EUROPOL duke qen\u00eb agjenci e BE-s\u00eb nuk ofron an\u00ebtar\u00ebsime p\u00ebr shtete jasht\u00eb unionit, por lidh marr\u00ebveshje bashk\u00ebpunimi n\u00eb nivel strategjik dhe operacional. Sigurisht, ky mund t\u00eb shihet edhe si nj\u00eb hap p\u00ebrpara i Kosov\u00ebs edhe nga pik\u00ebpamja diplomatike, meq\u00eb deri n\u00eb an\u00ebtar\u00ebsim n\u00eb BE kjo, s\u00eb bashku me ndonj\u00eb marr\u00ebveshje eventuale plot\u00ebsuese p\u00ebr aspektin operacional, mbetet korniza q\u00eb do t\u00eb qeveris\u00eb marr\u00ebdh\u00ebnien me EUROPOL.<\/p>\n<p>Pavar\u00ebsisht dometh\u00ebnies, kjo ngjarje kaloi pa u v\u00ebrejtur shum\u00eb n\u00eb opinionin publik n\u00eb Kosov\u00eb. Pandemia aktuale po shkakton kufizime q\u00eb po ndikojn\u00eb n\u00eb formatin e ngjarjeve zyrtare duke i reduktuar ato n\u00eb ceremoni m\u00eb modeste sesa n\u00eb kushte t\u00eb zakonshme. Kjo u duk edhe te ceremonia e n\u00ebnshkrimit t\u00eb k\u00ebsaj marr\u00ebveshje q\u00eb u b\u00eb n\u00eb Prishtin\u00eb n\u00eb prani t\u00eb mediave. Nga ana tjet\u00ebr, ekziston nj\u00eb tendenc\u00eb e p\u00ebrgjithshme q\u00eb t\u00eb theksohen e polemizohen v\u00ebshtir\u00ebsit\u00eb apo d\u00ebshtimet, dhe shum\u00eb pak hap\u00ebsir\u00eb mbetet p\u00ebr ato gj\u00ebra q\u00eb shkojn\u00eb si duhet. Ky ishte niveli m\u00eb i lart\u00eb zyrtar, i p\u00ebrfshir\u00eb publikisht n\u00eb t\u00eb gjith\u00eb procesin e gjat\u00eb t\u00eb lobimit dhe t\u00eb arritjes s\u00eb k\u00ebsaj marr\u00ebveshjeje, q\u00eb ka p\u00ebrshkruar angazhimin institucional t\u00eb s\u00eb paku pes\u00eb qeverive t\u00eb fundit n\u00eb Kosov\u00eb. Kjo qasje diskrete, ndoshta edhe atipike p\u00ebr p\u00ebrpjekjet diplomatike t\u00eb Kosov\u00ebs, \u00ebsht\u00eb shum\u00eb e mundshme t\u00eb ket\u00eb qen\u00eb nj\u00eb nga elementet kontribuuese n\u00eb p\u00ebrmbylljen e saj t\u00eb suksesshme.<\/p>\n<p>Kosova ka pasur nj\u00eb prezenc\u00eb t\u00eb paprecedent t\u00eb organeve evropiane, n\u00eb fush\u00ebn e sundimit t\u00eb ligjit dhe bashk\u00ebpunimi me to mund t\u00eb thuhet t\u00eb jet\u00eb m\u00eb i thell\u00eb se n\u00eb cilindo prej vendeve q\u00eb aspirojn\u00eb an\u00ebtar\u00ebsim n\u00eb BE. Megjithat\u00eb, n\u00eb m\u00ebnyr\u00eb shum\u00eb paradoksale ka pasur munges\u00eb t\u00eb moduseve t\u00eb bashk\u00ebpunimit p\u00ebrmes marr\u00ebveshjeve dhe kanaleve konvencionale t\u00eb shk\u00ebmbimit mes BE dhe shteteve t\u00eb treta. Kjo ka b\u00ebr\u00eb q\u00eb puna e p\u00ebrbashk\u00ebt e Kosov\u00ebs, n\u00eb operacione t\u00eb panum\u00ebrta, n\u00eb nivel evropian t\u00eb b\u00ebhet p\u00ebrmes aranzhimeve t\u00eb improvizuara q\u00eb sigurisht se kan\u00eb rezultuar n\u00eb shum\u00eb energji t\u00eb humbura n\u00eb gjetjen e rrug\u00ebs s\u00eb bashk\u00ebpunimit p\u00ebr t\u00eb luftuar krimin &#8211; i cili nuk ka fare problem kur \u00ebsht\u00eb puna te bashk\u00ebpunimi nd\u00ebrkomb\u00ebtar. Th\u00ebn\u00eb shkurt mungesa e deritanishme e nj\u00eb marr\u00ebveshje me siguri se ka ndikuar edhe n\u00eb mbar\u00ebvajtjen, por edhe n\u00eb cil\u00ebsin\u00eb e bashk\u00ebpunimit nd\u00ebrmjet organeve t\u00eb zbatimit t\u00eb ligjit t\u00eb Kosov\u00ebs dhe atyre evropian.<\/p>\n<p>Duhet t\u00eb n\u00ebnvizohet q\u00eb mungesa e nj\u00eb marr\u00ebveshjeje t\u00eb till\u00eb bashk\u00ebpunimi, nd\u00ebrmjet Kosov\u00ebs dhe EUROPOL, nuk ka qen\u00eb p\u00ebr shkak se Kosova nuk e ka k\u00ebrkuar nj\u00eb gj\u00eb t\u00eb till\u00eb. Aq m\u00eb pak p\u00ebr munges\u00eb t\u00eb p\u00ebrmbushjes s\u00eb kushteve teknike apo t\u00eb p\u00ebrgatitjes s\u00eb institucioneve p\u00ebrgjegj\u00ebse p\u00ebr zbatimin e ligjit. Dihet mir\u00eb se Kosova ka nj\u00eb forc\u00eb policore moderne dhe t\u00eb p\u00ebrgatitur mir\u00eb profesionalisht, q\u00eb mund t\u00eb sh\u00ebrbej\u00eb edhe si model p\u00ebr shum\u00eb vende t\u00eb cilat g\u00ebzojn\u00eb nivel shum\u00eb m\u00eb t\u00eb thell\u00eb t\u00eb bashk\u00ebpunimit me EUROPOL. Nj\u00eb nga arsyet kryesore q\u00eb ka penguar thellimin e bashk\u00ebpunimit dhe kuror\u00ebzimin e tij me nj\u00eb marr\u00ebveshje, pa dyshim ka qen\u00eb fakti i mosnjohjes t\u00eb Kosov\u00ebs nga ana e pes\u00eb vendeve an\u00ebtare t\u00eb BE-s\u00eb. Pra edhe n\u00eb k\u00ebt\u00eb rrug\u00ebtim \u00ebsht\u00eb p\u00ebrballur me penges\u00ebn e saj kryesore, por jo t\u00eb vetmen, q\u00eb e ka n\u00eb rrug\u00ebn e integrimit evropian. Prandaj, arritja e k\u00ebsaj marr\u00ebveshjeje t\u00eb bashk\u00ebpunimit, pavar\u00ebsisht pengesave, p\u00ebrb\u00ebn nj\u00eb rast nga i cili mund t\u00eb nxirren disa m\u00ebsime apo rekomandime edhe n\u00eb p\u00ebrpjekje tjera t\u00eb m\u00ebtutjeshme diplomatike t\u00eb saj. Sigurisht q\u00eb n\u00eb rrug\u00ebn e gjat\u00eb dhe komplekse drejt arritjes s\u00eb k\u00ebsaj marr\u00ebveshje ka shum\u00eb detaje q\u00eb nuk do t\u00eb p\u00ebrfshihen n\u00eb k\u00ebt\u00eb shkrim, por k\u00ebtu n\u00ebnvizohen disa nga faktor\u00ebt ky\u00e7\u00eb n\u00eb syt\u00eb e autor\u00ebve.<\/p>\n<p><strong>1. Koh\u00ebzgjatja \u00a0&#8211; pun\u00ebt e mira marrin koh\u00eb<\/strong><\/p>\n<p>Nj\u00eb nga karakteristikat ve\u00e7uese t\u00eb pun\u00ebs s\u00eb institucioneve p\u00ebr arritjen e k\u00ebsaj marr\u00ebveshje \u00ebsht\u00eb kujdesi dhe takti me t\u00eb cilin institucionet i jan\u00eb qasur k\u00ebsaj p\u00ebrpjekje. Duke qen\u00eb i vetmi vend n\u00eb rajon pa marr\u00ebveshje kontraktuale me EUROPOL, dhe t\u00eb nj\u00ebjt\u00ebn koh\u00eb nj\u00eb nga vendet m\u00eb kontribuuese n\u00eb operacionet e ndryshme pan-Evropiane t\u00eb organizuara nga vet\u00eb EUROPOL, Kosova ka pasur t\u00eb gjitha argumentet e nevojshme p\u00ebr ta shtyr\u00eb p\u00ebrpara nj\u00eb marr\u00ebveshje t\u00eb till\u00eb. Kjo mund t\u00eb ket\u00eb ushqyer impulsin e vendimmarr\u00ebsve p\u00ebr t\u00eb nd\u00ebrmarr\u00eb ndonj\u00eb nj\u00eb fushat\u00eb lobuese publike m\u00eb agresive, mir\u00ebpo n\u00eb realitet qasja ka qen\u00eb e ndryshme dhe me e suksesshme. K\u00ebrkesa p\u00ebr bashk\u00ebpunim me EUROPOL p\u00ebrgjat\u00eb viteve t\u00eb fundit ka kaluar n\u00ebp\u00ebr duart e shum\u00eb zyrtar\u00ebve dhe qeverive t\u00eb ndryshme t\u00eb Kosov\u00ebs. P\u00ebrkushtimi u shtua sidomos nga viti 2016, kur K\u00ebshilli i BE-s\u00eb n\u00eb takimin vjetor p\u00ebr Ballkanin Per\u00ebndimor n\u00ebnvizoi nevoj\u00ebn p\u00ebr nj\u00eb bashk\u00ebpunim t\u00eb intensifikuar rajonal dhe nd\u00ebrkomb\u00ebtar me EUROPOL\u201d. Edhe pse shtetet an\u00ebtare e b\u00ebn\u00eb nj\u00eb thirrje t\u00eb till\u00eb t\u00eb p\u00ebrbashk\u00ebt, nuk n\u00ebnkuptohet medoemos q\u00eb n\u00eb praktik\u00eb nuk do t\u00eb haseshin probleme e bllokada nga shtete t\u00eb p\u00ebrve\u00e7me q\u00eb do t\u00eb mund ta cil\u00ebsonin nj\u00eb marr\u00ebveshje t\u00eb k\u00ebtill\u00eb me Kosov\u00ebn, me implikime m\u00eb t\u00eb gjera p\u00ebr sa i p\u00ebrket njohjes s\u00eb shtet\u00ebsis\u00eb. Pra, edhe pse dukej se rruga ishte hapur ende kishte droj\u00eb se shtetet e ndryshme, q\u00eb do t\u00eb mund t\u00eb bllokonin n\u00eb nivele punuese, si\u00e7 ndodh shpesh n\u00eb BE.\u00a0 Nga ana e Kosov\u00ebs, ajo q\u00eb e dallon ket\u00eb rast \u00ebsht\u00eb transferimi i k\u00ebsaj dosje nga nj\u00eb Minist\u00ebr n\u00eb Ministrin tjet\u00ebr edhe duke i kap\u00ebrcyer vijat ndar\u00ebse t\u00eb kampeve politike.<\/p>\n<p><strong>2. Konteksti, argumentimi, dhe qasja<\/strong><\/p>\n<p>Tjet\u00ebr ve\u00e7ori, n\u00eb k\u00ebt\u00eb rast, ka qen\u00eb se gjat\u00eb lobimit p\u00ebr k\u00ebt\u00eb marr\u00ebveshje, argumentet p\u00ebr n\u00ebnshkrimin e saj jan\u00eb p\u00ebrqendruar n\u00eb p\u00ebrfitimet teknike t\u00eb nd\u00ebrsjella. Edhe pse nj\u00eb marr\u00ebveshje e till\u00eb nga ana e Kosove mund t\u00eb shihet m\u00eb leht\u00eb nga pik\u00ebpamja e njohjes, dhe subjektiviteti nd\u00ebrkomb\u00ebtar, p\u00ebrqendrimi n\u00eb to dhe futja e k\u00ebsaj n\u00eb nj\u00eb korniz\u00eb t\u00eb shtet\u00ebsis\u00eb nuk do t\u00eb ishte n\u00eb interes t\u00eb arritjes s\u00eb q\u00ebllimit. Qasja m\u00eb teknike dhe pragmatike e b\u00ebri m\u00eb t\u00eb leht\u00eb pun\u00ebn e menaxhmentit t\u00eb EUROPOL, si dhe institucionet e BE tjera t\u00eb p\u00ebrfshira q\u00eb p\u00ebrgjith\u00ebsisht kan\u00eb pasur qasje mb\u00ebshtet\u00ebse ndaj marr\u00ebveshjes s\u00eb till\u00eb. Sigurisht q\u00eb ato n\u00eb vazhdim\u00ebsi d\u00ebshirojn\u00eb t\u00eb veprojn\u00eb n\u00eb at\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb ruajn\u00eb paanshm\u00ebrin\u00eb e tyre ndaj pik\u00ebpamjeve t\u00eb shteteve p\u00ebr \u00e7\u00ebshtje t\u00eb natyr\u00ebs s\u00eb politik\u00ebs tyre t\u00eb jashtme.<\/p>\n<p>Element tjet\u00ebr ky\u00e7 duket t\u00eb ket\u00eb qen\u00eb edhe p\u00ebrzgjedhja e koh\u00ebs s\u00eb p\u00ebrshtatshme p\u00ebr t\u00eb krijuar nj\u00eb momentum p\u00ebr t\u00eb \u00e7uar p\u00ebrpara k\u00ebt\u00eb \u00e7\u00ebshtje. N\u00ebnshkrimi i MSA-s\u00eb si dhe disa marr\u00ebveshjeve tjera p\u00ebr programe t\u00eb BE-s\u00eb q\u00eb Kosova i arriti koh\u00ebve t\u00eb fundit kan\u00eb krijuar nj\u00eb hapje, por jo domosdoshm\u00ebrisht kan\u00eb garantuar nj\u00eb marr\u00ebveshje edhe n\u00eb k\u00ebt\u00eb fush\u00eb.\u00a0 Por fokusi i BE-s\u00eb n\u00eb \u00e7\u00ebshtjet e siguris\u00eb e luftimit t\u00eb kriminalitetit posa\u00e7\u00ebrisht pas sulmeve terroriste t\u00eb fundit e krijuan nj\u00eb hap\u00ebsir\u00eb t\u00eb re ku p\u00ebrshpejtimi i aktivitetit lobues gjeti nj\u00eb mir\u00ebkuptim m\u00eb t\u00eb madh p\u00ebr argumentet tanim\u00eb t\u00eb p\u00ebrforcuara n\u00eb kontekst t\u00eb ri.<\/p>\n<p><strong>\u00a03. Diskrecioni<\/strong><\/p>\n<p>Sukseset ne fush\u00ebn nd\u00ebrkomb\u00ebtare gjithmon\u00eb sjellin me vete edhe nj\u00eb doz\u00eb t\u00eb triumfalizmit. Por edhe n\u00eb k\u00ebt\u00eb rast, qasja e kujdesshme n\u00eb nivel teknik dhe gjithmon\u00eb e matur &#8211; dhe prapa skenave &#8211; ka pasur ndikimin e vet pozitiv. Partneriteti<\/strong><\/p>\n<p>N\u00eb gjith\u00eb historin\u00eb e vet diplomatike, Kosova ka qen\u00eb gjithmon\u00eb e suksesshme kur ka nd\u00ebrtuar partneritet me shtetet dhe institucionet relevante n\u00eb proces. P\u00ebr vendet e vogla, si\u00e7 jemi ne, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb kuptohet q\u00eb gjerat nuk ndodhin sepse ne mund ta sforcojm\u00eb \u00e7\u00ebshtjen, por sepse kemi arritur t\u00eb bindim partneret p\u00ebr gatishm\u00ebrin\u00eb ton\u00eb p\u00ebr t\u00eb l\u00ebvizur p\u00ebrpara. Rasti i EUROPOL nuk \u00ebsht\u00eb p\u00ebrjashtim. Para se t\u00eb arrijm\u00eb t\u00eb futemi n\u00eb list\u00ebn e shteteve prioritare p\u00ebr marr\u00ebveshje, ka pasur shk\u00ebmbime te vazhdueshme n\u00eb t\u00eb gjitha nivelet, dhe me t\u00eb gjitha institucionet relevante p\u00ebr t\u00eb krijuar partneritetin e nevojsh\u00ebm.
