P\u00ebr t\u00eb shkuar n\u00eb nivel edhe m\u00eb lokal dhe t\u00eb preksh\u00ebm p\u00ebr lexuesit, po b\u00ebj nj\u00eb nd\u00ebrlidhje n\u00eb mes t\u00eb p\u00ebrjashtimit nga ENQA dhe raportit<a href=\"http:\/\/file\/\/\/C:\/Users\/sbunker\/Downloads\/Vler%C3%ABsimi%20i%20Nevojave%20n%C3%AB%20UP_GS.pdf\">\u00a0\u201cVler\u00ebsimi i Nevojave n\u00eb Arsimin e Lart\u00eb n\u00eb Kosov\u00eb\u201d<\/a>. K\u00ebt\u00eb raport hulumtues kam p\u00ebrpiluar p\u00ebr MASHT-in n\u00eb suaza vullnetare p\u00ebr t\u00eb treguar nj\u00eb gjendje momentale n\u00eb UP duke kontaktuar direkt p\u00ebrmes intervistave t\u00eb gjysm\u00ebstrukturuara me 62 profesor\u00eb respondent\u00eb; 3 dekan\u00eb dhe 56 student\u00eb. Me fjal\u00eb t\u00eb thjeshta, i kam pyetur student\u00ebt dhe profesor\u00ebt e UP-s\u00eb se p\u00ebr \u00e7far\u00eb kan\u00eb nevoj\u00eb nga MASHT q\u00eb t\u2019u p\u00ebrmir\u00ebsohet eksperienca n\u00eb UP.<\/p>\n<p><strong>Nevojat kryesore t\u00eb identifikuara nga profesor\u00ebt jan\u00eb:<\/strong><\/p>\n<p><strong>&#8211;<\/strong>\u00a0Ambient i p\u00ebrshtatsh\u00ebm p\u00ebr m\u00ebsimdh\u00ebnie;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Literatur\u00eb n\u00eb gjuh\u00ebn shqipe dhe qasje n\u00eb librari nd\u00ebrkomb\u00ebtare;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Zgjerim dhe p\u00ebrmir\u00ebsim i bashk\u00ebpunimit nd\u00ebrkomb\u00ebtar;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Burime p\u00ebr p\u00ebrpilimin e temave akademike n\u00eb nivelin master dhe doktoratur\u00eb;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0P\u00ebrputhshm\u00ebria e ligj\u00ebratave me k\u00ebrkes\u00ebn e tregut;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Mekaniz\u00ebm p\u00ebr matjen e performanc\u00ebs s\u00eb profesor\u00ebve;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Mb\u00ebshtetje dhe avancim i profesoreshave n\u00eb pozita udh\u00ebheq\u00ebse.<\/p>\n<p><strong>Nevojat kryesore t\u00eb identifikuara nga student\u00ebt jan\u00eb:<\/strong><\/p>\n<p><strong>&#8211;<\/strong>\u00a0Ngritja e cil\u00ebsis\u00eb dhe standardit t\u00eb p\u00ebrgatitjes s\u00eb student\u00ebve;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Ambient i p\u00ebrshtatsh\u00ebm p\u00ebr m\u00ebsimnx\u00ebnie;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Qasje n\u00eb m\u00eb shum\u00eb materiale m\u00ebsimore dhe hulumtuese;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Takime ose komunikime m\u00eb t\u00eb shpeshta me profesor\u00eb pas ligj\u00ebratave;<\/p>\n<p><strong>&#8211;<\/strong>\u00a0Zyre funksionale p\u00ebr zhvillimin n\u00eb karrier\u00eb dhe tregun e pun\u00ebs.<\/p>\n<p>K\u00ebto nevoja kryesore do t\u00eb rregulloheshin dhe p\u00ebrmbusheshin nga standardet e p\u00ebrcaktuara nga ENQA sipas dokumentit<a href=\"https:\/\/enqa.eu\/indirme\/esg\/ESG%20in%20Albanian_by%20KAA.pdf\">\u00a0\u201cStandardet dhe Udh\u00ebzimet p\u00ebr Sigurimin e Cil\u00ebsis\u00eb n\u00eb Hap\u00ebsir\u00ebn Europiane t\u00eb Arsimit t\u00eb Lart\u00eb\u201d<\/a>. K\u00ebto standarde p\u00ebrfshijn\u00eb sigurimin i brendsh\u00ebm t\u00eb cil\u00ebsis\u00eb, sigurimin e jasht\u00ebm t\u00eb cil\u00ebsis\u00eb, dhe agjencit\u00eb p\u00ebr sigurimin e cil\u00ebsis\u00eb. Si shtes\u00eb, k\u00ebto standarde evropiane p\u00ebr sigurim t\u00eb brendsh\u00ebm t\u00eb cil\u00ebsis\u00eb p\u00ebrfshijn\u00eb gjenerimin e politikave t\u00eb qarta p\u00ebr sigurimin e cil\u00ebsis\u00eb, qart\u00ebsimin e hapave dhe objektivave p\u00ebr hartimin dhe miratimin e programeve, dhe\u00a0 m\u00ebsimdh\u00ebnie\/m\u00ebsimnx\u00ebnie aktive e student\u00ebve. Si shembull, nj\u00ebra nga udh\u00ebzimet p\u00ebr sigurimin e cil\u00ebsis\u00eb \u00ebsht\u00eb q\u00eb institucioni i arsimit t\u00eb lart\u00eb \u201crespekton dhe ndjek diversitetin e student\u00ebve dhe nevojave t\u00eb tyre, duke i mund\u00ebsuar metoda m\u00ebsimore fleksib\u00ebl.\u201d N\u00eb k\u00ebt\u00eb dokument ka standarde t\u00eb specifikuara p\u00ebr secil\u00ebn komponent\u00eb t\u00eb arsimit t\u00eb lart\u00eb q\u00eb pak a shum\u00eb do t\u00eb thot\u00eb q\u00eb kemi pasur mekanizmin p\u00ebr plot\u00ebsimin e nevojave t\u00eb student\u00ebve dhe profesor\u00ebve n\u00eb UP, por kemi humbur k\u00ebt\u00eb mekanimz\u00ebm me p\u00ebrjashtimin nga ENQA.<\/p>\n<p><strong>Nd\u00ebrkomb\u00ebtarizimi i Arsimit t\u00eb Lart\u00eb<\/strong><\/p>\n<p>Arsimi i Lart\u00eb n\u00eb Kosov\u00eb, p\u00ebrmes Planit Strategjik, thekson bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar si nj\u00eb nga synimet kryesore p\u00ebr zhvillim.\u00a0<a href=\"http:\/\/www.kryeministri-ks.net\/repository\/docs\/PLANI_STRATEGJIK_I_ARSIMIT_NE_KOSOVE.pdf\">Plani Strategjik i Arsimit t\u00eb Kosov\u00ebs 2017-2021<\/a>\u00a0p\u00ebrfshin q\u00ebllimet dhe strategjit\u00eb p\u00ebr t\u00eb gjith\u00eb sistemin arsimor n\u00eb Kosov\u00eb. P\u00ebr sa i p\u00ebrket arsimit t\u00eb lart\u00eb, plani strategjik kryesor \u00ebsht\u00eb: &#8220;Ngritja e cil\u00ebsis\u00eb dhe konkurrueshm\u00ebris\u00eb s\u00eb arsimit t\u00eb lart\u00eb p\u00ebrmes nxitjes s\u00eb p\u00ebrsosm\u00ebris\u00eb n\u00eb m\u00ebsimdh\u00ebnie, k\u00ebrkimit shkencor, krijimtaris\u00eb artistike, inovacionit dhe nd\u00ebrkomb\u00ebtarizimit&#8221;. Sa i p\u00ebrket nd\u00ebrkomb\u00ebtarizimit n\u00eb arsimin e lart\u00eb n\u00eb Kosov\u00eb, prioritet ka<strong>\u00a0rritja e mobilitetit akademik<\/strong>\u00a0t\u00eb stafit akademik dhe student\u00ebve, si dhe\u00a0<strong>pjes\u00ebmarrja n\u00eb programet nd\u00ebrkomb\u00ebtare<\/strong>\u00a0t\u00eb arsimit t\u00eb lart\u00eb dhe, k\u00ebrkimet shkencore. P\u00ebr m\u00eb tep\u00ebr, kjo strategji thekson\u00a0<strong>nd\u00ebrtimin e marr\u00ebdh\u00ebnieve\u00a0<\/strong>me vendet e tjera n\u00ebp\u00ebrmjet pjes\u00ebmarrjes n\u00eb programet nd\u00ebrkomb\u00ebtare t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr\u00a0<strong>shk\u00ebmbimin akademik dhe nd\u00ebrtimin e rrjeteve t\u00eb partneritetit nd\u00ebrkomb\u00ebtar t\u00eb bashk\u00ebpunimit<\/strong>. T\u00eb gjitha k\u00ebto pik\u00eb t\u00eb theksuara &#8211; rritja e mobilitetit akademik, pjes\u00ebmarrja n\u00eb programet nd\u00ebrkomb\u00ebtare, nd\u00ebrtimi i marr\u00ebdh\u00ebnieve me vendet e tjera, shk\u00ebmbimi akademik dhe nd\u00ebrtimi i rrjeteve t\u00eb partneritetit nd\u00ebrkomb\u00ebtar t\u00eb bashk\u00ebpunimit \u2013 jan\u00eb q\u00ebllimet e ENQA-s dhe p\u00ebrpar\u00ebsit\u00eb e shteteve an\u00ebtare n\u00eb ENQA. Prap\u00eb, me p\u00ebrjashtimin nga ENQA, do t\u00eb kemi zbehje n\u00eb arritjen e k\u00ebtyre q\u00ebllimeve dhe strategjive q\u00eb ia kemi caktuar vetes p\u00ebr Arsimin e Lart\u00eb.<\/p>\n<p><strong>Nd\u00ebrkomb\u00ebtarizimi dhe Profesor\u00ebt<\/strong><\/p>\n<p>Nga p\u00ebrgjigjet q\u00eb kam marr\u00eb nga profesor\u00ebt, rreth 21% e tyre kan\u00eb deklaruar se bashk\u00ebpunimi nd\u00ebrkomb\u00ebtar i UP-s\u00eb me universitetet e huaja \u00ebsht\u00eb i k\u00ebnaqsh\u00ebm, nd\u00ebrsa p\u00ebrqindja tjet\u00ebr (78%) kan\u00eb deklaruar se \u00ebsht\u00eb deri diku mir\u00eb ose dob\u00ebt. Indikator\u00ebt q\u00eb tregojn\u00eb pse bashk\u00ebpunimi nd\u00ebrkomb\u00ebtar nuk \u00ebsht\u00eb n\u00eb nivelin e duhur jan\u00eb:<\/p>\n<p>1. Mungesa e infrastruktur\u00ebs;<\/p>\n<p>2. Hezitimi i profesor\u00ebve t\u00eb UP-s\u00eb p\u00ebr shkak t\u00eb barrierave t\u00eb gjuh\u00ebs dhe barrierave akademike;<\/p>\n<p>3. Mungesa e transparenc\u00ebs dhe komunikimit nga menaxhmenti \u2013 burokracia;<\/p>\n<p>4. P\u00ebrzgjedhja jotransparente e profesor\u00ebve t\u00eb UP-s\u00eb p\u00ebr t\u00eb p\u00ebrfaq\u00ebsuar Universitetin jasht\u00eb vendit;<\/p>\n<p>5. Mungesa e marr\u00ebdh\u00ebnieve t\u00eb q\u00ebndrueshme me profesor\u00ebt nga jasht\u00eb.<\/p>\n<p>Mbajtja e statusit si shtet an\u00ebtar n\u00eb ENQA do ta ndihmonte Arsimin e Lart\u00eb n\u00eb adresimin e k\u00ebtyre pikave direkt ose indirekt me plot\u00ebsimin e standardeve evropiane p\u00ebr arsim t\u00eb lart\u00eb. Gjithashtu, Kosova do t\u00eb kishte dhe mekaniz\u00ebm mbik\u00ebqyr\u00ebs p\u00ebr t\u00eb siguruar transparenc\u00eb dhe mbajtje t\u00eb marr\u00ebdh\u00ebnieve t\u00eb q\u00ebndrueshme me universitete nd\u00ebrkomb\u00ebtare. Si shembull, nj\u00ebra nga standardet p\u00ebr mbajtjen e statusit si shtet an\u00ebtar n\u00eb ENQA \u00ebsht\u00eb \u201cinstitucionet duhet t\u00eb ken\u00eb financim t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr aktivitetet e m\u00ebsimnx\u00ebnies dhe m\u00ebsimdh\u00ebnies dhe duhet t\u00eb garantojn\u00eb sigurimin e burimeve t\u00eb p\u00ebrshtatshme dhe t\u00eb gatshme t\u00eb m\u00ebsimit dhe mb\u00ebshtetjen e student\u00ebve.\u201d Me fjal\u00eb tjera, Kosova do t\u00eb duhej t\u00eb kishte alokuar fonde t\u00eb mjaftueshme p\u00ebr t\u00eb siguruar infrastruktur\u00eb t\u00eb nevojshme p\u00ebr m\u00ebsimdh\u00ebnie dhe m\u00ebsimnx\u00ebnie t\u00eb suksesshme, dhe ENQA do t\u00eb monitoronte n\u00ebse Kosova ka p\u00ebrmbushur k\u00ebt\u00eb standard.<\/p>\n<p><strong>Nd\u00ebrkomb\u00ebtarizimi dhe Student\u00ebt\u00a0<\/strong><\/p>\n<p>Nga p\u00ebrgjigjet q\u00eb kam marr\u00eb nga student\u00ebt, 78.6% kan\u00eb deklaruar se jan\u00eb t\u00eb interesuar t\u00eb vijojn\u00eb t\u00eb pakt\u00ebn nj\u00eb semest\u00ebr n\u00eb nj\u00eb Universitet tjet\u00ebr; pra, student\u00ebt jan\u00eb t\u00eb interesuar n\u00eb zhvillimin e bashk\u00ebpunimit me universitete t\u00eb huaja. Indikator\u00ebt q\u00eb tregojn\u00eb pse student\u00ebt n\u00eb num\u00ebr t\u00eb madh hezitojn\u00eb n\u00eb shkojn\u00eb n\u00eb universitete t\u00eb huaja jan\u00eb:<\/p>\n<p>1. Mosnjohja e gjuh\u00ebs s\u00eb folur n\u00eb universitetet e huaja (angleze, gjermane etj.);<\/p>\n<p>2. Nivel m\u00eb i ul\u00ebt i p\u00ebrgatitjes si student;<\/p>\n<p>3. Nivel m\u00eb i mang\u00ebt n\u00eb aft\u00ebsit\u00eb hulumtuese dhe t\u00eb shkruarit;<\/p>\n<p>4. Gjendja ekonomike.<\/p>\n<p>Sipas p\u00ebrqindjeve, student\u00ebt hezitojn\u00eb t\u00eb vijojn\u00eb t\u00eb pakt\u00ebn nj\u00eb semest\u00ebr n\u00eb nj\u00eb universitet tjet\u00ebr p\u00ebr shkak se nuk ndihen t\u00eb p\u00ebrgatitur si student (39%), mosnjohja e gjuh\u00ebve t\u00eb huaja (34%) dhe niveli i mang\u00ebt n\u00eb aft\u00ebsit\u00eb hulumtuese dhe t\u00eb shkruarit (24%).<\/p>\n<p>T\u00eb gjitha k\u00ebto gjetje duhet t\u00eb sh\u00ebrbejn\u00eb si sinjal p\u00ebr politik\u00ebb\u00ebr\u00ebsit dhe akter\u00ebt n\u00eb arsimin e lart\u00eb n\u00eb Kosov\u00eb. Student\u00ebt tan\u00eb ndihen inferior\u00eb kundrejt student\u00ebve nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr nga ana e aft\u00ebsimit akademik \u2013 e kjo po patjet\u00ebr q\u00eb duhet t\u00eb jet\u00eb shqet\u00ebsuese p\u00ebr ne si shoq\u00ebri. Standardet evropiane p\u00ebr arsim t\u00eb lart\u00eb kan\u00eb p\u00ebr q\u00ebllim p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb dhe adresojn\u00eb k\u00ebto mang\u00ebsi q\u00eb mendojn\u00eb q\u00eb i kan\u00eb student\u00ebt tan\u00eb, e plot\u00ebsimi i k\u00ebtyre standardeve ka qen\u00eb kushti p\u00ebr vazhdimin e an\u00ebtar\u00ebsimit n\u00eb ENQA.
