Kur k\u00ebta kan\u00eb vendosur me hy n\u00eb nj\u00eb lokal t\u00eb Prishtin\u00ebs, kan\u00eb folur vet\u00ebm anglisht q\u00eb t\u00eb mos hetohen q\u00eb jan\u00eb serb\u00eb nga Serbia. Dhe, kan\u00eb porositur kafe n\u00eb anglisht, nd\u00ebrsa kamerieri shqiptar iu ka th\u00ebn\u00eb \u201choces veliki ili mali?\u201d. T\u00eb gjith\u00eb kan\u00eb qeshur dhe p\u00ebrnj\u00ebher\u00eb t\u00eb rinjt\u00eb serb\u00eb jan\u00eb ndjer\u00eb m\u00eb mir\u00eb. N\u00eb fakt ata ishin befasuar me toleranc\u00ebn q\u00eb kan\u00eb treguar shqiptar\u00ebt edhe pse i kan\u00eb \u2018zbuluar\u2019. Toleranca \u00ebsht\u00eb parakushti kryesor q\u00eb nj\u00eb dit\u00eb qytetar\u00ebt e t\u00eb dy vendeve t\u00eb komunikojn\u00eb pa frik\u00eb. K\u00ebt\u00eb lloj frike e kam hetuar edhe vet\u00eb, para tre viteve kur po kaloja me vetur\u00eb n\u00ebp\u00ebr Serbi, rrug\u00ebs p\u00ebr n\u00eb Kosov\u00eb. \u00cbsht\u00eb stresuese, madje edhe torturuese, kur mundohesh t\u00eb paraqitesh si dikush q\u00eb nuk je n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb kamuflosh identitetin t\u00ebnd komb\u00ebtar nga frika e reaksioni nga tjetri. Pra, gj\u00ebja e par\u00eb q\u00eb e pengon procesin e paqes n\u00eb mes t\u00eb Kosov\u00ebs dhe Serbis\u00eb \u00ebsht\u00eb frika e mostoleranca ndaj tjetrit, q\u00eb \u00ebsht\u00eb ndryshe nga ju.<\/p>\n<p>Si nj\u00eb njeri q\u00eb jeton jasht\u00eb Kosov\u00ebs dhe si pjes\u00ebmarr\u00ebs n\u00eb disa evenimente n\u00eb Ballkanin Per\u00ebndimor, kam v\u00ebrejtur se qytetar\u00ebt, e sidomos t\u00eb rinjt\u00eb, nga Kosova, Serbia, Shqip\u00ebria dhe vendet tjera ballkanike, d\u00ebshirojn\u00eb t\u00eb shohin nj\u00eb progres t\u00eb theksuar jo vet\u00ebm n\u00eb t\u00eb ardhmen e tyre politike, por n\u00eb p\u00ebrgjith\u00ebsi n\u00eb cil\u00ebsin\u00eb e jetes\u00ebs s\u00eb tyre dhe krijimin e mund\u00ebsive p\u00ebr nj\u00eb jet\u00eb t\u00eb qet\u00eb. Por kjo \u00ebsht\u00eb e mundur vet\u00ebm n\u00ebse vendoset nj\u00eb paqe e mir\u00eb n\u00eb rajon. Studiuesit argumentojn\u00eb se paqja e mir\u00eb ka t\u00eb b\u00ebj\u00eb me nj\u00eb paqe q\u00eb i zhduk arsyet e fshehta t\u00eb luft\u00ebs, paqe q\u00eb nuk \u00ebsht\u00eb nj\u00eb arm\u00ebpushim, por nj\u00eb ndryshim marr\u00ebdh\u00ebniesh. Pra, Serbia nuk mund t\u2019i premtoj\u00eb Kosov\u00ebs paqe p\u00ebrderisa nuk e ndryshon shoq\u00ebrin\u00eb, e as Kosova nuk mund t\u2019u premtoj\u00eb serb\u00ebve lokal\u00eb paqe pa e ndryshuar nj\u00ebher\u00eb m\u00ebnyr\u00ebn se si i shohim t\u00eb tjer\u00ebt.<\/p>\n<p>Ky \u00ebsht\u00eb problemi. Serbia \u00ebsht\u00eb nj\u00eb shtet me mentalitet militarist dhe me nj\u00eb regjim autoritar, i cili ka p\u00ebrvet\u00ebsuar pronat e Kosov\u00ebs (p.sh. kursimet pensionale, dokumentet kadastrale etj.), q\u00eb mban familjet nga Gjakova dhe pjes\u00eb t\u00eb ndryshme t\u00eb Kosov\u00ebs n\u00eb ankth, duke mos i kthyer ata q\u00eb konsiderohen t\u00eb pagjetur, nuk \u00ebsht\u00eb penduar p\u00ebr krimet n\u00eb Kosov\u00eb, thjesht e mban Kosov\u00ebn dhe veten peng p\u00ebr shkak t\u00eb kryene\u00e7\u00ebsis\u00eb ballkanase. Edhe Kosova mund dhe duhet t\u00eb b\u00ebj\u00eb m\u00eb shum\u00eb. Kosova duhet t\u00eb integroj\u00eb sa m\u00eb shum\u00eb serb\u00ebt lokal\u00eb n\u00eb shoq\u00ebrin\u00eb e saj n\u00eb m\u00ebnyr\u00eb q\u00eb ata t\u00eb ndihen t\u00eb barabart\u00eb me t\u00eb tjer\u00ebt. Ata nuk duhet ta fshehin identitetin e tyre nga frika. Por, problemi m\u00eb i madh i Kosov\u00ebs nuk \u00ebsht\u00eb jodemokracia apo t\u00eb drejtat e pakicave, por varf\u00ebria.<\/p>\n<p>Varf\u00ebria, mungesa e paras\u00eb, pasuris\u00eb ose m\u00eb mir\u00eb me than\u00eb pak\u00ebsimi i tyre n\u00eb shoq\u00ebri d\u00ebrgon n\u00eb konflikte. Pushteti, paraja, prestigji jan\u00eb vlera t\u00eb rrallueshme dhe kur ato mungojn\u00eb n\u00eb nj\u00eb shoq\u00ebri si Kosova, shp\u00ebrthimi i konfliktit t\u00eb brendsh\u00ebm \u00ebsht\u00eb gjithnj\u00eb k\u00ebrc\u00ebnues. N\u00eb fakt disa studiues e p\u00ebrkufizojn\u00eb varf\u00ebrin\u00eb, urin\u00eb dhe shtypjen si forma t\u00eb dhun\u00ebs. K\u00ebt\u00eb dhun\u00eb ata e quajn\u00eb \u201cdhun\u00eb thelb\u00ebsore\u201d, q\u00eb shkaktohet m\u00eb shum\u00eb nga struktura e marr\u00ebdh\u00ebnieve shoq\u00ebrore sesa nga veprimet e drejtp\u00ebrdrejta, si\u00e7 jan\u00eb vrasjet e njer\u00ebzve. N\u00eb Kosov\u00eb ka \u201cdhun\u00eb thelb\u00ebsore\u201d, q\u00eb nuk vjen nga vrasja e njer\u00ebzve si p\u00ebrpara, por nga varf\u00ebria ekstreme. N\u00eb Kosov\u00eb ka nj\u00eb lloj paqeje negative. Nuk ka vrasje t\u00eb njer\u00ebzve por ka shum\u00eb varf\u00ebri dhe pak\u00ebsim t\u00eb vlerave t\u00eb rralla, q\u00eb mund t\u00eb shkaktoj\u00eb nj\u00eb konflikt t\u00eb brendsh\u00ebm.<\/p>\n<p>Jet\u00ebsimi i idealeve demokratike t\u00eb shum\u00eb qytetar\u00ebve nga Kosova e Serbia duket q\u00eb edhe p\u00ebr nj\u00eb koh\u00eb do t\u00eb mbetet vet\u00ebm nj\u00eb ideal. Serbia me nj\u00eb kultur\u00eb militariste, ku ushtria ka nj\u00eb rol t\u00eb fuqish\u00ebm n\u00eb shtet, mund t\u00eb paraqes\u00eb dhe paraqet k\u00ebrc\u00ebnim p\u00ebr vende t\u00eb tjera si\u00e7 \u00ebsht\u00eb Kosova e sidomos p\u00ebr ata banor\u00eb t\u00eb Kosov\u00ebs q\u00eb jetojn\u00eb fare pran\u00eb kufijve me Serbin\u00eb, \u00e7far\u00eb e kemi par\u00eb k\u00ebto dit\u00eb kur xhandarm\u00ebria serbe, kishte hyr\u00eb n\u00eb territorin e Kosov\u00ebs duke shkaktuar pasiguri p\u00ebr qytetar\u00ebt e asaj ane.<\/p>\n<p>Kosova e gjendur para \u201cbomb\u00ebs s\u00eb kurdisur\u201d sociale, pandemis\u00eb s\u00eb shkaktuar nga virusi korona, paqart\u00ebsit\u00eb q\u00eb sjell dialogu i determinuar nga faktor\u00ebt e jasht\u00ebm nd\u00ebrkomb\u00ebtar\u00eb e b\u00ebn nj\u00eb t\u00eb ri t\u00eb Kosov\u00ebs po aq pesimist sa at\u00eb t\u00eb Serbis\u00eb, p\u00ebr vendosjen e themeleve t\u00eb nj\u00eb jete t\u00eb qet\u00eb dhe pa konflikte.<\/p>\n<p>P\u00ebr t\u00eb p\u00ebrdit\u00ebsuar nj\u00eb paqe t\u00eb mir\u00eb duhet t\u00eb nd\u00ebrroj\u00eb jo vet\u00ebm aparati i jasht\u00ebm i shoq\u00ebris\u00eb \u2013 sistemi politik \u2013 por edhe bot\u00ebkuptimi subjektiv i shum\u00eb njer\u00ebzve. Paqja e mir\u00eb p\u00ebr k\u00ebto vende do t\u00eb thot\u00eb ndryshim i shpejt\u00eb shoq\u00ebror. Nd\u00ebrtimi i demokracis\u00eb, vendosja e mekanizmave alternativ\u00eb p\u00ebr t\u2019i trajtuar konfliktet, nj\u00eb presion publik m\u00eb i madh mbi qeverin\u00eb p\u00ebrmes l\u00ebvizjeve t\u00eb paqes, veprimtarive t\u00eb ndryshme politike, forcim i normave kund\u00ebr dhun\u00ebs, nj\u00eb edukim paq\u00ebsor inkluziv, shk\u00ebmbim kulturor q\u00eb do t\u00eb p\u00ebrforconte bindjen se dallueshm\u00ebria komb\u00ebtare nuk paraqet k\u00ebrc\u00ebnim, vendosjen e nj\u00eb nacionalizmi qytetar n\u00eb vend t\u00eb atij etnik, nj\u00eb sistem q\u00eb do t\u2019i p\u00ebrfshij\u00eb barazin\u00eb politike dhe t\u00eb drejtat e njeriut, nj\u00eb p\u00ebrmir\u00ebsim i shpjet\u00eb i gjendjes ekonomike etj., jan\u00eb disa nga indikator\u00ebt q\u00eb do t\u00eb d\u00ebrgonin k\u00ebto dy vende kah paqja e mir\u00eb.<\/p>\n<p>Nd\u00ebrtimi i demokracis\u00eb p\u00ebr k\u00ebto vende ka r\u00ebnd\u00ebsi t\u00eb shum\u00ebfishta. Me e r\u00ebnd\u00ebsishmja \u00ebsht\u00eb se dy demokraci nuk luftojn\u00eb n\u00eb mes vete. Ndodh q\u00eb nj\u00eb jodemokraci t\u00eb luftoj\u00eb me nj\u00eb demokraci ose dy jodemokraci t\u00eb luftojn\u00eb kund\u00ebr nj\u00ebra-tjetr\u00ebs, por nuk ka ndodhur q\u00eb dy demokraci t\u00eb luftojn\u00eb n\u00eb mes vete. Kjo \u00ebsht\u00eb paqja e mir\u00eb, kur dy shtete nuk kan\u00eb arsye t\u00eb luftojn\u00eb n\u00eb mes vete sepse i kan\u00eb zhduk\u00eb arsyet p\u00ebr luft\u00eb. E alternativa e paqes s\u00eb mir\u00eb \u00ebsht\u00eb dhuna, konflikti, vrasjet, jozhvillimi \u00e7ka e kemi par\u00eb tash nj\u00eb koh\u00eb t\u00eb gjat\u00eb n\u00eb Ballkan.<\/p>\n<p>Vendosja e paqes s\u00eb mir\u00eb n\u00eb rajon \u00ebsht\u00eb e lidhur me subjektivitetin e shtetit t\u00eb Kosov\u00ebs, me nj\u00eb dialog q\u00eb do t\u00eb vinte n\u00eb pah nevojat e Kosov\u00ebs dhe t\u00eb serb\u00ebve lokal\u00eb, e q\u00eb do t\u00eb ndikonte n\u00eb qet\u00ebsimin e Serbis\u00eb dhe l\u00ebvizjen e saj drejt nj\u00eb demokratizmi m\u00eb t\u00eb shpejt\u00eb. Serbia ka nevoj\u00eb q\u00eb t\u00eb \u201c\u00e7lirohet\u201d nga \u201cbarra e historis\u00eb\u201d dhe ta \u00e7mitizoj\u00eb Kosov\u00ebn. N\u00ebse Kosova dhe Serbia prodhojn\u00eb asi politikash p\u00ebr paqe t\u00eb q\u00ebndrueshme dhe e nd\u00ebrrojn\u00eb diskursin e bisedimeve nga \u201chumbje-fitim\u201d, ky do t\u00eb ishte lajmi dhe mesazhi m\u00eb i mir\u00eb p\u00ebr qytetar\u00ebt e t\u00eb dy vendeve. Fatkeq\u00ebsisht dialogu i paralajm\u00ebruar n\u00eb shtator n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb, duket se do t\u00eb ket\u00eb nj\u00eb agjend\u00eb t\u00eb imponuar q\u00eb vjen nga \u201dlart-posht\u00eb\u201d dhe nuk do t\u00eb ket\u00eb parasysh nevojat e njer\u00ebzve n\u00eb terren. Aty \u00ebsht\u00eb paralajm\u00ebruar \u201cnegociata p\u00ebr \u00e7\u00ebshtje ekonomike\u201d, ndon\u00ebse arsyet e v\u00ebrteta q\u00eb nuk ka paqe n\u00eb mes t\u00eb Serbis\u00eb dhe Kosov\u00ebs jan\u00eb krejt\u00ebsisht politike. Kur k\u00ebsaj i shtojm\u00eb edhe sfidat e brendshme t\u00eb Qeveris\u00eb s\u00eb udh\u00ebhequr nga Avdullah Hoti, \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb besohet se do t\u00eb ket\u00eb nj\u00eb \u201cMarr\u00ebveshje historike\u201d q\u00eb do t\u00eb sillte paqe n\u00eb rajon.
