tek ne p\u00ebr m\u00ebnyr\u00ebn se si i menaxhojm\u00eb burimet tona apo p\u00ebr zgjedhjet e gabuara q\u00eb kemi b\u00ebr\u00eb si konsumator\u00eb.\u00a0 Kostoja oportune e manis\u00eb s\u00eb shqiptar\u00ebve p\u00ebr sht\u00ebpi \u00ebsht\u00eb e jasht\u00ebzakonshme pasi \u00ebsht\u00eb nj\u00eb sektor jo-produktiv ku jan\u00eb varrosur qindra miliona euro n\u00eb form\u00ebn e tullave dhe betonit. N\u00eb \u00e7do cep t\u00eb Kosov\u00ebs ku udh\u00ebton n\u00eb vendbanimet e shqiptar\u00ebve shikon sht\u00ebpi \u00a0t\u00eb nd\u00ebrtuara t\u00eb st\u00ebrm\u00ebdha me disa kate, ca p\u00ebr ego ndaj fqinj\u00ebve apo p\u00ebr shpres\u00ebn e zbeht\u00eb p\u00ebr kthimin e emigrant\u00ebve,\u00a0 por q\u00eb nuk shfryt\u00ebzohen plot\u00ebsisht. Katet e fundit rrin\u00eb gjithmon\u00eb zbrazur, nd\u00ebrkoh\u00eb q\u00eb parat\u00eb e nd\u00ebrtimit t\u00eb tyre fare mir\u00eb mund t\u00eb ishin investuar n\u00eb traktor\u00eb, autokombajna, sisteme ujitje e vaditje, serra, fidan\u00eb apo n\u00eb punishte e makineri prodhimi duke kontribuar drejtp\u00ebrdrejt\u00eb n\u00eb ekonomin\u00eb personale dhe t\u00eb vendit. Po ashtu nd\u00ebrtimi n\u00ebp\u00ebr fusha apo pllaja pjellore ka nxjerr\u00eb nga p\u00ebrdorimi nj\u00eb sasi t\u00eb konsiderueshme t\u00eb tok\u00ebs s\u00eb buk\u00ebs.<\/p>\n<p>P\u00ebrve\u00e7 kostos oportune, duhet patur parasysh se banesat apo sht\u00ebpit\u00eb e tejm\u00ebdha shkaktojn\u00eb edhe kosto t\u00eb m\u00ebdha por kota n\u00eb mir\u00ebmbajtje, n\u00eb amortizim apo n\u00eb nxehje q\u00eb fare mir\u00eb mund t\u00eb ishin kursyer. Fryrja e sektorit t\u00eb nd\u00ebrtimit n\u00eb m\u00ebnyr\u00eb kaotike ka sjell\u00eb nj\u00eb d\u00ebm t\u00eb pap\u00ebrshkruesh\u00ebm edhe ndaj trash\u00ebgimis\u00eb ton\u00eb monumentale e ndaj ambientit si dhe ndaj cil\u00ebsis\u00eb s\u00eb p\u00ebrditshme t\u00eb jet\u00ebs s\u00eb qytetar\u00ebve. Nd\u00ebrtimi shkel e shko, vend e pa vend, ka sjell\u00eb zvog\u00eblimin e hap\u00ebsirave t\u00eb gjelbra e sportive, rritjen e trafikut dhe zhurm\u00ebn dhe shtimin e ndotjes urbane p\u00ebr banor\u00ebt.<\/p>\n<p>Nj\u00eb tjet\u00ebr pasoj\u00eb e d\u00ebmshme e tejfryrjes s\u00eb patundshm\u00ebris\u00eb \u00ebsht\u00eb padyshim edhe niveli i lart\u00eb i spekulimit q\u00eb ka kultivuar nj\u00eb var\u00ebsi t\u00eb madhe ndaj k\u00ebtij sektori por edhe nj\u00eb lloj parazitizmi e dembelizmi tek burimet njer\u00ebzore. Aktiviteti ekonomik me patundshm\u00ebrin\u00eb q\u00eb n\u00ebnkupton shit-blerjen apo qiran\u00eb, sipas nj\u00eb analize t\u00eb vitit t\u00eb kaluar t\u00eb mb\u00ebshtetur prej Zyr\u00ebs Ekonomike Zvicerane, n\u00eb vitin 2014 p\u00ebrb\u00ebnte n\u00eb vitin 2013 kontribuuesin e 5-t\u00eb t\u00eb PBB\u00a0 me 8.9% ose nj\u00eb vler\u00eb totale prej 356 milion\u00eb euro. P\u00ebr t\u00eb kuptuar se \u00e7far\u00eb p\u00ebrmase t\u00eb fryr\u00eb ka pasur ky sektor spekulativ ekonomik mjafton t\u00eb kujtohet q\u00eb n\u00eb vitin 2013 buxheti i qeveris\u00eb ishte 1586 milion\u00eb euro dhe s\u00eb \u00e7ereku i popullsis\u00eb ka qen\u00eb e pun\u00ebsuar n\u00eb bujq\u00ebsi mir\u00ebpo ky sektor ka siguruar vet\u00ebm 12.9%\u00a0t\u00eb PBB-s\u00eb ose vet\u00ebm 4% m\u00eb shum\u00eb volum se spekulimet e patundshm\u00ebris\u00eb.<\/p>\n<p>mimet e tejfryra t\u00eb patundshm\u00ebris\u00eb pritet vet\u00ebm q\u00eb t\u00eb shkojn\u00eb posht\u00eb duke patur parasysh rritjen e ndjeshme t\u00eb ofert\u00ebs s\u00eb banesave sidomos n\u00eb Prishtin\u00eb dhe rrethina. Kudo q\u00eb hedh syt\u00eb n\u00eb Kosov\u00eb jan\u00eb ende duke nd\u00ebrtuar. \u00a0Vet\u00ebm kompleksi \u201cKodrina\u201d miratuar rishtazi\u00a0nga komuna e Prishtin\u00ebs\u00a0 ka parashikuar\u00a0 banesa p\u00ebr 10 000 banor\u00eb. N\u00eb Arb\u00ebri e Lak\u00ebrishte jan\u00eb n\u00eb nd\u00ebrtim e sip\u00ebr mbi nj\u00eb milion\u00eb metra katror\u00eb banesa q\u00eb me nj\u00eb mesatare hipotetike prej 80m2 p\u00ebr banese i bie diku tek 12 500 banesa q\u00eb shum\u00ebzuar me 5.6 banor\u00eb q\u00eb \u00ebsht\u00eb mesatarja e sotshme e nj\u00eb familje kosovare do t\u00eb thot\u00eb 70 000 banor\u00eb. Ky \u00ebsht\u00eb num\u00ebr i p\u00ebraf\u00ebrt me at\u00eb t\u00eb emigrant\u00ebve ilegal\u00eb t\u00eb Kosov\u00ebs gjat\u00eb vitit t\u00eb kaluar. Po ti shtohet n\u00eb llogari edhe sasia e ngjashme e banesave q\u00eb po nd\u00ebrtohen n\u00eb zon\u00ebn e Matit e Spitalit si dhe ato t\u00eb Fush\u00eb Kosov\u00ebs, duket qart\u00eb q\u00eb b\u00ebhet fjal\u00eb p\u00ebr nj\u00eb ofert\u00eb t\u00eb ekzagjeruar q\u00eb kurrsesi nuk p\u00ebrputhet me k\u00ebrkes\u00ebn reale vendase p\u00ebr banesa. P\u00ebr ta kuptuar se p\u00ebr \u00e7far\u00eb inflacioni n\u00eb ofert\u00eb po flasim mjafton t\u00eb p\u00ebrmendet se numri i nj\u00ebsive t\u00eb banimit q\u00eb kan\u00eb paguar taksa n\u00eb komun\u00ebn e Prishtin\u00ebs para luft\u00ebs ka qen\u00eb diku tek 37 000.<\/p>\n<p>Ulja e \u00e7mimeve nuk ka p\u00ebr t\u00eb ardhur vet\u00ebm prej shtimit masiv t\u00eb ofert\u00ebs por edhe prej uljes s\u00eb pashmangshme t\u00eb k\u00ebrkes\u00ebs. Nga ana demografike duket qart\u00eb n\u00eb treg se \u00ebsht\u00eb arritur nj\u00eb lloj ngopje dhe k\u00ebrkesa sa vjen e po ulet ndjesh\u00ebm, p\u00ebr mos t\u00eb folur q\u00eb tashm\u00eb ka dhjet\u00ebra mij\u00ebra banesa stok n\u00eb Kosov\u00eb. Rritja natyrore e lart\u00eb Kosov\u00ebs \u00ebsht\u00eb di\u00e7ka e s\u00eb kaluar\u00ebs, ajo ka r\u00ebn\u00eb ndjesh\u00ebm e v\u00ebrtitet diku tek 0.8% n\u00eb vit nd\u00ebrkoh\u00eb q\u00eb ka qen\u00eb 2% n\u00eb koh\u00ebn e ish Jugosllavis\u00eb. Largimi gradual i t\u00eb huajve qiramarr\u00ebs e ka shfryr\u00eb prej koh\u00ebsh nivelin e \u00e7mimeve por tanim\u00eb edhe diaspora po i afrohet gradualisht ngopjes.<\/p>\n<p>Nj\u00eb tjet\u00ebr element i r\u00ebnd\u00ebsish\u00ebm q\u00eb ka p\u00ebr t\u00eb pasur nj\u00eb impakt \u00ebsht\u00eb heqja e vizave dhe leht\u00ebsimi i udh\u00ebtimit n\u00eb per\u00ebndim p\u00ebr shtetasit e Kosov\u00ebs.\u00a0 Implikimet potenciale ekonomike q\u00eb mund t\u00eb vijn\u00eb nga heqja e vizave jan\u00eb t\u00eb shumta dhe meritojn\u00eb nj\u00eb shkrim m\u00eb vete por mjafton t\u00eb p\u00ebrmendet fakti q\u00eb t\u00eb gjitha vendet e rajonit kan\u00eb pasur nj\u00eb shtim t\u00eb emigracionit pas heqjes s\u00eb vizave dhe gjithashtu kan\u00eb pasur nj\u00eb zbehje t\u00eb lidhjes s\u00eb diaspor\u00ebs me vendin. Pamund\u00ebsia e vizave ka b\u00ebr\u00eb q\u00eb diaspora t\u00eb vizitoj\u00eb rregullisht vendin dhe t\u00eb kombinonin \u00e7malljen me pushimin. Tanim\u00eb p\u00ebr \u00e7mallje thjesht do i ftojn\u00eb t\u00eb af\u00ebrmit p\u00ebr vizit\u00eb n\u00eb Gjermani, Zvic\u00ebr, Beneluks e Skandinavi ose organizojn\u00eb pushime diku n\u00eb Evrop\u00ebn Per\u00ebndimore bashk\u00eb me ta pa patur nevoj\u00eb p\u00ebr t\u00eb ardhur dendur n\u00eb Kosov\u00eb. Kjo tendenc\u00eb \u00ebsht\u00eb v\u00ebn\u00eb re qartazi n\u00eb Shqip\u00ebri pas heqjes s\u00eb vizave shengen. Kjo mund t\u00eb sjell\u00eb jo vet\u00ebm nd\u00ebrprerjen e k\u00ebrkes\u00ebs p\u00ebr banesa t\u00eb reja nga diaspora por madje edhe shitjen e atyre q\u00eb ata tashm\u00eb zot\u00ebrojn\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p>Nj\u00eb faktor q\u00eb nuk merret n\u00eb konsiderat\u00eb tek k\u00ebrkesa \u00ebsht\u00eb aspekti infrastrukturor. Kosova ka nj\u00eb infarstruktur\u00eb rrugore q\u00eb sa vjen e po modernizohet dhe \u00ebsht\u00eb definitivsht m\u00eb e mir\u00eb se e Malit t\u00eb Zi apo Bosnje Hercegovin\u00ebs. N\u00eb kushtet ku ajo sa vjen e p\u00ebrmir\u00ebsohet dhe l\u00ebvizja shpejtohet, fillon edhe zvog\u00eblohet nevoja p\u00ebr t\u2019u zhvendosur drejt qyteteve kryesore apo p\u00ebr t\u00eb l\u00ebvizur nga nj\u00eb qytez\u00eb e vog\u00ebl n\u00eb nj\u00eb qytet m\u00eb t\u00eb madh p\u00ebr pun\u00eb. Sektori i banimit, pra tregu i patundshm\u00ebris\u00eb kombinuar me at\u00eb t\u00eb nd\u00ebrtimit, ka qen\u00eb kontribuesi num\u00ebr nj\u00eb i Prodhimit t\u00eb Brendsh\u00ebm Bruto me 15.5% n\u00eb vitin 2013. Gjithashtu duhet patur parasysh se 61% e t\u00eb hyrave t\u00eb qeveris\u00eb vijn\u00eb nga tarifa doganore mbi importet dhe l\u00ebnda e nd\u00ebrtimit z\u00eb nj\u00eb pesh\u00eb specifike t\u00eb r\u00ebnd\u00ebsishme n\u00eb dogana me mbi 90 milion\u00eb euro n\u00eb vit. Pra shfryrja e menj\u00ebhershme e fllusk\u00ebs s\u00eb patundshm\u00ebris\u00eb do t\u00eb d\u00ebmtonte ekonomin\u00eb e p\u00ebrgjithshme t\u00eb vendit, do t\u00eb shtonte papun\u00ebsin\u00eb dhe do t\u00eb ulte t\u00eb hyrat n\u00eb buxhetin e shtetit.<\/p>\n<p>Mir\u00ebpo kjo gj\u00eb do t\u00eb kishte nj\u00eb efekt zinxhir n\u00eb shum\u00eb profesione e sektor\u00eb t\u00eb tjer\u00eb q\u00eb jan\u00eb t\u00eb lidhur n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb apo t\u00eb t\u00ebrthort\u00eb me nd\u00ebrtimin si dhe do t\u00eb ulte ndjesh\u00ebm fuqin\u00eb bler\u00ebse dhe konsumimin n\u00eb vend. P\u00ebrve\u00e7 dimensionit ekonomik, nj\u00eb skenar i till\u00eb do t\u00eb shkaktonte nj\u00eb kriz\u00eb psikologjike gjithashtu tek shum\u00eb qytetar\u00eb t\u00eb cil\u00ebt e kan\u00eb menduar veten t\u00eb kamur dhe kan\u00eb pasur nj\u00eb stile jete pasaniku, e befas brenda nj\u00eb kohe t\u00eb shkurt\u00ebr, e gjejn\u00eb vet\u00ebn n\u00eb pamund\u00ebsi p\u00ebr ta l\u00ebn\u00eb pron\u00ebn me qira apo pa bler\u00ebs potencial\u00eb. Dikush q\u00eb ka shpresuar se trualli i tij do t\u00eb blihej shtrenjt\u00eb nga nj\u00eb nd\u00ebrtues p\u00ebr pallat, befas kupton q\u00eb ajo tok\u00eb vlen vet\u00ebm si tok\u00eb buke. Ky fenomen faktikisht ka qen\u00eb nj\u00eb nd\u00ebr shkaktar\u00ebt e kriz\u00ebs s\u00eb madhe financiare n\u00eb SHBA.<\/p>\n<p>Fatmir\u00ebsisht sektori bankar e ka goxha t\u00eb ul\u00ebt rrezikun prej shembjes s\u00eb mundshme t\u00eb sektorit t\u00eb nd\u00ebrtimit pasi shumic\u00ebn e kredive t\u00eb dh\u00ebna e kan\u00eb p\u00ebr sektorin e tregtis\u00eb ( n\u00eb qershor 2014 qe 54%) mandej n\u00eb renditje p\u00ebrmase kan\u00eb ardhur sh\u00ebrbimet, prodhimi dhe nd\u00ebrtimi ka p\u00ebrb\u00ebr\u00eb vet\u00ebm 7.7% t\u00eb totalit t\u00eb kredive. Nga ana tjet\u00ebr bankat g\u00ebzojn\u00eb nj\u00eb boll\u00ebk t\u00eb depozitash dhe nj\u00eb p\u00ebrqindje shum\u00eb t\u00eb vog\u00ebl t\u00eb kredive \u00ebt k\u00ebqija.<\/p>\n<p>P\u00ebr ta b\u00ebr\u00eb sa m\u00eb pak traumatike shfryrjen e fllusk\u00ebs s\u00eb patundshm\u00ebris\u00eb dhe implikimet e m\u00ebdha negative q\u00eb mund t\u00eb sjell\u00eb, \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb nd\u00ebrmerren veprime proaktive nga t\u00eb gjith\u00eb aktor\u00ebt ekonomik. Investimi n\u00eb energji t\u00eb rinovueshme sikurse ka ndodhur me kompanit\u00eb e nd\u00ebrtimit n\u00eb Shqip\u00ebri pas kriz\u00ebs s\u00eb banesave mund t\u00eb ishte po ashtu me leverdi.<\/p>\n<p>P\u00ebr t\u00eb rim\u00ebk\u00ebmbur tregun e nd\u00ebrtimit mund t\u00eb ndikonte edhe kthimi i diaspor\u00ebs n\u00eb Kosov\u00eb, sikurse ndodhi n\u00eb Shqip\u00ebri me t\u00eb kthyerit e shumt\u00eb nga Greqia apo Italia pasi ngel\u00ebn pa pun\u00eb atje, mir\u00ebpo dallimi \u00ebsht\u00eb se shumica emigrant\u00ebve t\u00eb Kosov\u00ebs jan\u00eb n\u00eb Evrop\u00ebn Veriore q\u00eb ka pak gjasa t\u00eb preket nga kriza sikurse ndodhi n\u00eb pjes\u00ebn jugore t\u00eb Evrop\u00ebs.
