K\u00ebsisoj, raportet me njoh\u00ebsit implicit\u00eb duhet t\u00eb jen\u00eb nj\u00eb komponent\u00eb shum\u00eb m\u00eb dinamike e politik\u00ebs s\u00eb jashtme kosovare me dy synime baz\u00eb: kthimin e sa m\u00eb shum\u00eb shteteve mosnjoh\u00ebse n\u00eb njoh\u00ebs implicit\u00eb, pas k\u00ebsaj kthimin e njoh\u00ebsve implicit\u00eb n\u00eb njoh\u00ebs formal.<\/em><\/p>\n<p>N\u00eb fillim t\u00eb muajit tetor Ministri i Jasht\u00ebm i Greqis\u00eb, Nikos Dendias, zhvilloi nj\u00eb vizit\u00eb zyrtare n\u00eb Kosov\u00eb. Edhe pse nuk e ka njohur pavar\u00ebsin\u00eb e Kosov\u00ebs, Greqia ka investuar n\u00eb krijimin e raporteve solide dypal\u00ebshe, duke p\u00ebrkrahur m\u00eb shum\u00eb se nj\u00eb her\u00eb aplikimet e Kosov\u00ebs n\u00eb mekanizma shum\u00ebpal\u00ebsh, gjithashtu duke avancuar me hapjen e Zyr\u00ebs Ekonomike t\u00eb Kosov\u00ebs n\u00eb Athin\u00eb n\u00eb vitin 2019.\u00a0<a href=\"http:\/\/fax.al\/read\/news\/15475095\/17698758\/takimi-i-pacollit-dhe-kotzias-me-dyer-te-mbyllura\">N\u00eb vitin 2018<\/a>\u00a0ish-Ministri i Jasht\u00ebm Nikos Kotsias gjithashtu kishte vizituar Kosov\u00ebn, prandaj qasja e Greqis\u00eb ndaj Kosov\u00ebs m\u00eb shum\u00eb sesa pasoj\u00eb e nj\u00eb qeverie t\u00eb caktuar apo e diplomacis\u00eb personale, rrjedh nga nj\u00eb politik\u00eb afatgjat\u00eb.<\/p>\n<p>N\u00eb v\u00ebshtrim t\u00eb p\u00ebrgjithsh\u00ebm, p\u00ebrafrimi Kosov\u00eb-Greqi paraqet nj\u00eb moment interesant diplomatik p\u00ebr Kosov\u00ebn dhe relacionet e saj t\u00eb jashtme. Kjo hapje diplomatike d\u00ebrgon nj\u00eb s\u00ebr\u00eb sinjalesh tek lojtar\u00eb t\u00eb ndrysh\u00ebm, pra ka kapacitet t\u00eb reflektoj\u00eb n\u00eb disa nivele nj\u00ebkoh\u00ebsisht.<\/p>\n<p>N\u00eb planin rajonal, q\u00eb nga shpallja e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs, raportet me shtetet e rajonit kan\u00eb qen\u00eb nj\u00eb aspekt qen\u00ebsor p\u00ebr relacionet e jashtme t\u00eb Kosov\u00ebs. P\u00ebr shkak t\u00eb nd\u00ebrveprimit q\u00eb gjeografia domosdoshm\u00ebrisht e imponon, perspektiv\u00ebs s\u00eb integrimit n\u00eb BE, por edhe p\u00ebr shkak t\u00eb asaj sesi reflekton mbi shtetet e rajoneve m\u00eb t\u00eb larg\u00ebta, p\u00ebr Kosov\u00ebn \u00ebsht\u00eb vitale q\u00eb q\u00ebndrimet e Serbis\u00eb ndaj shtet\u00ebsis\u00eb s\u00eb saj t\u00eb mos ken\u00eb p\u00ebrkrahje rajonale. Edhe pse jo plot\u00ebsisht, n\u00eb mas\u00eb t\u00eb madhe nj\u00eb gj\u00eb e till\u00eb \u00ebsht\u00eb arritur, p\u00ebr faktin se Kosova \u00ebsht\u00eb njohur dhe ka vendosur marr\u00ebdh\u00ebnie diplomatike me shumic\u00ebn e shteteve t\u00eb Ballkanit nga viti 2008.<\/p>\n<p>Vizita e fundit e Ministrit t\u00eb Jasht\u00ebm grek Dendias ishte nj\u00eb hap n\u00eb drejtim t\u00eb hapjes diplomatike nga ana e Athin\u00ebs, q\u00eb ka filluar k\u00ebtu e disa vite m\u00eb par\u00eb. Par\u00eb nga nj\u00eb k\u00ebnd m\u00eb i gjer\u00eb, p\u00ebr Kosov\u00ebn kjo vizit\u00eb mund t\u00eb sh\u00ebrbej\u00eb edhe si thirrje q\u00eb t\u00eb drejtoj\u00eb kompasin e politik\u00ebs s\u00eb jashtme jasht\u00eb procesit negociator me Serbin\u00eb. Vitet e fundit politika e jashtme e Kosov\u00ebs &#8211; ashtu sikur edhe zhvillimet e brendshme politike &#8211; jan\u00eb kufizuar n\u00eb mas\u00eb t\u00eb madhe n\u00eb dinamikat e dialogut mes Kosov\u00ebs dhe Serbis\u00eb. P\u00ebrqendrimi i Kosov\u00ebs n\u00eb procesin dialogues t\u00eb leht\u00ebsuar nga Brukseli \u00ebsht\u00eb i kuptuesh\u00ebm, megjithat\u00eb baraspeshimi me objektiva t\u00eb tjera diplomatike \u00ebsht\u00eb po aq i r\u00ebnd\u00ebsish\u00ebm.<\/p>\n<p>Ta z\u00ebm\u00eb, rishtazi fokusi n\u00eb shtetet mosnjoh\u00ebse t\u00eb BE-s\u00eb n\u00eb nuk ka marr\u00eb v\u00ebmendjen q\u00eb kishte n\u00eb vitet e para pas shpalljes s\u00eb pavar\u00ebsis\u00eb. N\u00ebse krahasohet me vitet e para t\u00eb passhpalljes s\u00eb pavar\u00ebsis\u00eb, q\u00ebndrimi publik i Spanj\u00ebs dhe Rumanis\u00eb ndaj Kosov\u00ebs l\u00ebre q\u00eb nuk \u00ebsht\u00eb zbutur -madje nuk \u00ebsht\u00eb arritur t\u00eb mbahet as\u00a0<em>Quo Prevails<\/em>\u00a0&#8211; por \u00ebsht\u00eb ashp\u00ebrsuar. Sa i p\u00ebrket Sllovakis\u00eb dhe Qipros nuk ka pasur ndonj\u00eb p\u00ebrparim q\u00eb vlen t\u00eb p\u00ebrmendet. Nj\u00eb s\u00ebr\u00eb faktor\u00ebsh mund t\u00eb ken\u00eb ndikuar n\u00eb k\u00ebt\u00eb situat\u00eb, sikund\u00ebr performanca e dob\u00ebt e misionit diplomatik t\u00eb Kosov\u00ebs, dinamikat e politik\u00ebs s\u00eb brendshme n\u00eb k\u00ebto shtete dhe shfryt\u00ebzimi i dialogut mes Kosov\u00ebs e Serbis\u00eb nga to si arsyetim p\u00ebr t\u00eb adaptuar nj\u00eb qasje \u201cprit dhe shiko\u201d.<\/p>\n<p>N\u00eb krahun tjet\u00ebr, r\u00ebnd\u00ebsia e raporteve me shtetet mosnjoh\u00ebse t\u00eb BE-s\u00eb vazhdon t\u00eb ket\u00eb pesh\u00eb t\u00eb ve\u00e7ant\u00eb p\u00ebr Kosov\u00ebn, sidomos p\u00ebr shkak t\u00eb aspirat\u00ebs p\u00ebr pranim n\u00eb k\u00ebt\u00eb struktur\u00eb. N\u00eb k\u00ebt\u00eb dimension, p\u00ebrafrimi me Greqin\u00eb p\u00ebrmes ngjarjeve si vizita e Ministrit t\u00eb Jasht\u00ebm grek n\u00eb Prishtin\u00eb, mund t\u00eb reflektojn\u00eb edhe n\u00eb raportet e Kosov\u00ebs me kat\u00ebr shtetet e tjera. Th\u00ebn\u00eb shkurt, p\u00ebrmir\u00ebsimi i relacioneve me Athin\u00ebn mund t\u00eb shfryt\u00ebzohet strategjikisht.<\/p>\n<p>P\u00ebrpos v\u00ebmendjes p\u00ebr pes\u00ebshen mosnjoh\u00ebse, ekzistojn\u00eb gjithashtu trajektore t\u00eb tjera q\u00eb mund t\u00eb konsiderohen nga politika e jashtme e Kosov\u00ebs p\u00ebr t\u00eb diversifikuar qasjen. N\u00eb kuad\u00ebr t\u00eb p\u00ebrpjekjeve bilaterale Kosova mund gjithashtu t\u2019i kushtoj\u00eb v\u00ebmendje t\u00eb shtuar kategoris\u00eb s\u00eb njoh\u00ebsve implicit\u00eb, pra shteteve q\u00eb jan\u00eb t\u00eb gatshme p\u00ebr nd\u00ebrveprim, por pa njohje formale. Greqia paraqet nj\u00eb rast q\u00eb mund t\u00eb konsiderohet si njoh\u00ebse implicite, pasi gradualisht ka investuar n\u00eb krijimin e nj\u00eb bashk\u00ebpunimi solid n\u00eb disa fusha,\u00a0<a href=\"https:\/\/www.mfa.gr\/en\/greece-bilateral-relations\/pristina\/economic-relations.html\">duke p\u00ebrfshir\u00eb ekonomin\u00eb<\/a>.<\/p>\n<p>Nj\u00eb num\u00ebr shtetesh tjera q\u00eb shtrihen n\u00eb rajone e kontinente t\u00eb ndryshme bien brenda k\u00ebsaj kategorie, andaj mund\u00ebsi t\u00eb tilla jo vet\u00ebm q\u00eb duhen shfryt\u00ebzuar maksimalisht nga misioni diplomatik i Kosov\u00ebs kur ato ekzistojn\u00eb, por duhet synuar krijimin e tyre. Intensifikimi i raporteve t\u00eb Kosov\u00ebs me njoh\u00ebsit implicit\u00eb paht\u00ebson nj\u00eb perspektiv\u00eb t\u00eb \u00e7muar p\u00ebr bashk\u00ebpunim n\u00eb fusha sektoriale. Mbi 30 shtete t\u00eb OKB-s\u00eb kan\u00eb dh\u00ebn\u00eb shenja se hezitimi p\u00ebr njohjen e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs rezulton nga droja se ky akt mund t\u00eb p\u00ebrdoret si precedent nga grupe t\u00eb ndryshme etnike brenda territorit t\u00eb tyre. Nd\u00ebr t\u00eb tjera, mosnjohja e Kosov\u00ebs nga an\u00ebtaret e BE-s\u00eb \u00ebsht\u00eb n\u00eb mas\u00eb t\u00eb madhe pasoj\u00eb e relacioneve t\u00eb k\u00ebtyre shteteve me territoret e tyre autonome ose minoritetet. Bazuar n\u00eb k\u00ebt\u00eb, nd\u00ebrveprimi diplomatik dhe njohja nga shtete q\u00eb jan\u00eb duke u p\u00ebrballur me situata t\u00eb ngjashme &#8211; sikur rasti i Greqis\u00eb, e cila \u00ebsht\u00eb e kujdesshme p\u00ebr pasojat e veprimeve t\u00eb saj n\u00eb kontestin mes Qipros dhe Qipron Veriore &#8211; mund t\u00eb ket\u00eb efekt pozitiv p\u00ebr narracionin e Kosov\u00ebs. P\u00ebrafrimi me Greqin\u00eb i mund\u00ebson Kosov\u00ebs t\u00eb p\u00ebrforcoj\u00eb tutje argumentin se shpallja e pavar\u00ebsis\u00eb s\u00eb saj q\u00ebndron brenda kornizave t\u00eb ligjit nd\u00ebrkomb\u00ebtar si rast\u00a0<em>sui generis<\/em>, rrjedhimisht \u00ebsht\u00eb e pap\u00ebrs\u00ebritshme n\u00eb kontekste tjera secesioniste.<\/p>\n<p>P\u00ebr ta p\u00ebrmbledhur, vizita e Ministrit t\u00eb Jasht\u00ebm t\u00eb Greqis\u00eb n\u00eb Prishtin\u00eb, n\u00eb kuad\u00ebr t\u00eb p\u00ebrafrimit afatgjat\u00eb diplomatik mes Kosov\u00ebs dhe Greqis\u00eb, rikonfirmon se nj\u00eb qasje proaktive e fokusuar n\u00eb raportet dypal\u00ebshe me shtetet mosnjoh\u00ebse, mund t\u00eb shfryt\u00ebzohet p\u00ebr p\u00ebrmir\u00ebsimin e pozicionit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs.
