Ndon\u00ebse krahasimet nd\u00ebrkomb\u00ebtare nuk jan\u00eb as t\u00eb lehta dhe as \u00a0t\u00eb p\u00ebrsosura, PISA konisderohet si nj\u00ebra nd\u00ebr burimet m\u00eb t\u00eb besueshme mbi cil\u00ebsin\u00eb e sistemeve t\u00eb edukimit. Vitin e kaluar Kosova ishte p\u00ebr her\u00ebn e par\u00eb n\u00eb mesin e 70 vendeve q\u00eb morr\u00ebn pjes\u00eb n\u00eb PISA 2015 dhe rezultatet e k\u00ebtij testimi do t\u00eb publikohen ne dhjetor t\u00eb k\u00ebtij viti. Si pasoj\u00eb deri at\u00ebher\u00eb nuk do t\u00eb dijm\u00eb ku q\u00ebndron vendi yn\u00eb n\u00eb raport me vendet tjera. Mir\u00ebpo, ajo q\u00eb shpesh nuk ceket p\u00ebr programin PISA \u00ebsht\u00eb fakti se ky program m\u00eb s\u00eb paku ka t\u00eb b\u00ebj\u00eb me r\u00ebnditjen e shteteve apo me konkurenc\u00ebn akademike. N\u00eb fakt programi PISA ka p\u00ebr q\u00ebllim t\u00eb sh\u00ebrbej si nj\u00eb platform\u00eb dhe pik\u00eb referimi q\u00eb do t\u00eb inkurajoj p\u00ebrmir\u00ebsimin e sistemeve t\u00eb edukimit kudo n\u00eb bot\u00eb dhe jo vet\u00ebm n\u00eb vendet q\u00eb p\u00ebrfshihen n\u00eb vler\u00ebsim. Prandaj, ne duhet ta shohim k\u00ebt\u00eb program jo si nj\u00eb provim prej t\u00eb cilit mund t\u00eb nd\u00ebshkohemi, por si nj\u00eb mund\u00ebsi p\u00ebr t\u2019u p\u00ebrmir\u00ebsuar. Si pasoj\u00eb ne duhet t\u00eb jemi shum\u00eb m\u00eb pak t\u00eb p\u00ebrq\u00ebndruar n\u00eb pozit\u00ebn q\u00eb do t\u00eb kemi n\u00eb rezultatet e 2016-\u00ebs, dhe t\u00eb fokusohemi n\u00eb at\u00eb q\u00eb do t\u00eb mund t\u00eb arrijm n\u00eb vler\u00ebsimin e 2018-\u00ebs.<\/p>\n<\/div>\n<div class=\"news-down\">\n<div class=\"news-left\">\n<p>N\u00eb k\u00ebt\u00eb aspekt, Kosova mund t\u00eb m\u00ebsoj tri gj\u00ebra t\u00eb r\u00ebnd\u00ebsishme nga PISA. S\u00eb pari \u00ebsht\u00eb t\u00eb kuptuarit se rritja e normave t\u00eb regjistrimit nuk rezulton n\u00eb cil\u00ebsi m\u00eb t\u00eb mir\u00eb t\u00eb m\u00ebsimit. Krahas progresit n\u00eb rritjen e normave t\u00eb regjistrimit n\u00eb t\u00eb gjith\u00eb bot\u00ebn, rezultatet e PISA-s tregojn\u00eb se q\u00ebshtja e kualitetit akademik \u00ebsht\u00eb q\u00ebshtje n\u00eb vete. Jordania -p\u00ebr shembull- ka nj\u00eb norm\u00eb regjistrimit prej 91 p\u00ebr qind, por rezultatet e saj n\u00eb PISA jan\u00eb n\u00ebn mesataren e OECD-s\u00eb. Si pasoj\u00eb, b\u00ebr\u00ebsit e politikave n\u00eb Kosov\u00eb duhet ta kuptojn\u00eb se cil\u00ebsia e arsimit \u00ebsht\u00eb \u00e7\u00ebshtje e ndar\u00eb nga sigurimi i regjistrimit, sigurimi i stafit m\u00ebsimdh\u00ebn\u00ebs dhe objekteve shkollore. Deri sot, buxhetet shkollore n\u00eb Kosov\u00eb kan\u00eb qen\u00eb operacionale nga natyra, si p\u00ebr shembull pagimi i pagave, e jo zhvillimore (p.sh. sigurimi i cil\u00ebsis\u00eb).<\/p>\n<p>S\u00eb dyti, me pjes\u00ebmarrjen n\u00eb PISA, Kosova mund t\u00eb vet\u00ebdij\u00ebsohet p\u00ebr gjendjen e saj t\u00eb tanishme n\u00eb raport me vendet e tjera dhe t\u2019a p\u00ebrdor k\u00ebt\u00eb pozit\u00eb si pik\u00eb referimi p\u00ebr p\u00ebrmir\u00ebsime. PISA \u00ebsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme p\u00ebr ne sepse \u00ebsht\u00eb nj\u00eb vler\u00ebsim shume i sinqerte i cil\u00ebsis\u00eb s\u00eb m\u00ebsimit. Jo vet\u00ebm Kosova, por edhe vendet tjera mendonin se \u00e7do gj\u00eb ishte n\u00eb rregull me sistemin e tyre t\u00eb edukimit, por studimi i par\u00eb i PISA-s u b\u00eb n\u00eb vitin 2000 dhe vendet si Norvegjia kuptuan se gjendja nuk ishte e till\u00eb. Ndon\u00ebse, t\u00eb gjith\u00eb \u2013s\u00eb paku n\u00eb princip- jan\u00eb dakord se arsimi \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm, ajo q\u00eb kemi m\u00ebsuar nga PISA \u00ebsht\u00eb se udh\u00ebheq\u00ebsit n\u00eb shtetet me performanc\u00eb t\u00eb lart\u00eb i kan\u00eb bindur qytetar\u00ebt e tyre p\u00ebr t\u00eb vler\u00ebsuar arsimin dhe t\u00eb ardhmen e tyre m\u00eb shum\u00eb se konsumi sot. Ne duhet ndjekur k\u00ebt\u00eb shembull.<\/p>\n<p>S\u00eb fundi, PISA d\u00ebshmon se progresi \u00ebsht\u00eb i mundsh\u00ebm edhe n\u00eb periudha t\u00eb shkurt\u00ebra kohore. Pavar\u00ebsisht nga rezultatet, Kosova ka nj\u00eb mund\u00ebsi t\u00eb jasht\u00ebzakonshme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar sistemin e saj arsimor duke m\u00ebsuar nga m\u00eb t\u00eb mir\u00ebt. Nj\u00eb nga shtetet q\u00eb ka p\u00ebrdorur PISA-n\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar sistemin arsimor \u00ebsht\u00eb Brazili, i cili ishte n\u00eb fund t\u00eb r\u00ebnditjes n\u00eb testimin e vitit 2000 kur mori pjes\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb. Brazili ka p\u00ebrdorur PISA-n\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar politikat edukative dhe \u00ebsht\u00eb vendi q\u00eb ka p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb m\u00eb shum\u00eb se \u00e7do shtet tjet\u00ebr gjat\u00eb 10 viteve t\u00eb fundit. Prandaj p\u00ebrmir\u00ebsimet jan\u00eb t\u00eb mundshme dhe nuk kan\u00eb nevoj\u00eb p\u00ebr fonde t\u00eb pakufizuara. Vet\u00ebm 6% e dallimeve n\u00eb performanc\u00eb shpjegohen nga t\u00eb ardhurat komb\u00ebtare, duke sugjeruar se 94% e dallimeve n\u00eb performanc\u00eb p\u00ebrcaktohet nga faktor\u00eb t\u00eb tjer\u00eb p\u00ebr shembull m\u00ebsues t\u00eb mir\u00eb apo nx\u00ebn\u00ebs t\u00eb motivuar.<\/p>\n<p>N\u00eb fund shtrohet pyetja pse duhet t\u00eb jemi kaq t\u00eb v\u00ebmendsh\u00ebm ndaj sistemin ton\u00eb arsimor kur kemi probleme t\u00eb tjera shum\u00eb t\u00eb m\u00ebdha dhe urgjente si shtet? Arsyeja \u00ebsht\u00eb shum\u00eb e thjesht\u00eb: edukimi ndikon jasht\u00ebzakonisht shum\u00eb n\u00eb zhvillimin ekonomik q\u00eb p\u00ebr ne \u00ebsht\u00eb vital. T\u00eb dh\u00ebnat tregojn\u00eb q\u00eb n\u00ebse shtetet n\u00eb zhvillim e sip\u00ebr angazhohen p\u00ebr p\u00ebrmir\u00ebsimin e sistemeve t\u00eb arsimit p\u00ebr t\u00eb arritur nivelin e Finland\u00ebs, ato do t\u00eb arrijn\u00eb t\u00eb dyfishojn\u00eb GDP-n\u00eb e tyre gjat\u00eb nj\u00eb periudhe t\u00eb shkurt\u00ebr kohore. Sipas nj\u00eb studimi, n\u00eb qoft\u00eb se t\u00eb gjith\u00eb 15 vje\u00e7ar\u00ebt n\u00eb zon\u00ebn e OECD-s\u00eb arrijn\u00eb t\u00eb pakt\u00ebn nivelin 2 n\u00eb matematik\u00eb, ata do t\u00eb kontribuonin 200 trillion dollar\u00eb n\u00eb prodhim ekonomik gjat\u00eb jet\u00ebs s\u00eb tyre. Kosova \u00ebsht\u00eb nj\u00eb vend relativisht i vog\u00ebl, dhe kapitalin e vet\u00ebm e ka at\u00eb human. N\u00ebse duam t\u00eb kemi t\u00eb ardhme duhet shpejt t\u00eb p\u00ebrq\u00ebndrohemi n\u00eb edukimin e popullat\u00ebs dhe t\u00eb sh\u00ebndrrohemi n\u00eb nj\u00eb shtet q\u00eb ofron sh\u00ebrbime, ne nuk kemi pasuri natyrore p\u00ebr t\u2019i ofruar tregut nd\u00ebrkomb\u00ebtar.
